Lockheed MartinintroducesParagon™ DirectAttack MunitionLockheed Martin has announced that itsDual Mode Plus laser-guided bomb (LGB)will be branded Paragon. The Paragon directattack munition is an affordable, effectivealternative to current dual-mode weapons.

“The new brand Paragon exemplifies amodel of excellence, and reflects thesystem's performance and capability,” saidJoe Serra, Precision Guided Systemsdirector at Lockheed Martin Missiles andFire Control. “The Paragon direct attackmunition has demonstrated performancewell within operational requirements andcan be released farther from the target thanother dual-mode or GPS-guided weapons.”

Paragon leverages the reliability andaffordability of Lockheed Martin's combat-proven LGB, integrating an iner tialnavigation system (INS)/GPS all-weathermoving-target capability to deliver increasedstandoff, mission flexibility and reliableperformance.

“Our flexible streamlined manufacturingenables us to offer Paragon as an affordablesolution to help stretch defense budgets,”Serra said. “Greater capability at a moreaffordable price benefits our customer byincreasing competition in performance-based acquisitions.”

Paragon has been successfullyintegrated on the F/A-18. Additional F/A-18flight testing continues and F-16 test flightsare planned for the second quarter of 2017.

Effective against fixed, relocatable andmoving targets, the Paragon direct attackmunition maintains the physical dimensions,mass properties and outer mold line ofLockheed Martin's combat-proven LGB, andintegrates seamlessly with aircraftemploying LGBs or similar direct-attackweapons using conventional MIL-STD-1760/1553 or Universal ArmamentInterfaces.

Tactical Air Defence Radar System(TADRS) communication upgradefor the Royal Australian Air Force isnow in serviceIn 2014, the Department of Defence, Surveillance and Control Systems ProgramOffice (SCSPO) awarded Lockheed Martin Australia the contract to deliver theTactical Air Defence Radar System (TADRS) communication upgrade project.Frequentis was chosen as the supplier for the end-to-end IP-based secure voicecommunication system iSecCOM.

In July 2016, the successful Site Acceptance Test (SAT) was conducted atthe Royal Australian Air Force’s Eastern Regional Operational Centre (EASTROC)that involved the comprehensive utilisation of the RAAF’s wider Air BattlespaceManagement (ABM) systems.

This SAT was performed in conjunction with the other ABM systems, Vigilareand the Mobile Regional Operations Centre (MROC). The first modified systemwas immediately sent on a six month operational deployment following SAT andperformed exceptionally well.

Based on Lockheed Martin’s AN/TPS-77, TADRS can conduct radarsurveillance, track non-cooperative targets and direct interceptions. It comprisesfour mobile platforms that can be connected to EASTROC, the Northern RegionalOperations Centre (NORTHROC) and MROC. The Frequentis communicationsystem for TADRS includes seven Frequentis iSecCOM systems, the certifiedRED/BLACK end-to-end IP-based voice communication system. The core elementof the solution is the capability to provide voice communication services for twoseparate security domains from a consolidated controller working position. TheFrequentis Secure Audio Switch (iSAS) achieved international Common Criteria(CC) EAL4+ certification and recognition by the Australian Signals Directorate,and is the core element for separating the classified and unclassified domains.The iSecCOM product has the smallest, lightest footprint available in the mission-critical market and is particularly suitable for deployable and mobile defencesystems.

“Frequentis is a very professional organisation with innovative projectmanagement and when combined with a real understanding of the user’s needsdelivers an outstanding product,” Andrew van de Ven, Program Manager atLockheed Martin, said.

Rockwell Collins selected by Thales to upgrade Hawkei ProtectedMobility Vehicle-Light systemRockwell Collins will serve as a subcontractor to Thales Australia to integratethe Digital Terminal Control System (DTCS) into the Integral ComputingSystem (ICS) of the Hawkei Protected Mobility Vehicle-Light system.

The DTCS enables joint terminal attack controllers and joint fire observersto seamlessly integrate with airborne assets, artillery and naval platforms. Itis a flexible, wearable solution for ground targeting, air support and call-for-fire missions with the capability to be integrated on tanks and combat vehicles.Vehicle integrations enable the soldier to leverage more capable sensorsand communication systems that are organic to the vehicle.

“The collaborative relationship that our company has with the AustralianDefence Force has provided a foundation for the delivery of reliable jointfires solutions under the Land 17 program,” said Nick Gibbs, ManagingDirector of Rockwell Collins in Australia.

General Atomics Aeronautical Systems, Inc. (GA-ASI) has announced the official launch of its Team Reaper® Australia solution tothe Project Air 7003 requirement, together with Australian teammates Cobham, CAE Australia, Raytheon Australia, and FlightData Systems. The Team was announced during the opening of the US Pavilion at AVALON 2017 – Australian InternationalAerospace and Defence Exposition, in Geelong, Australia, by Linden Blue, CEO of GA-ASI, together with Mr. James Carouso, theCharge D’Affairs at the US Embassy in Canberra and Air Chief Marshal Sir Angus Houston, AK, DFC from Defence South Australia.

Expanding on wearable technologyIt is vital in today’s world that soldiers be provided with the best possible equipment. However, that means largeamounts of communications, navigation, and situational awareness technology, all of which needs to be moved fromplace to place in the battlefield. Commercial and military research groups are investing heavily in more mobile andwearable technologies as a solution to the increasing amount of equipment needed in the field. While research is still inits infancy, there already exist a number of viable solutions that are in play today within defence forces around the world.

Soldiers in the battlefield must make use of every advantagepossible to have the best chance of survival, mission success,and injury avoidance, and having the best possible armourmakes a massive difference. Gone are the days when soldierswould cover themselves in heavy plate armour and chainmail;today, thanks to innovative new technologies, armour islightweight, flexible, and tougher than ever before. Indeed, recentyears has seen a massive leap forward in armour. No longersimply a protective coat, today’s armour is being developed withsecondary features in mind as wearable technologies make allthe difference to the warfighter.

As technology has advanced, soldiers require more andmore equipment in the field. This might include communicationstechnology like radios or VSAT systems, navigational orcomputing equipment. For medics, the list of equipment isendless. As such, commercial and military research groups havebeen working on making equipment increasingly mobile, withwearable technology a key focus. When vital equipment can beminiaturised and worn on the body, soldiers can keep moreequipment directly on-hand, enabling enhanced capabilities inthe field, while keeping their hands free for more pressing tasks.

The wearable technologies field is one of the strongestgrowing areas in military research. According to ‘The MilitaryCommunications Market: 2015-2030 – Opportunities,Challenges, Strategies & Forecasts,’ pressures on defencespending will not halt increasing investments in militarycommunications. The market is expected to provide more thanUS$40 billion in revenue by the end of 2020, with spendingfocused on wearable technology, machine-to-machine (M2M)and sensor networks. Within the wearables category,applications range between enhancing situational awareness,

and detecting and resolving physical and health problems. Thereport highlighted DARPA’s ULTRA-VIS programme, which hasdeveloped lightweight, low-powered, wearable display systemsfor ground troops. The displays enhance situational awarenesswith an augmented reality view, which includes information onthe nearest friendly units, distance to objective, and satelliteimagery of the area.

Providing additional situation awareness through helmetsHelmets are an integral piece of body armour for most militarygroups, protecting the head from blows, falls, and a host of otherattacks. They are also one of the pieces of equipment thatdevelopers most commonly focus upon for armour upgrades. Asoldier’s eyes and ears provide vital information in the battlefield,and through the helmet, both sight and sound can beconveniently augmented with additional technologies.

In July 2016, BAE Systems completed the second set oftrials of its Striker II Helmet-Mounted Display (HMD), which sawthe technology integrated with the Eurofighter Typhoon combatjet. The trials proved that technology can be integrated withexisting aircraft, regardless of whether its electronics systemsare analogue or digital.

The Striker II HMD technology allows pilots to easily engagehigh-precision target tracking while providing superior situationalawareness. The integrated night vision capability means thatthe system can be used in any light conditions.

“This phase of testing is a significant milestone on the pathto full integration of Striker II with Typhoon,” said Peter Kosogorin,Test Pilot for BAE Systems. “Striker II is a real step change forthe fighter pilot. It removes the need for separate heavy nightvision googles that increase pressure on the pilot’s head andneck to that aircraft manoeuvrability is no longer limited.”

Meanwhile, Revision Military, a provider of protective soldierequipment for military applications, was awarded a contract inJuly 2016 from the Department of Defense’s (DoD) next-generation helmet platform programme. In October 2016,Revision unveiled its submission: A Family of Tactical HeadborneSystems (FTHS). Several hundred samples have been deliveredto the DoD for testing in compliance with the contract.

The multipurpose helmet suite consists of coastal marine,riverine, ground ballistic and ground bump systems, and will besupplied with a new set of accessories that will enhance thehelmet platform for boat, vehicle and HALO/HAHO, as well asmountain, river and direction action operations. The bump helmetis the first in the industry that can be ballistically-enabled withadd-on armour for blunt force and ballistic protection. It alsoreduces neck load burden during highly dynamic operations,while still providing the required protection. With the skeletisationof all of the system components, the combined weight issignificantly lower than other helmet systems available on themarket.

“We can’t wait for the warfighter to get their hands on thesehelmets,” said Eric Hounchell, Vice President, Armor and GlobalOperations, Revision Military. “This is a very exciting opportunity

for Revision, and this project continues to drive innovation withinour Armor Business Unit. It’s a very aggressive program and Ibelieve Revision has proven itself more than up to the challenge,building a full-suite, custom solution from the ground up. All ofthe significant resources at the company’s disposal were calledupon to produce this cutting-edge helmet, resulting in a productthat will give some of our country’s most elite forces theprotection, versatility, and manoeuvrability they require fordemanding operations. We firmly believe the solutions we’vecreated here advance helmet technology as we know it.”

Revision’s entire FTHS also includes a headborne personalsignature management (PSM) package, daytime visors, blunt/ballistic mandibles, an NVG splash shield, and Revision’s newmultilayer liner comfort system with a removable fit band and aconcave shell design to support NVG use. The FTHS suite willbe available commercially this year.

