What We Do - Who We Are

Protect Kentuckians through education, regulation and enforcement. The Cabinet is made up of 13 departments and more than 1,200 employees work in Frankfort and in offices across the Commonwealth. The 13 agencies that make up the Cabinet for Public Protection and Regulation include:

Alcoholic Beverage Control

Regulates the alcoholic beverage industry by licensing the production and sale of alcoholic beverages, enforces state liquor laws; and regulates tobacco sales to minors.

Board of Claims/Board of Crime Victims

Decides claims filed against the state by citizens who believe they or their property have been damaged through negligent acts on the part of the state.

The Crime Victims Compensation Board determines eligibility and amount of reimbursement to innocent, needy crime victims.

Department of Charitable Gaming

Regulates state charitable gaming laws and regulations through public education, inspections and licensing.

Board of Tax Appeals

Hears and determines tax appeals from final rulings, orders and determinations of state or county government agency regarding revenue and taxation.

Department of Financial Institutions

Charters, licenses and/or regulates all state banks and branches, trust departments and independent trust companies; state credit unions; state savings and loan associations; consumer and industrial loan companies; mortgage loan companies and mortgage loan brokers; companies selling money orders; and check-cashing institutions and title pledge lenders.

The agency also registers investment securities; licenses securities brokers, dealers, agents, and investment advisers; and regulates the state’s securities industry.

Department of Housing, Buildings & Construction

Regulates all construction of buildings through enforcement of building and fire codes, including: elevators, boilers, manufactured housing, hazardous materials, electrical installations and plumbing.

The department also ensures fire and life safety in existing buildings; licenses/certifies plumbers, boiler contractors, sprinkler and/or fire alarm contractors and building inspectors; and serves as headquarters for the State Fire Marshal’s office.

Department of Insurance

Regulates property, casualty, life and health insurance companies operating in the state through control of coverage and market practices

Administers testing and issuance of licenses to agents

Procures state insurance for state-owned properties.

Department of Mines and Minerals

Licenses all commercial mines and enforces mine safety regulations

Develops and administers training programs for miners

Issues permits for oil and gas wells

Regulates use of explosives and trains and certifies blasters

Mine Safety and Review Commission

The Commission was created to upgrade enforcement of coal mine safety regulations. Its three members, appointed by the governor, conduct hearings on safety violations and impose penalties for serious violations.

The Commission has the power to revoke or suspend a mine’s license, an individual’s miner’s certification, or penalize mine owners.

Petroleum Storage Tank Assurance Fund

Assists owners and operators of underground storage tanks (UST) in meeting federal financial responsibility requirements

Provides reimbursement of eligible costs of corrective action required as a result of a release from a UST system

Department of Public Advocacy

Provides legal representation to needy persons throughout the state of Kentucky accused or convicted of crimes punishable by imprisonment or a fine of $500 or more upon appointment of the court, as well as for needy persons faced with involuntary commitment due to mental conditions.

The Protection and advocacy Division protects and advocates the right of Kentuckians with disabilities.

Public Service Commission

Oversees state utility companies providing electric, telecommunications, water and natural gas service to the public

Ensures that utility companies charge fair and reasonable rates for services rendered and that services are adequate, efficient and reliable.

Kentucky Racing Commission

Regulates the horse racing industry and pari-mutuel wagering on horse racing in Kentucky.
