    The General Electric Company (GE), the United States Environmental Protection Agency (EPA), the Massachusetts Department of Environmental Protection (MDEP), and other governmental entities have entered into a Consent Decree (CD) for the GE-Pittsfield/Housatonic River Site, which was entered by the U.S. Court on October 27, 2000. In accordance with Paragraph 67 of the CD, GE is submitting this monthly report, prepared on GE’s behalf by ARCADIS (formerly Blasland, Bouck & Lee, Inc.), which summarizes the status of activities conducted by GE at the GE-Pittsfield/Housatonic River Site ("Site") (as defined in the CD).

    This report covers activities in the areas listed below (as defined in the CD and/or the accompanying Statement of Work for Removal Actions Outside the River [SOW]). Only those areas that have had work activities for the month subject to reporting are included. The specific activities conducted pursuant to or in connection with the CD are noted with an asterisk.

    Continued GE-EPA electronic data exchanges for the Housatonic River Watershed.*

    Sampling/Test Results Received

    - Sample results were received for routine sampling conducted pursuant to GE’s NPDES Permit for the GE facility. Sampling records and results are provided in Attachment A to this report.

    - NPDES Discharge Monitoring Reports (DMRs) for the period of December 1 through December 31, 2010, are provided in Attachment B to this report.

    d. Upcoming Scheduled and Anticipated Activities (next six weeks)

    - Continue NPDES Permit-related sampling and monitoring activities.

    - Submit to EPA and MDEP the 2011 Stormwater Pollution Prevention Plan (SWPPP) revisions in accordance with GE’s NPDES Permit Modification.

    - Submit to EPA and MDEP the Baseline Monitoring Plan (BMP) Final Report in accordance with GE’s NPDES Permit Modification.

    - Submit to EPA and MDEP a summary of 2010 BMP and SWPPP activities in accordance with GE’s NPDES Permit Modification.

    - Submit the 64G Groundwater Treatment Facility PCB Optimization Study Report in accordance with GE’s NPDES Permit Modification.

    - Attend public and Citizens Coordinating Council (CCC) meetings, as appropriate.

    e. General Progress/Unresolved Issues/Potential Schedule Impacts

    GE’s August 3, 2010 follow-up plan relating to the finding in October 2009 of residual oil in certain pipes located north of Building OP-2 is under EPA review.

    - Received EPA approval of the Final Completion Report (FCR) for the 40s Complex Removal Action (see Item 1.c below) and EPA’s Certification of Completion of the 40s Complex Removal Action (January 24, 2011).*

    c. Work Plans/Reports/Documents Submitted

    - Submitted the FCR for the 40s Complex Removal Action to EPA (January 7, 2011).*

    - Submitted a copy of the recorded Grant of Environmental Restriction and Easement (ERE) for the former 40s Complex, as well as associated documents (subordinations, survey plans, final title insurance policy) to EPA and MDEP (January 19, 2011).*

    d. Upcoming Scheduled and Anticipated Activities (next six weeks)

    - Transfer the former 40s Complex to PEDA – anticipated to occur on February 16, 2011.

    - Jointly with PEDA, submit a request to EPA for an extension of the 5-year duration for retention of the temporary stockpile of crushed building demolition materials, as well as continuation of the structural embankments consisting of such materials as a temporary feature, in the former 40s Complex.*

    - It is anticipated that PEDA will prepare draft amended EREs for the former 20s Complex and the former 30s Complex, as well as a draft amended ERE covering the portion of Woodlawn Avenue adjacent to the former 20s Complex.*

    a. Activities Undertaken/Completed

    - Continued to ship certain materials excavated during remediation actions and subject to regulation under the Toxic Substances Control Act (TSCA) and the Resource Conservation and Recovery Act (RCRA), which were temporarily stored at Building 65, to the Veolia facility in Port Arthur, Texas for incineration and to the Chemical Waste Management (CWM) facility in Emelle, Alabama for disposal.* These shipments were suspended in January for the winter season, and will resume in spring 2011.

    - Performed ambient air monitoring for PCBs and particulate matter in conjunction with loading of previously excavated materials stored at Building 65 into trucks for off-site transport, as indicated in Table 2-1.*

    - Collected and transferred approximately 4,049,711 gallons of water generated during remediation activities to Building 64G Groundwater Treatment Facility for treatment.*

    - Conducted sampling of excavated material stored in drums, as indicated in Table 2-1.

    - Continued water sampling as part of the NPDES Permit-related Optimization Study, as indicated in Table 2-1.

    - Conducted routine sampling of oil used in maintenance activities, as indicated in Table 2-1.

    b.

    - Performed January 2011 dry weather flow inspection activities associated with Drainage Basins 005 and 006 under GE’s NPDES Permit-related Baseline Monitoring Plan.

    General:

    - Conducted routine groundwater elevation and NAPL monitoring/recovery activities, including quarterly monitoring round.

    - Conducted survey and maintenance activities at selected monitoring wells.

    - Conducted waste characterization analyses on soil cuttings, development water, and debris from well maintenance activities, as indicated in Table 21-1.

    East Street Area 1-North and South:

    - Continued automated groundwater and NAPL pumping at North Side and South Side Caissons. No LNAPL was removed from the North Side Caisson in January. No LNAPL was removed from the South Side Caisson in January.

    - Continued routine well monitoring and manual NAPL removal activities. Approximately 0.678 liter (0.179 gallon) of LNAPL was removed from this area during January.

    East Street Area 2-South:

    - Continued automated groundwater and LNAPL removal activities. A total of approximately 3,907,863 gallons of groundwater was recovered from pumping systems 64R, 64S, 64V, 64X, RW-1(S), RW-1(X), and RW-2(X). In addition, approximately 538 gallons of LNAPL were removed from pumping systems 64R, 64V, GMA1-17W, RW-1(S), RW-2(X), RW-4, 64X, and 64S Caisson.

    - Continued automated DNAPL removal activities. Approximately 30 gallons of DNAPL were removed from pumping system RW-3(X) during January.

    - Continued routine well monitoring and manual NAPL removal activities. Approximately 27.122 liters (7.156 gallons) of LNAPL were removed from wells in this area during January. Approximately 4.133 liters (1.091 gallons) of DNAPL were removed from wells in this area during January.