Enabling power and data relays with next-generation armourArmour is one of the most essential components for any soldierabout to enter the battlefield. It must be ruggedized and durableenough to protect the wearer, while also being suitablylightweight and flexible to allow a good level of movement. Inrecent years, those in the battlefield have been able to enjoyarmour that goes beyond the bare basics, with a wide variety ofadditional features included, such as power sources, situationalawareness, or data relays.

One of the most recent developments came in in July 2016,when BAE Systems announced that it had designed BroadswordSpine, an alternative to the heavy portable data and powersupplies currently used by military and emergency serviceworkers.

In partnership with Intelligent Textiles Limited (ITL), BAESystems will produce the Broadsword Spine in high volumes atlow cost. The company plans to supply them to the armed forces,fire and rescue services, and law enforcement agencies, whichall rely in mobile electronic equipment that is durable for longperiods of time.

Broadsword Spine is an e-textile based layer which, whenadded to clothing, creates an invisible electronic network andpower supply by using conductive fabrics instead of wires andcables. With it, wearers can plug in vital electronic devices intothe vest, jacket or belt, and be instantly connected to power anddata via USB. The new system is expected to provide around a40 percent weight saving per user compared with alternativesolutions. Robust enough to operate in the harshestenvironments, and resistant to water, fire, humidity and shock,Broadsword Spine can be easily recharged in the field via anin-vehicle charging point, or through battery replacements.

Meanwhile, in September 2016, a team from the DefenceScience and Technology Laboratory (Dstl), Roke ManorResearch, QinetiQ, and Systems and Engineering Assessment(SEA), demonstrated their Dismounted Close Combat Sensors(DCCS) technology, which was designed to improve navigationand enable soldiers to more effectively share information.

The system makes use of GPS, but also works in theabsence of GPS signal availability or when the signal is jammed,thanks to inertial and visual navigational sensors. It takes thelast known GPS location and combined information from visuallytracked features captured in a helmet camera, alongside inertialsensors, which can accurately track an individual’s location,enabling soldiers to be tracked inside buildings and tunnels.

The DCCS technology will stop friendly forces from beingmistaken for the enemy, in addition to enabling commanders totrack the location of personnel. Inertial and magnetic sensorson the weapon can track where it is pointing. A combination ofcamera, laser and orientation sensors mounted on the weaponwill allow them to highlight targets to other troops, unmannedaerial vehicles (UAVs) and other aircraft at the press of a button.The system can also identify wounded colleagues, and locatecivilians and potential helicopter landing sites. enemy weapons are being fired from, allowing commanders andthe wearer to take appropriate steps. The system is expected tobe launched in the 2020s.

Making the Iron Man suit a realityTo the general population, picturing next-generation battlefieldwearables would likely summon an image of Tony Stark’s IronMan suit. But Marvel’s highly-functional exoskeleton armour isno longer a thing of fantasy, since research is ongoing at scientificinstitutions and commercial companies alike, while the USmilitary has been exploring the field for decades.

Lockheed Martin released FORTIS in 2014, making it oneof the earliest exoskeletons on the market. FORTIS is anunpowered, lightweight model that was designed to improveendurance and safety in industrial settings, such as on heavy-duty worksites at Naval docks. It takes the weight of a load,such as a heavy tool, off the operator, making it easier for themto work. The weight is transferred to a mechanical arm andthrough to the ground using a series of joints, making it appearalmost weightless to the operator.

“Exoskeletons can enhance a person’s physical capabilities.To increase strength or endurance, you must have a keenunderstanding about the structure of the human body, thescience of how the body moves and the variations amongindividuals,” said Patricia Aelker, Programme Manager ofLockheed Martin’s exoskeleton technologies.

FORTIS received a lot of recognition from industry, winningthe Gold Spark award for Product and Health Design in 2014,the Product Design of the Year award from ICON Magazine in2014, and was named one of CNN Money’s 36 coolest gadgetsof 2014. However, it’s not only a matter of novelty. In August2014, Lockheed Martin sold the first two FORTIS units to theUS Navy for evaluation and testing, as the Department ofDefense looks to mature and transition exoskeleton technologyfor industrial hand-tool applications at Navy Shipyards. Accordingto reports, Lockheed Martin is continuing to develop itsexoskeleton technology.

Within the military sector, US Special Operations Commandand the Defense Advanced Research Projects Agency (DARPA)have been developing a super-solider suit since 2013. TheTactical Assault Light Operator Suit (TALOS) has been designed

with full-body ballistics protection, integrated heating and coolingsystems, power-assisted limbs, embedded sensors, antennas,and computers, with 3D audio and optics for vision in all lightingconditions. For the well-being of the wearer, it also comesequipped with oxygen and haemorrhage controls, and monitorsheart rate. Unlike the rigid materials other suits are being madeof, TALOS is formed from a liquid material that solidifies whenstruck.

In 2016 it became apparent that Revision Military’s KineticOperations Suit, which uses a lower-body powered exoskeletonand a rigid support spine, is a contender for the TALOSprogramme, while General Atomics is developing powermethods for the suit, including a hybrid power supply that canswitch to battery for short periods for stealth purposes. TALOSis still undergoing heavy development to enable capabilities suchas beyond line of sight communications, and an ongoing rapidprototyping capability to allow new features to be added to thesystem quickly. Strain on the wearer must also be reduced priorto completion, which is expected in August 2018.

A long way to goIt’s clear that, despite the ground-breaking research ongoingtoday, wearable technologies for the battlefield still have a longway to go. We’re only just beginning to explore what might bepossible, and who knows what the next decade will bring.

One key challenge is that defence departments, andparticularly the US Defense Department, are increasingly lookingto adapt private sector technologies for the battlefield, asinnovation moves away from budget-restricted defence sectorsand towards commercial entities. However, according to recentreports, much of the technology is not up to government securityand durability standards.

At the Defense One Technology Summit in June 2016,Rajesh Naik, Chief Scientist at the Air Force Research andLaboratory and Air Force Materiel Command, stated: “I can tellyou at least 70 percent of the devices we tested do not work asadvertised.”

When it comes to commercially-available fitness devices thatrecord health data such as heart rate and blood oxygen level,much of the equipment was not designed with militaryapplications in mind. However, the devices are still of use fortraining purposes, allowing decision-makers to design moretailored training plans for soldiers. In addition, while some newcommercial technologies may not meet military standards, thefact that the initial research has already taken place at no costto government sectors, means that military research groups canbuild on these established technologies, lowering overalldevelopment costs.Broadsword Spine. Amy Saundersspoke with Rob Hall, Head of Product Strategy at Chemring TechnologySolutions, to find out more about the company’s capabilities, latestdevelopments and market expectations.

GMC: Can you provide a brief overview of the development of ChemringTechnology Solutions (CTS) over the years?Rob Hall: For the last sixty years, our approach has been to deliver capabilitiesto our military customers that enable them to get the job done. Our equipmenthas supported operations from Northern Ireland to Afghanistan, through theirurgent procurements and core-capability purchases. This has driven us tointroduce market firsts and world-leading products, with a heritage that datesback to the early days of radar development. The Romsey, UK site worked onthe early development of UK digital military communications, building expertisethat would be used to create equipment that made the world’s first 3G cellularphone call on the Isle of Man.

CTS’ current product portfolio builds-on specialist explosive ordnance disposal(EOD) products from Chemring EOD and key products developed at Roke ManorResearch, Chemring Group’s world-class electronics R&D organisation.Chemring EOD was acquired from its founder in 2006, bringing into the ChemringGroup a new capability in EOD defeat and electronic initiator products. Thiselectronics capability was transformed by the acquisition of Roke in 2010, whichbrought world-leading technology in IED detection, jamming and ElectronicWarfare. Chemring Technology Solutions was formed in 2015 by merging theproduct ranges, development teams, and production facilities of Roke andChemring EOD.

Our continued mission is to provide innovative solutions that enhanceoperational effect and protect lives.

GMC: What services and solutions does CTS provide to the military andgovernment markets?Rob Hall: We work very closely with our customers worldwide. Some know exactlywhat they want, others ask us for guidance. We have off the shelf, standard-product ranges e.g. the disruptors, initiators, radar altimeters and GPS interferencecancellation (Gincan). We also have standard-or-customised solutions e.g. ourEW Resolve products. In addition, we also provide full-custom, bespoke offerings.The latter includes our Locate, HF Direction-Finding products, where we deliver

the full solution including design, civil engineering, concreteground works, installation, commissioning and hand-over.

All of these are accessible globally and supported through-life, either via the Chemring Group or our worldwide network ofagents and distributors. Looking at the products in a bit moredetail:

• Electronic Warfare and Signals Intelligence - A range ofcapabilities, strategic through to tactical, from a portfoliowhich includes mounted and dismounted electronic warfaresystems (RESOLVE and LOCATE-T) and strategic signalsintelligence and monitoring (LOCATE).

• Counter IED/EOD – Including the full range of search,initiate, disrupt, de-arm, and neutralise equipment. Ourproduct portfolio is focused on Detect - Defeat – Deny.

• SmartLink - A rapidly deployable, scalable, low size, weightand power (SWaP) cellular network-in-a-box. Turn up, switchon, wait three minutes, and you have a cellphone network.

• GINCAN – Protection against the proliferation of GPSjamming devices providing GPS assurance.

• Miniature Radar Altimeters – For aerial targets and UAVs,the most technologically capable MRA in its class.

• VehicleScan – A proven, advanced, under-vehiclesurveillance solution for site protection (both Commercialand military facilities).

• SmartSwitch - A data management system to best routecomms in a large, mixed network e.g. military satellite,cellular, WIFI.

GMC: Where does CTS see itself in the market, and howdoes it compare with its competitors?Rob Hall: Our market is global, our sectors are: EW, EOD,Communications/Information Systems (CIS). Over the past twoyears, our equipment has been bought by 47 countries. We canreasonably say that we’re market leaders in Electronic Warfare,Direction Finding, EOD and Protection. We focus on what we’regood at: small to medium scaled solutions that are flexibleenough for multi-role use and through-life upgrade.

