The townhome development will have a density of 11.98 dwelling units per acre. Each unit will face each other to focus the residents’ eyes on communal areas and open spaces to “foster connections and relationships among neighbors.”

The commercial district has 4 pads suited for restaurant, small retail shops, offices or other commercial uses. There will be four access points consisting of two driveways from Indian School Road and two others to the north and west of the district. The pro-posal states the configuration of the commercial district is “the ideal shape for attracting the type of neighborhood

commercial users to the Property.”

The mixed-use development will be “(complementary) to the surrounding neighbor-hoods,” and will be “supported by current market conditions,” according to the proposal. Just north of the property lies the Rio Crossing subdivision. To the south, across Indian School Road is the Indian School Crossing commercial office development, Teach n’ Fun Preschool, Lighthouse Sports Bar and Manny’s Mexican Food. To the east across El Mirage Road is a vacant prop-erty and Arizona Self Storage. The Wigwam South subdivi-sion is to the west.

To make the project work, the developer requested an amendment to the General Plan Map for the site from Local Commercial to a mix-ture of about 5.91 gross acres of Local Commercial and approximately 19.59 gross acres of Medium/High Density Residential that will allow for 4-12 units per acre. There is also a concurrent request to rezone the property from

PAD-Commercial to PAD with a mixture of Commercial and Residential uses to also allow for building up to 219 units. According to the proposal, the amendment and concurrent PAD will “create a framework for a marketable parcel for future homebuilders and com-mercial developers.”

“The Rio Bonita PAD provides an excellent opportunity to bring an infill development that will provide a unique Townhome community,” the proposal states.

Both requests were approved at the city’s December 20th Planning Commission meeting and again at the January 22nd City Council meeting.

The Phoenix City Council approved a controver-sial deal with the Phoenix Suns that will keep the NBA franchise in downtown Phoenix through at least 2037.

The council voted 6-2, with Vice Mayor Jim Waring and Councilman Sal DiCiccio oppos-ing it, to approve the $230M deal. The city will pay $150M from its Sports Facilities Fund, which is composed of a 1 per-cent tax on hotels and a 2 per-cent tax on car rentals.

The council added a number of tweaks to the deal, including:

• Requiring the Suns to spend $10M on community benefits (either through nonprofits or city programs), including at least $2.6M to the city's preschool program this year.

• The city will hire someone to oversee Phoenix's expenditures on the renovations.

• The city will commit the $1.5M rent increase from the Suns to homeless issues.

• 80 percent of any additional revenues generated by the city from the arena will go toward city public safety costs.

Details of the deal were released to the public in December — less than a week before the council was initially supposed to vote on it. After public backlash, the coun-cil postponed the vote and hosted a series of public meet-ings to educate residents about the details of the agreement.

After the vote, Suns owner Robert Sarver, who has faced criticism from fans, said he was glad he could demonstrate the team's commitment to the com-munity through the donation.

He also said he believes the arena investment will be a "win-win" for both the team and Phoenix.

Initial steps to make way for a new mixed-use develop-ment on a 12.3-acre site, including “flex” office space and multifamily residential units in south Scottsdale, has been approved by Scottsdale City Council.

On Jan. 15, City Council unanimously approved on consent a request to approve a zoning district map amendment changing the land use to Planned Use Development and declare “The McDowell Rezoning and Development Plan” a public record.

The site is at 6601 E. McDowell Road, and owned by Chapman McDowell LLC. The project is under the guise of JLB Partners.

The proposal calls for redevelopment of a site occupied by an auto dealership into a new mixed-use development. The site plan consists of a three-story building adjacent to east McDowell Road, a four-story apartment building central to the site and single-story garage buildings.

The Development Review Board and the Planning Commission both considered this case in December 2018.

Two camps – one strongly in support, and the other vehe-mently opposed – continued to frame the argument over a new hotel in downtown Prescott.

On one side: A $17.7M annual economic benefit from addi-tional sales tax, visitor spending and other related demand for goods – seen by supporters as a “significant” boon to the community.

