REGULAR MEETING The Board of Education of the City School District of the City of Cincinnati, Ohio, met pursuant to its calendar of meetings in the ILC at the Cincinnati Public Schools Education Center, 2651 Burnet Avenue, Monday, January 11, 2016 at 7:42 p.m., President Copeland-Dansby in the chair. The pledge to the flag was led by President Copeland-Dansby.

ROLL CALL Present: Members Bates, Bolton, Jones, Hoffman, Nelms, President Copeland-Dansby (6) Absent: Member Minera (1) Superintendent Mary Ronan was present.

MINUTES APPROVED Mrs. Bates moved and Mr. Nelms second that the minutes of the following meetings be approved without reading, copies of said minutes having been distributed to members and made available to the public and news media on January 12, 2016. Special Meeting – December 10, 2015 Regular Meeting – December 16, 2015 Passed viva voce. President Copeland-Dansby declared the motion carried.

REPORT OF THE PARTNERSHIP/PUBLIC ENGAGEMENT COMMITTEE The Partnership/Public Engagement Committee (PPE) met on Thursday, December 17, 2015 at 11:30 AM at the Cincinnati Public Schools Education Center in the Board Conference Room. The K12 Insight presenters reviewed the 2015-2016 Strategic Priorities Survey, Results and Analysis report with the Committee via telephone/video conferencing. The purpose of the study, as mentioned in the report, was to collect information about which District priorities and initiatives are preferred by the broader community. The information will be used to inform future decisions and prioritize which District priorities and initiatives continue in the future. The following topics were addressed in the survey:

• Budget • Charter Schools • Communication • Customer Service • Expansion of Preschool • Great Learning Choices • My Tomorrow • Progress on District and Board Goals • Whole Child Initiative

The following were the key highlights from the survey:

• Less than one in five participants perceives that the District is surpassing or has met the four identified goals. • Nearly three in four participants (74 percent) support expanding CPS preschool. When asked about their level of

support for methods to operationalize this effort, 52 percent strongly or somewhat support considering different school configurations and 55 percent strongly or somewhat support creating a new school serving only pre-school students. Several participants indicated they were not sure or needed more information about these two strategies.

• Support is strong for both My Tomorrow and the Whole Child initiative. • Overall, the quality of communications received from CPS is rated favorably. More specifically, 70 percent of

participants indicate these communications are excellent or good, and more than three in four participants (77 percent) feel they are very informed or informed about District news and events.

• Only 14 percent of participants strongly agree or agree that the current funding level is adequate to meet the District’s strategic goals. Further, while 76 percent are aware that state funds allocated on a per-student basis and voter-approved tax levies tied to property taxes are the primary sources of funding, fewer participants are aware of the impact of inflation, the lack of a tax increase in seven years, pass-through dollars, and expenses incurred by the District to transport students attending non-public schools.

• Based on the findings of this study, the following are recommended: ⇒ Increase communication about the budget, especially among current parents/guardians ⇒ Improve stakeholder awareness of various information sources (e.g., District app, Facebook page, Instagram, and

Twitter) that are not being utilized ⇒ Continually update the District website because participants most prefer to access information from this source as

opposed to local TV, newspapers, or word of mouth A copy of the survey is available in the Board office.

Public and Community Engagement Process Pat Neal-Miller, Director, Family and Community Engagement Mrs. Neal-Miller informed the group that the community has been informed at various community listening sessions and community councils that the engagement process regarding Magnet will begin in January 2016. FACE will also be working on engagement strategies with Public Affairs and the Leadership team and will present those initiatives to the Board before rolling them out to the community. Mr. Minera emphasized the need for the Administration to present to the community what the District is capable of offering. Mrs. Copeland-Dansby reviewed with the Committee the academic priorities that were outlined in the Administration’s report to the Board on December 10, 2015. She advised that the public should be engaged around those priorities. A copy of the presentation is available in the Board office. ACTION: Mrs. Copeland-Dansby advised FACE to do a timeline/workplan based on the implementation of those

academic priorities. Family and Civic Engagement Team (FACET) Pat Neal-Miller, Director, Family and Community Engagement Mrs. Neal-Miller presented the following report from the December 10, 2015 FACET meeting. Updates/Announcements Julie Doppler, CLC Coordinator, facilitated the meeting in Pat Neal-Miller’s absence. FACET members would like reminders sent to all LSDMC members for the Districtwide LSDMC meetings.

