eManifest ImplementationApproach
eManifest will be implemented over a number of years, by client type, using an 18-monthimplementation timeline:
0-12 months - Once all eManifest transmission options (Electronic DataInterchange / EDI and Portal) become publicly available, there will be a 12-monthperiod for clients to incorporate eManifest requirements into their businessprocesses.
12-18 months - After the initial year, the transmission of advance electronichighway cargo and conveyance data becomes mandatory. The CBSA will offer asix-month period of informed compliance during which zero-rated penalties will beissued for non-compliance.
18 months and beyond - The implementation timeline is complete; regulations willbe enforced.

eManifest ImplementationClient types
The implementation schedule for each client type is as follows:
Highway carriers
Current CBSA information transmission options (EDI / electronic datainterchange) now include an eManifest function that was implemented onOctober 31, 2010.
The CBSA will offer an eManifest Portal option in the summer of 2011.
Although registered and tested EDI users can now transmit eManifest information,the 18-month implementation timeline for all highway carriers to transmit cargo andconveyance data will begin when the eManifest Portal becomes available.
Rail carriers - The 18-month implementation timeline will begin in late 2011 / early 2012for rail carriers to transmit cargo and conveyance data.
Freight forwarders - The 18-month implementation timeline will begin in 2012 for freightforwarders in all modes of transportation to transmit secondary cargo / house bill data.
Importers - The 18-month implementation timeline will begin in 2012 for importers in themarine mode to begin transmission of advance trade data (formerly called ImporterAdmissibility Data, or IAD).

CBSA Highway Carrier Code Changes As of April 1, 2011, the itinerant highway carrier code 77YY is no longer accepted.
To prepare carriers and drivers currently using code 77YY, a one year transitionperiod began on May 1, 2010, until the final elimination of code 77YY on March 31,2011.

eManifest Highway October 2010Carrier process changes
The itinerant highway carrier code 77YY is no longer accepted as of April 1, 2011.
The driver will provide a document containing a bar-coded Conveyance ReferenceNumber (CRN or trip number), or a bar-coded Cargo Control Number (CCN) and ahandwritten CRN.
The Border Services Officer (BSO) will review the pre-arrival recommendation andmake a decision to authorize the truck to move, or to refer it for primary or secondary
processing (final discretion to refer or examine a conveyance will continue to rest withthe primary officer).
Carriers will require electronic release messages for their S. 12 cargo reports for theirbooks and records (for electronically reported cargo)
Importer processes have not changed with the October 2010 implementation.
Electronic transmission of cargo and conveyance data did not become mandatoryin October 2010, therefore, BSOs will be processing paper and electronic carrierdocumentation simultaneously for a period of time.
Processes occurring after the Primary Inspection Line (PIL) have not changed withthe October 2010 implementation.

Clients will transmit electronic data to the CBSA using Electronic Data Interchange
(EDI) systems or the eManifest Portal.
There are four options for EDI clients to submit information to the CBSA:
Value Added Network (VAN): a public EDI network used to exchange data
through a single communication interface.
Third Party Service Provider: a CBSA-approved third party that transmitsdata for their clients using a variety of communication modes.
Customs Internet Gateway (CIG): a gateway used by the trade community totransmit cargo, release and accounting data over the Internet to the CBSA.
Direct Connect to the CBSA: an alternative that provides trade chain partnerswith a direct connection to the CBSA.

eManifest Portal Overview The eManifest Portal is a secure data transmission option developed by the
CBSA that allows the trade community to electronically transmit their pre-
arrival information through the Internet.
The Portal was developed to facilitate compliance and ease the transitionfrom paper reporting to pre-arrival electronic data transmission for small- tomedium-sized enterprises.
The current version of the Portal is for highway carriers to transmit their pre-arrival cargo and conveyance data.
To access the Portal you must have an Internet connection and a Webbrowser:
Internet Explorer 6 and above or
Firefox 2.0 and above

Accessing the eManifest PortalPortal Business Account
A Portal Business Account is an area in the eManifest Portal dedicated to individualhighway carrier companies to transmit data securely to the CBSA.
To obtain a Portal Business Account, the legal authority of the company must obtain:
1. CBSA Carrier Code:
A 4-character identifier issued by the CBSA to carrier companies.
Detailed information on how to obtain a carrier code is available on the CBSA Web site.
2. Shared Secret:
A temporary access code that the legal authority will require to register for the eManifest Portalthe first time.
Issued to businesses that request access to the Portal and have a valid CBSA-issued carriercode.
Used to authenticate and validate a highway carrier company when creating an eManifestPortal Business Account. Only the CBSA and the legal authority of the company have accessto this information.
Must be requested in written or electronic format and will be issued by regular mail to the legalauthority of the company indicated on the Shared Secret request.

Accessing the eManifest Portal (cont.)
3. Access Key:
The Access Key service is provided by the Government of Canada (GOC) to
allow you to securely conduct online business with various governmentalprograms and services.
To create an Access Key, you must go to the GOCs Web site atwww.accesskey.gc.ca
4. Portal User Account: A Portal User Account is a standard way for all users to establish their identity in
the Portal. All users of the Portal must create an eManifest Portal User Account.
Once you have logged in to the Portal with your Access Key and have acceptedthe Portal Terms and Conditions, you may create an eManifest Portal User
Account. After providing personal information and user preferences, your User Account
will then be created and you will be given a User Reference Number (URN).
After you have created your Portal User Account and entered your carrier
code and shared secret, you will have created your Portal Business Account andyou are now known as the Account Owner.

