PROJECT DESCRIPTION

The work to provide cured in place interior protection to approximately 2,867 linear feet (LF) of 18-inch vitrified clay (VC) gravity main (NG44) along Warwick Boulevard and Jones Road to James River Drive and Pin Oak Road has been completed. Also the work to replace 450 LF of 6-inch cast iron (CI) force main (NF-055) and line with cured in place pipe (CIPP) 280 LF of 10-inch gravity main (NG056) has been completed. This project will replace approximately 330 LF of 18-inch RC gravity main (NG102) and 885 LF of 21-inch RC gravity main (NG104) from Randolph Road to Center Avenue Pump Station along with associated City reconnections to existing sanitary sewer. Additionally, approximately 300 LF of 10-inch sanitary sewer will be re-routed from underneath residential structures to underneath Rivermont Drive and installed into a new manhole located at Rivermont Drive and Ferguson Avenue. The gravity system will be reconfigured to discharge to the new pump station on North Avenue. At the request of the City of Newport Newsthe project will include the construction of the proposed storm drainage trunk line on Burns Avenue.

PROJECT JUSTIFICATION

May 2004 CCTV inspection of Morrison Extension Gravity (NG44) has revealed numerous joint leaks and misaligned joints in this 18-inch VC pipe along Warwick Boulevard from Jones Road to Elm Avenue. Two spot repairs were completed in August 2004 near the intersection of Warwick Boulevard and Jones Road to reduce sags in this line. August 2004 CCTV inspection of the Warwick County Trunk Sewer Division "B" Gravity (NG102, NG104) has revealed significant sulfide attack in the crown of the pipe along with numerousjoint leaks and root intrusion. April 2006 CCTV inspection of Warwick County Trunk Sewer Gravity Division "B" (NG056) has revealed significant sulfide attack in the crown of the pipe. The rehabilitation/replacement of NG056 and NF055 should be coordinated with the City of Newport News South Rivermont Community Improvements.

PROJECT DESCRIPTION

This project will upgrade all equipment at Lucas Creek Pump Station, to include but not limited to: pumps, motors, controls, and electrical service. Lucas Creek must be able to pump independently as a lift station and as a pressure reducing station in multiple flow directions. Work should also include the rehabilitation of the wet well. Scope of work to include the replacement of all yard piping, and an addition of two flow meters and vaults. Approximately 132 feet of 30 and 36 inch pipe is also to be replaced.

PROJECT JUSTIFICATION

This project is required in order to provide expanded operational flexibility in the North Shore system. The new Kiln Creek Interceptor Force Main (IFM) and Route 171 IFM in conjunction with upgrades to Lucas Creek will reduce system pressures during wet weather events.

PROJECT DESCRIPTION

This project will provide for the installation of 10,300 linear feet of 42-inch force main (FM). The FM alignment will follow Warwick Boulevard, Boxley Boulevard and Menchville Road. The northern end of the FM will connect to existing NF-33 in Warwick Boulevard and the southern end will connect to the City Farm Interceptor FM (JR011100). The existing 36-inch FM is being replaced with a 42-inch FM.

PROJECT JUSTIFICATION

Portions of the existing pipeline are 38 years old and have suffered numerous failures. Recently there was a failure in the Scufflefield Creek Crossing. The existing alignment and the limited ability to isolate and access this failure resulted in a significant pumping and hauling effort. Failure of the existing 36-inch interceptor FM represents significant risk with respect to access for repair. The new alignment will eliminate the creek crossing.

PROJECT DESCRIPTION

This project will provide for the replacement of approximately 4,500 linear feet (LF) of 36-inch cast iron (CI) force main (FM) from the old Menchville Landfill to a point just upstream of the influent flow meter to the James River Treatment Plant. The project is located in the City of Newport News and is in the James River Treatment Plant service area.

PROJECT JUSTIFICATION

Study of record drawing profiles indicates an un-vented high spot in NF-029 (1965 36-inch CI FM). This high spot was verified with survey data by Draper Aden & Associates on Aug. 22, 2008. The depth of the air pocket at its worst area was approximately 30-inch ina 36-inch diameter FM. The length of the air pocket was verified to be approximately 1,800 LF. An air vent was installed by operations crews who subsequently vented 38 minutes of air to relieve this bubble. Due to the presence of air and existing City of Newport News pump stations connections along this line, the risk for internal crown corrosion is severe. Ultrasonic thickness testing in several locations revealed that the pipe has severe internal corrosion along the length of this bubble. The results of the ultrasonic testing indicate that the original pipe all thickness for the 36-inch CI FM has as little as 0.237 inches of remaining pipe wall or approximately 27 percent of its original pipe thickness. An additional 1,000 LF of existing pipe has been added to the replacement due to the results of Ultrasonic Thickness testing and visual inspection of the force main in March of 2010. The proposed connection will be an existing 36-inch main line valve located at the intersection of City Farm Road and the access road to the James River Treatment Plant. An additional 520 feet of replacement will allow for the replacement of the existing 36-inch pipe with 42-inch pipe into the James River Treatment Plant site. This will eliminate all of the existing 36-inch pipe to a point upstream of the plant flow meter.