On the other: A lease/purchase cost to the developer of $15K per year – termed by oppo-nents as an amount a renter might pay for a small Prescott apartment.

In a unanimous vote Tuesday, Jan. 22, the council approved the amended agreement that will allow development of a new 101-room Hilton Garden Inn on a 1.9-acre piece of city land at the corner of Sheldon and Montezuma streets.

Developers say construction on the $24M hotel project could be underway by about May.

Blight or Gem?Throughout the months of discussion, city officials have maintained that the hotel proj-ect would help to transform the Granite Creek area west of the LaGuardia Bridge into a useable recreation center, complete with a splash pad, a railroad-themed playground, and an area for the Prescott Farmers Market.

Currently, City Attorney Jon Paladini said, the area is “blighted” land that is generat-ing no revenue for the city.

But that prompted a disagree-ment from local resident Jan Bryan. Rather than being a blight to the community, she said the west-Granite Creek Park area is a “jewel in the real estate portfolio of Prescott.”

Bryan questioned the hotel deal’s $15K per-year lease with an option to buy after the first five years for $300K. Noting that the annual amount fac-tors out to $1,250 per month, Bryan added, “A person would be hard-pressed to find a small apartment in downtown Prescott for $1,250 a month.”

Economic ImpactIndeed, the lease/purchase price has been central to the debate from the beginning.

Paladini referred to the “debate over whether the city is under-valuing the property” during his introduction of a new economic analysis, pre-pared by consultants Applied Economics.

The report, for which the city paid the $4K cost, states that the hotel project would bring an estimated impact to the community of $17.7M per year, or $177.2M over the first 10 years of operations.

The “overall conclusion” of the economic analysis, Paladini said, is that the hotel project is “a good investment even if it’s under-valued.”

Significant ChangesThis week’s approval of an amended agreement between the city and the developer comes after the council’s origi-nal approval of the hotel deal in August/September 2018.

Since that time, the plans have changed and expanded to include improvements to the surrounding park, railroad trestle, and nearby Sam Hill Warehouse.

A high profile mixed-use proj-ect at the northwest corner of Litchfield Road and Wigwam Boulevard is working its way through the city’s planning pro-cess, but has drawn push-back from some residents over a proposed increase in multi-fam-ily residential, which would significantly reduce commercial potential.

The 15-acre property is desig-nated for residential and retail development for small shops anchored by similar uses, and a minimum requirement of 75KSF of commercial.

However, owner JDM Partners, who also owns the Wigwam resort, has requested part of the agreement be deleted to allow for as much as 80 percent less commercial to be replaced by as much as 50 percent more residential.

The city council recently tabled this request to hear later in the year.

Planning Consultant Jason Sanks said removing that part of the agreement would change how the land is used.

“It more or less opens up the property to more residential,” Sanks said.

JDM stated there is little inter-est in developing commercial on the property, arguing it is more appropriate for 15KSF of commercial and 312 multifamily residential units instead of the proposed 150 residential units.

The city does not have a prop-erty tax and its main sources of revenue are sales tax and state shared revenue. And with the city nearing build-out, some residents contend the need for more commercial has become greater.

Evolving PlanA study performed in 2014 found that about 86KSF of com-mercial was viable for the JDM-owned land, according to a city report. Initially, JDM and the city compromised with a mini-mum of 75KSF, and later stated 15KSF was more viable.

Resident Kyle Addington opposes the new proposal which he said would put an apartment complex at Litchfield and Wigwam. He said the city should stick with the council-ap-proved zoning change in 2014 or another plan that better fits and compliments the area.

The property is part of the overall Village at Litchfield Park Planned Development.

JDM submitted a General Plan Amendment, July 2, and later filed an application, Sept. 26, to rezone the property from neighborhood commercial to multi-family housing and commercial.

The city is now waiting for the rezoning case to catch up with the GPA so that council can hear them at the same time.

Lawyer Paul Gilbert, who rep-resents JDM, said the cases should be reviewed together.

