Now that the elections are over, there are a lot of unknowns about what the future holds for Social Security, Healthcare and Medicaid. No matter what side of the fence you are on regarding political party, there is legitimate concern about how people with disabilities will fare in the current political environment. The Arc of the United States stresses the significant progress the Affordable Care Act (ACA) made in expanding access to health care for individuals with intellectual and/or developmental disabilities (I/DD). We should acknowledge that access to consistent and reliable healthcare is imperative for individuals with I/DD, and the ACA created much-needed reforms to health insurance, addressed systemic discrimination, and expanded coverage provisions in the ACA that are important to people with disabilities. The Arc states:

The ACA has unquestionably improved access to care for peo-ple with disabilities and chronic conditions to help them live healthy, independent, and fulfilling lives. To eliminate the ACA, or to eliminate the ACA without simultaneously replacing it with a functionally equivalent alternative, jeopardizes this

progress and puts consumers’ ongoing access to comprehensive, affordable coverage at risk. It is critical that the I/DD community is a part of any discussion about repeal and replace, to ensure that any changes meet the needs of people with disabilities.

Sibshops give brothers & sisters of siblings with disabilities an opportunity together for fun, camaraderie, information, and insights in a lively recreational atmosphere.

Sibshops are open to typically developing children, ages 7-12 years old, who have a sibling with a disability.

Parents reported observing a more caring, tolerant and understanding relationship between siblings of participants.

As one participant simply stated “It is Fun!”

Expand Consumer Directed Community Supports. The Arc Min-nesota wants our state’s services for persons with disabilities to move more rapidly towards consumer direction. Consumer direction allows individuals and their families greater flexibility in creating support systems, resulting in a more cost effective service delivery system that better meets their needs.

Implement New Employment Services. The goal is to provide an extensive set of individualized services that would help more people with disa-bilities find competitive jobs and be more fully included in their communi-ties. These supports will also give peo-ple with disabilities more flexibility and choice in their services.

Lower Parental Fees. Minnesota

legislators should support a reduction in the fees families pay for services that keep their children with disabilities healthy, keep them with their families, and keep them in the community. The Arc is working with a group of parents called the Coalition to Lower Minnesota MA-TEFRA Parental Fees, which is conducting a survey to organ-ize individuals and organizations for the upcoming legislative session. The coalition seeks to meaningfully lower MA-TEFRA parental fees this legisla-tive session, with the longer term goal of eliminating these fees altogether. Raise Income and Asset Standards.

The current asset limit for Minnesota Medical Assistance (implemented in 1972 for people with disabilities) is $3,000.00. The limit for SSI is $2,000. This limit was set in 1984, when $2,000 had the same buying power as $4,669.79 in 2016.

Fund Self Advocacy. Provide

opportunities to self advocates to advance their knowledge & speak for themselves.

Best Life Alliance. The Best Life

Alliance’s core priorities are to ensure funding to support quality services, a strong workforce, and reforms includ-ing Minnesota’s Olmstead Plan. The

goal is to provide higher compensa-tion for direct support professionals (DSPs, to support people with disabili-

ties, older adults, and their caregivers.

Fully Fund Regional Quality

Councils. Support a comprehensive quality improvement system that gives a voice to persons with disabilities and their families.

Increase Housing Funding

Please consider how you can connect with your legislators regarding these priorities,

by calling, emailing or visiting them. One such opportunity is Tuesdays at the Capitol, starting January 10th, 2017, sponsored by the Minnesota Consortium for Citizens with Disabilities. The Arc Min-nesota and the Minnesota Brain Injury Alliance host the January 10th session.

Another opportunity is The Arc Minnesota’s Day at the Capitol on February 28th. There will be a rally at 10am. We could help you set up visits with your legislators, if you need some assistance. See our website for details.

Arc West Central will host a local Town Hall meeting February 18th, 10am, 2903 15th St S, Moorhead, in which Steve

Larson (The Arc MN Senior Policy Director)will give an overview, and legislators will get the opportunity to hear individuals share their story. We will also hear Legis-lators’ responses. Please let us know if you would help us in this endeavor. Confirmed participants are Senator Kent Eken, & Rep-resentatives Paul Marquart & Ben Lien. There is a possibility that Collin Peterson will also join us.

The Arc MN website has a Public Policy/take action app. This can aid you in telling your story, about how issues under consid-eration can have an impact on your life, the life of a family member, or someone you know.

Telling your story can be meaningful for legislators to put a face to an issue. If we don’t show how the decisions they make have an impact, it is easy for them to make cuts or not fund what may be a lifeline for someone.

Just a reminder of what we can do through Housing Access Services.

Housing Access Services (HAS ) assists

people with disabilities, that are eligible for

long term care (waivers) or state plan home

care services, and wish to move to homes

of their own, providing the following ser-

vices to eligible people with disabilities:

Seek and locate suitable, affordable, accessible housing.

Assist individuals in considering a broad spectrum of issues related to housing.

Accompany individuals as they look for housing.

Complete rental application and lease

agreements.

Meet with landlords and property staff.

Help with applications for publicly fi-nanced housing (Section 8).

Household budget development

Basic furnishings for a home, and any related housing matters.

Moving expenses.

Outreach to agencies that could provide referrals; Please let us know if you would like a presentation or just visit one-to-one!

Hopefully, by the time you read this , we will have received our Housing Access Coordination license, to add more possibilities for people on waivers!

This is one of our main fundraisers for the year. The lollipop (mixture of colors) roses are perfect

for Easter, which is the following Sunday! Please consider purchasing roses to support Arc West

Central in our efforts to assist people with developmental disabilities and their families.
