Acknowledgement

This standard is an adaptation of the Revised Trinidadian Standard Labelling of Retail Packages ofPesticides, TTS 76: Part 8: 1995.

The benefits obtained by the use of pesticides are apparent to everyone. However, there are also distincthealth risks to persons who handle, use or come in contact with them.

This standard seeks to provide the relevant and adequate labelling information to assist in the protectionof consumers of retail packages of pesticides.

This standard is to be read in conjunction with the following Jamaican Standards:

SCOPE

This standard specifies the information to be included on labels of pesticide packagesintended for the retail trade in Jamaica and the information to be included in theinstructions printed on any leaflets accompanying the packages.

It also specifies the wording and method of display to be used in such information.

DEFINITIONS

For the purpose of this standard, the following definitions shall apply.

Accompanying instructions mean information given on a document on the use of apesticide which is supplied on or with a package of a pesticide.

Active ingredient means any substance which, included in a pesticide, is claimed to acton a pest.

Authority Pesticides Control Authority.

Common name (active ingredient) means the name assigned to such an ingredient bythe International Organization for Standardization (ISO), or assigned by the PesticidesControl Authority of Jamaica, or if no name has been assigned, it shall be in accordancewith the Chemical Abstracts or the international Union of Pure and Applied Chemists(IUPAC) system.

Corrosive pesticides mean those which may destroy living tissues when in contact withthem or attack inorganic materials.

Explosive pesticides mean pure liquid or solid pesticides or their preparations which arethemselves capable by chemical reaction initiated by flames, shock or friction, ofproducing gas at such a temperature and pressure and at such a speed as to cause damageto surroundings.

FIammable substances mean those with a flash point of 21 C to 55 C, and substancescontained in aerosol dispensers which contain over 45% by weight or over 250g offlammable components, i.e. gases flammable in air at normal pressure, or liquids of flashpoint less than 100 C.

Highly Flammable Substances mean those which either -

(a) may ignite spontaneously in air at ambient temperature;

(b) may ignite readily and continue to burn after brief contact with a source of ignition;

(c) have a flash point below 21 C;

(d) are gases flammable in air at normal pressure; or

(e) give off dangerous amounts of flammable gas in contact with water or damp air;

Harmful pesticides mean those which, if they are inhaled or taken internally or if theypenetrate the skin, may involve limited health risks.

Hazard means, but is not limited to, any harm or risk to the health or safety of a person,animal, or the environment, which may arise when the pesticide is handled, used, ordisposed of.

2.1.10 Hazard class means the class in which a pesticide is placed after consideration of all foreseeable hazards which may arise in its use.(according to FAO Guidelines)

2.1.11 Irritant pesticides mean non corrosive pesticides which through contact with the skin or mucous membrane, can cause inflammation.

2.1.12 Label includes any legend, word, mark, symbol or design applied to or attached to, included in, belonging to or accompanying any pesticide.

2.1.13 Principal display panel (main panel) means that part of a label normally intended to be presented to the consumer, or intended to be most conspicuous to the consumer, at the time when the pesticide to which the label relates is offered or exposed for sale.

2.1.14 Manufacturer means a person engaged in the business of formulating, producing,preparing, mixing or processing any pesticide.

2.1.15 Minister means the Minister under whose portfolio all matters pertaining to pesticides falls .

2.1.16 Package means, any container, wrapping, covering or holder in which any pesticide is wholly or partly contained, placed or packed

2.1.17 Pest means any insect, fungus, bacterium, nematode, weed, rodent, predatory animal or any other form of plant or animal life, including a virus, which may infest or be detrimental to vegetation, man, animals, or households, present in any environment where not desired, or which may be declared by the Minister, by order, to be a pest.

(b) any active ingredient used for the manufacture of a pesticide;

2.1.18 Pesticide means any product, organism, substance or thing that is manufactured, represented, sold or used as a means of directly or indirectly controlling, preventing, destroying, mitigating, attracting or repelling any pest, and includes-

any compound or substance that enhances or modifies or is intended to enhanceor modify the physical or chemical characteristics of a pesticide to which it isadded; and

2.1.19 Pictograms mean graphic symbols which convey a message without the use of words and which represent the precautionary directions to be followed when using pesticides.

