Enclosed are guidelines and rules for the Rolling Plains District 3 4-H Fashion Show.

Entry Deadline: Will open March 7, 2021. Participants must have entries submitted on 4-H connect by midnight on March 21, 2021. Late Registration will be from March 22-29 with an added $25.00 late registration fee.

Entry Fee: $10.00 on 4-H Connect Participant Interviews and Presentation:

If contestant chooses to participate virtually, this must be indicated during their registration process on 4-H connect

Virtual Fashion Show: Each participant will submit a 10 to 15 second modeling clip of their project. The videos will be

displayed on Facebook. Please sign a media permission consent for photos and videotapes. Volunteers: Submit names in the Google Doc by March 31st

2021 DISTRICT 3 JUNIOR 4-H FASHION SHOW GUIDELINES

The junior division is limited to 4-H youth who are in the 3rd through 5th grades for the 2020-2021school year.

The Fashion Show has two junior divisions, buying and construction.

Participants will be judged by a panel of adult judges. Each category will be judged separately. All contestants will be evaluated on criteria identified on the attached scorecard and by interview questions from adult judges concerning the entry.

Presentations will not be permitted.

CONSTRUCTION DIVISION A. CATEGORIES

1. Everyday LivingIncludes casual sportswear, weekend-wear, clothing for school, casual after-school events, or hanging out with friends.

2. Pop-over skirts/pull-on shorts and pantsA quick to make skirt, shorts, or pants with a simple casing and elastic waistband and a hem. Trims and accessories may be added to the garments. ONLY the skirt, shorts, or pants will be judged (even if accessories were made by the participant). THIS CATEGORY SHOULD BE LIMITED TO FIRST-YEAR PARTICIPANTS. The pop-over skirt can be made with or without a pattern. It may be long or short.

3. RefashionThe result of modifying existing clothing into something more fashionable. The main purpose of Refashion is creativity, as well as sewing skills. The member designs and sews a wearable garment from previously used garments. The completed garment is different from its original use, not just an alteration. (For example, neckties sewn together to form a skirt or taking old t-shirts and making them into a skirt).

4. Theatre/CostumeGarment intended for use as a costume, which would include stage production. May be sewn from fabric or from another garment. These garments may be unusual or innovative materials; imaginative but wearable.

B. CONSTRUCTION GUIDELINES1. All garments must have been constructed during participation in a 4-H Clothing Project between

June 11, 2020 and the date of the District contest. Garments may be constructed by sewing,knitting, or crocheting using new or recycled material. Accessories such as belts, shoes, hosiery,gloves, jewelry, and hats may be purchased. Items not constructed by the participant will beconsidered accessories.

2. All garments worn may be entered. However, if a t-shirt needs to be worn underneath somethingthen only the constructed garment would be judged. No additional garments may be carried withthe exception of props (show stick, tennis racket, golf club, corsage, teddy bear, etc...)

BUYING DIVISION

A. CATEGORIES 1. Everyday Living

Includes casual sportswear, weekend-wear, clothing for school, casual after-school events, or hanging out with friends.

2. Fantastic Fashions under $25 The $25 challenge category is designed to expand the 4-H member’s shopping experience to include different shopping venues. Outfits must be purchased at a garage sale, consignment store, Goodwill, Salvation Army, or retail store.

3. Semi-Formal Entry must be designed for semi-formal to dressy occasions and made from fabrics intended for the same. This includes men’s suits and women’s dressy attire. Ensembles may be worn to activities such as concerts, banquets, and other nice events generally not worn during the Monday through Friday week.

4. Special Interest Entry should be a specific outfit that you NEED to know how to purchase wisely. Entry should be something that reflects a special interest of the participant, such as equestrian clothing and riding apparel, dance costumes, hiking clothing, or rock climbing clothing.

B. BUYING GUIDELINES

1. All garments worn must have been purchased during participation in the 4-H Clothing Project between June 11, 2020 and the date of the District Contest. If during comparison shopping, the 4-H member determines that paying a professional seamstress (at normal retail cost) to construct an ensemble is the best choice for purchasing a garment, he or she must list the cost of fabrics, patterns, notions, any other supplies and payment to the seamstress as the cost of the garment. Enter the appropriate information in the column headed “Garments Selected” on the Buying Division Worksheet. Information will be evaluated during judging so the worksheet must be complete. Adult judges will ask questions about the garment and the comparison shopping experience.

2. Comparison shopping may include department store, boutiques or specialty stores, mail order catalogs, internet sites, outlet stores, and professional seamstresses. Three different shopping sources must be used, not three sections of a single store.

3. All garments worn (garments that are visible-i.e., blouse under jacket or vest) during the interview process must be included in the buying worksheet.