“We want to look at both cases concurrently. Bottom line, we think that this is an excellent idea,” Gilbert said. “Overall, the purpose of the general plan amendment is to remove the 75KSF of commercial (from the text). That is the heart and soul of the request. But we also don’t want to hear (the cases) in a vacuum.”

During last week’s work session of the Maricopa City Council, Ron Fleming, President and CEO of Global Water Resources, told council members his company is in the process of constructing a water recycling plant.

According to Fleming, the recycled water is not designated for drinking and instead is used for watering lawns, common areas and schoolyards, and is then pumped back into the ground aquifer

“Historically we would discharge it into a wash,” Fleming said of the typical excess of water that occurs when the demand is not as high in the winter for recycled wastewater. “What we are now doing is moving forward with our recharge project so instead of discharging it in the wash, we are going to recharge it into the ground so it goes back to the aquifer so it can benefit the community.”

The project is also an example of pos-sible solutions that Fleming hopes will come out of the larger regional Eloy and Maricopa-Stanfield basin study.

Fleming added this is the third of three studies currently being conducted in the state. The other two are looking at water basins in Tucson and the west Valley. The study is expected to take three years to complete.

In the meantime, experts have said growth in Pinal County is expected to continue, which will cause even more demand on water usage.

Whole Foods is ditching its less-expensive 365 store concept in downtown Tempe in favor of the traditional format.

The grocery chain recently announced that it was discontinuing its Whole Foods 365 stores, which are smaller, pared down ver-sions of traditional Whole Foods Markets that offer more bud-get-friendly options.

The new Tempe Whole Foods store is planned to open on the ground floor of a luxury apartment complex called The Local planned for University Drive and Ash Avenue, said Kevin Foltz, managing director of development of Denver-based Forum Real Estate Group, which is developing the project.

The announcement surprised residents in the surrounding neigh-borhoods, who have long called for a major grocery store in the area but feel that a traditional Whole Foods isn’t the right fit.

Residents: Whole Foods Too ExpensiveWhole Foods 365 would have been the first 365 location in Arizona and the first new grocery store in downtown Tempe in more than a decade.

Residents have criticized the city’s approval of The Local, partly because they believe a Whole Foods is too expensive. The store is expected to open this summer, Foltz said.

Justin Stewart, a neighborhood activist who ran for the City Council last year, said residents were hoping for a more bud-get-friendly option and a Whole Foods isn’t representative of the demographics in the area.

The median household income in the 85281 zip code, where the new Whole Foods is open-ing, is $32,300, though that number is likely skewed because college students make up nearly 50 percent of the more than 57,000 people who live in the ZIP code, according to U.S. Census data.

What was once a neigh-borhood characterized by orchards and date farms is now chock full of single-family homes occupied by longtime residents.

But soon, Phoenix's Orangedale neighborhood will have a new distinguish-ing feature — a multifamily residential condominium development.

Some residents are fighting the project, but so far they are losing the battle. The Phoenix City Council unanimously approved the proposed zoning changes on Jan. 9.

The Character of the NeighborhoodThe dispute between neigh-bors and developers over the zoning changes began with common concerns over height and density. But the underlying issue is really whether the development would fit the character of the neighborhood.

The plan is for 30 three-story condos. The 52nd Street condominiums planned unit development will be built on a 1.98-acre lot 125 feet north of the northwest corner of 52nd

Street and Virginia Avenue. The lot is surrounded on three sides by single-family homes.

"This development is out of character with the existing neighborhood, which has been here since the '50s," Patricia Kennedy-Stefanic, who led the petition efforts, said during the recent council meeting. "It's going to stick out like a sore thumb and change the nature and culture of this area."

Paul Gilbert, the legal repre-sentative for the development, said the current zoning in the area already allows three-story homes. The developer is MAS Holdings LLC.

Neighbors who Care Christina Sampson moved into the neighborhood in 2014 and said she doesn't plan to leave.

Sampson said the established community is what appeals to her and many others, but also what she fears will be affected by the planned development.

