History of CDM•  CDM 1994

–  Introduction of planning supervisor(PS) and lots of paperwork

•  CDM 2007–  PS changes to CDM-C and reduction of

paperwork, design risk assessments, etc

•  CDM 2015– Applies to ALL construction projects

– Removal of CDM-C –  Introduction of PD

CDM is about

•  Sharing information in a timely manner

•  Thinking things through and planning

•  Making buildings healthy during construction and use

•  Making buildings safe during construction and use

•  Making buildings sustainable

What is CDM 2015 about?

CDM 2015 applies to all construction work.

The Regulations set out the requirements for managing health and safety on construction PROJECTS.

A project is more than a construction site.

Definitions•  Client•  any person for whom a project is carried out

•  Project•  a project which includes or is intended to include construction

work and includes all planning, design, management or other work involved in a project until the end of the construction phase

Definitions•  Designer

any person (including a client, contractor or other person referred to in these Regulations) who in the course or furtherance of a business(a) prepares or modifies a design; or (b) arranges for, or instructs, any person under their control to do so

•  Design includes drawings, design details, specifications and bills of quantities (including specification of articles or substances) relating to a structure, and calculations prepared for the purpose of a design

matters relating to health and safety•  Organise cooperation between contractors•  Ensure that other health and safety legislation is being

adhered to•  Site inductions, security and welfare•  Liaise with principal designer on the file

•  Consultation and engagement with workers

Types of Client•  Domestic•  Commercial•  one off small project (single contractor)•  one off medium project (more than one contractor)•  one off large project•  serial client

Client DutiesRegulation 4

•  A Client must make suitable arrangements for managing a project, including the allocation of sufficient time and other resources

•  Arrangements for risk reduction •  Arrangements for welfare•  Above are maintained•  Information•  Ensuring others are fulfilling their duties•  Duty to use and pass on the health and safety file

Client DutiesRegulation 5

•  Appointment of the Principal designer and the Principal contractor

•  The client must appoint in writing•  Pre construction and construction phase

Failure to appoint either role means that the client must fulfil the duties.

•  Notification

•  No duties brought on by notification•  Thresholds•  30 days and have more than 20 simultaneously at

any point•  500 person days (12 weeks 8 persons)

•  Regulation 4 & 6 fall to contractor, Principal Contractor or, if in writing, to Principal Designer