4. The Junior Buying Division Worksheet must be completed. This is a simple one-page worksheet. NATURAL FIBERS COMPETITION A. COTTON AWARD GUIDELINES

If funding is available, cotton awards will be given by the Rolling Plains Cotton Growers. Cash awards will be given to winning cotton participants. Entry in the Cotton Award Competition requires that a garment or ensemble meet the fiber content requirements for the fiber competition being entered. To compete for the cotton award, the garment or ensemble must be made of fabric with a minimum of 60% cotton.

Lining fabric, interfacing fabric, and trims are not required to meet the fiber content requirements. A blouse or shirt worn as an accessory may be made of a fiber content which does not qualify for the award.

The garment or ensemble must meet one of the following criteria:

• The ensemble, except for a blouse or shirt, is made of eligible fashion fabric.

• A full-length coat made of eligible fashion fabric. It may be worn over a garment of any fiber content.

• Two matched or coordinated garments, such as skirt and vest or pants and top, are made

of eligible fashion fabric.

• The entry in the Natural Fiber Contest must be the same entry as the Fashion Show Buying or Construction entry.

Each participant who meets the award requirements is eligible for a cotton award. One cotton award will be given in each of the eight (8) junior categories. Cotton award winners in each category will be selected by the category judges.

NATURAL FIBERS COMPETITION

C. COTTON AWARD GUIDELINESIf funding is available, cotton awards will be given by the Rolling Plains Cotton Growers. Cash awards willbe given to winning cotton participants. Entry in the Cotton Award Competition requires that a garment orensemble meet the fiber content requirements for the fiber competition being entered. To compete for thecotton award, the garment or ensemble must be made of fabric with a minimum of 60% cotton.

Lining fabric, interfacing fabric, and trims are not required to meet the fiber content requirements. A blouseor shirt worn as an accessory may be made of a fiber content which does not qualify for the award.

The Fashion Show has two senior divisions, buying and construction.

SENIOR NATURAL FIBER CONTEST

2021 Texas 4-H Fashion Show Natural Fiber General Rules and Guidelines will be used for the District 3Fashion Show.

The Natural Fiber Contest has two senior divisions, cotton and wool/mohair/alpaca.

Only one overall cotton winner and one overall wool/mohair/alpaca winning will be awarded.

NEW STATE RULE – 4-H member must win a district natural fiber overall award before entering the StateNatural Fiber Contest. See related rule in the General Rules and Guidelines.

If funding is available, ONE (1) Senior cotton award will be provided by the Rolling Plains Cotton Growers.Women’s Auxiliary Texas Sheep and Goat Raisers will provide ONE (1) Senior Wool/ Mohair awardconsisting of 2½ yards of wool fabric and $20 cash.

2021 Texas 4-H Fashion Show Buying and Construction General Rules and Guidelines OVERVIEW

The 4-H Fashion Show is designed to recognize 4-H members who have completed a Fashion and Interior Design project. The following objectives are taught in the Fashion and Interior Design project: knowledge of fibers and fabrics, wardrobe selection, clothing construction, comparison shopping, fashion interpretation, understanding of style, good grooming, poise in front of others, and personal presentation skills.

PURPOSE

The Fashion Show provides an opportunity for 4-H members to exhibit the skills learned in their project work. It also provides members an opportunity to increase their personal presentation skills.

FASHION SHOW BUYING AND CONSTRUCTION

4-H Fashion Show at the county level is an optional activity that is open to all 4-H members who have completed aclothing project. Senior 4-H members who have completed and won at the district Fashion Show competition cancompete at the Fashion Show during Texas 4-H Roundup. Each district may send one contestant from each of thefour construction categories (Everyday Living, ReFashion, Semi-formal to Formal, and Theatre/Costume) and onecontestant from each of the four buying categories (Business/Interview, Fantastic Fashion under $25, Semi-formal toFormal, and Special Interest).

ELIGIBILITY REQUIREMENTS

The following requirements provide as fair an opportunity as possible for participation by as many outstanding 4-H members as possible. The requirements given below apply to senior members who plan to participate in the state contest. Failure to comply with the requirements will result in disqualification or penalty deductions from the final score.

1. Age divisions are determined by a participant’s age as of August 31 of the current 4-H year in accordance withwhat is stated in the current Texas 4-H Rules and Guidelines. Junior and Intermediate divisions will followdistrict Fashion Show guidelines.

2. Participants must complete a 4-H Fashion and Interior Design project between June 11, 2020, and the districtcontest in the 2020-2021 4-H year. All garments/ensembles to be judged must have been purchased (renting agarment is not permitted in the buying division) or constructed during participation in a 4-H clothing projectbetween June 11, 2020, and the district contest in the 2020-2021 4-H year.

