the Food Security Act has impressed upon the State
Government to implement it in this State;
(b) whether it is also a fact that ration in erstwhile Doda District
is being supplied on the basis of 2001 census figures despite
the fact that census 2011 stands conducted/completed in all
respects;
(c) if reply to parts(a) &(b) be in the affirmative, the action
taken/intended to be taken for the implementation of Food
Security Act and providing of ration as per Census 2011;and
(d) the steps taken to ensure adequate supply of ration items
in Inderwal Constituency?

(b) whether it is a fact that providing of loans at
minimum interest rates for the purchase of
vehicles to be used as Taxis by the SC/ST
category of Ladakh Region is also included in
such schemes; and
(c) if reply to part (b) be in the affirmative; the total
number of individuals benefited under these
scheme in Leh and Kargil District sofar?

a) whether it is a fact that the Hon’ble Minister for PHE,
I&FC in a meeting held at Baramulla, had assured to
explore the possibilities to provide drinking water
facilities to the villages Brandub and its other adjoining
areas on war footing basis; if so, the present status of
the implementation of this assurance; and
b) the present status of PHE schemes in Rafiabad
Constituency for which DPRs have already been
formulated and submiited for approvalunder

damaged due to the desilting process; if so, the steps to be taken in this behalf
and when ?

a/ whether it is a fact that river Ujh when in flood during the

land and crops in Mahi Chak, Nangal, Jogain and
Pandori villages of Kathua Constituency;
b/ whether it is also a fact that heavy floods in Sahar Khad
and Magar Khad Nullahas also cause large scale
damage to the land and crops of farmers in the said
Constituency; and
c/ if reply to above parts be in the affirmative; the details of
the projects proposed for flood protection in the said
Constituency indicating also the present status thereof ?

Special Plan Assistance for the said period and
department-wise, breakup of the expenditure made in this
behalf;
b) district-wise, the details of the additionalities provided
during the said period;
c) details of the district-wise plans approved during the
current year indicating also the reasons for slashing down
the same by 25%; and
d) sector-wise, progress achieved under PM’s
Reconstruction Programme indicating also the details of
the total funds received so far and the reasons for

local Nallah in Suchitgarh Constituency with special
reference to Aik Nallah, Nakowal and Blaspur Nallah and
village Jassora under Jammu Tawi; and
b) the reasons for delay in de-silting the irrigation
channels/canals in Suchitgarh Constituency to ensure
adequate irrigation facilities for the farmers there?

b/the steps taken for harvesting the natural resources of
potable water for supplementing the drinking water
requirement of these areas?

REGARDING:RBA CERTIFICATES
*15 (A. Q. NO.45) MR. JAVAID MUSTAFA MIR: WILL THE
GOVERNMENT PLEASE STATE:-
a) whether it is a fact that in compliance of the Hon’ble
High Court orders, Social Welfare Department had
constituted a Committee to scrutinize the complaints of
malpractices at the stage of grant/issuance of category
certificates and to look into the complaints of fake social
status certificates (Reserved Category Certificates)
under Govt. Order No.13-SW of 2013
dated:14.01.2013; if so, the number of complaints
received till date;
b) the status of the process of verification of complaints in
respect of RBA Certificate holders settled in other areas
for decades but are still enjoying the benefits
constantly under RBA Category; and
c) the present status of the proposal regarding raising of
income slab to Rs.6 lakh for seeking /renewing OBC
Certificates?

REGARDING: Development Of Infrastructure
*16 ( A.Q. NO.427) SHRI HARSH DEV SINGH: WILL THE
GOVERNMENT PLEASE STATE:-
a) scheme-wise, the details of funds proposed by ‘Special
Task Force’ for the development of infrastructure in
Jammu and Ladakh regions and the funds actually
released till date indicating the time period specified for
the completion of said projects and the progress
achieved as on date with special reference to
Ramnagar-Dudu road and Dalsar Lake;
b) whether it is a fact that funds under ‘Bad Pocket
initiative’ have been curtailed from Rs.50 crore in 2012-
13. to Rs.10 crore in 2013-14; If so, the reasons for
curtailment and deprivation of the Bad Pocket areas;
c) district-wise, the details of additionalities released for
various development schemes during 2012-13 and
2013-14 together with the reasons for neglect of
Udhampur District; and
d) district-wise, the details of funds released for various
schemes during the last two years under SADP
indicating the criteria followed alongwith the reasons for
neglect of Udhampur District;

a) the present status of Lift Irrigation Schemes in the Homeshali Bugh

b) whether it proposes to construct new LIS’s namely Reshi Baba, Gundbal
Khalil, Tengwooder-Yaripora, Hangen and Harnag; if so, the details
thereof;
c) the steps taken to plug breaches and prevent over flow in various canals
particularly Sonman Nallah, Gre Nallah, Nandi Canal and Nitch Khul in
Homeshali Bugh Constituency;
d) work-wise, the details of augmentation of irrigation facilities in the said
Constituency with special reference to Nandi Canal; and
e) the steps taken for de-silting of various irrigation canals in the aforesaid
Constituency and the amount spent on each canal with special reference
to Nandi Canal ?