As an example, the RESOLVE EW manpack was developedas an Urgent Operational Requirement to support forces inAfghanistan. We have subsequently developed the system,through customer feedback and internal investment, to themodern globally deployed system we have today – we do notjust sit on a product, we ensure it survives for the future – ourfuture development will be Open System Architecture and Multi-function EW enabled, to ensure Joint and Coalition Forceintegration, and intelligence sharing. Our customers will see howthey can move forward with us, through upgrade paths androadmaps that we deliver on.

I’d love to say we have no competitors, however, we do, sowe’re always looking at how we can provide higher value tocustomers. Our tight-focus enables us to tailor solutions tocustomer-specific operational requirements: We’re not fightingthe last conflict and we’re not offering something that requires ahuge budget to buy-into.

GMC: In March 2015, CTS demonstrated the industry’s firstminiaturised GPS anti-jamming protection and detectionproduct. How does GINCAN improve upon other productson the market?Rob Hall: Large, expensive, military-grade, 5Kg, anti-jam is notan option on a light-weight, space constrained platform, suchas a small UAV. You need something with a small size, lightweight and low power envelope. We developed GINCAN as thereis no other product on the market that achieves this. Althoughwe have seen GPS units that claim built-in anti-jam, the chipsetsolutions are unable to deliver the performance necessary toprovide effective anti-jamming.

GINCAN offers a level of protection for UAVs, which, alliedto the jam-detect capability, opens up new and interestingconcepts of operation. When flying into a contested area, the

jammer is detected before you lose the GPS signal. This allowsyou to fly further into a jammed area, avoid the point where thejammer is too powerful, and fly around to map the jammed zone.

No integration work is required to achieve this - Gincan simplyplugs into the existing GPS receiver, adding only the 125gGINCAN and one additional GPS antenna. The system can usethe same antennas as your current solution, and provides thesame accuracy as you currently get.

GMC: In April 2015, CTS launched the world’s first hand-held IED detector with interchangeable sensor heads forwire and metal detection. How is the GroundHunter MHDS(Multi-Head Detector System) improving defence groupcapabilities?Rob Hall: Our aim from the outset has been to enable searchteams to respond quickly to changing scenarios and groundconditions, whilst minimising the weight- and training-burden.

The hand-held equipment has multiple, plug-in heads whichdetect different targets. As this reduces the overall system weight,the operator can carry more than one, giving them flexibility tochange detector-type in response to the specific scenariosencountered on their operation.

There is a common, simple, user-interface reducing trainingneeds and helping to further reduce the soldier burden for bothdetection and route proving techniques. It’s quick to learn, quickto deploy and easy to use without specialist knowledge. As anovice, I picked one up and was detecting targets, with notraining, within seconds.

GroundHunter MHDS has a future-proof design to ensurecompatibility with new sensor heads – thus as innovativetechnologies become available, GroundHunter MHDS will havethe ability to be rapidly updated to address new threats.

These unique sensor technologies can also be effectivelydeployable from vehicles (POD) and remote controlled platforms(ROVPOD) to allow improved separation of search personnelfrom the threats presented by IEDs. Our sensors can be operatedat relatively high speeds and used alongside other sensortechnologies, with the data presented separately or simplyintegrated with other equipment user interfaces as required. Thismakes it simple, both to add the new sensor capability tocurrently deployed systems, and also to interpret the information.It also means they can be fitted to non-specialist vehicles forcontinuous assessment of an operational area.

Summarised, our approach is to improve defence groupcapabilities through modularity, diversity of sensors, ease of use,compatibility of technologies and options for deploymentmethods i.e. providing a unique toolkit for counter IED detectionsystem of the present and the future.

GMC: What are the latest trends and challenges you’veobserved in your market, and how is CTS responding tothese?Rob Hall: On the Land EW side, there are two considerations:

• Customers engaged in counter insurgency operations whorequire low SWaPC (Size, Weight, Power and Cost) systems.

• Larger programmes in the early stages of definition thatrequire a new generation of capabilities in order to deal withthe evolving electronic terrain.

Our approach is to meet the needs of the latter, without beingcost and size prohibitive for the former. We have research andthought-leadership programmes in place to define theenvironments, the needs and the implementations that willdeliver appropriate capabilities.

The contemporary operating environment in the context of‘hybrid warfare’ poses many challenges. There is the proliferationof commercially available communications infrastructure, whichcould be utilised by non-state actors, and also the ever-improving, low probability of intercept military grade systems.We have to deal with both. This demands a new approach to

generating tactical, actionable intelligence to the decisionmakers.

Moving to detection - NATO deployments to the recent Iraqand Afghanistan conflicts continued to operate with many ofthe existing methods and equipment e.g. handheld detectcapabilities. Many organisations are now looking at how toremote, or reduce risk to, the end user. One example of this isthe move to vehicle-mounted solutions. Along with the technicalchallenges to operate at stand-off, this also introduces thechallenge of equipment interoperability and compatibility. A useron foot will be operating a low number of individual systems,however, those on a vehicle are often varied, complex andtransmitting at high powers. Something that needs consideredengineering and operations solutions.

Another rapidly-moving area is cellular comms. Whilst stillin its infancy in military usage, many organisations are interestedin testing out the capability, both as an indicator of futuresolutions and also as something that they will be operatingagainst in a mixed-actor scenario.

Other organisations have specific missions to support e.g.jungle operations and disaster scenarios. Interest in ourSmartLink product (a rapidly deployable cellular network-in-a-box) is currently coming from Asia, MENA, Europe and NorthAmerica. Cellular comms will be a part of future warfare, thechallenge is to stay close to the customer base to match productsto the emerging needs over the next five years.

As we’ve discussed, future threats will be highly sophisticatedand the environment more complex, congested and contested.The scale of operational need will vary, but the underlying GMC

principles will remain the same. These challenges are at theforefront of our thinking when looking at our next generationsolutions.

GMC: Defence forces around the world are reportedlycutting back on spending due to budget constraints. Howis this affecting CTS’ operations?Rob Hall: Although there is an overall downward trend in defencespending, we are seeing growth in our core markets.Procurement is driven by the nature of conflict and the need toput soldiers in harm’s way. Our customer base demands agilityand responsiveness, especially when they are conductingoperations.

The operational environment evolves in relatively shortperiods of time; it’s this responsiveness to uncertainty thatcustomers return to Chemring for. Our new products are gainingtraction with our customers, as they see the innovativecapabilities on offer. This is particularly true of our IED detectportfolio, which provides the best wire detection technologyavailable. Something that’s not required in peace time, but vitalin current scenarios.

GMC: What does CTS expect from 2017 and beyond?Rob Hall: Our discussion has highlighted a healthy mix ofchallenge and opportunity. We are looking well past 2017, withroadmaps out to 2025 and beyond. As customer researchbudgets tighten, it becomes increasingly important to drive theseroadmaps internally to align to the future needs of thebattlespace and work closely with our customers.

Three steps to powering defenceIn many ways, the Internet of Things (IoT) embodies the spirit of the defence industry, with a unit of devices workingharmoniously to achieve one common goal in the most effective and efficient way. It makes sense, then, that the militaryand security sectors are seeing increased adoption of IoT technologies to transmit and handle intelligence quickly, withnew lightweight and portable devices being used. Here Neil Oliver, Technical Marketing Manager of professional batterymanufacturer Accutronics, outlines the three steps to ensuring the next generation of military devices are poweredeffectively.

The global defence budget is expected to be worthUS$1,748.5 billion by 2020, growing at a compound annualgrowth rate (CAGR) of 7.07 percent, according to marketresearch firm MarketsandMarkets. While there is no elaborationon where funds are allocated within the budget, the necessityfor smart communication makes it likely that a significant portionwill be reserved for further implementing Internet of Things (IoT)technologies. This is a logical move. The defence and securitysectors are driven by awareness, intelligence and the ability tocommunicate effectively is essential. By connecting devices andfeeding information back to a centralised base of operations inreal time, actions and strategies can be implemented moreeffectively.

Handheld combatOne of the best examples of military IoT would be a handheldcomputer used to collect biometric data. Defence technologyhas already developed enough that these portable computerscan access Wi-Fi networks to communicate the information backto immobile biometric stations. However, this raises a numberof security issues.

The most glaring security issue is that of cyber-attack. Thenetworks must be extensively tested to prevent breaches andkeep valuable information from leaking. However, aside fromthe risk of data passing from point B to point C, there is also theportable power problems that affect the transmission from pointA to B.

Portable devices are the cornerstone of the IoT, but they areonly as effective as their power supply. While mission-criticalapplications in biometric stations are usually fixed installations

powered by generators, field devices require a reliable militarybattery that is capable of not just providing sufficient powerdischarge, but also of doing it consistently.

For example, a portable communication device needs abattery capable of withstanding lengthy periods without charging.Not only that, but the battery must be securely fitted and able tooperate correctly in spite of the environment or handling of thedevice. Only then will it be a reliable source of power.

This is one of the core challenges faced by defence andsecurity batteries. While it might be relatively straightforward tofind one suitable for powering devices, it’s significantly harder

to find one that does so effectively. Batteries for field devices, oreven emergency lights, need a longer operating life with accuratefuel gauging to avoid unexpected depletions.

Specially designed military batteries offer a trustworthysolution. The best way to guarantee that the battery is capableof delivering consistent results is to approach batterymanufacturers directly for a bespoke product. These could comewith precise fuel gauging or an LED state of charge indicator,all housed within a lightweight and rugged casing to withstandharsh conditions. Little touches like this make all the differencein the field.

The grey market – cost vs cost efficiencyAll markets have their difficulties and defence is no exception.Counterfeit, or grey market, batteries pose a tremendous threatto the electrical integrity of military devices, sacrificing qualityfor a lower price. This lower cost may sway some manufacturers,but these batteries are far from cost efficient.

