Behind Communications: Why should the State of Oregon invest in a communications officer? Janel Pettit, OR-Kids Project Communications Officer
Why has the State of Oregon invested in a
communications officer on the OR-Kids project? To
publish a newsletter every week? To record and
document the amazing hard work and expertise
that is building a modernized child welfare tool for
children and families? That is certainly part of it.
The discipline of communications is to identify key
target audiences and to develop relevant message
points at the right time, with the right delivery, and
from the right messenger. It’s accomplished
through a complex matrix, or communication plan,
that is constantly evaluated for effectiveness. As an
innovative Project Management Professional
(PMP), OR-Kids Project Manager, Debra Herrli is
on the leading edge of embedding
communications. Organizations have traditionally
embarked on “IT projects” void of change
management or transition for internal end-users or
external partners. Information technology is one
tool used to do the work of child welfare.
Communications and public relations facilitate
organizational readiness and the way we do
business.
An effective communications plan includes
integrated and consistent messaging throughout
stakeholder groups. The message will be tailored to
resonate with an audience, but it will be consistent.
For example, message points are developed for
district managers that are heard by program
managers, supervisors, and line staff in branch
offices. It is important to stay just in front of a three
month horizon of events to prepare stakeholders
with key points that impact them. Talk to them
about what they are interested in, and what they
need to know but may not know they need to know.
Help them understand why it’s important in concise
sound bites with practical applications. In
September we are preparing stakeholders for User
Acceptance Testing. The same information about
UAT is factual regardless of a user group, but the
points that are emphasized and how they are
delivered is different for the field, for central office,
and, for OR-Kids project staff. This is accomplished
through a formal schedule of presentations to
informal conversations between OR-Kids business
analysts and partners to transition leaders in
branch offices to the OR-Kids All Hands meetings.

Communications (From cover page)
Public relations are important. We
have to continually measure
perception and reality. We have to
sell ourselves to Executive
sponsors and the Legislature.
Communications provides
reconnaissance that keeps us on
track with time, scope and budget.
It includes an external media plan
to community partners and
providers in coordination with CAF
child welfare communications. It
identifies change saturation in the
organization. It includes a branded
look for the OR-Kids project. It
includes leveraging new media
(social networking, broadcast
messaging, video and audio
streaming, remote meetings) to
support business applications and
objectives
Communications is about
connecting resources and people.
“Emergency first responders are becoming educated about autism.” July 2007, four sessions held for law enforcement, search and rescue, parents and educators.