Managing your Portal Business Account
- Account Users
The Account Owner may now add additional users to the Portal Business Account.
All Account Users must obtain an Access Key and a Portal User Account.
Once they have set up their Portal User Account, they will be given a UserReference Number (URN).
The URN allows the Business Account Owner to assign roles and allow access tothe Portal Business Account.

Trade Documents
The eManifest Portal has three types of Trade Documents:
Highway Conveyance Document
Provides information about the vehicle being used to transport goods
entering Canada. Identified by a Conveyance Reference Number (CRN).
Highway Cargo Document
Represents the initial record of a shipment that will arrive in Canada andenables the CBSA to control the movement of imported goods.
Also known as a Cargo Control Document (CCD) and is identified by a CargoControl Number (CCN).
Combined Highway Document Merges a Highway Cargo Document and a Highway Conveyance Document
into a single document for easier data entry.
Once submitted through the Portal, the Combined Highway Document is splitinto one Highway Conveyance and one Highway Cargo Document by theCBSAs system for processing as separate Trade Documents.

Portal Features
The Portal allows users to:
save up to 100 trade documents as drafts
retrieve trade documents
cancel submitted trade documents
edit (update) a submitted trade document
A maximum of 200 trade documents per hour can be submitted through the Portalper business account up to 30 days in advance of arrival.
Data will be available in the Portal from 90-120 days before information is archived,
depending upon date of submission.

Additional Portal Features
Electronic Data Interchange (EDI) transmission
If you are using EDI to submit Trade Documents, you can use the Portal to view /change / amend / cancel and verify the status.
Status Feature
The Portal displays the status history and details of Trade Documents.
Lookups
A Lookup is a tool used by Business Account users to help them re-use frequentlyneeded information when creating a Trade Document.
Useful Links
Useful Links are similar to bookmarks or favourites in your Web browser. They canbe created by users in your Business Account or by the CBSA.

Before the borderNotification systems / Manifest Forward
An automated notification system will confirm receipt of information, or detail
detected errors that must be amended before arrival at the border. To assist trade in coordinating the various pieces of advance electronic information
received for each shipment, the CBSA will offer a Manifest Forward feature.
Manifest Forward will allow trade partners to identify other parties (e.g. carrier,
freight forwarder, importer/broker) within the trade chain to whom the CBSA canforward manifest information.
This will include Cargo and Housebill Information but not Conveyance information.
This functionality is intended to facilitate the communication between trade chain
partners to ensure the accuracy of information (e.g. CCN, quantities, packagingcodes and descriptions) used to match data.
The recipients of the data are nominated by the originator of the manifest information,not by the CBSA.

Records Management Are you Ready?
Carriers are responsible for maintaining records for three (3) years plus current.
Importers are responsible for maintaining importing records for six (6) years pluscurrent.
The Portal is a reporting mechanism only and is not a database for records
management.
Carriers, freight forwarders and importers are responsible for establishing their owneffective records management system in order to comply with regulations.

With the implementation of eManifest, shipments will continue to be authorized in-bondmovement as long as all required pre-arrival data is provided within the CBSA-prescribed time frames.
The CBSA is developing a revised in-bond process for situations when the submissionof advance trade data from importers in the highway mode becomes mandatory.

eManifest Current Status
eManifest Cargo and Conveyance in the Highway mode was implemented Oct. 31st, 2010.
Client Composition since implementation:
There are 123 Carriers and 7 Service Providers in production.
There are an additional 11 clients in the volume testing stage.
eManifest Volumes since implementation:
4,071 eManifest conveyance transmissions made under Service Option 976.
65,443 eManifest cargo transmissions made under Service Option 984.

Compliance Monitoring:
Since implementation, compliance has been monitored on 912 eManifestconveyance transmissions and only 2 have failed to meet compliancerequirements. (99.8% Compliance)
Since implementation, compliance has been monitored on 1,333 eManifestcargo transmissions. 392 have failed to meet compliance requirements.(71.6% Compliance)
Compliance is continually improving as the production increases.
Approximately 2000 BSOs were trained prior to October 31, 2010.

eManifest - Ongoing Consultation
The BCCC EDI subcommittee is looking for ways to increase PARS.
The Agency announced the policy decision of arriving marine, air and railvessels (just working on how).
Consultations are underway with warehouse industry to mandate electronicarrival and release.
The Agency is considering changing backend processes (i.e. timeframes foraccounting) to provide flexibility to importers.
Work is underway to address OGD impacts on trusted trader programs tomaximize eligibility.

eManifest Client support To support trade chain partners with the implementation of, and compliance with
eManifest, the CBSA will provide client support by email and telephone.
The Border Information Services (BIS), which provides telephone supportfor most CBSA programs, has been expanded to include eManifest.
An eManifest External Help Desk provides email support on eManifest-related questions about policy or changes to processes at border crossings.
An eManifest Internal Help Desk provides email and phone support for
internal clients.
The eManifest Technical Support Unit (TSU) provides technical support tothose highway carriers that choose to use an EDI transmission option.Support will be extended to eManifest Portal users when that option
becomes available in summer 2011. Compliance monitoring will provide early adopters with feedback and allow
them opportunity to fix problems prior to mandatory program requirements andapplicable AMPS.
The CBSA has ongoing awareness sessions to ensure that the trade community isaware of eManifest requirements.