Aesthetically, the batteries may seem legitimate and nodifferent to genuine products, but the internal components willbe of inferior quality. This could be due to inadequate protectioncircuits leaving cells unstable and vulnerable to over-current,potentially culminating in the battery swelling or even explosionin rare circumstances.

Yet identifying the legitimacy of a battery is no simple task.While it is possible that there could be exterior imperfections,most counterfeit batteries are designed so they look the part. Inan article discussing electronic counterfeiting in the May 2006edition of IEEE Spectrum magazine, Michael Pecht theorisedthat “ten percent of technology products sold worldwide arecounterfeit,” estimating that this was causing companies to missout on US$100 billion annually.

While this estimation is now a decade old, it makes sensethat this percentage and sum will have only increased. A potentmix of the economic crisis and a wider adoption of the IoT hascreated a worrying scenario, where it is likely that each electronicsupply chain will contain a number of counterfeit products.

So how do you fight the fake batteries? The easiest methodis to consult directly with an Original Equipment Manufacturer(OEM) who can not only guarantee that the battery is genuine,but can also ensure that the best solution is chosen. For example,at Accutronics we have developed battery solutions that usealgorithmic security, an in-built software that keeps devices safefrom counterfeits.

Algorithmic security uses a code that is unique to eachbattery, with a correlating code programmed into host devices.This prevents fake batteries being used with the device without Compact battery

personnel being alerted, eliminating the risk of failure duringoperation.

It is worth noting that grey market products are notnecessarily cheaply produced copycats. They may be recycledcomponents that have been refurbished and branded as new,or even defective parts that the OEM scrapped. For this reason,it is important to form strong working relationships with batterymanufacturers.

Minimising interferenceIn avoiding counterfeit batteries, defence businesses alsominimise the risk of electromagnetic interference (EMI) in IoTnetworks. By cutting corners on circuit insulation, electricalisolation and impedance, as well as creepage and clearancedistances, counterfeit batteries typically do not meet EMCregulatory standards. As a result, when these batteries areconnected to chargers plugged into the mains power supply, itcan introduce issues such as voltage fluctuations and radiofrequency interference that can affect other telecommunicationsequipment on the network.

Counteracting this with technologies that provide additionalfiltering is a key first step, but further issues lie in the design ofpre-engineered smart batteries themselves. For all the benefitsthey can provide, they do contain microprocessors which are asource for radio frequency interference (RFI).

It’s for this reason that OEMs should consult specialistsduring the design stages, enabling them to provide a bespokebattery solution that meets application requirements while alsocomplying with the latest EMC regulations.

With careful preparation and the right guidance, any militaryIoT network can come together successfully. By considering thepower behind the technology at the right time, the defence industrycan work in harmony and unity to achieve its goals.

Question: Can you provide an outline of Rockwell Collins’ development,from its founding through to where it stands today?Brad Haselhorst: While Rockwell Collins has come a long way from a mail-order short-wave radio company operating out of an attic in Cedar Rapids, Iowa,even today we follow the same spirit of innovation and dedication to quality thatArt Collins did when he started the business in 1933.

We also share a dedication to delivering the right information at the righttime. We first proved ourselves by supplying the equipment that linked the Antarcticexpedition of Rear Admiral Richard Byrd with the United States in 1933. And youcan trace our evolution through the years following that same principle. Wedeveloped the autotune technology that prevented Japanese intelligence fromeavesdropping on US pilot communication during World War II. At the height ofthe space race, it was our equipment that provided the voice communication forevery American astronaut travelling through space – not to mention using RockwellCollins technology to transmit Neil Armstrong’s first steps on the moon in 1968.And in the late 1970s and early 1980s, we were instrumental in pioneering thefirst Global Positioning System.

Rockwell International acquired Collins Radio in 1973, and in 2001 spun usoff a gain into Rockwell Collins, trading on the New York Stock Exchange underthe symbol ‘COL.’

Question: What services and solutions does RockwellCollins provide to the military and government sectors, andhow are these complemented by its com- mercial arm?Brad Haselhorst: Rockwell Collins delivers smart military andgovernment solutions to customers worldwide to safely andsuccessfully complete their mission. Our solutions includeportfolios focused on avionics, communications, displays andcontrols, navigation, targeting systems, electronic warfare andintelligence and simulation and training – all supported by aglobal service network. And because we also have a strongpresence in the commercial market, we are able to offer a uniqueability to engineer solutions and architectures to migrate easilybetween commercial and military market segments. Thisbusiness model not only brings next-generation technology tothe warfighter more quickly, but at significantly lower cost throughopen systems and commercial-off-the-shelf technology.

For example, Rockwell Collins’ Pro Line Fusion® integratedavionics system was originally developed for business aircraft,but its power and flexibility make it a natural choice forgovernment applications as well, including Embraer’s KC-390tanker transport and AugustaWestland’s AW-609 tilt-rotoraircraft.

Our work on C-130 upgrade is another example. For morethan 60 years, the C-130 has served as an iconic workhorse forgovernments worldwide. Today, those governments are turningto Rockwell Collins to keep their aircraft flying while meetingmodern communications needs and airspace accessrequirements and providing enhanced safety and functionality.Our C-130 head-up displays (HUDs) – first developed forcommercial air transport aircraft – enhance situationalawareness by giving pilots access to critical flight informationwhile maintaining a head-up, eyes-forward position, even whilewearing night-vision goggles.

Question: How does Rockwell Collins differentiate itselffrom its comp- etitors?Brad Haselhorst: We really different- iate from competition onthree different but interconnected areas. First, as I mentionedbefore, our strong presence in the commercial and militarymarkets makes us uniquely capable in leveraging technologiesacross both those areas. Second, our legacy of quality meansour customers know they can count on our solutions to worktoday, tomorrow and far into the future. And finally, our spirit ofinnovation, which has driven us to new technological heights,makes us the go-to company for defense organizations andgovernments around the world who are looking for rock-solidleading-edge solutions. In fact, we invest about US$1 billion inR&D each year to ensure we’re looking forward to best addressour customers’ needs.

Question: Rockwell Collins collaborates with partnercompanies on a regular basis to provide innovative newsolutions for complex challenges. How do these collab-orations improve the experiences of soldiers on thebattlefield?Brad Haselhorst: Partnering with companies with similar, butunique competencies bring forth the most holistic solution toour customers. For example, we recently signed an agreementwith Bluedrop Training and Simulation Inc. (BTSI) to create morecohesive solutions utilizing real-time simulation devices andlearning technologies. This is a unique agreement for us becausethe two companies will share complementary IntellectualProperty while offering a complete training solution from a singleresource, from requirements analysis through instructionalexecution.

Question: In August 2016, Rockwell Collins successfullydemonstrated the viability of wideband high frequency

Question: In September 2016, Rockwell Collins launchedits combat helmet-mounted Integrated Digital Vision System(IDVS) for warfighters – how will this improve capabilitiesin the battlefield?Brad Haselhorst: IDVS allows warfighters to stay focused ontheir surroundings at all times. The IDVS is the first hands-freehelmet-mounted display system that fuses incoming data fromvarious sources, such as a command centre, other warfightersor UAS, with multispectral vision, giving them unprecedentedsituational awareness in potentially lethal environments. Thesystem does this while automatically transitioning from dark tolight environments in real time, allowing users to have a completeview of everything that is happening around them.

Question: What are the biggest challenges today faced bydefence forces, and how might they be met?Brad Haselhorst: A major challenge in the coming year isreducing costs while delivering the most technologicallyadvanced solution. Governments around the globe are turningto commercial technologies to maximize value while ensuringefficiency, functionality and extensibility. And we’re happy toserve as a resource to help them achieve that goal.

Question: What’s on the horizon for Rockwell Collins in 2017and the years to come?Brad Haselhorst: Rockwell Collins plans to continue its journeyin transforming technology to stay ahead of our customerschanging needs. Digitising the battlefield with softwaredefined radiosAs more and more data is relayed between the command centre and the battlefield over radio frequency, defenceforces are increasingly seeking affordable solutions that minimise costs while maximising capabilities. Software definedradios (SDRs) are the perfect solution, providing the flexibility of in-situ programming, while increasing data relaysthrough a single handheld device. The market for SDRs within the military is well-established, and exemplified by thegrowing number of new contracts, as well as the influx of new devices, each boasting enhanced statistics such as sizeand weight reductions, and increased power.

The battlefield is a changing place. New technologies areenabling defence forces to send and receive more information,faster, accelerating response times and actions. Today, morethan ever before, defence forces are undergoing a technologyoverhaul to ensure that soldiers are equipped with the bestpossible equipment. Size, weight and power (SWaP) factors playa major role in the effectiveness of a soldier, since large, heavyitems hinder progress in the field, while higher power devicesare required to provide increased operability.

Software defined radios (SDR) are a big part of this trend.Ideal for military applications, many of the traditional componentsin a radio such as amplifiers, detectors and modulators/demodulators, are replaced by software within a single handhelddevice that perform the same task. That software can be rapidlyconfigured in the field to suit the changing environment andprotocols, providing much-need flexibility.

SDRs have been in play for some time now, but their use isgrowing practically daily. Research and Markets’ ‘SoftwareDefined Radio Market by Applications (Defense, Commercial,Homeland Security), Component (Software, Transmitter,Receiver), End User (Military, Transportation), Type (JTRS,Cognitive/Intelligent Radio, TETRA) – Global Forecast to 2021’estimates that the SDR market will grow from US$16.24 billionin 2016 to US$29.12 billion by 2021, with a CAGR of 12.39percent. The defence sector largely dominates the SDR marketas global defence forces invest heavily in new technologies,modernising their forces with equipment that delivers

unparalleled performance with reduced development costs.The major growth drivers are the need to replace legacy

equipment with advanced communications systems, networkinteroperability, device compatibility with future standards,reduced cost of products and services, and universalconnectivity. G7 nations are the main driving forces in the market,with demand for SDRs stemming from the military, public safetyand commercial sectors. During 2016-2021, the BRICS countriesare expected to provide the highest growth rate for SDRinvestment.

