THE INITIATIVE OF SETTING UP SLUP.SE
The CDA in the region of Stockholm, KIC (has now changed name to Coompanion), was an important
coordinationg force in the projekt Slup.se
The first CDA:s in Sweden were established 1985, a national association, FKU, was formed 1994.
FKU/Coompanion is a Swedish association of 25 local cooperative development agencies (CDA)
covering the whole of Sweden and different owners/members structures, including co-operative enterprises, associations, local governments, NGO’s
and trade unions.

LOCAL COOPERATIVE AGENCIES, CDA
The whole network is promoted financially by the national government and by regional and local
sources including members. Funding is 3.8 million EURO a year.
It is based on a public baseline financing, with an institutional requirement for matching financing, a
loosely-coupled federative structure and a community of practice. This is its strength!
FKU/CDA:s has 85 workers, 862 members, a total turnover of : 6.7 million EURO and support the start
of 200-400 new enterprices/co-ops every year.

THE SERVICES WAS BUILT UPP BY THE PARTNERSHIP IN THE REGION
The services have to be built by the sector itself and with the most important actors involved in the process
A set of working groups produced reports, proposals and action plans setting out how to change the situation
for the better
The partnership discussed the proposals and most of them were implemented as new services in the region

THE SUPPORT SERVICES
The partnership had created a new and better management and development methods for small co-operatives and associations, using social auditing, a manual on public procurement, a training method for
leaders, a useful manual showing how to find financing and a manual “from voluntary association to social
business” in the welfare sector
Finally a new broad regional association was created including the biggest actors in the regional social
economy

RESULTS
The Slup.se association and a partnership including the county board and the European social fund (ESF) work
together in a “Platform for local development with social economy”
The process began in 2000, continued with the Equal project, and is now linked in to the public sectors and
the government’s regular development planning process
More than 40 organizations, including two banks, are now active in an independent NGO Slup.se and six
working groups in the “platform”

THE SERVICES ARE ORGANIZED
The support service of “social auditing” involves organisations which provides tutors/ coaches, and a national association to promote social auditing and a
network of auditors is newly set up
One of the partners in the project was the municipality of Värmdö Kommun, that worked very closely with the local
and regional social economy
The municipality is active in spreading the initiative in the region of Stockholm through the platform and also in
Sweden and in Europe via the REVES network

RESULTS
The actors providing the services were mainly actors in the social economy itself
The creation of the Slup.se association and the social audit organisation made it possible to establish new institutions involving key actors in the region and to
connect them with the process

Internet is used to spread information
The website www.socialredovisning.nu contains an evaluation tool which will make it less expensive for
small and medium co-operatives, businesses and association to use social audit as a natural part of their
development and marketing process
The website www.slup.se contains among many other things resources and an Internet guide on how to
participate in public procurement

THE NETWORK
The project has created a strong networking organisation for local development groups in the
Stockholm region
It really worked as an open partnership right from the beginning and gave practical opportunities for
everybody to participate
Slup.se´s new project regards “setting up new consortia of social enterprises in the process of public
procurement”
