This is the highest honour France can award. Walter joined the Canadian forces in 1942, by memorizing the eye exam chart, which he had failed to pass a year previous, due to poor eyesight. Walter landed in Juno Beach just after D-Day and suffered hearing loss in one ear from the tremen- dous noise and percussion from the guns he provided ammunition to, as they worked across Europe. He met Ellie, his wife of 69 years, in Holland, and they got married shortly after the end of the war. Walter retuned to Canada and a year later Ellie arrived. They made a living as farmers, raising five children and now also have 13 grandchildren as well as 22 great-grandchildren. Walter is also uncle to hockey legend Gordie Howe. His daughter, Rita, applied for the French award and hoped it would arrive in time for the Remem- brance Day service in Delisle, but it arrived late, so members of the Delisle Legion arranged a special ceremony in December. R.M. of Vanscoy No. 345

Public Notice

Please take note that pursuant to Section 3.6.3(8)(e)(i) of The RM of

Vanscoy Official Community Plan, a temporary moratorium has been

placed on multiple lot country residential subdivision applications until

such time that the RM of Vanscoy No. 345 Zoning Bylaw and Official

Community Plan have been reviewed.

Section 3.6.3(8)(e)(i) of The RM of Vanscoy Official Community Plan

states:

“A maximum of three multiple lot country residential subdivisions in de-

velopmental stages will be allowed at any point in time. Multiple-lot

country residential subdivisions with less than 75% of building lots with

completed residential construction will be considered to be in a develop-

mental stage. However, if 75% of available lots in one or more of those

three subdivisions are vacant but it appears that development is lagging

because the developer/land owner is holding land vacant or is encounter-

ing difficulty with financing the development then that subdivision will

be deemed to not be in a developmental stage and Council may consider

the approval of up to three additional subdivision proposals.”

At present time the RM has exceeded the maximum allowed six multi-

lot country residential subdivisions less than 75% sold at this time. Con-

cessions have been made to ensure that “lagging” subdivisions are not

holding up future developments. However, even with these concessions

the threshold of six has still been met.

Therefore, council has decided not to accept any new multi-parcel subdi-

vision applications until such time that the RM Zoning Bylaw and Offi-

cial Community can be reviewed and possible changes can be made to

this policy.

The current moratorium is temporary, and multi-lot Country Residen-

tial Subdivision applications will be accepted once again in the future.

However, at this time the RM office is unable to provide an exact date as

to when the moratorium will be lifted.

Should you have any questions or require any clarification regarding

this notice please contact the RM Office.

Issued at the Village of Vanscoy this 7th day of January 2015.

Local Residents Discuss Highway 7 Twinning Proposals

Inland Grain Terminal Application Approved

The RM of Vanscoy No. 345 has ap-

proved an application to develop and

construct an Inland Grain Terminal

and Rail

Loop Track, to be located at SE 25-36-07 W3,

just south of highway 14 on Range Road

3070, which borders the RM of Vanscoy and

Corman Park.

A public hearing was held on Tuesday, De-

cember 9, 2014 at the RM of Vanscoy office,

in Vanscoy, where 28 residents voiced their

concerns including possible property devalua-

tion, noise pollution, the overall size and

scope of the proposed development, the num-

ber of trucks that will be hauling to the ter-

minal possibly for 20 hours per day and the

resulting road damage.

Support for the proposal was shown by a rep-

resentative of 20 local farmers who currently

must haul product to Clavet, Warman, Biggar

and Rosetown.

Council had earlier mailed out a survey to 48

property owners near the proposed site, with

14 of them being returned, 6 in favor, 8 op-

posed.

As a result of the recent

rail and track bed up-

grades within sections

of the Rural Municipalities of

Perdue and Vanscoy,

Saskatchewan, Canadian Pa-

cific advises local residents

that the maximum operating

track speed will be raised

from 40 mph (64 kph) to 50

mph (80 kph), effective Janu-

ary 1, 2015. This change in

regulated track speed in-

cludes track that parallels

Highway 14. Communities

along this route include

Asquith, Perdue, and Keppel,

Sask.

Motorists are reminded when

approaching any grade cross-

ing:

• Always be prepared to stop

when approaching train

tracks.

• Do not attempt to drive

around activated crossing

gates.

• If a crossing has no flash-

ing lights or gates, look both

ways and ensure no trains

are approaching before enter-

ing the crossing.