Arts Sub-committee - A meeting was held November 11, 2015, and the discussion revolved around access and equity in the arts programs for

every school and development of high quality art programs. - Survey results were distributed-attached: - A follow up meeting will be held in January, 2016.

Vine Street Elementary School - Cheryl Broadnax will be invited to data/information regarding the future plans for preschool and possibly provide

information on The Pre-School Promise. Freedom Center School Update

Members would like an update at the next FACET meeting. Collective Impact Conference

Eileen Cooper Reed will update the members on the conference at the next meeting. Good news for Cheviot and Silverton Paideia Schools

- The schools are participating in “The Leader In Me” program. Monthly luncheons will be held. The luncheons are organized by adults but the invitations for the luncheons are designed by the students. The students will speak at the luncheons on how The Leader In Me program has affected their lives in a positive way.

Julie Doppler - Community Learning Center (CLC) Coordinator

- Our CLCs have attracted the attention of national and international visitors. They have come to CPS to observe how the CLCs operate.

- The two communities that have conducted door-to-door surveys/questionnaires have had great success. The one-on-one dialogue shows that the community’s opinions are valued. Unfortunately, there is not currently a budget available to fund door-to-door surveys for all of the CPS communities.

Dara Jenkins – Districtwide Volunteer Tutor Coordinator

- Dara organizes Volunteer Tutors – handout was distributed on steps to become a CPS Volunteer Tutor. - Tutor tracking system is used. During the 2014-2015 school year there were 5,517 Volunteer Tutors and 5,113 CPS

students tutored. Currently there are approximately 3,000 Volunteer Tutors for the 2015-2016 school year. Allegiance Project Carmen Burks, Director, Safe Routes to School Ms. Burks submitted in writing that Hays-Porter has decided to not participate in the Allegiance Project and Roberts Paideia Academy will be the replacement. The report also stated that she is currently recruiting conductors to begin conductor training at the end of January 2016. The routes will be implemented on February 29, 2016. Community Learning Center (CLC) Update Julie Doppler, Community Learning Center Coordinator Ms. Doppler updated the Committee with the following written report: The CLCs continue to garner national attention. In the past month, Philadelphia visited Cincinnati prior to announcing their launch of community schools. Cincinnati was cited as a best practice model and City leaders met with partners and District representatives to “take a deep dive” into CLCs. Tours of Oyler School and Withrow High School were conducted for the guests. On December 3, 2015, 28 officials from the Ohio Department of Education, the State School Board, state unions and Lorain County, spent the day with the District, learning about the CLC model – the lessons learned, challenges and successes. A tour of Oyler was also provided along with meetings with District and community leaders. The District website continues to include a calendar of all upcoming events in our CLCs. Title I – Parent Involvement Tracy Stillwell, Program Coordinator, Grants Ms. Stillwell, in writing, reported that the District continues to address the need for emergency clothing assistance for CPS students. Several schools have uniform closets and Neediest Kids Of All is providing $30,000 this year to support students who need uniforms, hats, gloves and other needed items.

REPORT OF THE COMMITTEE OF THE WHOLE The Committee of the Whole (COW) met on Wednesday, January 6, 2016, at 11:30 AM at the Cincinnati Public Schools (CPS) Education Center in Conference Room 1-A. Oath of Office Vice President Ericka Copeland-Dansby administered the Oath of Office to Eve Bolton, A. Chris Nelms and newly elected Board member Carolyn Jones to begin conducting business for year 2016. The members will also receive the Oath in a formal setting at the Board’s January 11, 2016 Regular meeting. Board Committees and Organization Discussion Cincinnati Board of Education Members The Board reviewed and had extensive dialogue about the Board’s 2016 Committees and Organization liaison appointments.