"A high-density complex like this is perennially subject to vacillations in the housing market," she said during the public hearing. "Should the market turn, it is going to become a rental area, which

will lead to a more transient population and affect the ability to economically develop the area."

Gilbert said he disagrees with the argument that condomini-ums lead to transient com-munities. Rather, the planned condominiums provide an opportunity for people to stay in the neighborhood when now they have to leave when they're ready to downsize, he said.

Diversifying Residential TypesGilbert said construction on the 30 three-story units will begin in a little more than a year.

The condominiums are planned to provide high-qual-ity, medium-density residential developments that are sought after, the development plans show.

This year will be filled with highway system improvements for northern Arizona travelers, including the start of the latest Arizona Department of Transportation project expanding US 93 to four-lane divided highway between Wickenburg and Interstate 40.

Crews will soon launch a $35.5M project on nearly 4 miles of US 93 just north of Wikieup, between Carrow and Stephens, connecting two sections of highway that have already been divided. That will provide a continuous stretch of divided four-lane highway from milepost 108, about 15 miles south of I-40, and milepost 121 near Wikieup.W

With an eye toward an Interstate 11, ADOT has invested more than half a billion dollars over the past 20 years to turn the primary route between Phoenix and Las Vegas into modern four-lane divided highway. The upcoming project is part of $155M in US 93 improvements planned over the next five years.

Currently all but 39 miles of the 200-mile drive from Wickenburg to the Nevada state line has been upgraded to a four-lane divided highway to improve traffic flow, support the movement of freight and enhance safety through this heavily traveled area. The entire north-ern segment of US 93 from Kingman to the Nevada state line (mileposts 1 to 68) is now a four-lane divided highway following the completion of a $71M project in 2010.

Meanwhile, paving projects to repair long-term winter weather damage will continue in the Flagstaff area, with crews finishing paving along northbound I-17 from milepost 312 to the I-40 inter-change and along the 17-mile stretch of I-40 between Cataract Lake and Parks west of Flagstaff.

Last year, crews rebuilt about 20 miles of highway in northern Arizona, providing a long-term fix to damage from freeze-thaw cycles and heavy traffic. In all,

ADOT has improved or is in the process of improving 62 miles of interstate freeway in the Flagstaff area.

This spring, ADOT will launch a project to repave 13 miles of State Route 89A from Sedona to the scenic overlook between mileposts 374 and 387. The project will also install new guardrail.

In far northwestern Arizona, the decks of three Virgin River bridges along Interstate 15 will get makeovers starting early this year. Bridge Nos. 2 and 5 will get newly resurfaced decks. Bridge No. 4 will receive a brand new deck.

In the Prescott area, ADOT will begin a project along 5 miles of SR 69 between Truwood Drive and Fain Road. Improvements include building a raised center median, new traffic signals and new left turn lanes at certain inter-sections. A multi-use path will also be constructed on the north side of SR 69 between Truwood and Navajo drives. •

The public spoke and the Yavapai County Planning and Zoning Commission heard them loud and clear.

The commission unanimously voted 9-0 to deny recommen-dation of the proposed El Rojo Grande Sedona development during its Thursday, Jan. 17, meeting.

The zoning change request will now go before the Yavapai County Board of Supervisors on Wednesday, Feb. 20, at the county facility in Cottonwood.

The sale of the land by the current owner to the developer is contingent on receiving a zone change.

An estimated 300 people turned out for the meeting, most of whom wore red in opposition to the plan that calls for 600 mobiles homes and 50 RV sites just outside the Sedona city limits off State Route 89A. The development, adjacent to Sedona Pines and Sedona Shadows, proposes to rezone from its current zoning of residential single-family to Planned Area Development. As proposed, this would be a 55-and-older development. Under the current zoning 89 total homes could be built on the land.

The proposed development is located on the site of the former El Rojo Grande Ranch, which is approximately 2½ miles west of Sedona’s jurisdictional boundary. The county requested input from the city on the project earlier this fall; Sedona City Council and staff were not in favor of it.