PROJECT DESCRIPTION

This project involves the installation of approximately 3,600 linear feet of 30-inch force main (FM) from the Colony Area Interceptor Force Main (IFM) and the Oyster Point IFM to Patrick Henry Pump Station.

PROJECT JUSTIFICATION

The installation of this FM would provide much needed operational flexibility to the north shore system in moving flows between the James River and York River systems while simultaneously reducing system pressures. A Conditional Flow Acceptance Letter was issued to the City of Newport News in September 2009 specifically referencing the proposed FM improvements. The proposed FM improvements will provide a significant reduction in system pressure for Oyster Point IFM located in Jefferson Avenue. The City of Newport News has experienced several failures of FMs that connect directly to the Oyster Point FM over the past few years. A HART Analysis of the City Center Study Area was completed in October 2010 and included the proposed force main. Several scenarios wereincluded in the study and resulted in a recommended FM size of 30-inches. The recommended 30-inch FM sizing will provide the capacity and ability to reduce system pressures as well as provide flexibility to convey flows under various conditions.

PROJECT DESCRIPTION

This project includes the rehabilitation and/or replacement of approximately 8,340 linear feet (LF) of existing 18-inch, 21-inch, and 24-inch vitrified clay (VC) and reinforced concrete (RC) gravity sewer and will completely finish the rehabilitation of HRSD's Center Avenue Pump Station service area. Project includes all or portions of line numbers NG-175, NG-176, NG-045, NG-054, and NG-098. City laterals directly connected to HRSD infrastructure will also be rehabilitated along with the construction effort at HRSD cost.

PROJECT JUSTIFICATION

Recent CCTV inspections indicated a large portion of this gravity service area has significant pipeline integrity and conditional issues. Major root systems infiltrating the pipe, misaligned joint sections, numerous leaks and gushers are all present in the CCTV video. Sections of this pipe also have significant sulfide attack along the crown of the pipe. This project will completely rehabilitate the remaining sections of the Center Avenue Pump Station service area originally installed in the 1940's and 1950's. During FY14, CCTV inspection of 300 LF of pipe along River Road was performed as a result of several sink holes. The CCTV inspection found several deficiencies within the pipe segment requiring immediate action. A Prompt Repair work order was created and will line the gravity section from MH-NG-045-1328 to MH-NG-045-1025.

PROJECT DESCRIPTION

This project will replace approximately 7,000 LF of 12-inch, 14-inch and 16-inch HRSD force main (FM) (NF-020 and NF-021) from theintersection of Route 171 (Oyster Point Road) and Jefferson Avenue to the proposed Patrick Henry jumper. The proposed force main sizing (30-inch) was performed during the City Center HART Analysis.

PROJECT JUSTIFICATION

Preliminary hydraulic and capacity analysis show that pressures in the HRSD FM are hindering the City of Newport News' pump stations from entering the HRSD system during high flow conditions. Future development is planned for the service area, which will exacerbate the current problem. This FM segment will also provide additional capacity and system flexibility when combined with otherproposed improvements.

PROJECT DESCRIPTION

This project will replace approximately 2,800 LF of 36-inch reinforced concrete low head pressure pipe with new 42-inch pipe from the intersection of Scufflefield Road and Warwick Boulevard, heading south towards Maxwell Lane and connecting to the Phase I.

PROJECT JUSTIFICATION

An evaluation of the existing record drawings indicated the presence of four (4) unvented high points in this section of force main. All of these high spots received a ranking of 5 as part of the unvented high spot study. Based on this finding, it is likely that the interior of this pipe is suffering from severe crown corrosion. Considering the age of this pipe (> 40 years), the length of the projected bubbles, the location of adjacent city pump stations, and available repair techniques the solution to the conditional issues here is complete replacement.

PROJECT DESCRIPTION

This project will involve the installation of approximately 2,250 LF of new 36-inch force main (FM) from the intersection of Alpine Streetand Huxley Place to the Middle Ground-City Center Interconnect FM west of the CSX railroad tracks. This extension will allow for abandonment of the 36-inch reinforced concrete pipe (RCP) from the intersection of Maxwell Lane and Route 60 to the intersection of Huxley Place and Carnegie Drive (approx. 5,500 LF abandoned).