2.1.25 Toxic (or poisonous) pesticides mean those which if they are inhaled or taken internally or if they penetrate the skin may lead to serious acute and chronic health risks and even death.

2.1.21 Prepackaged means goods packaged in advance of sale in the final pack in which it is intended for retail sale, and in which it may be sold, purchased or used without further repackaging.

2.1.22 Retail package means a package in which a pesticide is sold or intended for sale in theretail trade.

2. 1.23 Sell includes offer for sale or expose for sale, display or advertise for sale, have in possession for sale and distribution.

2.1.24 Trade name any internationally recognized or nationally registered commercial name under which a pesticide is marketed.

2.1.28 Warning mark A symbol or mark used to indicate the class in which a particular pesticide falls. (See Appendix B of this standard).

2.1.20 Premises mean any buildings, temporary buildings or any stationary vehicles or other places open to the public in which pesticides are offered for sale by retail or wholesale, or are packaged, stored or manufactured.

NOTE: The warning mark and its accompanying warning phrase(s) indicates thekind and degree of hazard of the pesticide which the user is likely toencounter.

REQUIREMENTS FOR LABELLING

The labels on all retail packages of pesticides that are offered for sale, or sold, shall comply with the following requirements.

On every package of pesticide shall be affixed a label which shall carry on its principal display panel (in the English Language) the following information:

(a) the brand name or trade name of the pesticide;

(b) the type of pesticide along with a brief description of use

2.1.29 Warning phrase means the word, phrase or phrases accompanying each warning mark as in Appendix B and any other warning phrase given in this standard.

(c) the registration number of the pesticide, as assigned by the Authority, of a locally manufactured pesticide.

(d) adequate directions as to the manner of use of the pesticide;

(e) the safety precautions required for the storage, transportation and use of the pesticide:

(f) a statement indicating methods of safe disposal of unused pesticide and of the used package and a warning in the words "DO NOT RE-USE THIS PACKAGE" ,

(g) a statement of any precautions to be used to protect animals, birds, fish, or natural waters from contamination;

(h) the date of manufacture or packaging, or an expiry date;

(i) any Batch Number or Lot Number.

(c) the common names of all active ingredients and a statement of the concentration of each active ingredient in the pesticide, in terms of percentage by weight, in weight for solid or semi-solid pesticides, or in the terms of weight in volume for liquid pesticides;

(d) the physical form of the pesticide;

(e) the statements "READ INSTRUCI`IONS BEFORE USE"; and "KEEP OUT OF THE REACH OF CHILDREN", in bold type and of conspicuous prominence;

(f) a statement of the net contents of the package in terms of SI Units of weight or volume, or in terms of number of pieces, as applicable; and

(g) an indication by warning marks and warning phrases of the appropriate hazard class of the pesticides in accordance with Appendix 13 and 3.8.1.2 along with the hazard warning colour band as given in Table 1.

The label which is affixed to the package of pesticide shall also bear the followinginformation:

(a) for a pesticide manufactured or packaged in Jamaica, the name and street address of the manufacturer.

(b) for a pesticide imported into Jamaica in a prepackaged form, the name and street address of the manufacturer's agent or the importer in Jamaica.

(j) a statement as to any type of protective clothing or device recommended to be worn during mixing or application of the pesticide.

3.3 Where possible the information required by 3.1.1.1 (d), (e), (f), and (g) shall be given by one of the standardized phrases set out in Appendix A.

3.4 Information to be Included in Labels and Accompanying Instructions

3.4.1 The directions for use required in 3.1,111 (d) shall include, as appropriate:

(a) directions for mixing;

(b) directions on the method of application and the stages of the life cycle of a plant or animal when the pesticide is recommended to be applied;

(c) a statement that the pesticide should be applied only when the economic threshold of the population of pest is reached;

(d) an indication of any special equipment needed for application;

(e) indications of incompatibility with Other pesticides or substances;

(f) indications of possible adverse effects on crops or animals for which the pesticide is recommended;

(g) indications of the pests which can be controlled with the pesticide;

3.2 The information required in 3.1.1.1 and 3.1.2 shall be included in any instructions which accompany the package of pesticide.