The Board reviewed their Strategic goals to help determine if the committees and organizations are in- line with their Whole Child and Quality Seats initiatives and to ensure that committees are focused on Board goals and viable to getting the Board’s work done. The Board also had extensive dialogue about ensuring that “equity” is embedded in their goals. The following proposals were discussed around inclusion of equity into the goals:

• Create an equity sub-committee; • Make equity one of the Boards Strategic Goals; • Add equity to the title of Board Goals; • Make equity an agenda item on all committees; • Add an “equity initiative;” • Integrate a policy that encompasses the Board’s Goals and equity; • Redefine and rename Great Learning Environments to create language to emphasize equity; • Add equity to the Great Learning Choices of the Goals; and • My Tomorrow and the Levy should be priorities of the Board’s work.

Board Member Bates proposed to revise language for Great Learning Choices to:

Provide for EQUITABLE INCLUSIVE and expanded learning opportunities and choices for all students that reflect a shared concern for the whole child and demonstrate appreciation for every student as a unique individual.

The Board will keep in place the Finance, Policy and Student Achievement Committees and will conduct the Partnership/Public Engagement Committee meetings at the first Committee of the Whole meeting of each month. The Committee will be renamed in the near future to encompass the new format of the Board’s work on Community Engagement. Engaging Local School Decision Making Committees (LSDMC) Board member Bates inquired about the status of the Board requesting that the LSDMCs send one representative to the meeting when the Administration presents an overview of their Quality Seats plan on a possible date of January 25, 2016. The Board’s vision, mission, equity resolution and goals will also be presented at that meeting. Superintendent Ronan recommended putting a plan together to engage the LSDMCs before announcing the plan. Family and Civic Engagement Team Board member Bates recommended that the Family and Civic Engagement Team be structured as a formal sub-committee of the Board by creating a charter. She advised to review the Audit Committee’s structure for guidance in revamping the group.

Executive Session Board member Bolton moved and Board member Hoffman seconded the motion to recess into Executive Session at 1:00 PM to Consider the Purchase of Property for Public Purposes. The Committee reconvened to public session at 1:40 PM. The meeting adjourned at 1:41 PM. Mrs. Copeland-Dansby moved that the Revised Report of the Committee of the Whole be accepted. Passed viva voce. President Copeland-Dansby declared the motion carried.

RESOLUTION

MODIFIED TAX BUDGET FOR THE 2016/2017 FISCAL YEAR

WHEREAS, The Cincinnati Board of Education held a public hearing Monday, January 11, 2016 on the following Tax Budgets proposed for the Fiscal Year 2016-2017:

1. For current Operating Expenditures (twelve months July 1, 2016 - June 30, 2017) (General Fund) in the total amount of $558,413,231;

2. For Retirement of Bonded Debt (twelve months July 1, 2016 - June 30, 2017) (Bond Retirement Fund) in the total amount of $61,179,626; and

WHEREAS, Notice of Public Hearing was published in The Cincinnati Enquirer on December 9, 2015; and

WHEREAS, copies of said budgets have been available for public inspection for at least ten days in the Office of the Treasurer; and

WHEREAS, the Board has given full consideration to the various views expressed;

NOW THEREFORE BE IT RESOLVED That the FY 2016-17 Tax Budgets for the General Fund in the amount of $558,413,231, and the Bond Retirement Fund in the amount of $61,179,626 be adopted; and

BE IT FINALLY RESOLVED, That the Treasurer be, and is, hereby directed to file copies of said budgets with the County Auditor as required by law. A RESOLUTION FOR ADVANCE PAYMENT OF TAXES