New SDRs designed for the military spaceAs the digitisation of the battlefield continues to increase in pace,more and more companies are expanding into the field of SDRproduction, each launching products to meet a specific need.Those companies already present in the market continue toenhance their offerings with new designs featuring increasedcapabilities, reduced size and weight, or increased power.

In May 2016, Barrett Communications announced the Barrett4050 HF SDR, its latest high frequency (HF) SDR product. Thenew SDR comes with a unique user-friendly touch screeninterface and multiple languages as standard, enabling it to bemarketed to a broad range of users, including law enforcement,peacekeeping, security organisations, humanitarian and non-governmental organisations (NGOs), in addition to commercialbusinesses.

a highly significant technological advance in the HF radiocommunications market. This can all be achieved whilst stillproviding secure communications via encryption, or frequencyhopping options,” said Greg O’Neill, Managing Director of BarrettCommunications.

The Barrett 4050 HF SDR comes with a choice of modems,including MIL-STD-188-100A/B options. The SDR is remotecontrol enabled over iOS, Android and Windows devices, andtransmits at up to 150W. IP connectivity for straight-forwardintegration with existing networks and on-board WiFi, and 2Gand 3G Automatic Link Establishment (ALE), come as standard.Advanced frequency hopping is available as an optional add-on, with rates of 5 or 25 hopes per second using an eight-digithopping encryption key and a user-selectable hoppingbandwidth suitable for a variety of antenna types.

June 2016 saw Thales unveil a new broadband tactical SDRfamily designed to support battlespace digitisation and C4Isystems. In addition to hierarchical communications, SYNAPSprovides a unique collaborative combat capability based on real-time horizontal communications between all the units on theground. Building on the CONTACT system, the largest SDRprogramme in Europe, SYNAPS is designed for internationalmarkets and meets the requirements of land, air and naval forces.

SYNAPS is built around SDR/SCA technologies compliantwith the latest NATO and international coalition standards, mostnotably the European Secure Software Defined Radio (ESSOR)high-data-rate standard, developed by the armed forces of sixEuropean nations (Finland, France, Italy, Poland, Spain andSweden). ESSOR is also a candidate for the NATO specificationand standard. In addition, SYNAPS radios are reprogrammableand ready to accommodate new standards in the future.

Thales’ new SDR devices provide voice, messaging, video,chat and Blue Force Tracking simultaneously and withdifferentiated quality of service, with the most critical datatransfers being accorded priority status. They also offer excellentrange performance and protection against jamming on thebattlefield, while optimising use of the frequency spectrum forthe same amount of useful data throughput. SYNAPS providesthe optimum combination of data rates, security and connectivityand adapt automatically as operational deployments arereconfigured during a mission. The SDR family is suitable forforces of any size and was designed for all types of users,platform types and branches within the armed forces, as wellas joint, combined arms and allied operations.

“The launch of SYNAPS heralds a revolution in militaryradiocommunications, comparable to the transition from 3G to4G. Meanwhile, in September 2016, Codan RadioCommunications expanded its Sentry product family with theaddition of the Sentry-H High Frequency (HF) SDR Radio. Basedon the company’s proven Envoy HF SDR platform, the Sentry-H provides an advanced high power radio solution with ruggedand secure voice and data communications. The new SDR isequipped with second-generation digital voice, frequencyhopping, embedded GPS, 3G ALE and IP/USB connectivity.Custom-built for mobile and base configuration, the Sentry-Heliminates the need for an external amplifier, and features aSmart handset and a simplified intuitive menu system withmultiple language options.

“At Codan we’ve addressed the most important issues forour customers — reliability, affordability, and ease-of-use. Forgovernment and militaries with tactical requirements, the Sentry-H is the smart and cost-effective choice,” said Paul Sangster,Codan’s VP of Business Development and Marketing.

US Army launches Handheld, Manpack and Small Form FitprogrammeWith so many SDRs available on the market, all boasting to bemarket-leading products incomparable with competing devices,it can be challenging for defence forces to decide which to pick.One solution is to procure a small number from a variety ofsuppliers for rigorous testing, with the promise of a large contractto the leading device manufacturer.

In February 2016, the US Army awarded contracts toRockwell Collins, General Dynamics and Harris Corporation tomanufacture battlefield radios for soldiers. The US Army plansto reduce the current weight of its handheld and manpack radios,the AN/PRC-155 SDR, from 19lb to 16lb, while supporting eighthour missions. Ultimately, the army aims to reduce the weightto 14lb by 2025.

Each company was to provide 30 radios to the US Army fortesting to ensure the products met requirements as part of itsHandheld, Manpack and Small Form Fit (HMS) programme. Ifthe initial 30 radios were found to meet requirements, the Armywould then buy 60 from each manufacturer for the customertest phase. The programme would ultimately see the US Armyinvest some US$12.7 billion for 60,000 radios in ten years.

In May 2016, General Dynamics Mission Systems becamethe first of the three companies to deliver the required 30 radiosto the US Army for testing. General Dynamics’ contribution wasbased on the proven AN/PRC-155 two-channel networkingradios it had delivered to the US Army as part of a previous low-rate initial production order. They are the only fielded two-channelradios to successfully communicate using the mobile userobjective system (MUOS) network during a demonstration at ajoint Navy-Army operational test in November 2015.

“The General Dynamics radios incorporate the secure,network communications capabilities of the AN/PRC-155 alongwith technology and functionality improvements suggested bysoldiers who have used the PRC-155 in combat,” said PaulParent, Vice President of Radio Products for General DynamicsMission Systems. “By leveraging a proven radio design, theGeneral Dynamics digital radio is the most capable and cost-effective next-generation tactical radio for the Army.”

Harris Corporation pledged to provide 30 of its Harris AN/PRC-158 multi-channel radios for the programme. The HarrisAN/PRC-158 radio features a two-channel architecture andintegrated cross-banding. It includes SRW, SINCGARS andMUOS waveforms, in addition to maintaining backwardinteroperability with legacy waveforms.

“The HMS Manpack award is a major step forward for theUS Army’s tactical radio modernization program, and bringsessential battlefield networking and communications capabilitiesto the warfighter,” said Brendan O’Connell, President of TacticalCommunications at Harris Communication Systems. “The awardalso allows Harris to now compete at all echelons of the Armytactical communications architecture — from dismountedhandheld radios through vehicular-based radio platforms.”Barrett 4050 HF SDR

In December 2016, Rockwell Collins successfully completedqualification testing for the 30 AN/PRC-162 two-channel radiosit supplied for the US Army’s HMS programme. Based onRockwell Collins’ TruNet networked solution, AN/PRC-162 hostsnarrowband and wideband waveforms, point-to-point data andMUOS in a SDR architecture.

“The AN/PRC-162 benefits directly from this technologybaseline as well as our proven experience integrating networkedcommunications across the battlefield,” said Troy Brunk, RockwellCollins’ Communication and Navigations Solutions VicePresident and General Manager. “Our TruNet product linerepresents a complete turnkey system solution utilising both airand ground assets and using many common assemblies, parts,and manufacturing processes between them.”

New SDR innovations from the commercial sectorMany of the greatest innovations and new ideas come from smallstart-up companies in the private sector, where new technologiesdevelop into major game-changers throughout a number ofindustries. This is as true for the SDR sector as anywhere else.

One noteworthy example comes from Lime Microsystems,which, in May 2016, launched a crowd-funding campaign forUS$500,000 to bring its Lime SDR platform into full-scaleproduction. LimeSDR is a low-cost application-enabled SDRplatform that can be programmed to support ‘virtually any typeof wireless standard – including Wi-Fi, ZigBee and Bluetooththrough to cellular standard such as UMTS, LTE and GSM, andto the emerging IoT communication protocols such as LoRa.’Potential applications identified by the company include Radar,radio astronomy and IoT gateways.

The 100x60mm LimeSDR board uses the LimeMicrosystems LMS7002M field programmable RF transceiverto provide continuous coverage over the 100kHz to 3.8GHzrange with a 120MHz RF bandwidth. The transceiver containstwo transmit and two receive chains for provisioning a 2x2multiple in multiple out (MIMO) capability. Complementing thewireless transceiver is an Intel/Altera Cyclone IV fieldprogrammable gate array (FPGA) that allows high bandwidthDSP tasks to be carried out in hardware. Interfacing to the hostapplication is via USB 3.0 using a Cypress USB 3.0microcontroller. Transmit output, up to 6.5dBm continuous wave,is through four U.FL connectors, providing two outputs pertransceiver chain. Six U.FL connectors, three per receiver chain,are used for receiver antennas.

“With LimeSDR, our aim is to bring the same level ofprogrammability we have in the digital domain into RF and, as aresult, we believe the next generation of wireless networks couldbring real innovation into this field,” said Ebrahim Bushehri, CEOof Lime Microsystems.

Lime Microsystems has built a range of open source supporttools and resources, including a host drive architecture thatsupports SoapySDR and UHDTM APIs. SoapySDR is a vendorand platform-neutral SDR support library used to provide a C++API with C wrapper and Python bindings. Radio applicationdevelopment is made possible by support from the Pothosdataflow programming software suite and the GNU Radio opensource signal processing toolkit. With these open source supporttools and resources, young engineers can gain expertise inworking with SDR systems, providing a much-needed educationboost to the next generation, who may play a significant role inmilitary and defence system design. They are also able to usetoday’s technology and open source resources to solvechallenges in other fields in a cost-efficient way.

Others innovators, like start-up company Bastille, are usingSDR technology in inventive new ways that could one day beadapted for military applications. Bastille has designed SDRsensors to protect enterprises from network security threats.The patented technology, Bastille Enterprise, pairs SDR sensorswith machine learning to identify abnormal events on the wirelessnetwork, be it WiFi, Bluetooth, cellular, or an Internet of Things(IoT) protocol. According to CEO Chris Risley, the technology

can identify threats and attacks, in addition to unapprovedwireless devices such as a keyboard or camera.

