Our mission: Empower all people with intellectual and/or developmental disabilities and their
families to choose and realize their goals of where and how they live, learn, work and play .
Arcwestcentral.org
Achieve with us.
Now that the elections are over, there are a lot of unknowns about what the future holds for Social Security, Healthcare and Medicaid. No matter what side of the fence you are on regarding political party, there is legitimate concern about how people with disabilities will fare in the current political environment. The Arc of the United States stresses the significant progress the Affordable Care Act (ACA) made in expanding access to health care for individuals with intellectual and/or developmental disabilities (I/DD). We should acknowledge that access to consistent and reliable healthcare is imperative for individuals with I/DD, and the ACA created much-needed reforms to health insurance, addressed systemic discrimination, and expanded coverage provisions in the ACA that are important to people with disabilities. The Arc states:
The ACA has unquestionably improved access to care for peo-ple with disabilities and chronic conditions to help them live healthy, independent, and fulfilling lives. To eliminate the ACA, or to eliminate the ACA without simultaneously replacing it with a functionally equivalent alternative, jeopardizes this
progress and puts consumers’ ongoing access to comprehensive, affordable coverage at risk. It is critical that the I/DD community is a part of any discussion about repeal and replace, to ensure that any changes meet the needs of people with disabilities.
Medicaid is also at risk of being dismantled in Washington, and people with I/DD stand to lose access to services and supports that are vital to their lives in the community. Medicaid is the nation’s primary health insurance program for people with disabili-ties and low-income populations. It is a lifeline for most people with significant disabilities, who generally do not have access to employer-based or other private coverage, may have greater medical needs, and often require assistance with activities of daily living throughout their lifetimes. For many people with I/DD, Medicaid generally is the only source of funds for them to live and work in the community.
Under the proposals, states would receive less federal support to administer Medicaid - passing the buck to already cash-strapped states . While there is no way to be certain about what our state would do if faced with this scenario, we know there will be real life consequences for people with I/DD, such as losing home and community-based services and supports. Waiting lists could quickly grow and it could create a crisis for the over 730,000 people with I/DD living with aging caregivers across the country.
People could be forced into unnecessary institutionalization. It is unfathomable to think we could to go back to the era when people with I/DD didn’t have the rights they have today. Medicaid has made life in the community possible for millions of people. It’s a lifeline that cannot be cut. We should not permit this critical program to be altered in a way that forces us back into the past. In addition, there is much talk of making drastic changes to Social Security. The top Republican on the Social Security Subcommittee is proposing legislation that cuts benefits by more than a third, raises the retirement age from 67 to 69, cuts cost of living adjustments, and targets benefits for the families of disabled and retired workers. Here is where you come in. Everyone who have benefited from these programs needs to reach out to their senators and representa-tives, at both the state & federal levels, to let them know why these programs are essential lifelines for people with I/DD and their fami-lies. Every message matters, so please reach out and share how these programs are important life-lines for you, a family member, or friend. The Arc West Central will hold a Town Hall Meeting February 18th, 10am, in Moorhead, to give folks the opportunity to join us in sharing our concerns. Please check our website for updates

Expand Consumer Directed Community Supports. The Arc Min-nesota wants our state’s services for persons with disabilities to move more rapidly towards consumer direction. Consumer direction allows individuals and their families greater flexibility in creating support systems, resulting in a more cost effective service delivery system that better meets their needs.
Implement New Employment Services. The goal is to provide an extensive set of individualized services that would help more people with disa-bilities find competitive jobs and be more fully included in their communi-ties. These supports will also give peo-ple with disabilities more flexibility and choice in their services.
Lower Parental Fees. Minnesota
legislators should support a reduction in the fees families pay for services that keep their children with disabilities healthy, keep them with their families, and keep them in the community. The Arc is working with a group of parents called the Coalition to Lower Minnesota MA-TEFRA Parental Fees, which is conducting a survey to organ-ize individuals and organizations for the upcoming legislative session. The coalition seeks to meaningfully lower MA-TEFRA parental fees this legisla-tive session, with the longer term goal of eliminating these fees altogether. If you'd like to get involved in this effort, as well as learn more about it, consid-er taking the survey. See our website
for a link to the survey.
Raise Income and Asset Standards.
The current asset limit for Minnesota Medical Assistance (implemented in 1972 for people with disabilities) is $3,000.00. The limit for SSI is $2,000. This limit was set in 1984, when $2,000 had the same buying power as $4,669.79 in 2016.
Fund Self Advocacy. Provide
opportunities to self advocates to advance their knowledge & speak for themselves.
Best Life Alliance. The Best Life
Alliance’s core priorities are to ensure funding to support quality services, a strong workforce, and reforms includ-ing Minnesota’s Olmstead Plan. The
goal is to provide higher compensa-tion for direct support professionals (DSPs, to support people with disabili-
ties, older adults, and their caregivers.
Fully Fund Regional Quality
Councils. Support a comprehensive quality improvement system that gives a voice to persons with disabilities and their families.
Increase Housing Funding
Children’s Coalition/Education
Issues
Please consider how you can connect with your legislators regarding these priorities,
by calling, emailing or visiting them. One such opportunity is Tuesdays at the Capitol, starting January 10th, 2017, sponsored by the Minnesota Consortium for Citizens with Disabilities. The Arc Min-nesota and the Minnesota Brain Injury Alliance host the January 10th session.
Another opportunity is The Arc Minnesota’s Day at the Capitol on February 28th. There will be a rally at 10am. We could help you set up visits with your legislators, if you need some assistance. See our website for details.
Arc West Central will host a local Town Hall meeting February 18th, 10am, 2903 15th St S, Moorhead, in which Steve
Larson (The Arc MN Senior Policy Director)will give an overview, and legislators will get the opportunity to hear individuals share their story. We will also hear Legis-lators’ responses. Please let us know if you would help us in this endeavor. Confirmed participants are Senator Kent Eken, & Rep-resentatives Paul Marquart & Ben Lien. There is a possibility that Collin Peterson will also join us.
The Arc MN website has a Public Policy/take action app. This can aid you in telling your story, about how issues under consid-eration can have an impact on your life, the life of a family member, or someone you know.
Telling your story can be meaningful for legislators to put a face to an issue. If we don’t show how the decisions they make have an impact, it is easy for them to make cuts or not fund what may be a lifeline for someone.