3. The Fashion Show has four construction division categories (Everyday Living, ReFashion, Semi-Formal to Formal,Theatre/Costume) and four buying division categories (Business/Interview, Fantastic Fashion under $25, Semi- formal to Formal, and Special Interest). The 4-H member must choose a division and category at the county leveland compete in that division at all levels. The entry worn at district must be the entry at the state contest.Accessories such as shoes, jewelry, hat, gloves, and scarfs may be changed, but changes must be included on thepaperwork. The appropriate garment category should be determined by the style, fabric, and use of the garment.No one may change divisions or categories between district and state contests.

4. Participants must be present for all Texas 4-H Fashion Show activities, including orientation, judging, dressrehearsal, and Fashion Show. 4-H Scholars are excluded.

5. If the Fashion Show Entry Form does not show that the entry meets the eligibility requirements, the entry will bedisqualified.

2. All garments worn (garments that are visible – i.e., blouse under jacket or vest) during the interview process mustbe constructed. Close-fitting legwear, tights, and pantyhose do not need to be constructed.

3. In Construction, first place winners may enter the same category in which they have previously been awarded afirst–place entry at State. See related rule in the 2021 4-H Roundup guide.

CATEGORY DESCRIPTION

Everyday Living Includes casual sportswear, weekend-wear, sleepwear, clothing for school, casual after- school events, or hanging out with friends

ReFashion

The result of modifying existing clothing or fabric item (such as tablecloth or curtain) into something more fashionable. The main purpose of ReFashion is creativity, as well as sewing skills. The member designs and sews a wearable garment from previously used garments or fabric item. The completed garment is different from its original use, not just an alteration. (Examples: neck ties sewn together to form a skirt or taking old t-shirts and making them into a skirt)

Semi-Formal to Formal

Entry must be designed for semi-formal to formal occasions and made from fabrics intended for the same. Original material must be fabric and not from recycled items. Semi-formal is a little less formal than formal black tie. Ex. For women dresses or stylish pantsuit made of taffeta, chiffon, satin or other similar fabrics. For men dress includes jacket or vest, trousers and a tie. Current fashion does not dictate that a tie is necessary.

Theatre/Costume Garment intended for use as a costume, which would include stage production. May be sewn from fabric or from another garment. These garments may be unusual or innovative materials; imaginative but wearable.

NECESSARY FORMS

The 2021 Texas 4-H Fashion Construction Entry Form is required for participants in the 2021 Texas 4-H Fashion Show.

JUDGING CRITERIA

Fashion Show construction judging is based on the 2021 Fashion Show Construction Score Sheet. A panel of judges will evaluate and score the entries based on their Fashion Show paperwork and interviews.

Presentations will not be permitted during the interview judging. Each garment category will be judged separately. A participant receives a 5-point deduction for not following all Fashion Show requirements, which includes not completing all forms or illegible or incorrect forms, missing orientation, and not turning in donor thank-you notes.

Business/Interview Attire

Entry should be an outfit you would wear for a job interview, scholarship interview, job fair, or other professional event. 1. Professional – This is a more traditional, conservative approach (e.g., business suit or blazer, tie

and dress slacks for men; business suit, pantsuit, or jacket and dress for women) and may vary by employer or industry.

2. Business Casual – This trend is more relaxed and comfortable but demonstrates good judgmentin choices and displays a neat appearance (e.g., polo shirt, shirt with a collar or sweater, khakisor other slacks, dress or casual leather shoes for men and women; moderate length dress orskirt for women).

Fantastic Fashions under $25

This category is designed to expand the 4-H member’s shopping experience to include different shopping venues. Outfits must be purchased at a garage sale, consignment store, Goodwill, Salvation Army, or other retail business. Receipts are required for everything that is visible during the interview, except shoes. Receipts for garage sales can be handwritten. This includes jewelry and accessories. Do not need to account for sales tax.

Semi-Formal to Formal

Entry must be designed for semi-formal to formal occasions and made from fabrics intended for the same. Semi-formal is a little less formal than formal black tie. Ex. For women dresses or stylish pantsuit made of taffeta, chiffon, satin or other similar fabrics. For men dress includes jacket or vest, trousers and a tie. Current fashion does not dictate that a tie is necessary. Formal includes men’s suits and tuxedos and women’s formal gowns, wedding dresses, and bridesmaid dresses.

Special Interest Entry should be a specific outfit that you NEED to know how to purchase wisely. Entry should be something that reflects a special interest of the participant, such as equestrian clothing and riding apparel, dance costumes, hiking clothing, or rock-climbing clothing.