Bastille Enterprise uses three types of technology to scanthe spectrum from 60MHz to 6GHz. Collaborative bandit sensingscans the spectrum for emitters and threats using a Banditprediction algorithm and machine learning, Bayesian devicefingerprinting detects and identifies devices in the enterprise’sairspace, and Distributed Tomographic Localization providesposition information of all emitters in a corporate airspace.

As Bastille Enterprise is based on SDR, adjustments andupgrades can be made without replacing radios or chip sets.“We can deploy these sensors, and if a new protocol comesout, we just push a new software update,” said Bob Baxley, ChiefEngineer at Bastille.

The Spectrum Collaboration ChallengeIn March 2016, the Defense Advanced Research ProjectsAgency (DARPA) announced its Spectrum CollaborationChallenge to encourage the development of smart systems thatcan adapt in real-time to congested or contested spectrum,boosting overall RF communications.

DARPA expects developers to incorporate SDRs with otherradios to optimise spectrum efficiency across an entirecommunications network. Emerging tools such as machine-learning software, when combined with SDR technology, willredefine traditional spectrum management. Machine learningwill replace the practice of assigning frequencies for exclusiveuse, which is fast becoming ineffective as spectrum demandgrows, especially in the military sphere.

“We want to radically accelerate the development ofmachine-learning technologies and strategies that will allow on-the-fly sharing of spectrum at machine timescales,” said PaulTilghman, Programme Manager for the Spectrum CollaborationChallenge.

The three-year competition begins in 2017, with the finalistsset to compete in 2019 for a US$2 million prize. The challenge isopen to individuals, universities, start-ups and companies. GMC

The special forces customerSuccessful organizations focus on the needs of their customer. This should be true especially when your customerincludes the special forces. Communications is a vital piece of equipment, determining mission success or failure.Philip Harlow, President and COO of XTAR, explains the necessity in understanding and meeting the uniquecommunication needs of the special forces user.

The furthest forward of his battalion, the soldier in theObservation Post (OP) spots movement to his front. He watchesfor a moment, then reaches up and flicks the switch and hearsthe soft whine as the batteries send power to the sensors. Hesees movement - there! His night vision goggles tell him thatsome unknown person - make that people - are moving, slowly,left to right from his point of view, but moving withpurpose. Heading that way, where hopefully another operatorwill pick them up and track them further, he counts, “four, five,six…” as the white figures move across his NVG lens. Time tocall it in.

As a satellite communications provider, this special forcesuser is our consumer. He is technically not our customer as hehas not made the purchasing decisions for the equipment andtechnology that he will use to complete his mission. Yet, he isrequired to complete this mission using what he was provided.

The customer versus consumer distinction here is important.Think of a company that makes breakfast cereal for kids. Whilethe parent is the customer and makes the purchasing decisions,it would be ludicrous for the manufacturer to consider only theparent’s preferences when producing the cereal. A simpleexample, but it illustrates our point.

Like many in the world of defense contractors, we do notsell directly to the consumer, such as the special forces user inour example above. In fact, we do not always have theopportunity to speak directly to this user to completelyunderstand his challenges and requirements.

How then are satellite services procured to solve thechallenges of our special forces user? Usually, this is done inone of two ways:

One: The Technical Contact as CustomerUnderstandably, satellite communications often move into a

technical sell with graphs, charts and lots of data. The well-informed purchaser will work to understand these figures whileconsidering the wider scope of requirements. While thetechnology may look good on paper, how it works in the field isthe ultimate test. Two examples:

Misleading availability. Capacity is bought, but when a userattempts to gain satellite service on WGS, or other government-owned satellite, they are not given the amount they need at thetime they need. Or, they gain access only to then be bumped offby a higher pr iority user. Frustrated and needingcommunications, the user moves to Ku-band, which appears tohave capacity, but may not be reliable. Our user soon findshimself competing for service with a commercial user and mayget outbid for capacity.

Interference. Capacity is bought and the user has access,but due to adjacent satellite interference (ASI) which often occursin Ku-band, the user’s signal is completely disrupted. A smallantenna is a must-have for our special forces user, but thisoperates at a higher power density which in some frequenciesincreases risk of ASI.

Two: The Program Office as CustomerWhen selling to the program office, the focus is on budget andpricing. Often, the program office does not even have a budgetfor commercial space, which makes the sell here especiallydifficult. Where there is budget, the biggest concern is pricing.It’s hard to deny the importance placed on budgets in today’senvironment, but looking at pricing on its own is a mistake. Twoexamples:

Purchase options. Many in the industry believe that thereis only one way to buy satellite communications, withoutexamining their options. ‘Pay as you go’ services do not alwaysexist, but where they do, they are beneficial, liberating the

program office from making a long-term commitment whileallowing an opportunity for the technology to be trialed.

Efficiencies. Efficiencies must be compared when weighingoptions as a lower price may be deceptive. In one experience,we found that potential customers were looking at costdifferences between frequencies without considering the higherefficiencies realized with X-band. What they perceived to be ahigher cost solution was actually lower cost overall as lessbandwidth was required using X-band.

The Special Forces User as CustomerFor satellite communications providers, our special forces useris technically our consumer. But what would happen if we treatedthem as a customer? Any responsive company works hard tounderstand the pain points or challenges that their customerfaces. If we look back at our user, we must consider the stressand potential danger that comes with degraded communications,intermittent communications or no communications at all.

With that in mind, what would our special forces userconsider the most important priorities to consider whendesigning and implementing satellite service, if it were theirdecision to make? In our experiences, as both the seller andthe user in the field, these are the top three:

• Mobility: I need something compatible with small antennas.I change position a lot and need technology that will supportthis.

• Flexibility: What are my options for utilizing commerciallyavailable X-band? If I cannot access government-ownedsatellite, I need an alternative that is easy and quick.

• Reliability: Most importantly, our special forces user has tohave the confidence that the system will work.o I’m transmitting high definition video. Will my message

go through?o Will I lose signal in a storm?o Will my message be secure?

A good satellite communications provider will work towardssatisfying customer requirements. A great satellite provider willdo this while looking to the end consumer with a relentless

dedication to understanding their challenges and needs,including cost. For our guy in the field, he simply wants a solutionthat is easy to get and easy to use.

This consumer, the special forces user, simply wants theknowledge and confidence that his communications will work.His focus, whether it is securing a border or completing a criticaltask, is on his mission, and our focus as providers should be toensure that no matter what, his message goes through. Interoperability: Today’s key word in C4ISRnetwork trendsCommand, control, communications, computers, intelligence, surveillance and reconnaissance (C4ISR) networks area real game changer for defence forces, both in times of peace and war. Covering everything from battlefield sensors tonight vision goggles, C4ISR systems are used extensively by just about every military group around the world. Withthese systems, commanders can gain great insight into enemy movements and their surroundings, and devise actionsbased on real-time information. However, as this technology has been developed in fits and bursts over decades, manydevices are incompatible with others, and systems for efficient analysis of all the data are few and far between, leadingto a deluge of information that can be nigh on impossible to fully-analyse and action.

Command, Control, Communications, Computers,Intelligence, Surveillance and Reconnaissance (C4ISR): Eachof these key words plays a fundamental role within defencegroups around the world today. C4ISR systems provide acommon tactical picture to military leaders, enabling them tooversee and understand their operational environment, identifymission critical factors, and control assets. Such systems mightinclude high frequency radios, battlefield sensors, night visionheadsets and mine detection sets, to name a few. Simply put,C4ISR encompasses any source of information that might beuseful in the field.

While C4ISR has always played a vital role in the battlefield,in the last couple of decades, with political tensions drivingdemand and technological advancements increasingcapabilities, the market has grown significantly. Indeed, Marketsand Markets’ ‘C4ISR Market by Platform (Land, Naval, Airborne),Application (Command & Control, Communications, Computers,ISR, EW), Component (Networking Technologies, Communic-ations Networks, Display Consoles, Software, EW Hardware)and Region – Forecast to 2021’ report valued the C4ISR marketat US$93.8 billion in 2016. This is projected to grow at a CAGRof 3.38 percent between 2016 and 2021 to reach US$110.78billion.

Growth is primarily being driven by the increasing amountof data generated across the C4ISR industry, in addition to risingdemand for market and competitive intelligence.

The land segment currently holds the largest share in theC4ISR market, including weapon systems, tools and forceprotection systems. Communication between land, naval andairborne segments is the major focus of growth today, and isexpected to be the highest growing area during the forecastperiod. Advances in cyber security, wired and wirelesstechnologies are creating a driving force for that growth. Too much informationIn previous years, battlefield commanders would eagerly graspany piece of information coming their way in the hopes that itmight include insight about their enemy or environment. However,the last couple of decades have seen serious investment insensor and tactical equipment which today produceoverwhelming volumes of data. Without a unifying system foranalysing and disseminating that data, the volume of informationis staggering.

Integration in the Air Force Office of Information Dominance,commented: “Literally, we have more than a billion hours a yearin the production of full-motion video just in the Air Force. If youadd in the other services, it’s probably well over two or threebillion. How do we mine that so it’s tactically and operationallyimportant?”

The sheer number of information sources has become amajor challenge in modern warfare. Tasking, collection,processing, exploitation and dissemination (TCPED), andoptimising C4ISR assets to improve cybersecurity and maximiseefficiencies is now a major priority, particularly for the USGovernment.

“Right now, we’re doing the bubblegum and the paperclipand trying to jam things altogether. We need some cleaner waysto bring these things together,” said Major General Jody Daniels,USA, Assistant Deputy Chief of Staff, G-2, for the US Army.“There are so many gaps. We’re all trying to modernize, tryingto bring our networks together, reduce the footprint we have.Network convergence and cross domain solutions are still a bigchallenge for us, but we’re getting there.”

Heavy C4ISR investments from the US ArmyWhen it comes to investments in C4ISR networks, the US Armyis one of the most active defence forces in the world. Today, ithas several initiatives ongoing to enhance its systems, with thegoal of grasping new operational advantages in the field.

