Human Services in Virginia are supported by hundredsof different sources of Federal Funding. Although theamount of Federal funding that the Commonwealthmay receive for these programs is unlimited, the
percentage of Federal financial participation for eachprogram is set.
The concept is not new. Local governments aremaking major contributions of local only funding in
support of services eligible for Federal financialparticipation. Revenues that come back to the localitycan also be used to obtain additional Federalentitlement dollars. The funds to be maximized cannotbe included as a cost or used to meet cost sharing ormatching requirements of any other Federal award.

Financial considerations
For example, the Federal FinancialParticipation (FFP) rate for Title IV-Eadministrative activities is 50 percent,
meaning that the Federal governmentwill pay for half (50 percent) of theprograms total cost. Thus, the amount
of Federal funding available to the
Commonwealth and its localities islimited only by their ability to identifyand appropriate the non-Federal(matching) funds required.