At the start of the meeting, Senior Planner Tammy DeWitt said that as of Jan. 7, the county had received 719 letters and emails in opposition to the project.

The biggest concerns — which were echoed by most of those opposed — included traffic, no city services, character of the neighborhood, impact on the environment and viewshed, work-force housing, age restrictions, ingress/egress during emergen-cies, density, fire concerns, flooding, lot size and decrease in neighboring property values to name just a few.

Longstanding urban-rural tensions over a proposed drought plan have escalated after Pinal County farmers stepped up their request for state money for well-drilling to replace Colorado River water deliveries.

The dispute has unleashed claims and counterclaims from the two sides about the farms’ economic importance.

Farms recently released a detailed University of Arizona study emphasizing economic impacts of water cuts and the farms’ economic importance to Pinal County. It was financed by four irrigation districts that are seeking the additional money, and the cities are trying to poke holes in it.

The dispute threatens to put one more roadblock in the way of getting the Legislature to approve a plan to protect Lake Mead during the ongoing, prolonged drought in time to meet a Jan. 31 federal deadline.

Under the proposed drought plan, about 200 Pinal farmers are supposed to return to full groundwater pumping for the first time in more than 30 years. That would begin in 2022, after the third year of shortages in Central Arizona Project water deliveries to them from the Colorado River.

To help defray the well drilling costs, Gov. Doug Ducey has pledged $5M in new funds. He has agreed to provide millions more for the wells by supporting legisla-tion to use revenue from a longstanding groundwater withdrawal fee for that purpose.

Now, the farmers want another $5M from the Legislature for well drilling, along with $5M from operators of the CAP. That’s on top of $5M the CAP’s board has already agreed to give the farmers.

The irrigation districts also want the Legislature to guarantee payment of another $20M to $25M for the well drill-ing in case the federal government turns down farmers’ request for it.

Warren Tenney, executive director of the Arizona Municipal Water Users Association, representing Phoenix and nine other Maricopa County cities, said the drought plan already has been more than generous to the farmers. He noted that the plan also provides 105K acre-feet a year of CAP water annually to farms for the first three years of shortages, which are likely to start next year. An acre-foot of water is enough to serve four typical Tucson households for a year.

Paul Orme, the irrigation districts’ attor-ney, said the request for more money was triggered by the districts’ recent discovery that the total well-drilling tab had jumped from $30M to $50M. The cost rose because the districts concluded they need to drill more wells than previ-ously thought to boost available capacity during peak watering seasons.

$2.3B in Agriculture Sales CitedThe new UA study concluded Pinal County accounts for 45 percent of the state’s sale of cattle, 42 percent of its cotton and cottonseed sales, 39 percent of milk sold in the state and 22 percent of Arizona’s sale of other crops and hay.

Agriculture-related businesses, including food manufacturing, make up 25 percent of the county’s manufacturing jobs, the study found.

In addition, the report says that if Arizona reduced the farms’ CAP deliveries by 300K acre-feet, the county would lose about 7 percent of its total, non-farm agricultural sales, up to $66.7M. Countywide, up to $104M total sales, including related non-farm sales, would be lost. So would 270 to 480 full- and part-time jobs.

Cities Dispute Farms' Economic ImportanceIn response to the study, the municipal water users association released a brief analysis that sought to minimize Pinal agriculture’s importance to the state’s economy.

Putting into place all the various miti-gation measures for the drought plan to compensate farms, tribes, cities and other users for cutbacks will cost about $19.4M a year. Those costs can all be traced to the farms’ mitigation requests because cities and tribes wouldn’t have requested mitigation if farms weren’t getting it, Tenney said.

The benefits of mitigation to Pinal’s agri-cultural economy, the analysis said, are about $13.3M per year.

The maneuvering by both sides comes as state lawmakers are set to begin debating the drought-plan legislation as soon as this week.

A future elementary school site was approved in the Union Park Community by the DVUSD governing board during its Jan. 8 meeting.