• It takes 1-2 kms for a train

to come to a stop after the

brakes are applied.

• If your car stalls on the

tracks, get out, move off the

tracks, and call 911.

• Never walk on the railroad

tracks. The only legal place to

cross a railroad line is at a

marked grade crossing.

SCHOOL REPORTSPIKE LAKE PRESCHOOL

PIKE LAKE SCHOOL

Welcome to 2015! Time is flying

by and that must mean we are

having fun! December was

sure a fun month at preschool. The stu-

dents made stockings, wreaths, and or-

naments, both to celebrate 4, red, and

Christmas, and to decorate our class-

room. While we didn't participate in the

Christmas concert with Pike Lake

School this year due to a mix-up in

dates, we continued to practice our songs

and sang them for the parents and

Santa at our Christmas Party. I think

the kids enjoyed being able to sing for

Santa!

In January, the 4-year olds will be learn-

ing about the 5 senses. This is a fun

theme especially with the blind taste

and smell tests that they will do. We

will finish that up in February. The stu-

dents will also have some winter fun

learning about polar bears and having

fun with ice, as well as exploring the

colour white and the number 5.

That's all for this month. Stay warm!

3-year old days: 8, 15, 22, 29

4-year old days: 6, 8, 13, 15, 20, 22, 27,

January is here and we are thankful

for the many exciting learning op-

portunities in Pike Lake School in

the upcoming week and months. We are

also excited by the sun shining and the

promise of the days becoming longer

soon.

It is that time of year in which our stu-

dents really look forward to! Yes, it is

the annual Scholastic Book Fair. As this

is Pike Lake School libraries only

fundraiser we really appreciate the sup-

port from our community!

Starting on Monday, January 26th, stu-

dents will come with their classes to

“window shop” and see all the wonderful

books available for purchase. This gives

them the opportunity to see what is

available for purchase and create their

wish lists. Until February 6th students

will have opportunities to purchase from

their wish lists. The Book Fair will con-

tinue after school on Thursday, January

29th starting at 5:30 p.m. that evening.

The book viewing will also kick off A

Family Literacy Evening sponsored by

our Pike Lake School Community Coun-

cil.

We will have a debit and credit card ma-

chine available for customers. Moreover

any members of the community are wel-

come to come and see the Book Fair and

makes some purchases if they so wish as

there are many great quality books at a

great price which also support the re-

newing of our wonderful library collec-

tion. Win, Win, Win.

Thank you to Charlotte Knackstedt for

organizing the Book Fair. It takes a lot

of work, time and dedication! All the

proceeds from the Book Fair stay in our

Pike School library and are used to-

wards new books. In advance a HUGE

thanks go out to all who intend to make

a purchase at the annual Pike Lake

Book Fair! The Fair would not have

been possible without community sup-

port! Most importantly thank you for en-

couraging the love of books in your

children!

Pike Lake School is always looking to-

wards the future and is excited to share

information about the rich opportunities

for learning provided by our school! Do

you have a child who will be starting

Kindergarten in the fall of 2015 or 2016

or within the next five years? Register

now to have the opportunity to tour your

child’s new school and meet the Kinder-

garten teacher. Kindergarten is a spe-

cial place where children are encouraged

to be the best they can be in a welcoming

and dynamic learning environment. Nu-

merous opportunities are provided to en-

courage children to create, explore and

enjoy themselves while developing skills

in language, math, art, science, music

and physical education. Children must

be five years of age by December 31,

2016 to start Kindergarten in September

2015. For more information, drop by

Pike Lake School or give us a call at

(306)668-4808.

In order to support our young families,

Pike Lake School is looking into the pos-

sible development of a Before and After

School Program. Before and after school

programming provides a wonderful op-

portunity for students to play in a safe

and a familiar environment. Moreover,

it is hoped that a before and after school

program will work to support

parents/guardians busy schedules and

bring students to our school. Please con-

tact Ms. Diana Jemieff if you have any

questions, ideas or interest in helping

Pike Lake School to develop this exciting

community building program.

The pipe for rums’ up, at eleven in

the morning or between the sec-

ond and third watch for the old

salts; is no more. As the newspapers re-

ported; a red faced Admiral made the

announcement in order to recover the

gentle record of Canadian sailors when

ashore. Typical Brass response, but of

course that doesn’t mean that the ward-

rooms on board will go “dry” as well.