BE IT RESOLVED by the Board of Education of the Cincinnati City School District of Cincinnati, Ohio:

SECTION 1. That the Auditor and Treasurer of Hamilton County, Ohio, are hereby requested respectively to draw and pay to the Treasurer of the Board of Education of the Cincinnati City School District, upon written request of Jennifer M. Wagner, Treasurer/CFO, in accordance with Section 321.34, O.R.C. money derived from taxes or other sources payable by law to the County Treasurer, to the account of the Board of Education of the Cincinnati City School District, and lawfully applicable for the purpose of any funds due in any settlement in 2016.

Advance tax monies received prior to July 1, 2016 are designated as revenues for the fiscal year beginning July 1, 2016 and are not available for appropriation for the fiscal year ended June 30, 2016 unless included in the Five Year Forecast.

SECTION 2. That the Treasurer of the Board of Education of the Cincinnati City School District shall forward to the County Auditor a certified copy of this Resolution. Melanie Bates Mrs. Bates moved and Mr. Nelms seconded the motion that A Resolution for Advance Payment of Taxes be approved. WHEREAS, the Cincinnati City School District has identified seventy-two (72) pupils bringing our total to one thousand, eight hundred and ninety seven (1,897) to be residents of this school district and eligible for transportation services; and

WHEREAS, after a careful evaluation of all available options, it has been determined that it is impractical to provide transportation for these students to their selected schools; and

WHEREAS, the following factors as identified in Ohio Revised Code 3327.2 have been considered on a student by student basis:

1. The time and distance required to provide the transportation 2. The number of pupils to be transported 3. The cost of providing transportation in terms of equipment, maintenance, personnel, and administration 4. Whether similar or equivalent service is provided to other pupils eligible for transportation 5. Whether and to what extent the additional service unavoidably disrupts current transportation schedules 6. Whether other reimbursable types of transportation are available; and

WHEREAS, membership in the Ohio School Boards Association (OSBA) provides the members of this Board of Education beneficial information and training on policy-setting, decision-making, curriculum, legislative concerns and many other relevant topics and issues; and

WHEREAS, such information and training is important to well-informed Board Membership for the benefit of this district, community, students and employees.

NOW, THEREFORE BE IT RESOLVED, that under the provisions of ORC 3313.87, this Board of Education hereby joins and subscribes to membership in the OSBA; and

First Student. The date of the original agreement is June 15, 2014-June 30, 2017. The amended contract ending date is June 30, 2016.

24. Payment In Lieu of Taxes Agreement Power Building Associates, LTD - That the Treasurer be authorized to enter

into a Payment in Lieu of Taxes Agreement with Power Building, LTD thereby authorizing a real property tax exemption of 100 percent for a period of 12 years for 100% of the value of the improvements made to real property located at 226 E. 8th Street, Cincinnati, OH 45202 for itself, its successors and assigns for the project located at 224 E. 8th Street, Cincinnati, OH 45202 for remodeling of dwellings containing more than two units or remodeling of commercial and industrial properties located within that area located on such real property. During the period of time in which the tax exemption is in effect Power Building Associates, LTD shall pay to Cincinnati Public Schools an amount equal to 25% of the increased taxes that would have been levied, had the (abatement) CRA not been in effect. Annual revenue to Cincinnati Public Schools is estimated at $61,179.87. The 12 -year revenue is estimated at $734,158.49.

Company, LLC to provide an understanding of the bank account reconciliation procedures currently in place by the District, perform a detailed analysis of data used for the May 31 and June 30, 2015 bank reconciliations, identify potential causes for items currently listed as timing differences on the bank reconciliations, provide written procedures in a checklist format, document the various steps and procedures necessary to perform complete bank reconciliations, including procedures necessary to identify those items currently attributed to timing differences, conduct training by assisting District personnel in preparing reconciliation for the month of July, 2015 at a cost not to exceed $12,000.00.
