APPL recently wrapped its Webinar series Preparing for the Future: Learning from Shutdown 2013, a three-part
series designed to explore best practices and lessons learned from the most recent government shutdown. Although
the likelihood of another shutdown now looks somewhat remote, the content in the series pertains to any crisis
management situation and should be included in any risk management plan. The individual Webinars, entitled Building
Your Operating Reserves; External Relations (Communication and Planning); and Advocacy, were free for APPL
members. Current APPL members are welcome to view the Webinar recordings and access other resources from the

APPL Training Corps member Nicki Phelps will travel to Zion National Park during the week of February 10 to
conduct service training for the members of the Plateaus, Peaks, and Canyons Association (PPCA). The agenda has
yet to be completely finalized, but will cover a wide range of topics pertaining to service basics and then moving on to

2014 brings changes to the state minimum hourly wage in the following jurisdictions. These changes took effect on
January 1 unless otherwise noted:
Arizona, to $7.90 for non-tipped employees and $4.90 for tipped employees
California, to $9.00 for all employees (effective July 1, 2014)
Connecticut, to $8.70 for non-tipped employees, $5.69 for service employees (waiters/waitresses at hotels and
restaurants) and $7.34 for bartenders
Florida, to $7.93 for non-tipped employees and $4.91 for tipped employees
Missouri, to $7.50 for non-tipped employees and $3.75 for tipped employees
Montana, to $7.90 for non-tipped and tipped employees

National Park Trust (NPT) is pleased to announce that Senator Ron Wyden (OR) will receive the 2014 Bruce F.
Vento Public Service Award at the Newseum in Washington, D.C. on June 11. The Senator currently serves as
chairman of the Senate Committee on Energy and Natural Resources.
NPT will recognize Senator Wyden for his outstanding record in park preservation and environmental stewardship, and
for his ability to create bipartisan solutions. His leadership on the Omnibus Public Land Management Act protected over
150,000 acres of land in Oregon, and created new wilderness for future generations to enjoy. Wyden has been a steadfast
supporter of the Land and Water Conservation Fund, continuously pushing legislation that would guarantee full funding.
Wyden also co-sponsored the Senate Resolution officially recognizing NPT’s Kids to Parks Day in May 2013.
AGENCY NEWS Federal land management agencies have announced their Fee Free Days for 2014. Here are links to each agency’s
listing of the days they will offer free admission:
Bureau of Land Management
National Parks
US Fish and Wildlife Service’s national wildlife refuges
The National Park Service, U.S. Fish & Wildlife Service, Bureau of Land Management, Bureau of Reclamation, and the
U.S. Forest Service also participate in the America the Beautiful National Parks Pass and Federal Recreational Lands Pass
programs. These passes provide access to more than 2,000 national parks, forests, wildlife refuges, grasslands, and other
federal lands. Four passes are available:
free annual pass to current military members and their dependents
free lifetime pass for people with permanent disabilities
$10 lifetime senior pass for those aged 62 and over
$80 annual pass for the general public.

National Park Service
The National Park Service Director has awarded more than $13 million in historic preservation grants to help
states and territories preserve and protect our nation’s historic sites. The grants – provided under the Continuing
Resolution to fund federal agencies through mid-January – are expected to be augmented with the Congressional budget
agreement for the remainder of Fiscal Year 2014.
Each state, the District of Columbia and the territories of American Samoa, Guam, Northern Mariana Islands, Puerto
Rico, and the Virgin Islands will receive $228,458. According to federal statute, the Federated States of Micronesia will
receive $114,558 and Palau and the Marshalls will each receive $66,397.
Pedro Ramos, currently the superintendent at Big Cypress, has been selected as the acting superintendent of Great
Smoky Mountains. He will serve for 90 days, beginning on January 12th.
Dale Ditmanson, the park’s current superintendent will retire on January 3rd.
Jock Whitworth, superintendent of Zion National Park has retired. His last day was on January 3rd.
Jim Richardson has been selected as superintendent of War in the Pacific National Historical Park in Guam and
American Memorial Park in Saipan. Jim replaces Barbara Alberti who has transferred to the Pacific West Regional
Office in San Francisco.
U.S. Army Corps of Engineers
Linn County, Oregon Parks and Recreation Department, Portland District has been selected as the winner of the
2013 Corps Excellence in Partnership Award. They were selected for their exceptional advocacy, engagement of
stakeholders, and success in securing additional funding and partners who provided invaluable support to the Corps. This
award is co- sponsored by the Corps of Engineers Natural Resources and Education Foundation. It will be presented to
Linn County Parks and Recreation Department in the Spring of 2014.
U.S. Fish and Wildlife Service
Parents, teachers and youth group leaders across America are invited to engage children in putting their creative
skills to work in the 2014 Saving Endangered Species Youth Art Contest, an integral part of the ninth annual
national Endangered Species Day celebration. For more information, including entry categories, judging criteria, prizes
and the entry form, visit www.endangeredspeciesday.org. Entries must be postmarked no later than March 15.
Organized by the U.S. Fish and Wildlife Service, Endangered Species Coalition, Association of Zoos and Aquariums,
and International Child Art Foundation (ICAF), the contest engages school children in grades K through 12 in expressing
their appreciation for our nation’s most imperiled wildlife, including their place in our native ecosystems. The contest also
promotes national awareness of the importance of saving endangered species, and helps recognize conservation initiatives
across the country.