2021 Texas 4-H Fashion Show Natural Fiber General Rules and Guidelines

OVERVIEW The 4-H Fashion Show is designed to recognize 4-H members who have completed a Fashion & Interior Design project. The following objectives are taught in the Fashion & Interior Design project: knowledge of fibers and fabrics, wardrobe selection, clothing construction, comparison shopping, fashion interpretation, understanding of style, good grooming, poise in front of others, and personal presentation skills. 4-H members participating in the Natural Fiber Contest are encouraged to study, promote, and use cotton, wool, and mohair—natural fibers produced in Texas.

PURPOSE The Fashion Show Natural Fiber Contest provides an opportunity for 4-H members to exhibit the skills learned related to Cotton and Wool/Mohair. It also recognizes 4-H members who do outstanding work in a clothing project that includes the study of cotton or wool and mohair.

FASHION SHOW NATURAL FIBER 4-H members who have placed first in the district Natural Fiber Contest may enter the Natural Fiber Contest at Texas 4-H Roundup. District winners in the Fashion Show category in buying or construction division are no longer able to compete in the Natural Fiber Contest, unless they win the district Natural Fiber Contest. If a participant is a district Fashion Show buying or construction winner and a district Natural Fiber winner, they may compete in both contests.

ELIGIBILITY REQUIREMENTS The following requirements provide as fair an opportunity as possible for participation by as many outstanding 4-H members as possible. The requirements given below apply to senior members who plan to participate in the state contest. Failure to comply with the requirements will result in disqualification or penalty deductions from the final score.

1. Age divisions are determined by a participant’s age as of August 31 of the current 4-H year in accordance with what is stated in the current Texas 4-H Rules and Guidelines. Junior and Intermediate divisions will follow district Fashion Show guidelines.

Junior Division: Grades 3 thru 5 Intermediate Division: Grades 6 thru 8 Senior Division: Grades 9 thru 12

2. Participants must complete a 4-H Fashion & Interior Design project between June 11, 2020, and the district contest in the 2020-2021 4-H year. All garments/ensembles to be judged must have been purchased (renting a garment is not permitted in the buying division) or constructed during participation in a 4-H clothing project between June 11, 2020, and the district contest in the 2020- 2021 4-H year.

3. The Natural Fiber Contest has two categories: cotton and wool/mohair. Entry in the Natural Fiber is

done by completing the Natural Fiber Entry form. The entry worn at the district contest must be the one worn at the state contest. Accessories such as shoes, jewelry, hat, gloves, and scarfs may be changed, but changes must be included on the paperwork. The appropriate garment category should be determined by the style, fabric, and use of the garment. No one may change divisions or categories between district and state contests.

4. The garment selected can be constructed or purchased. A complete outfit, except for a blouse or shirt under the garment, is made of the eligible fashion fabric. Examples include: jacket and pants made of wool, but shirt or blouse does not need to be made of wool; a full-length coat made of eligible fashion fabric worn over a garment of any fiber content. Lining fabric, interfacing fabric, and trims are not required to meet the fiber content requirements.

5. In Natural fiber, first place winners may enter the same category in which they have previously been awarded a first-place entry at State. See related rule in the 2021 guide.

6. Garments need to meet the specific requirements of either Wool/Mohair/Alpaca or Cotton. See the table below for specific requirements.

Cotton Each garment entered must contain a minimum of 60% cotton. Knowledge of

fiber characteristics, production, and end use is required.

Wool/Mohair/Alpaca Each garment entered must contain a minimum of:

• 60% wool and 40% other fiber.

• 60% mohair and 40% other fiber.

• 60% blend of the two fibers and 40% other fiber.

• 100% wool/mohair blend is also acceptable.

7. If the Fashion Show Natural Fiber Entry Form does not show that the entry meets the eligibility requirements, the entry will be disqualified.

NECESSARY FORMS The 2021 Texas 4-H Fashion Natural Fiber Entry Form is required for participants in the 2021 Texas 4-H Fashion Show.

JUDGING CRITERIA Fashion Show Natural Fiber judging is based on the 2021 Fashion Show Natural Fiber Score Sheet. A panel of judges will evaluate and score the entries based on their Fashion Show paperwork and interviews.

Presentations will not be permitted during the interview judging. Each garment category will be judged separately. A participant receives a 5-point deduction for not following all Fashion Show requirements, which includes not completing all forms or illegible or incorrect forms, missing orientation, and not turning in donor thank-you notes.

If ties should occur, the ties will be broken using partial scores in the following order.

1. Knowledge of fiber characteristics and uses sub-total score.

2. Ability to apply knowledge sub-total score.

3. Appearance, fit, and fashion ability sub-total score.

4. Garment is well made.
