Introduction
Evaluations are performed for a purpose. If thatpurpose is to inform decision making, wewant to be effective in answering the keyquestions of decision makers.
We, as evaluators, know something about what
is effective -- but better to ask the consumersof evaluations (but I happened to be availableto give a talk.)