This is a land exchange agreement between the United Services Automobile Association and the district to exchange parcels owned by Deer Valley Unified near 43rd Avenue and Alameda. It is approximately 14 acres.

The agreement obligates the district to build an elementary school on the Union Park parcel once the 200th new home closing is realized in the new development. The district will pledge the funds designated for a new school in the 2013 bond authorization to build this new school.

The district had a deadline of Jan. 11 which was 18 months to reach an agreement with USAA, otherwise they were not obli-gated to work with DVUSD.

DVUSD Deputy Superintendent Jim Migliorino explained the pros of the land exchange agreement as providing a useful school site in exchange for an existing parcel we have no intentions in using, addresses a need in a high growth area in the district with limited nearby school options to accom-modate students in the area and creates an opportunity to increase enrollment and draw students to this new school to help balance enrollment in the region.

The cons included requiring additional Maintenance & Override (M&O) dollars to operate an additional school and obligates the 2013 bond authorization to build the school.

Board member Ann O’Brien said this is a unique situation where there is land available and we need a school there. Board member Jenny Frank inquired about what the district has planned for the growth in the Western boundary, to which Migliorino said conversations are taking place about bringing before the board the potential to call for another bond election and include another elementary school.

Architecture firm billings growth softened in December but remained positive for the fifteenth consecutive month, accord-ing to a new report released from The American Institute of Architects (AIA).

AIA’s Architecture Billings Index (ABI) score for December was 50.4 compared to 54.7 in November. Despite the positive billings, a softening in growth was seen across several regions and sec-tors, as well as in project inquiries and design contracts.

“Given the concerns over the ongoing tariff situation, it is not surprising to see a bit of a slowdown in progress on current projects,” said AIA Chief Economist Kermit Baker, PhD, Hon. AIA. “Growing anxiety over unstable business conditions and the par-tial shutdown of the government may lead to further softening in the coming months.”

Peoria officials are working on modern-izing the permitted land uses within Old Town to facilitate the revitalization of the area.

City Planner Randy Proch said the goal is to promote pedestrian activities and create economic niches within Old Town.

The planning and zoning commission unanimously recommended a city-initi-ated amendment to update the Old Town Mixed-Use District within the city’s zoning ordinance.

The council will consider the amendment at a later date.

Planning and Community Development Director Chris Jacques said the opening of a new 127KSF Maricopa Integrated Health System medical center, which will bring about 300 jobs to the area, could attract more businesses and residents to the area.

City officials hope the updates will pro-mote the following land uses:

High-quality office, storefront retail, restaurant and entertainment to integrate with various residential components in order to create an urban center where people live, work and entertain.

Developments that create a compacted pedestrian environment and promote pedestrian activities that would balance day and night uses.

Innovative integration of compatible uses through the conversion of existing build-ings and the development of new build-ings in a manner that fosters sensitive and sustainable site design and architectural style.

A number of city-led efforts have contin-ued over the years in order to carry on the revitalization of the Old Town area, and in particular within the original town plat area, according to a report.

“I’m glad to see we are getting a little more headway on the downtown area. We’ve bounced back and forth a couple times over the years,” Commissioner Jay Otlewski said.

The city council here will leave it up to voters to decide whether they’ll pay a property tax for more police officers, firefighters and new parks.

The council on Wednesday voted unanimously to sched-ule a May 21 special election conducted solely by mail-in ballot.

San Luis City Administrator Tadeo De La Hoya said city officials expect to seek approval of a tax rate of $1.75 per $100 of assessed valua-tion, applied to residential, commercial and agricultural property. If OK’d, the tax would take effect in the new fiscal year that starts July 1.

City officials estimate the property tax would raise nearly $1.3M in additional revenue, with nearly $500K going toward the city’s gen-eral operations. About $800K would be applied toward

retiring $12M in bonds issued for initial development of a park, construction of a new police and fire department complex on the city’s growing east side, plus other city build-ing projects.

Mayor Gerardo Sanchez and council members said a prop-erty tax is the only way to pay

for new parks and athletic areas, more police officers and firefighters, and other needs created by the city’s rapid growth.