For the faint of heart, the “tot” of rum

was only about the size of the base of

ones thumb, hardly enough to throw the

ship’s company into rolling drunks. On

the other hand, that “tot” was a signifi-

cant part of naval tradition. It was care-

fully metered out by the cox’n under the

watchful eye of the officer of the day.

Many schemes were devised to save the

“tot” for a splurge ashore, although most

were more talk than action. Also as a

salve for mothers at home, only ratings

over twenty one received the “tot.” That

meant that yours truly served three

years and was discharged before my

twenty first birthday so I never quali-

fied. On the other-hand when King

George V inspected our destroyer he did

the traditional thing of ordering the

Captain to “splice the main-brace,” an

impossible action which signalled all rat-

ings got a “tot.”

The ratings on a Corvette or Destroyer

were crammed below decks like sardines

for weeks on end. It was small benefits,

like the “tot” of rum that made long

weeks at sea bearable even for those too

young to qualify. Some ratings ran

amok in San Diego and instead of using

the normal disciplinary channels plus

legal charges if that was needed, the

“red faced” Admiral went too far and re-

moved an hallowed tradition for no par-

ticular benefit and significant loss.

And while I’m at it I can easily find fault

with other changes. The black scarf in

memory of Lord Nelson is gone as is the

tight middle and collar with the three

white stripes: all signs of a seaman.

Now everyone wears a tailored suit that

has no relationship to sea-going sailors.

Ah well, traditions die just like “old

salts.”

Opinions expressed here are those of

the author.

On December 8th,

my colleague,

the Honourable

Greg Rickford, Minister

of Natural Resources,

announced the intro-

duction of the Pipeline

Safety Act. This Act in-

troduces legislative

measures to further en-

hance Canada’s world-

class pipeline safety

system.

The announcement

builds on previous ac-

tion taken by our Con-

servative Government

to prevent incidents,

including increasing

the number of annual

pipeline inspections

and audits conducted

by the National Energy

Board (NEB) and

strengthening the

Board’s enforcement

capabilities by giving it

authority to fine

pipeline operators for

smaller incidents.

Currently, 99.999 per-

cent of the oil trans-

ported through 73,000

kilometres of federally

regulated pipelines is

completed safely.

The Government’s lat-

est measures proposed

in the legislation intro-

duced today in the

House of Commons in-

clude:

· Introducing absolute

liability for all NEB-

regulated pipelines,

meaning that compa-

nies will be liable for

costs and damages irre-

spective of fault — up

to $1 billion for major

oil pipelines; companies

continue to have unlim-

ited liability when at

fault or negligent;

· Providing the NEB

authority to order re-

imbursement of any

cleanup costs incurred

by governments, com-

munities or individu-

als; and

· Providing the NEB

authority and re-

sources to assume con-

trol of incident

response if a company

is unable or unwilling

to do so (i.e., in excep-

tional circumstances).

Other non-legislative

actions being taken by

the Government of

Canada include:

· Developing a strategy

with industry and Abo-

riginal communities in

an effort to increase

Aboriginal Peoples’

participation in

pipeline safety opera-

tions, including plan-

ning, monitoring,

incident response and

related employment

and business opportu-

nities; and

· Seeking the NEB’s

guidance on the use of

the best available tech-

nologies used in feder-

ally regulated pipeline

projects. This includes

materials, construction

methods and emer-

gency response tech-

niques.

Minister Rickford

linked the improve-

ments to pipeline

safety to the Govern-

ment of Canada’s plan

for Responsible Re-

source Development,

which strengthens en-

vironmental protection,

enhances Aboriginal

engagement and

streamlines the review

of major resource proj-

ects to make the

process more timely

and predictable.

These new measures

enhance Canada’s al-

ready world-class

pipeline safety system

and build on the princi-

ples of incident preven-

tion, preparedness and

liability.

Population and Job Growth Continue

Not long ago, Saskatchewan's population

was in decline with many of our young

people leaving the province to find work

and raise their families elsewhere. Today,

thanks to the hard work and determina-

tion of our people, Saskatchewan is strong

and has a growing population that’s clos-

ing in on 1,130,000 – steady growth of

nearly 20,000 people per year since 2007.

The steady growth we’re experiencing cre-

ates both opportunities and challenges.

Despite recent economic volatility in the

price of oil, our government remains on

track to deliver another balanced budget.