PROJECT JUSTIFICATION

This FM extension will connect to the Middle Ground Blvd FM that will allow for the abandonment described above. PROJECT DESCRIPTION

This project will install pipe from the effluent of primary clarifiers #3 and #4 at manhole #41 to the Integrated Fixed Film Activated Sludge (IFAS) influent channel at manhole #8 and modify the Return Activated Solids (RAS) pipe to allow for direct discharge into the IFAS tanks.

PROJECT JUSTIFICATION

This project will address sustained high flow process stability and hydraulic limitations associated with short term high flow events by providing an additional flow path for effluent from primary clarifiers #3 and #4 and direct discharge of RAS from the IFAS influent channel to the IFAS tanks.

PROJECT DESCRIPTION

This project will convert preaeration tanks #2 and #3 to centrate equalization tanks. The conversion requires modifying an existing wetwell, installing centrate pumps and piping, and constructing a pipe from the #3 and #4 grit tank effluent to the #2 and #3 preaeration effluent.

PROJECT JUSTIFICATION

This project will insure the reliability of Integrated Fixed Film Activated Solids (IFAS) tank #1 to meet hydraulic capacity and nutrient removal requirements. The use of IFAS tank #1 as a centrate equalization tank to enhance nutrient removal has resulted in the formation of struvite on metal surfaces in the tank, particularly on the IFAS tank air grid and cylinder screens. Plugging of the IFAS air grid and screens could result in the inability to use IFAS tank #1 during peak hydraulic flows, the loss of 1/9 of the plant's total nutrient capacity, and costly replacement for the air grid and screens.

PROJECT DESCRIPTION

This project involves replacing and rerouting approximately 850 LF of 12-inch Asbestos Cement (AC) Pipe with 16 inch pipe from Morrison Pump Station (PS) to the connection point at the main trunk across the CSX railroad. The project will also include temporary bypass pumps to provide additional pumping capacity at the station.

PROJECT JUSTIFICATION

The 12-inch Asbestos Cement interconnect force main is designed to divert flows from the 12-inch Cast Iron force main to the 20" Asbestos Cement force main. Existing debris build up completely prevents flow through the pipe segment. There were several unsuccessful attempts to flush the pipe segment. The option to send flow from the Morrison PS to the James River Treatment Plant through the 20-inch AC pipe is critical in case of a break on the 12-inch Cast Iron pipe installed in 1967. The Morrison PS also has significant capacity issues. This replacement will improve capacity at this location.

PROJECT DESCRIPTION

This project involves the replacement of approximately 5,800 linear feet of Ductile Iron (DI) pipe from just north of the intersection of Thorncliff Drive and Warwick Boulevard to a location 900 feet west of the intersection of Warwick Boulevard and Lucas Creek Road, along Lucas Creek Road.

PROJECT JUSTIFICATION

In 2014, two failures occurred on the Lucas Creek-Woodhaven Interceptor Force Main (NF-015) just south of Woodhaven Road withina 6 month period. These failures shared the same characteristics as the previous failures on the PCCP force main in 2007 that required replacement of approximately 2 miles of HRSD force main. After the first failure (April 2014), several Broadband Electromagnetic (BEM) scans and Ultrasonic Thickness (UST) tests were performed along the force main from Woodhaven Road to Lucas Creek Road along Warwick Boulevard. The BEM and UST testing confirmed a loss of wall thickness along the bottom third of the pipe. pH sampling along NF-008 and NF-015 resulted in values ranging from 4.4-6.1. These failures required the southbound lanes of Warwick Boulevard to be closed in order to facilitate the repair. The road closure required an extensive detour resulting in significant traffic congestion and delays for motorist within the northern portions of Newport News. Due to the condition of the pipe immediately downstream of the repairs, a Prompt Repair Work Order has been issued for the replacement of approximately 1,200 LF of pipe from Woodhaven Road to the intersection of Thorncliff Drive. Currently, the Pepsi Plant is meeting the established pH level at their discharge/sampling point. However, as the flow is conveyed through the gravity, pump station and force main system of the City of Newport News and HRSD, the pH and composition of the discharge changes. As seen in pH sampling along NF-008 and NF-015, between the Pepsi Plant and Lucas Creek Road, the values range from 4.4 – 6.1. HRSD's P3 Division is currently monitoring and analyzing the plant discharge for possible changes in the established level.