The 2014 APPL Silent Auction will be held on February 25 and 26 in the exhibit hall at the 2014 APPL Annual

FEDERAL UPDATES
The White House Office of Management and Budget (OMB) has published its overhaul of federal grants policies
and procedures. The new guidance merges and replaces eight OMB Circulars, including A-110, A-122, and A-133, that
most directly affect grants and contracts with charitable nonprofits. The Council on Financial Assistance Reform
(COFAR), which worked closely with OMB on this effort, will now facilitate the implementation of the new guidance.

Friends of Big Bend National Park (FBBNP) has received a $10,000 Grant from the Shield –Ayres Foundation for
the Fossil Discovery Trail. This is the latest major gift FBBNP has received since they started a campaign to raise $1.2
million to create this new exhibit spaces, an interpretive trail and improved picnic and parking areas at the existing Fossil
Bone Exhibit site.

Grand Canyon Association (GCA) is happy to welcome Cherie Bardsley as their new Retail Operations Manager.
Cherie joined the GCA family in October, 2013. She comes to GCA from the Yellowstone Association where she worked
for the last 8 years, ending her tenure there as Retail Operations Manager. She has also been a member of the Association
of Partners for Public Lands Training Corps since 2011. Prior to realizing her dream of working in support of the National
Parks, Cherie worked for Intel Corporation in various roles working her way up to Project Manager in the Chipset
Division where she led large product development teams for various graphics driver software projects to help meet Intel’s
chipset product goals of ~$400M in revenue each year. She has a B.A. in Computer Information Systems from Western
International University and also previously worked with the U.S. Army as a Systems Analyst in the McDonnell Douglas
Apache Helicopter Combat Simulation Facility in Mesa, Arizona. She and her husband Cliff went on their first river
rafting expedition in the Grand Canyon in 1990. They fell in love with the river and the Canyon and have since
completed 10 expeditions through this extraordinary landscape. “We are thankful and honored for the opportunity Cherie
has to work for Grand Canyon Association on behalf of the magnificent Grand Canyon, and so very happy to once again
call Arizona “home!”
Point Reyes National Seashore Association (PRNSA) is proud to debut their new website. The dynamic new site is
enhanced by more in depth content about both PRNSA as well as their park partner.
This spring, the National Parks Conservation Association (NPCA) will be launching their new Future Leaders
Council. They’re looking for ten individuals, age 18-34, to help them explore effective methods of engaging their
generation in national park advocacy and protection. This is an opportunity to bring in fresh perspectives and diverse
voices to the national park conversation and help ensure that national parks will continue to have strong advocates for

FUNDING OPPORTUNITIES
The National Forest Foundation’s Wilderness Stewardship Challenge initiative provides matching grants of up to
$50,000 to nonprofit partners to implement on-the-ground conservation projects that directly benefit Wilderness
Areas within the National Forest System. Funded projects should include a high level of community involvement and
support for the project. Priority is given to targeted work that advances one or more of a Wilderness Area’s eligible
stewardship elements, especially if the element is managed below standard. The application deadline is January 22.
The Captain Planet Foundation supports educational programs that enable youth to understand and appreciate
our world by getting involved in hands-on projects to improve the environment. The Foundation is interested in
funding innovative programs that inspire youth to participate in community service through environmental stewardship
activities. An additional priority is to fund programs that encourage environment-based education in schools. Nonprofit
organizations and public schools may apply for grants of $500 to $2,500. Priority is given to projects with matching funds
and/or in-kind support. The first application deadline for 2014 is January 31.

2014 National Fish and Wildlife Foundation Five Star/Urban Waters Restoration Program is accepting
applications until February 5.Grants of up to $50,000 will be awarded to support diverse local partnerships for wetland,
forest, riparian and coastal habitat restoration, storm water management, outreach, and stewardship, with a particular
focus on water quality, watersheds, and the habitats they support.
The request for proposals with the National Fish and Wildlife Foundation to support new Urban Wildlife Refuge
Partnerships is now available. The deadline for applications is February 5. All Service programs working to engage
urban communities in conservation are encouraged to apply. This will be an online application process and partners will
need to submit the application. Additional information can be found at here, under Section V. Any questions on the RFP