The US Army’s plan to integrate its sensors, weapons,communications equipment, display screens and computers intoits tactical and combat vehicles was announced several yearsago, and directly addresses the need for a more unified system.The Vehicular Integration for C4ISR/EW Interoperability(VICTORY) initiative was launched to correct the problemscreated by the ‘bolt-on’ approach to field equipment on US Armyvehicles.

The programme intends to streamline disconnectedtechnologies and enhance its ability to launch electronic attacks,recover lost space while reducing size and weight and savingpower, and provide an open architecture platform that will acceptfuture technologies without the need for a significant re-design.VICTORY will also make combat vehicles more resistant toelectronic attacks and jamming.

“Having a common architecture will let us share PNT(positioning navigation and timing) with all the boxes on aplatform, so we only need to buy one or two receivers for thatplatform,” said Major General David Bassett, Programme Officerfor Ground Combat Vehicles.

Under VICTORY, a framework for the integration of C4ISR/EW and other electronic mission equipment on ground platformsis being developed as follows:

• An architecture which defines common terminology, systems,

components and interfaces;• A set of standard specifications that provide technical

specifications for the items identified in the architecture; and• A set of reference designs.

The VICTORY programme’s technical approach includes:

• A data bus-centric design;• Sharable hardware components so that software additions

can be made without the addition of new hardware;• Open standard physical and logical interfaces between the

system and C4ISR/EW components;• A set of shared data bus services; and• Shared hardware and software IA components to enable

systems integrators to build security designs that protectand control access to information.

A government-industry standards body is developing theVICTORY standards, following an in-depth adopt-adapt-authormethodology to move towards establishing a set of commonopen standards for use within vehicle and mission systemcommunities, which are independent of hardware and softwaresolutions. The US Army intends to implement the new VICTORYarchitecture in a wide range of military vehicles in 2017, includingStrykers, Abrams tanks, Joint Light Tactical Vehicles, and BradleyFighting Vehicles.

million task order to provide a range of services supportingC4ISR systems used by US Army coalition forces around theworld. The single-award task order, administered by the FederalSystems Integration and Management Center (FEDSIM) underthe OASIS Pool 3 contract has a one-year base period, withfour one-year options.

Under the contract, CSRA will deliver a range of mission-essential logistics, maintenance and sustainment work forcurrent and future C4ISR systems, equipment and ancillaryoperational requirements for the warfighter and US coalitionforces in all Army Field Support Brigade regions spread acrossthe globe. The contract requires work consolidation acrossmultiple vendors, which will significantly increase CSRA’s scopeof work.

“CSRA is meeting the challenge of delivering worldwideC4ISR systems maintenance and logistics support by investingin the people, technology and tools required to efficiently andeffectively support FSSD’s sustainment mission,” said KenDeutsch, CSRA’s Executive Vice President, Defense Group.“Leveraging a decade of experience collecting and analysingC4ISR performance data, and through close collaboration withCECOM, we will deliver a highly-effective enterprise approach,incorporating the ISO 9001:2008 quality management standardto increase operational availability and readiness at a reducedcost.”

US Air Force tests open architectureThe US Army isn’t alone in exploring open architectures. Thebenefits they are set to provide have also been taken note of byother US defence forces, with the US Air Force enacting newprogrammes.

The US Air Force Distributed Common Ground System (AFDCGS) is the Air Force’s primary system for ISR information;there are many such sites based around the world, withthousands of US Air Force personnel working around the clock.According to programme officials, the AF DCGS’s closed

architecture was hindering analysis and leading to personnelperforming tasks not related to their primary analytical duties.In addition, the closed system resulted in lengthy deploymentcycles, non-agile processes, and isolated designs. As such, anew angle was needed.

“In order to support CFACC (Combined Forces Air CombatCommander) intelligence needs, AF DCGS must be able toconduct time-dominant and decision-quality analysis to optimiseISR operations, produce timely assessments and enhancebattlespace awareness and threat warnings,” said LieutenantColonel Joshua P. Williams, AF DCGS Branch Materiel Leader.“To ensure rapid response to changing threats and intelligence,our team worked to develop an open and agile architecture,enabling a plug-and-play-type environment.”

Battle Management partnered with Air Combat Commandand Air Force Research Lab to improve the AF DCGS capabilitiesand transition to the new system. The solution, with openhardware and software processes and specifications, wascreated and implemented in 42 weeks. Analyst evaluation anddecision time was reduced by more than 60 percent as a result.According to Williams, the new architecture does not requirethe system to include hardware and software for each operationalcapability, since it has been standardised to support quickcapability integration. The new system enables singleconsolidation of disparate operator workflow, allowing thegathering and storing of intelligence in one location, from whereit can later be quickly queried, increasing target identificationtime and execution.

“Using live data with certified operators in two geographicallyseparated locations, we were able to demonstrate the improvedabilities of the open architecture by reducing analyst processing,evaluation and decision time,” said Williams.

The project was the initial phase of a three-phase plan.Currently, the programme is deploying pilots that incorporatethe new structure in three locations with three varying missionthreads. This pilot phase will be complete in the summer of 2017with a development and operational test.

“This effort changes every aspect of the AF DCGSprogramme. We have streamlined processes to support agiledevelopment and capability development, allowing forincorporation of new applications in weeks, instead of monthsor even years. The open architecture is truly a force multiplierfor AF DCGS,” said Williams.

Restoring C4ISR networksDespite the heavy investments in C4ISR networks from defencegroups around the world, no system is 100 percent reliable.Tactical networks can be disrupted in any number of ways,including through enemy attack, equipment failure, or naturaldisaster. Whatever the cause, when a disruption occurs, theeffect on military forces in the area is severe, and the networkmust be restored, even if only temporarily, as soon as possible.While satellite can provide a temporary or back-up solution tonetwork disruption to airborne and land-based forces, when itcomes to sub-sea communications, it is not a viable option.

In December 2016, the Defense Advanced ResearchProjects Agency (DARPA) commenced the first phase of aproject that aims to build a deployable undersea network thatwill serve as a means to restore disrupted data links, C4ISRand networks.

The Tactical Undersea Network Architectures (TUNA)programme will demonstrate novel optical fibre-basedtechnology options and designs to temporarily restore tacticalnetwork connectivity in a contested environment. During thecurrent phase, concept and technology development is beingfocused on three areas:

• Small fibre optic cable systems: Performers are seeking todevelop lightweight, buoyant unpowered optical fibretechnologies capable of surviving deployment and operationin the ocean for at least 30 days; and

• Buoy nodes: Performers are tasked to develop rapidlydeployable buoy node designs and component technologies.

One of the key challenges of the TUNA project stems fromplacing optical fibre cables underwater, where there is asignificant amount of pressure not felt at sea level, in addition tohazards from marine life and other vessels.

According to local media, several companies and vendorshave provided highly promising ideas for the project, andsolicitations were expected to be completed in January 2017.Participants included Raytheon BBN Technologies, NorthropGrumman Systems Corporation Information Sector, LGSInnovations, Harris Corporation, and Lawrence LivermoreNational Laboratory.

DARPA envisions a second phase to implement an integratedend-to-end system, and to test and evaluate this system in alaboratory setting, simulations and at-sea demonstrations.

Entering the C4ISR marketWith defence forces and governments the world over investingmore and more to update their networks with a heavy focus oninteroperability, commercial companies are increasing theirmarket presence in the C4ISR sector and related fields.Companies that can provide system-agnostic devices, orbundled solutions, will gain an edge as defence groups movetowards open architecture designs.

Cubic Global Defense is one such company that is lookingto build its global C4ISR presence in the wake of the growingmarket. Already well known in the Middle East for its trainingsolutions, in May 2016, Cubic announced plans to expand itsC4ISR activities after acquiring three key businesses whichwould help it reach this goal.

programmes, with a heavy involvement with special operationsforces. DTECH brings its modular and miniaturised Internet-on-the-move capability, GATR brings a highly portable, inflatablesatellite antenna in various sizes, and TeraLogic is the industrystandard in the US intelligence community and at the combatantcommands with regard to cloud-based full-motion video or justvideo management solutions. Kelvin Hughes announced in April 2015 that it had been selected to supply its SharpEye™ systems for the new Batch 2 River-class offshore patrol vessels (OPVs) - HMS Forth, HMS Medway and HMS Trent. How to find a militarysatellite installationSatellite interference has grown from a minor challenge toa major problem as the number of satellites in orbit andterrestrial terminals have multiplied in the last couple ofdecades. Military users have been widely acknowledgedas one of the largest contributors to interference for anumber of reasons. The introduction of Carrier ID (CID) in2015 was a big first step towards the prevention ofinterference, however, it becomes more effective the morewidespread its use. Roger Franklin, CEO of Crystal,discusses the factors affecting CID uptake, and notes thatby resisting its adoption, the military effectively identifiesitself to those it would rather stay invisible to.

It is a well-known fact that a large, if not the largest, contributorto satellite interference is the military. According to MartinColeman, Executive Director of the Satellite InterferenceReduction Group (IRG), VSATs (terminals commonly used bythe military) are: “Responsible for approximately 50 percent ofthe interference problems for most satellite operators aroundthe globe.” Ironically, this is the very group expected to makecritical, often life and death, decisions in a matter of seconds.They simply cannot afford such interference.

Carrier ID (CID) milestonesWith the introduction of Carrier ID (CID) a few years ago,interference should be almost eradicated. Those using CID reportastounding results – they are ensuring the safety and securityof their satellite systems and, when issues do arise, they resolvethem quickly. Unfortunately, CID is not used by everyone,primarily due to a lack of understanding and outdated equipment.With the approach of some very important milestones, manywho have been avoiding the transition to CID may sit up andtake notice.

The first milestone was reached in January 2015, requiringall satellite operators to begin implementation of CID. The nextone is in September 2017, in which the FCC will mandate thatall broadcasters in the US must use CID. Finally, by January2018, it will be a requirement to include CID for all SCPC andMCPC video and data transmissions worldwide.

As a result of these initiatives, we will see some significant

traction in the CID effort (at least in the broadcast world). Onthe flip side, however, as the entire broadcast world embracesCID, those that do not (namely the military) will becomeincreasingly more obvious.