This is in part thanks to a diverse econ-

omy and sound fiscal management.

Saskatchewan still enjoys the strongest

rate of job creation in the country – three

times the national average, and we have

enjoyed the country’s lowest unemploy-

ment rate for 24 straight months. A grow-

ing population and volatility will present

us with challenges, however a robust, di-

verse economy, continued tax relief for

families, and ongoing investments in in-

frastructure will help us rise to meet

these challenges and keep Saskatchewan

strong and moving forward.

The Saskatchewan Immigrant Nominee

Program is an important part of a strong

and growing Saskatchewan. Our province

recently received a boost in the number of

nominations, bringing our 2014 nomina-

tion cap to 4,818 – a 218 per cent increase

since 2007. This reflects both our govern-

ment’s commitment to welcoming new-

comers to Saskatchewan as well as the

federal government's recognition of the

labour force shortage we face now and in

the future. It also reflects the fact that,

once the place to be from, Saskatchewan

is now the place to be.

We’ve got a strong working relationship

with the Government of Canada and we

thank them for responding to our needs

by increasing allocations and providing

more opportunities for immigrants and

their families to live, work and invest in

our growing province. The nomination cap

for 2015 will be increased to 5,500 – a

jump of 15 per cent over this year.

Premier's Service Club Awards

There is no doubt that Saskatchewan peo-

ple are Saskatchewan’s greatest strength.

When I think of the values that built this

province, I think of neighbours helping

neighbours and even strangers helping

strangers, particularly in a time of need.

These acts of kindness are part of who we

are and are among the many things that

make us proud to be from Saskatchewan.

Some of the greatest contributions to our

province are those that come from our

many service clubs. Just recently, the

first four recipients of the Premier’s new

Service Club Award were announced. The

Kinsmen & Kinettes (Meadow Lake),

Lions Club (Kipling & District), Elks

(Balgonie No. 572) and Young Fellows’

(Weyburn) are the inaugural recipients.

New nominations are now being accepted

for the award. Volunteer, non-profit serv-

ice clubs or fraternal organizations that

meet to perform charitable work either

by hands-on effort or by raising money

for other organizations are eligible. The

nomination deadline is Tuesday, Febru-

ary 17, 2015. Visit saskatchewan.ca/pre-

mierserviceclubaward to learn more.

Health Card Renewal Stickers

If you haven’t yet received your health

card renewal stickers, I would encourage

you to contact eHealth Saskatchewan be-

fore December 31st. The renewal pack-

ages, which were mailed out earlier this

fall, ensure residents are covered for a

variety of medical services.

The most common reason for not receiv-

ing renewal stickers is a change of ad-

dress that hasn’t been updated with

eHealth. To ensure your Saskatchewan

health coverage is not interrupted, you

can update your information at ehealth-

sask.ca or by calling 1-800-667-7551.

Merry Christmas – and best wishes for a

happy, healthy & prosperous New Year!

COMMUNITY REPORTS

In 2011, Nova Scotia native, Neil

Roston and his wife, Anita, moved

from Meadow Lake to Delisle. Little

did we know that they would bring

with them some of the finest elec-

tric blues and folk-rock music

Saskatchewan has ever heard.

Neil grew up in a house full of

music. His Dad's family were all

musicians... mostly guitar players.

But it wasn't until he was a

teenager that Neil got interested in

guitar playing himself. It was when

a friend of his brother's came over

and starting playing songs on the

guitar that were the music young

Neil liked to listen to that the gui-

tar finally held real appeal for him.

After that, there was no looking

back.

Completely self-taught, by the time

he was 17 years old, Neil was play-

ing blues on guitar. A naturally shy

kid, Neil found that the guitar

could be his voice. Through his

music he could express the

thoughts and emotions for which he

could find no words. But it took a

long time before he would find his

voice as a singer and songwriter as

well.

It was while singing along to his

favourite folk-rock musician, Ray

Lamontagne, that Neil discovered

he could sing like his mentor. This

revelation gave him the confidence

to start singing as well as playing

guitar. Lamontagne's music also in-

spired Neil to start writing his own

songs. Now, nearly half of his regu-

lar play list is songs he has written

himself. He writes about his own

experiences – things that have hap-

pened to him. “It's often the hard

things, when you're going through

stuff, that provides the inspiration

for song-writing,” says Roston. Now,

happily married and father to a

two-year old son, Ryan, he says it's

getting harder to write: “The words

don't flow as freely as they used to.”