The projects financed with the $12M bond issue would include first phase develop-ment of a park at a cost of $2.3M, and construction of

the East Side Public Safety Complex, estimated to cost $8.2M.

If the property tax is not approved, Sanchez warned, the city won’t be able to meet the demand for parks and more public security.

Talk of light rail running down Arizona Avenue in Chandler caused a stir in 2015, but the conversation is being broached again.

Community meetings on light rail and other high-capacity transit options to connect downtown Chandler to the cur-rent light-rail system in the southeast Valley began Wednesday night.

If light rail or another transit option is proposed, it would be years and millions of dollars before it came to fruition.

Mayor Kevin Hartke said the city would first have to propose a transportation tax, which would go before voters. That could be tough to sell.

CityEyesDowntownChandlerTransitOptionsThe Arizona Avenue Alternatives Analysis will look at ways to best meet the region's growing transportation needs, said Corinne Holliday, a Valley Metro spokeswoman.

Transit options could include:

• Light rail.

• Bus Rapid Transit.

• Modern streetcar.

• Expanding existing local bus service.City spokesman Jim Phipps said leaders will also look at whether a railroad track that cuts through the study area could be used as a commuter rail. Unlike light rail, commuter rail uses train tracks and is used to cover longer distances.

The study is slated to be completed in summer 2020 and costs $600K. Once the study is complete, the recommended mode of transportation and route will be presented for more input from the com-munity and elected officials, Holliday said.

Chandler will also explore whether to expand its bicycle and pedestrian options such as adding more bike lanes and cre-ating off-street trails that run along canal and utility corridors, Phipps said.

The next public meetings will be held:

• Jan. 28: 3-4 p.m. at the Chandler Environmental Education Center, 4050 E. Chandler Heights Road.

• Jan. 30: 6:30-7:30 p.m. at the Chandler Senior Center, 202 E. Boston St.

Driven by strong population growth, Phoenix registered the highest net absorption of medical office space among all U.S. metros between Q2 2017 and Q2 2018, according to a new report from CBRE.

This positive net absorption resulted in an improvement to Phoenix’s medical office vacancy rate, which ticked down 260 basis points to 14.7 percent, the largest vacancy rate decrease among all markets. More than half of the markets in the report recorded increased vacancy over the same period.

“Phoenix will continue with strong medical office demand to match the growing population,” said Kate Morris, with CBRE’s Healthcare Services Group in Phoenix. “Phoenix has several hospital systems constructing new hospitals, micro-hospitals or expand-ing their current hospitals. This has, in turn, led to new medical office buildings being constructed or con-templated. However, it’s important to note that new product, coupled with the trend of repurposing retail to medical office space, will continue to pull tenants from older, less attractive medical office space that will eventually need to be repur-posed.”

National Trends The U.S. outpatient care center sector has grown robustly in recent years as asking rents for medical office buildings continue to rise and health systems seek to provide a better patient experience at a lower cost.

The U.S. average asking rent reached its highest level on record in Q2 2018, rising 1.4 percent year-over-year to $22.90 per sq. ft., due to tight market conditions and the completion of new, high-quality space. Phoenix’s rent growth outpaced the U.S. average, rising 4.3 percent year-over-year to $24.30.

“Rents increased in two-thirds of the markets tracked by CBRE and grew fastest in some of the markets with the lowest vacancy rates, including Louisville, Seattle, Nashville, Manhattan and Indianapolis,” said Andrea Cross, Americas head of office research, CBRE.

In addition to rising rents, health systems have increas-ingly turned to lower-cost outpatient centers—which enable them to provide lower-cost services closer to where patients live—due to higher capital costs stemming from mergers and acquisitions and a surge in in employer-sponsored, high-deductible health plans requiring patients to pay larger out-of-pocket amounts.

The total number of out-patient centers grew more than 50 percent to approx-imately 41,000 from 2005 to 2016. Outpatient center employment has more than doubled since 2003, and grew 3.5 percent year-over-year in October 2018, com-pared with 2 percent annual growth in overall healthcare employment.

