Sub: Final Seniority List of Academy’s officers/officials as on 01/01/2014.

Whereas, vide Circular No. Adm/E/24/2012-13/5222-34 dated: 18/01/2013, the tentative Seniority list of officers/officials of the Academy as it stood on 30/09/2012 was issued. Whereas, it was mentioned in the said tentative Seniority list that any officer/official not satisfied with the position to her/his may submit her/his representation/objection, if any, with documentary proof through the concerned head of the office by or before 11/11/2013. The concerned head of the office were required to forward the same with their observation/recommendations to the Central Office up to 15/11/2013. Whereas, in response, the Central Office received objections/presentations in respect of the following officers/officials:

Whereas, the objections/representations submitted by officials at S.No.10, 11, 12, 13, 14, 15, 16 and 17 were for updation of their Academic as well a

technical qualification and have been resolved as applied.

Whereas, Sh. Ashok Gupta Editor Dogri has represented that he has not been correctly reflected in the tentative seniority list and has been placed at S.no.14

i.e. below to Smt. Azra Choudhary Editor Hindi. However, on scrutiny of the service records it has been found that Smt. Azra has been promoted to the post of

Assistant Editor Dogri under the quota of S.T and was placed in the seniority order on the basis of merit of serial no. of the roster. Hence, no change in the seniority

of Sh. Ashok Gupta merits of roster.

Dr. Mohammad Rafiq Khan, Assistant Editor Encyclopaedia Kashmiriyana has represented that he has not been placed at appropriate serial and his junior Sh.

Mohammad Salim Khan I/c Editor Urdu/Persian has been positioned ahead when he is junior to him. On scrutiny of the records it has been found that Dr.

Mohammad Rafiq Khan has been promoted a Assistant Editor w.e.f.11/12/2010 vide Academy order No. 47 of 2010 dated:11/12/2010. While as Sh. Mohammad

Salim Khan was appointed as Assistant Editor (Urdu/Persian) w.e.f.15/01/2011. On the basis of position elucidated above Dr. Mohammad Rafiq Khan, Assistant

Editor is placed in the seniority list accordingly at appropriate place.

While examining the representation of S.No. 3 i.e. Sh. Anil Tickoo, Jr. Staff Artist and objections of S.No.4, 5 and 6, it has been found that Sh. Anil Tickoo

appointed as Teacher and was deputed to Academy vide Govt. order No.95-Edu(Tech) of 2002 dated:21/06/2002 and was adjusted in the Academy as Jr. Staff

Artist on deputation basis vide Academy order No. 68 of 2002 dated:29/06/2002. The official represented that he should be absorbed in the Academy permanently

and on the basis of decision of Central Committee held on 06/09/2012 the officials has been absorbed permanently in the Academy against the post of Jr. Staff Artist

vide Academy order No.23 of 2012 dated:09/10/2012. The official represented that his seniority in the Academy be maintained from the date of his initial deputation.

Sh. Bishan Dass and other figuring at S.No. 4, 5 and 6 above objected and represented that the absorption of Sh. Anil Tickoo is erroneous and against service rules

and represented that the seniority of Sh. Anil Tickoo should be at bottom below to them. The case has been referred to GAD for their opinion/guidance vide this office

No.Adm/E/24/2012-13/7607 dated:21/01/2014, till then the seniority of officials figuring at S.no.3, 4, 5 and 6 above will be treated tentative and will be decided on the

basis of opinion of GAD.

Whereas, Sh. Mohammad Anwar Lolabi, I/c Head Katib at S.no. 7 has represented that Sh. Abdul Salam Kausari does not have required academic

qualification for promotion to the post of Calligraphy Officer. On scrutiny of records it has been found that Sh. Ab. Salam was appointed as Copiest vide academy

order No. 84 of 1983 dated:05/10/1983 with relaxation of qualification bar. The matter has been referred to GAD for opinion and guidance vide No.Adm/E/24/2012-

13/7607 dated:21/01/2014 till then the seniority of these officials will remain tentative and will be decided on the basis of opinion of the General Administration

Department.

The representation of Sh. Mohammad Yousuf, Head Assistant at S.No. 8 was examined and on scrutiny of records he has been placed in the seniority list at

appropriate place. Representation of Smt. Zakiya Banoo, Orderly-cum-Chowkidar at S.no.9 has been scrutinized and it has been found that she has been placed at

appropriate place/position in the seniority list but due to error, her juniors have been promoted to the higher posts. As such her case for promotion to the post of Jr.

Assistant is in consideration separately on the merit of her seniority.

Whereas the inter-se-seniority issue of Sh. Mohammad Ashraf Tak, Chief Editor (Urdu) and Sh. Javaid Rahi, Chief Editor (Gojri) has already been referred to the Financial Advisor to JKAACL and General Administration Department for opinion and final decision, as such their seniority will be treated tentative and subject to the final decision.
