McNees, City Manager Re: January 2021 Monthly City Council Report INTRODUCTION 2021 Started out with the promotion of Detective Mark Huffor to Sergeant, where his wife, and MIPD Volunteer Carolyn, accompanied him at his promotional ceremony. The Marco Island Police Department worked in partnership with the City and the Fire Rescue Department to successfully distribute vaccines allocated for the City of Marco Island by Collier County Emergency Medical Services (EMS). Sergeant Mark Haueter worked with the MIPD’s reserve and auxiliary officers to ensure the security and safety of all individuals at the vaccination sites. Public Education Specialist Tristan Ashby validated the registration of those receiving vaccines to ensure their eligibility to receive the first does of the COVID‐19 Moderna vaccine. Working together, the MIPD alongside City Hall and the Fire Rescue Department vaccinated over 450 individuals. Police Officer Melanie Lopez became a part of the family here at the Marco Island Police Department working to help protect paradise. Welcome to our newest team member, Police Officer Melanie Lopez. INTRODUCTION 2021 Started out with the promotion of Detective Mark Huffor to Sergeant, where his wife, and MIPD

Reserve / Auxiliary Program Activity Hours 

Reserve and Auxiliary Police Officers are unpaid volunteers who are certified by the State of Florida to perform in the law enforcement role.  These officers must meet the Department’s and State of Florida’s annual retraining / certification requirements.   Reserve  and  Auxiliary  personnel  are  required  to  volunteer  a minimum  of  16  hours  per month.   They perform a variety of functions for our Department and community which are outlined in the chart below.  Particularly they assist full‐time personnel at community events or special duty functions (requests for an officer to be assigned and compensated by the outside vendor) and during significant weather events such as hurricanes or flooding.  Reserve and Auxiliary Officers provide an additional uniformed police presence in neighborhoods, commercial areas, schools, parks, and  beaches.   Once  a  month  Reserve  and  Auxiliary  Officers  have  a  staff  meeting  to  review  policy  changes,  attend training and address planning and  logistical  requirements.  The below chart signifies  the  logged hours  that have been devoted to the particular assignment by the Reserve and Auxiliary Officers.

Detective Bureau Monthly Report January 2021 

INVESTIGATIVE SUMMARY: Self‐Initiated Reports:   ASSIST OTHER AGENCY– DCF notified MIPD about a child molestation allegation received from Child’s Health Care Providers. Investigation determined that the incident occurred out of state. Report completed and delivered to out of state Sheriff’s Office.   ASSIST OTHER AGENCY – Detective took the initial report on an employee workplace incident for OSHA.  Cases Closed by Detective Bureau  CRIMINAL MISCHIEF – Suspect broke car window. Victim declined prosecution.   CHILD MOLESTATION/SEX CRIME – Male suspect arrested. Extensive investigation by detective bureau with search warrants, evidence processing, and forensic examinations.   CRIMINAL MISCHIEF – Unknown suspect broke car window. Case inactive.  BURGLARY – Ex‐employee broke into restaurant and stole money from the safe. After the ex‐employee was confronted, he returned the money and the victim waived prosecution. The ex‐employee was on probation and the detective bureau notified his probation officer of the event.   GRAND THEFT – A necklace was allegedly stolen from hotel room. Leads were followed‐up on, however the case went cold. Case inactive.   Follow‐Up Reports from Patrol:  BATTERY OVER  65  (DV)  –  Follow‐up  investigation  to  collect  further  evidence  for  a  case  involving  an  adult against her father. Cleared by Arrest.  ASSAULT Person 65 YOA or Older – Investigation into a man following the victim with a machete. Suspect was arrested and transported to NJC. Cleared by Arrest.  LEWD ACT –  Investigation  for  a  reported  lewd and  lascivious  act  between of  caregiver  against  a  child. DCF notified.  Case Active.  SEXUAL BATTERY – Allegation of a sexual assault by an acquaintance. Case Active.  Death Investigation – Detectives responded to the scene of a possible overdose death.
