FOREWORD

The Current Labor Statistics (CLS), published by the Philippine Statistics Authority (PSA), provides data users with timely, accurate and reliable data on the latest macroeconomic statistics and other related labor and employment statistics.

This issue of the CLS includes the final results of the April 2016 round and preliminary results of the October 2016 round of the Labor Force Survey (LFS). Starting April 2016 round, the LFS adopted the population projections based on the 2010 Census of Population and Housing (2010 CPH). Hence, with this break in the series, data are not comparable with previous rounds.

Also included in this issue are data on the second quarter 2016 labor turnover rates; indices of

compensation per employee; minimum wage rates; consumer price index; inflation rate; purchasing power of the peso; net inward foreign investments; labor productivity and growth rates; annual average family income and expenditure; annual per capita threshold, magnitude of the poor and poverty incidence; gross domestic product (GDP) real growth rates in selected Asian countries; inflation rates and unemployment rates in selected Asian countries; and comparative wages in Asian countries. The PSA would like to thank the agencies where the data were secured, specifically, the Bangko Sentral ng Pilipinas and the National Wages and Productivity Commission. DATA HIGHLIGHTS

The Labor Force Survey (LFS) has adopted the population projections based on the 2010 Census of Population and Housing

starting April 2016 survey rounds hence statistics are not comparable with previous survey rounds which were derived using 2000 Census-based population projections.

Preliminary results of the October 2016 LFS showed that the country’s labor force reached 43.704 million out of the total household population aged 15 years old and over of 68.734 million. This translates to a labor force participation rate (LPFR) of 63.6 percent during the period.

Employed persons accounted for 95.3 percent of the labor force for the period at 41.664 million. Highest share of the employed was noted in Region IV-A at 13.9 percent followed by NCR at 12.7 percent and Region III at 10.7 percent.

By sector, services comprised more than half of the total employed in the country in October 2016 with wholesale and retail; repair of motor vehicles and motor cycles accounting for one-fifth (19.4%) of the total. The agriculture and industry sectors posted shares of 27.9 percent and 17.2 percent, respectively.

About three out of every five (60.8%) employed persons were wage and salary workers, bulk of which (19.928 million) were in private establishments. Further, self-employed workers accounted for 27.5 percent of the total while employers in own-family operated business and unpaid family workers posted shares of less than 10 percent each.

About two-thirds (65.9% or 27.445 million) of employed person were full time workers or working 40 hours or more in a week. Meanwhile, part-time workers totalled 13.892 million for the period. Mean hours worked was recorded at 41.7.

Number of unemployed persons was placed at 2.040 million translating to an unemployment rate of 4.7 percent. Region IV-A registered the highest unemployment rate for the period at 6.2 percent followed by NCR (5.9%) and Region III (5.7%).

Underemployment rate was registered at 18.0 percent corresponding to 7.508 million workers wanting additional hours of work. More than half (54.9% or 4.121 million) were working less than 40 hours a week or visibly underemployed. Visible underemployment rate for the period was registered at 9.9 percent.

The labor turnover rate in the second quarter of 2016 was registered at 2.30 percent which meant that twenty three workers per 1,000 employed were added to the workforce as accession rate (12.43%) exceeded separation rate (10.13%) during the period.

The Regional Tripartite Wages and Productivity Board (RTWPB) approved effective December 16, 2016 the following increases in

the basic wage rates in Region XI: P23 for workers in the non-agriculture/industrial/commercial and retail/service establishments employing more than 10 workers; P28 for workers in agriculture; and P29 for retail/service establishments employing not more than 10 workers. Likewise, Region XII provided increases in the basic wage effective October 9, 2016 under Wage Order No. RB XII-19 of P20 for non-agriculture; P17 for retail and service establishments; and P15 for agriculture. The Wage Board for Region XIII-Caraga also approved the monthly minimum wage rates for domestic workers at P3,000.00 for chartered cities and first class municipalities and P2,500.00 for other municipalities.

The index of compensation per employee at constant 1978 prices in non-agricultural industries was posted at 114.5 for the 2nd quarter of 2016, 2.6 index points higher than the 111.9 recorded in the same period last year.

The Consumer Price Index (CPI) for December 2016 was recorded at 146.3 index points, higher by 3.7 index points as compared

to 142.6 index points posted during the same period last year. Meanwhile, the inflation rate increased by 1.1 index points during the same period while the purchasing power of the peso dropped by P0.02 centavos.

The country’s Gross Domestic Product (GDP) at constant 2000 prices for the 3rd quarter of 2016 grew by 7.1%, higher than the

6.2% registered in the same period last year, translating to an overall increase of P128.9 billion. The growth rate in Gross National Income (GNI) however remained stable at 6.3% during the period.

The net inward foreign investments recorded with the Bangko Sentral ng Pilipinas (BSP) for the 3rd quarter of 2016 doubled from

the same period last year amounting to a total of US$2,120 million. By type of investment, the amount of net foreign direct investments was recorded at US$1,684 million while net foreign portfolio investments amounted to US$436 million.

The average annual family income in 2015 was estimated at P267,000 compared with the estimated annual family expenditure of

P215,000 during the same period. Across regions, the NCR posted the highest average annual family income and expenditure at P425,000 and P349,000, respectively.

The annual per capita poverty threshold for the country was estimated at P21,753 in 2015 with the poverty incidence among

Filipinos posted at 21.6 percent. The poverty incidence in 2015 is comparatively lower by 3.6 percentage points from the 25.2 percent poverty incidence registered in 2012.

This is calculated on the basis of cross-tabulations of data sets of the Family Income and Expenditure Survey (that includes variable on poverty status) conducted every three (3) years and the Labor Force Survey. Purchasing Power Parity (PPP) rate- defined as the number of units of a country’s currency that is required to buy the same amount of goods and services in the country as one US$ would buy in the US. PPP as a rate of conversion ensures that money exchanged for a dollar buys the same volume of goods and services in every country. By equalizing prices, PPP rates deliver a measure of relative GDP which is based on what constitutes "real" income, the volume of goods and services embodied in GDP. The method of using PPP is analogous tomeasuring GDP in different years at fixed base year prices.

Definitions: GDP per capita based on purchasing power parity (PPP) - PPP GDP is gross domestic product converted to international dollars using purchasing power parity rates. An international dollar has the same purchasing power over GDP as the U.S. dollar has in the United States. GDP at purchaser's prices is the sum of gross value added by all resident producers in theeconomy plus any product taxes and minus any subsidies not included in the value of the products. It is calculated without making deductions for depreciation of fabricated assets or for depletion and degradation of natural resources . Data are in constant 2011 international dollars.
