Fire Investigation Division: There are eight firefighters, one Accelerant K9, and one civilian employee assigned to the AFR Fire Investigations Division. Each Fire Investigator is also a sworn law enforcement officer. Recently, this division has had several members retire, and we need to replenish these positions. Lieutenant Doug Padilla and Driver Oscar Vasquez were selected to join the division and are currently attending the New Mexico State Police Law Enforcement Academy in Santa Fe. The training is 16-weeks, and they will graduate on May 17th, 2019. After they complete their law enforcement training, they will attend additional courses in fire investigations from the ATF and National Fire Academy before functioning as AFR Fire Investigators. Public Affairs Office: AFR has relocated several positions under the Deputy Chief of Human Resources to create a Public Affairs Office (PAO) which will incorporate the Public Information Office, recruitment and Community Risk Reduction. Captain Martin Salazar will lead this new division. Community Risk Reduction Programs: Community Risk Reduction (CRR) is the identification and prioritization of risks followed by the coordinated application of resources to minimize the probability of occurrence and the impact of unfortunate events. As firefighters, we are not only responsible for responding to emergencies but also preventing them as well. By working proactively with our community partners, AFR will be able to provide the highest level of protection to the public. CRR is not a new concept for the fire service. For years fire departments have been involved in some community risk reduction through building inspections and public education. I believe this concept needs to be applied in a focused manner, and truly integrated into the mission of this department to improve our ability to educate the public and keep them safe. AFR currently has twenty-three CRR programs that enhance fire safety, medical training, and disaster preparedness for the community. Now that the PAO manages CRR and we have a new mechanism to track the data, we can determine the effectiveness of the programs, including where they occur and what new programs we will need in the future.

INCIDENT RESPONSES is the number of calls dispatched to a specific station in one of three categories; EMS, FIRE, and OTHER. The total incident responses is the sum of the three categories and not to be confused with the sum of specific apparatus calls. One response may include more than one apparatus. For example: Engine 13, Rescue 13 and Ladder 13 may respond to the same call but will be counted as 1 incident. The next dispatch might only assign Rescue 13 and will be counted as 1 incident. Therefore, the total incident number will be less than the sum of all apparatus calls for the month. PRIMARY APPARATUS RESPONSE is the amount of calls taken in a specific fire district by that station’s apparatus and is represented as the IN DISTRICT percentage (a fire district is defined by the number of the fire station and has a fixed geographical boundary). There are times when the in district apparatus is unavailable and an out of district apparatus must be dispatched, represented by OUT OF DISTRICT percentage. For example, Station 7 responded to 84.60% of the calls located in fire district 7. Apparatus from outside districts responded to 15.40% of the calls located in fire district 7.
