Moved by Councillor Atchison Seconded by Councillor Keery That the minutes of the previous meeting be adopted as read, Carried. DEIEATIONS . Mr. C. B. Riley, representing the C. B. Riley Construction Co. Ltd.. met the Council by appointment and discussion ensued regarding the request of the Trans Mountain Oil Pipe Line Company for permission to construct an oil pipe line on Gazetted roads under Municipal jurisdiction. t h e Company would t a k e all the necessary precautions to see that utilities services and access to private properties were not interfered with and that the pipe line would be installed to such a depth so that improvement of road grades carried out at a future date would not require the pipe line to be interfered with. that the suggestion made by the Committee regarding survey of a tentative road parallel to the Canadian National Railway right of way appeared t o heve merit, End that he would discuss same with his principsls who had agreed to cooperate in the survey of this route if sane would be satisfactory to reach the point where the eventual crossing of the Fraser River was decided upon. Lengthy discussion ensued during which Yr. Riley assured the Council that He also edvised the Council 1 ~ Councillor Miller took his seat during the foregoing discussion. Further discussion followed. Moved by Councillor Wooden Seconded by Councillor Mortimer That this Council agree in principle with the proposals submitted by C. B. Riley Construction Co. Ltd., in its letter dated the 4th of Janmry, 1952, subject to negotiation of the terms and conditions under which the said pipe line mey be constructed on road allowances under Municipal jurisdiction when the location of the proposed pipe line has finally been decided upon. Carried. Further discussion followed, during which the Reeve pointed out that it was not the intention of the Council to hold up the project which would be for the ultimate benefit of the Lower Mainland Area, but that the Council wished t o be assured that its interests would be protected and that future development of utilities, road grades, etc., would not be interfered with by the location of the pipe line. Several other members of the Council spoke in support of the Reeve's remarks. Mr. Riley then withdrew from the meeting. A delegation, representing Grandview Heights Water Committee, came before the Council and Anquired as t o action which the Council had taken in connection with the submission of a By-law to the Electors of the proposed area to authorize construction of a waterworks supply system. The Clggk reported that on Friday last he had received 6 etition signed by 279 residents of the proposed area but had not had sufficient time o cneck the said petition. e