3.1.2 Instructions in other languages shall be separate from those in those English Language.

NOTE: The names in common use in Jamaica may be given, but notto the exclusion of other names for the pests.

(h) a statement of any precautions to be observed to protect workers in contact with crops or animals on which the pesticide will be used;

(i) a statement of any precautions to be used to protect consumers against harmfrom any crop or animal on which the pesticide has been used; and

(k) information pertaining to with holding periods.

Where possible the statements required by 3.4.1 (h), (i), and (j) shall be given by one ofthe standardized phrases set our in Appendix A.3.4.1.1

3.4.2 Where a pesticide is toxic, explosive, flammable, corrosive, harmful or irritant, anIndication of these risks shall be given by the appropriate warning marks together withthe accompanying warning phrases as given in Appendix B.

3.4.3

NOTE: Where the pesticide poses more than one hazard the most seriousone shouId take priority for labelling. In some instances it may benecessary to use two or more warning marks depending upon theseriousness of the hazards,

Where a pesticide is classified-in Hazard Classes Ia;Table I, the following information shall be includedaccompanying instructions when printed in Jamaica.

Ib, II, Ill, and IV, as outlined inon shall be included on the label and/or in any

(a) a statement of common symptoms arising from poisoning;

(b) directions for first aid or medical treatment; and.-a statement of any antidotes recommended for use in cases of poisoning by the pesticides;

(c) a statement of any restriction on use required to avoid occurrence of any residues on foods exceeding limits or tolerances set by guidelines of the Food and Agricultural Organization (FAO) and World Health Organization (WHO) or any other internationally recognized organization or body;

(d) the warning phrases and warning marks assigned to the Hazard Classes in 3.7.

3.4.3.1 Where possible, the statements required by 3.4.3 (a), (b) and (c) shall.be given by one ofthe standardized phrases set our in Appendix A.

3.5 Additional Information

3.5.1 Additional information shall be provided on the label of any retail package of pesticide,if to the manufacturer the absence of such information could prove detrimental to thehealth and safety of the consumer.

3.5.2 Such information shall include the handling. use, disposal of pesticides and containersand also the area to be treated and the occupants of such treated areas.

3.5.3 Statements for the additional information stared in 3.5.2 are provided in appendix A.3.6 Terms to be Avoided

3.6.1 Words such as "SAFE" "HARMLESS” "NON-TOXIC'. "NON-INJURIOUS" or any such words or phrases in respect

''NON-POISONOUS" orof risks to humans or

animals, either with or Without qualifying phrases such as "when used as directed", shallnot be used,

3.6.2 Superlatives such as "the best", "most effective" superior control" or "unrivaled", shall not be used.

3.7 Presentation of Information

3.7.1 The label shall be firmly affixed to the container to last the life of the product and shall be located in a position such that it cannot be removed or defaced when the container is opened.

3.7.2 The minimum print size of label information shall be "8 point" (2mm) and that of the bold print shall be "11 point" (3 mm) as illustrated in Appendix E.

3.7.3 The pictorial warning marks and phrases set out in Appendix B shall appear conspicuously on the label. They shall cover a prominent area of the principal display panel and shall not be less than 10' mm x 10 mm,

3.7.4 Crops and animals shall be indicated by the names which. are commonly used in Jamaica,but not to the exclusion of other names.

3.7.5 In describing proportions for mixing or diluting a pesticide with other substances beforeapplication, reference shall be made to any measuring devices accompanying the retailpackage or sold with it.

3.7.6 Measures and quantities shall be referred to in terms of millilitres, litres, grams,kilograms, or any other SI units.