“Healthcare systems are increasingly catering to patients as consumers—rather than simply users—of healthcare services,” said Mark Lamp, executive man-aging director, Healthcare, CBRE. “They are creating outpatient facilities that provide a more ‘hotel-like’ experience—and at a lower cost than the more expen-sive hospital services—with technology-enabled check-in, abundant natural light and incorporated out-door spaces, and patient care concierges trained to support guests with any needs.”

Development TrendsMedical office development strongly correlates with population growth, with Phoenix, Houston, Dallas/Ft. Worth and Atlanta among the top markets for total completions from Q3 2017 to Q2 2018, along with Minneapolis/St. Paul, a leading healthcare cluster. Houston, Minneapolis/St. Paul, Atlanta, Chicago, the Inland Empire, Kansas City and Boston rank among

the top markets for square footage under construction. Phoenix saw 521KSF of medical office construction deliveries between Q3 2017 and Q2 2018 and 1.34MSF between 2010 and Q2 2018. The market had 22.3KSF of medical space under con-struction as of Q2 2018.

Capital Markets TrendsTrailing 12-month transac-tion volume decreased to just below $12B in Q2 2018 but remained not far off the cyclical high of $14.2B.

“Medical office properties have shifted from a specialty asset class to a core asset class,” said Chris Bodnar, vice chairman, Healthcare Capital Markets, CBRE. “Institutional and cross-bor-der investors have ramped up their medical office acquisition activity, with cross-border investors on pace to record their highest annual level of net acquisi-tions in at least a decade in 2018.” •

1 FatCats Entertainment started con-struction on a new 64.1KSF family entertainment center at 5740 E. Longbow Marketplace, Mesa. The $11.5M project will include eight theaters, 20 bowling lanes, arcade, nine-hole glow in the dark mini golf, party room, virtual reality area, bar and restaurant. TK International is the architect and A.R. Mays is the general contractor. Construction is expected to be complete in November.

2 Park 10 Development started con-struction on Park 10 Shops B at 10321 W. McDowell Rd, Avondale. The project includes construction of an 8.1KSF shell for a Portillo’s restaurant and four acres of site work. Butler Design Group is the architect and A.R. Mays Construction is the general contractor. Construction is expected to be com-plete in July.

3 Estrella by Newland Communities has broken ground on its newest village, a 617-acre master-planned development named Lucero. The project is slated to open in spring 2019. Swaback Partners is the architect on the project.

4 The Arizona Department of Transportation began construction this month on the $10M I-10 improve-ment project west of I-17, including the addition of a new westbound lane to improve traffic flow between 35th and 43rd avenues. The project includes improvements to signals and ramps at cross street-level pedestrian crosswalks along the I-10 corridor. Work is sched-uled for completion by fall 2019.

5 A topping off event was held on Jan. 22 for the Block 23 development at First and Jefferson streets in downtown Phoenix. When the project opens later this year, it will mark the culmination of 15 years of work for RED Development in downtown Phoenix.

6 The restoration of the former Monti’s La Casa Vieja restaurant has been underway for about six months, a process that will eventually transform the home into an office space. The rehabilitation is part of an agreement between the city and Hines Interests LP and Cousins Properties Inc. In June, the interior adobe is expected to be complete and work will begin on the exterior of the building.

7 A grand opening ceremony was held on Jan. 23 for the completion of the $15.8M Mesa Artspace Lofts development.

8 Estrella Medical Plaza II, the newest building on the Banner Estrella Medical Center campus, is now complete and a grand opening ceremony was held on Jan. 23. The Class A, four-story, 64KSF medical space at the SEC of Thomas

Rd and the Loop 101 Freeway in west Phoenix, is already approximately 40 percent leased.

9 Italian nylon fiber manufacturer Aquafil opened its first carpet recycling facility in Phoenix. The new 116KSF building has the capacity to turn 36M pounds of old carpets into raw material annually.