But Neil's not complaining. He

loves living in Delisle and enjoying

the quiet, peacefulness of life here.

Another advantage of moving to

Delisle is that it allowed him to

form the Neil Roston Band with fel-

low jam session artists, Lynn Victo-

ria (bass) and Brett Williams

(drums). The three of them met at

the Saturday night jam sessions at

Buds on Broadway. They have been

playing together now for about

three years and are planning to

record their first professional album

as soon as they can secure the fund-

ing.

When asked what advice he would

give to someone just starting out in

music, Neil said, “If you want to

play an instrument, find the music

you love and play that.” It was

hearing his music on guitar that in-

spired Neil to start playing. It all

comes down to the love of the

music.

The Neil Roston Band clearly do

love the music they play... and you

will too! Don't miss the next Friday

Night Concert Series performance

with the Neil Roston Band, live at

the United Church in Delisle (316-

1st Street West) on January 23rd at

7:30pm. Concert Series seasons

passes are available by calling

Sylvia Chave at 493-2955 (at $40

for the remaining 3 concerts it's still

a bargain!), or tickets can be pur-

chased at the door for $15 each. If

you need a ride to the concert, call

Sylvia to arrange this.

Roston Band – January 23rd at

Vanscoy Community Recreation

Board Report - December 2014

Asquith is a car-

ing town, full of

good neighbors.

The community of

Asquith has proved it

by their tremendous re-

sponse to Operation

Santa! Groceries, toys,

baked Christmas

goods, knitted mitts

and toques and cash

donations were re-

ceived, allowing Opera-

tion Santa to make

Christmas and grocery

hampers. Maple Leaf,

thanks to Doug Hau-

grud, made up meat

hampers and Saputo,

thanks to Patty Mry-

glod, donated cheese

and milk for the fami-

lies as well.

This year we provided

hampers and groceries

to THIRTEEN family

units, in which there

were 25 children. Peo-

ple who received the

hampers have ex-

pressed thanks again

and again. You met a

physical need and

touched many hearts!

Money received went

directly to the hampers

and was spent at local

merchants.

Organizations that we

would like to thank

specifically are: The

Asquith Baptist

Church, The Asquith

Legion, The United

Church, St. Theresa’s

Parish, Asquith Elks

and the BLRA. A spe-

cial thank you has to go

out to the Asquith Gen-

eral Store and the

Asquith Co-operative

Association, who spe-

cial ordered in some

staples and who also

donated some of the

food stuffs!! You guys

are great!!

Individuals who made

cash donations were

Joan Dahlseide, Gerry

Anderson, Janet Eng-

land, Mel and Mary

Ellen Moline, Lillian

Demyen, Dorothy Bur-

well, Helen Shriek and

several anonymous

donors. Thanks to

Patty and Kelly Wolfe

who donated cheese,

and Leona Dumont and

Donna Laye knitted

beautiful scarves,

toques and mitts to

keep many a child

warm this cold Christ-

mas season. Thanks to

Donna and Dan Sey-

mour for donating po-

tatoes and squash from

their garden, it will be

much appreciated by

the families! The

Asquith Baptist

Church donated a

space for sorting and

distributing the ham-

pers.

A special thank you

goes to the elves Josh

Goetz, Jason Ottman,

Shirley Nygren,

Melissa Nygren,

Reuben Ditmars, Lloyd

Cross and Darren Kraft

for sorting and deliver-

ing the Christmas

hampers. Their hard

work ensured that

those in our community

who needed the ham-

pers received them.

We hope that the spirit

of “Operation Santa”

will be a continuing

success in 2015.

Asquith and the sur-

rounding area is a won-

derful community and

we thank you for your

help and support in

helping Christmas be a

little bit brighter for

many in our commu-

nity!

Local Vet Appreciated

Aresident from

the Asquith area

recently faced a

dilemma when a sickly

stray cat wandered into

his yard. After at-

tempting to nurse the

animal back to health

for a couple of weeks, it

became apparent that

the animal was not

going to get better. He

took it to Corman Park

Veterinary Services

and a determination

was made to euthanize

the animal.

The good samaritan ap-

preciated the humane

actions of the local vet-

erinary service and was

pleasantly surprised

when the vet waived

the normal fee for the

procedure.