REGARDING UPGRADATION OF IRRIGATION CANAL
1. (A.Q. No. 396) Mr. Abdul Razak Zawoora: Will the Government
please state:-
(a) the names of the canals in Shopian Constituency where the desilting
work has been carried out for the last three years and the names of
canals to be desilted during the current year; and
(b) whether it will upgrade Manloo-Zawoora Irrigation Canal to cover the
vast dry area of Gatipora; if not, the reasons therefor?

REGARDING PROVIDING JOB OPPORTUNITIES
2. (A.Q. No. 38) Mr. Rafi Ahmad Mir: Will the Government please state:-
(c) whether it is a fact that the number of educated/ trained and skilled
unemployed persons has alarmingly increased in the state;
(d) whether it is also a fact that 40% of the total unemployed youth are
from Anantnag District alone;
(e) whether it is also a fact that the unemployed persons also include such
persons who have completed 2 years ITI courses or three years
diploma courses in engineering; and
(f) if reply to above parts be in the affirmative, the steps taken/ intended to
be taken to provide jobs to them?

b) the amount spent on developmental activities in the Jammu West,
East and Gandhi Nagar Constituencies during the past three years as
also in the current year along with year wise liabilities created ; and
c) whether it is a fact that much more funds are spent in the
constituencies represented by ministers in comparison with the
constituencies represented by opposition; if so, the reasons therefor?

(a) the details of the pending cases of Shangus Constituency with the
Backward Classes Commission as also the reasons for their pendency
indicating the date of submission of the applications in respect of such
cases;
(b) the break-up of the amount being paid annually as pension under
NOAP/ISSS/Handicapped categories in Shangus Constituency
indicating also the name-wise, details of the beneficiaries
covered/pending under NFBS during the last two years in Kashmir
Division and the reasons for ignoring Shangus Constituency in this
behalf;
(c) location-wise, the details of the funds released under TSP and Article
275 during the last two years?

development; if so, the details of funds released/ utilized in this behalf
till date;
(b) the present status of the above said parks; and
(c) the reasons for delay in completing the construction works of fountains
at Padshahi Bagh, Bijbehara?

state:-
(a) the area presently under the forest cover in the State;
(b) the total forest area facing serious threats of deforestation and the area
brought under aforestation with nature of trees and number of
plantation so made till date;
(c) the number of immature pine trees allowed to be taped for resin
collection purpose?
(d) the number of fallen dead pine trees in the forest areas and the reason
therefor?
(e) the details of amount spent on fencing of forest area during the last 2
years; and
(f) the amount spent on creation and maintenance of forest closures and
the targets achieved therefrom?

District; if so, the details thereof;
(b) Whether the requisite infrastructure including the staff has been provided to
these offices; if not, the reasons therefor;
(c) the reasons for not making these offices operational at their respective
places instead of the District Headquarters at Rajouri so far; and
(d) category-wise, the details of vacancies in Darhal Constituency and the
reasons for not filling up the same?

(a) whether it is a fact that the construction work of Kandi Canal at Latrori was
taken in hand a long period ago but was abandoned later on; if so, the
reasons therefor;
(b) whether it is also a fact that a number of project reports were prepared for
construction of Khuls in Inderwal Constituency under NABARD and AIBP; if
so, their present status;
(c) whether it is also a fact that a comprehensive project report for the
construction of P/W Nallah Bandh and crate work in Inderwal Constituency
was submitted for funding; if so, the details and the present status of the
project; and
(d) the physical and financial status of flood protection works in the said
constituency

1. Dogripora, 2. Reshipora, 3. Awlar, 4. Ladder Mud, 5. Rakh-e-Litter, 6. Ghat Tukna, 7. Baigpora, 8. shal Tukna, 9. Jagal-nard, 10. Sabzi Gund, 11. Nownagri, 12. Whipora, and 13. Qail
(b) whether it is also a fact that the construction of said Tube Wells has
not been taken in hand till date; and
(c) if reply to above parts be in the affirmative, whether the construction
work on the said Tube Wells will be taken up during the current
financial year to meet the requirements of drinking water there; if not,
the reasons therefor?

CLASSES COMMISSION
14. (A. Q. NO.540: Mr. M.Y. Tarigami: Will the government please state:-
(a) whether it is a fact that the posts of supporting staff have not been
sanctioned or created for the J&K State Commission for Backward
Classes;
(b) whether it is not under an obligation to do so in terms of section 5 of the
J&K State Commission for Backward Classes Act, 1997;
(c) whether it is a fact that Chairman and the Members are without any
Private Secretary/PA/ Sr. Stenographer/ Stenographers and the
functioning of the Commission has been suffering due to the non-
availability of the supporting staff; and
(d) whether it is also a fact that an interior officer of the lower rank(Dy.
Secretary) has been posted as Secretary of the Commission; if so
whether it is not a violation of Section 3(3 )of the J&K State
Commission for Backward Classes Act, 1997 ?