Resisting CID adoptionThe reason the military is reluctant to use CID is exactly thereason they should. CID doesn’t make the user identifiable toanyone – it simply tags service to the satellite operator. Theonly information in the shared database is the unique identifierand the satellite operator to whom that customer belongs. It isthe satellite operator’s responsibility to keep informationpertaining to that customer and contact details in their own,secure database, exactly the same way as is done today. In thecase of pure military services, this would be tagged locally withintheir own secure systems.

The clever part is that commercial operators exchange IDinformation through the military operations, thus resolving normalissues quickly. If an ID is truly suspicious, the military will havethe tools and good reasoning to make more in-depth checks forthe safety and security of all satellite systems globally.

Sources of errorGiven the rather compelling argument that the military shouldnow be implementing CID, we must study the issues. The mobilenature of the military, as well as an attraction to parts of theworld that are remote, presents a potential barrier. Equipmentis often auto-deployed (which presents its own set of challenges)or set up quickly. It’s all well and good to have CID, but it mustbe transmitted, otherwise it is useless. Users, in particular militaryusers, must ensure that their CID is transmitting every time theymove. Given that the military is carrying equipment to remoteareas and space is important, bulky detection tools are simplynot viable. The military demands tools that are user-friendly andcan easily fit into existing systems. With the necessary task ofinforming the operator of the CID information and checking thatthe operator is receiving the correct information, it is easy tosee how a rushed or hassled user might skip this step for speedand convenience, or simply make an error. Automating theprocesses is an important step for interference resolution. Frominitial set-up to checking that CID is transmitting, the more youautomate, the less potential for human error.

Solving CID challengesCID detection must occur throughout the chain to ensureaccuracy and effectiveness. There are a number of detectionsystems on the market that do a great job, but their complexityand cost is a barrier to smaller operators, small access centres,and most users.

Crystal launched Crystal Carrier ID to support the growingdemand for easy-to-use detection systems. Crystal Carrier IDconsists of a specialized CID detector receiver, a spectrumanalyzer, routing and switching equipment. Crystal ties it alltogether as one complete package by routing signalsappropriately, extracting CID information, and inserting it into aprivate customer database, as well as the Central CID Database.All of this can be done in the background so as to not slowdown every day satellite access procedures. Spectral scansenable the operator to quickly zero in on the carrier, extract theCID and visually confirm the presence or absence ofinterference.

CID detection must be cost-effective and time-efficientIf the industry is to succeed in combatting interference, CIDdetection must be both cost-effective and time-efficient. Mostimportantly, all must be on board, including the military. Thebroadcast industry is currently leading the way to a successfulCID initiative, while the military must maintain safe and securesatellite transmission for their daily critical missions. In their effortto avoid the CID transition, however, the military runs the risk ofbeing obvious while trying to hide. GMC

Developments in Blue Force TrackingSituational awareness is of vital importance in the battlefield since it provides the military commander with an operationalpicture. Blue Force Tracking (BFT) plays a key role in situational awareness, providing information on friendly andhostile forces, an overview of the surrounding environment, and enabling a messaging platform between different unitsand the command centre. BFT has come a long way since its first iteration, enabling increasingly advanced capabilitiesto the benefit of the warfighter.

Blue Force Tracking (BFT) describes a GPS-enabled systemthat provides military commanders and forces with locationinformation of both friendly (blue) and hostile (red) forces. Suchsystems typically include a computer, satellite terminal, satelliteantenna, GPS receiver, command and control software, andmapping software. The system displays the location of the hostvehicle on a map, along with the locations of blue and red forces.Additional capabilities include reporting battlefield locations andconditions such as mine fields or other obstacles, and routeplanning tools with proximity warnings, while newer BFT systemsalso enable sending and receiving text and imagery.

Blue Force Tracker-1 (BFT-1) and Blue Force Tracker-2 (BFT-2) are used by almost every ground and aviation vehicle in theUS Army today. Although they fulfil the same function, eachoperates over its own dedicated satellite channel. The originalBFT-1 was built by Northrop Grumman in the 1990s, and washailed as a massive benefit to situational awareness in the IraqWar. However, limitations included communications delays ofup to five minutes, and the inability of GPS to penetrate intobuildings.

The BFT-2 satellite network was launched by ViaSat severalyears ago, to provide faster position, location, information (PLI)refresh rates and greater data throughput capabilities. Some10 times faster than BFT-1, BFT-2 delivers almost real-timeaccuracy with 99.95 percent network availability. Both groundvehicular and aviation transceivers operate over ground stationequipment installed at L-band satellite provider sites, which arecontrolled by satellite NOCs. The ground vehicular transceiveris a single Line Replaceable Unit (LRU), while the aviationtransceiver is a two-LRU design that separates the antenna andRF assembly from the modem assembly to offer betteraerodynamic performance. Both transceivers have successfully

completed MIL-STD-461, 464, and 810 testing.While today BFT uses commercial satellite connectivity, the

ultimate intention is to bring it into the Warfighter InformationNetwork-Tactical (WIN-T).

Leveraging existing assetsIn June 2016, it was announced that the US Army was testing anew channel-sharing capability for Blue Force Tracker-1 andBlue Force Tracker-2 to reduce costs. Currently, both BFTsystems combine command and control software, satellitetransmissions, GPS capabilities and other elements, but operateover different satellite channels. Sharing a single channel isexpected to reduce satellite costs by as much as 60 percent,keep infrastructure replenishment expenses in check, and makethe BFT system easier to use by eliminating the need to shiftbetween different hardware and software set-ups when workingbetween the two BFT systems.

“They are looking for ways to leverage existing investments,rather than pay to wholesale replace them,” said Stan Sloane,President and CEO of Comtech TelecommunicationsCorporation. “Doing this is a good demonstration of that logic. Itprotects the investments in existing systems by making themmore interoperable.”

Comtech Telecommunications Corp announced in April 2016that the US Army had exercised Option Year 2 of its three-yearBlue Force Tracker-1 sustainment contract and related BFT-1Intellectual Property licence agreement and was awarded aninitial funding of US$20 million to continue to provide sustainmentsupport for the US Army, Program Executive Office Command,Control, Communications-Tactical (PEO-C3T), Joint BattleCommand-Platform (JBC-P) BFT-1 Mission, a battle commandreal-time situational awareness and control system.

The US Army’s channel-sharing tests, which culminated inan operational test on both ground and aerial vehicles at theCommunications-Electronics Research, Development andEngineering Center (CERDEC) Intelligence and InformationWarfare Directorate (I2WD) Flight Activity in January 2016,evidenced channel-sharing as a practical alternative to thecurrent approach. The single-channel plan will duly be built intothe next generation of Blue Force Tracker, currently known asBFT-2.5. Market research for more advanced antennas,processors, modems and transceivers is currently ongoing priorto the system launch.

Looking to the next iterationWith the programme to incorporate BFT-1 and BFT-2 ongoing,US defence forces are already looking to the next big thing inBFT capabilities. The US Army and US Marine Corps is currentlypartaking in the Joint Battle Command Platform (JBC-P)programme, which was designed to provide military leadersgreater command, control and situational awareness than everbefore.

The Marine Corps Systems Command (MCSC) has installedalmost 1,100 of the systems into the Assault Breacher Vehicle,M88 Tank Retriever and HMMWV vehicles since July 2016, whilethe US Army has tested JBC-P within the Army’s 3rd InfantryDivision and 10th Mountain Division.

“JBC-P is the Marine Corps primary command, control andsituational awareness tool for the battalion and below,” said Capt.Jamie Claflin, JBC-P Project Officer at MCSC. “It allows thecommander to see friendly forces in his area of responsibility inreal time including other services, and also provides situationalawareness data that is reported into the common operatingpicture.”

JBC-P delivers faster satellite communications using BFT-2, a high-speed GPS satellite network 10 times faster than theprevious system that delivers secure encrypted transmissionsand vastly reduces reaction times thanks to the lower latency.BFT-2 uses Inmarsat’s I-4 satellite constellation to gain muchmore bandwidth with higher data rates (up to 120kb on theforward link and up to 3kb on the return link), drawn from newtransceivers. JBC-P is also integrated with the Tactical

Intelligence Ground Reporting (TIGR) system, which provideshistorical intelligence data, including area structures, obstaclesand previous incidents for a given site.

“JBC-P also features a multi-function screen with mappingand message management environments,” said IgnacioFilgueira, Lead Engineer for JBC-P at MCSC. “Operators canselect different functions including a real-time chat roomcapability where they can send and receive messages, use iconson a map that show other JBC-P-equipped vehicles, positioninformation, adversaries, threats and shared SA and C2capability with JTCW.”

The joint nature of the JBC-P enables greater cooperationbetween the US Army and US Marine Corps. With both forcesusing the same software, the Army’s Network Operation Centre(NOC) can oversee all BFT operations and enable greatercooperation between the two forces, enhancing both operationaland cost efficiencies.

“Today, through JBC-P, Soldiers and Marines are no longerburdened by operating with two separate command and control/mission command systems,” said Lt. Col. Shane Sims, the Army’sProduct Manager for JBC-P. “By using the same system, theMarine Corps and Army know where each other are in relationto the enemy. JBC-P enables them to communicate on missionstogether, which is a huge tactical and operational advantageover our adversaries.”

With JCB-P Increment 1 already undergoing trials in linewith the programme, an upgrade to JCB-P Increment 2 isschedules to start in the 2018 fiscal year. Android technology isset to be a big enabler to incorporate emerging technologiesinto the JCB-P system.

The upgrade will give the warfighter a modernised userinterface with preformatted messages, and a new terrestrialcommunication capability to enable data-capable radios whensatellite communications are degraded or denied. JCB-PIncrement 2 will be installed on additional Marine Corpsplatforms like the Medium Tactical Vehicle Replacement,Logistics Vehicle System Replacement, Assault AmphibiousVehicle, Light Armoured Vehicle and the High Mobility ArtilleryRocket System, as well as being rolled out to the vehiclescurrently equipped with JCB-P Increment 1.
