Southern Region Islanding Scheme
January 2020
Annexure-III
Introduction
• The islanding scheme envisages that if fall of frequency is upto 47.9 Hz, then it will be taken as indication that grid disturbance is imminent and islanding will be initiated to protect major load centres/ generating complex to save them to black-out and facilitate early restoration.
• The following 4 Islanding schemes are existing and have been reviewed at present
• Ramagundam• Kudankulam• Neyvelli• Chennai
• The newly proposed Simhadri Islanding scheme is also discussed
• The Islands LGBR is checked from SRLDC RTSD PSS/E cases, which are generated daily ( Every 3 hours )
• The case have been taken for July to December 2019.• The Case is prepared by taking the Generators Despatch from SCADA.• The Load is scaled on pro-rata to state Demand .
Annexure-III

Thought Forward
• In most of the existing island’s in SR, consist of either high Lift Irrigation scheme or high renewable generation penetration. Thus the Ideal behaviour of them during island operation is important for a successful island formation
• The Treatment of LIS/Pumped Generators(Srisailam , Kadampari , Nagarjunsagar PH-Pump Mode)
• As the Island is being formed after all the UFR stage’s and at low frequency, the islanded operation with Lift Irrigation pump sets is not desirable
• Hence the Lift Irrigation Pump sets to be tripped after Stage IV of UFR at 48.5 Hz.• The Treatment of RE
• During High frequency operation after the successful Island formation• The conventional generators would trip at 51.5 Hz. • To avoid the tripping of synchronous machines , to avoid this the RE to tripped to tripped/reduced
at 50.85 Hz ??• As per CEA connectivity technical standards, the generating unit shall be capable of operating
in the frequency range 47.5 to 52 Hz and be able to deliver rated output in the frequency range of 49.5 Hz to 50.5 Hz.
• Generators to be equipped with the facility for controlling the rate of change of power output at a rate not more than ± 10% per minute

Conclusion
• In the Ramagundam Island , as seen from the data it is most of the time a deficit island with a average mismatch of almost around 45%, however the UFR and df/dt loads are yet to be mapped.
• In Telangana there is huge Solar Generation and Large amount of Lift irrigation pump sets. Thus creating further uncertainty in the Island success
• With the commissioning of the upcoming generators Telangana STPP, Damarcherla the Islanding scheme needs to be further reviewed.
• In case of successful Island formation the transmission lines are in the normal limits.

Conclusion
• In the Chennai Island , due to uncertainty of generation i.e. vallur/ NCTPS which are taken out incase of less demand/High RE and also as seen from the RTSD case data it is most of the time a deficit island with a average mismatch of almost 100%.
• With the commissioning of the upcoming generators North Chennai Ext, Ennore TPS ext the Islanding scheme needs to be further reviewed.
• In case of successful Island formation the transmission lines are in the normal limits
• This Island has the minimum number of line tripping's i.e. 27

Conclusion
• In the Kudankulam Island, there is High Renewable Energy Installed at Tirunelveli , and more addition is taking place. This is the only island in SR which is average 25% surplus, however in case of UFR and df/dt the island will be even more surplus.
• The Behaviour of Renewable generation in case of High frequency is the key factor deciding the successful island formation
• The upcoming generating units of Udangudi, SPIC and HVDC Raigarh –Pugalur the islanding scheme would have to be reviewed.
• The following transmission are loaded beyond the thermal limits• 230kV Checknoorani – sembatty and 230kV checknoori – kinimangalam• 230kV Karaikudi – pudukottai and 230kV Karaikudi – Karambyam• 230kV Kudankulam – SRPudur .

Adaptive Islanding (Future way forward)
Crux : Island boundaries are decided in Real Time
Requirements for adaptive islanding:
• Real Time State Estimator output (upto 110 kV):
Provides the base case scenario for the islanding algorithm
• Islanding Algorithm:
Obtains the island boundaries using SE base case
• Communication infrastructure to all substations (upto 110 kV):This is required as the boundaries are decided in Real Time

Questions ?• Size of the Island and mismatch . Generation/ Load >= 1.2 Rule to be
strictly followed. Basic motivation of island is for faster restoration , thus protection of Key generating complex to be a priority.
• Fewer transmission lines tripping and Network electrically radial in nature key for successful Island, which inherently would form a island.
• Behaviour of Lift Irrigation during low frequency
• Behaviour of synchronous generator’s and RE during High Frequency• Droop settings and frequency value for generation reduction
• Isolation of generation in stages ??
• The accurate Mapping of UFR and df/dt loads in the PSS/E case.