3.7.6.1 SI units shall be stated for example:

(a) 10 ml

(b) 200 g

(c) 5 L

3.7.6.2 Rate of application shall be indicated as follows:

(a) for dilution for spraying: in g/I0 litres or m1/10 litres, litres/hectare and in otherpermitted SI units;

(b) for dusting: in kg/hectare, and in other permitted SI units;

(c) for fumigation. in g/cubic metre, or ml/cubic metre, and other permitted SI units;

Signal words (as indicated in Table 1) shall be placed above the corresponding warningmark.

Colour coding shall be based on the hazards class of the formulation.

The corresponding hazard- warning colour band shall be placed at the bottom of the label,and shaII not be less than 15% of the label; area.

Pictograms shall be featured on labels in the best way to suit the design of the label.

Pictograms shall be printed in black and white and shall never be smaller than 7 mm x7mm .

The pictograms shall appear within the colour band on the label. (See Appendix D).

The main warning marks, however, shall be located at the centre of hazard warningcolour band. (See Appendix D).

CONFLICT WITH OTHER STANDARDS AND LAWS OF; JAMAICA

Wherever there appears to be conflict between the requirements of this standard and anylegal requirements according to laws and regulations of Jamaica the legal requirementsshall rake precedence.

Wherever there appears to be conflict between requirements of this standard and therequirements of any other Jamaican Standard, the requirements of this standard shall takeprecedence.

Note 1: Where two or more warning marks are to be used, they shall beprinted alongside each other horizontaIly, the most serious of thedifferent types of hazards being indicated by, the mark first from theleft hand side.

The warning phrase on every label or.accompanying instructions shall be printed closelybelow the warning mark and shall be conspicuously prominent by its size and colour.The height of each letter shall not be less than 3 mm or the height of the largest letter(See note) on the label, whichever is greater.

A-2.4 May cause/serious poisoning/poisoning through the mouth.

A-2.5 May cause/serious irritations/irritation of the skin /eye/ nose/ throat.

A-2.6 Repeated exposure may cause poisoning by skin contact.

A-2.7 Repeated exposure may cause poisoning by breathing gas/ vapour/smoke/ spraymist/dust.

A-2.8 Ingestion may cause poisoning.

A-2.9 Repeated exposure may cause allergic disorders.

A-2.10 May cause burns.

A-2.11 May cause/eye/skin/respiratory/disorders.

A-2.12 May release poisonous gas on contact with acid/water.

A-2.13 Repeated minor exposure may have a cumulative poisoning threat.

A-3.0 STANDARDIZED PHRASES FOR SAFETY OF OPERATORS AND USERS

The labels of pesticides should contain only essential information concisely expressed. To this

end the following standardization phrases have been prepared, their number and length beingkept to a minimum consistent with clarity and purpose.

A-1.2 The aim in using standardized phrases is to ensure uniformity of warning when they appear on

labels of different formulated products presenting similar risks.

A-1,3 Standardized phrases or parts of standardized phrases, should be used exceptionally for special

products or uses where suitable standardized phrases do not exist. Their use should be kept to aminimum, thus maintaining-the effectiveness of standardized phrases.

A-2.0 STANDARDIZED PHRASES OF NATURE OF RISK TO OPERATORS AND USERS

A-2.I Poisonous/harmful/irritant product.

A-2.2 May cause serious poisoning/poisoning by skin contact.

A-2.3 May cause/ serious poisoning/poisoning by breathing gas/ vapour/ smoke/ spray mist/dust.

A-3.13 Spraying/dusting/application equipment, contaminating objects/ground/floor/surfaces, must be thoroughly washed with water/must be cleansed using the prescribed means.

A-3.14 Ventilate thoroughly for (state period) before entering fumigated/treated premises.

A-3.15 Ventilate well during use/indoors in glasshouses/etc.

A-4.0 STANDARD PHRASES FOR PROTECTION OF CONSUMERS

A-4.1 Not to be used on any edible crop.

A-4.2 May only be used on (named crops or foodstuffs).

A-4.3 Not to be applied to (named crops or foodstuffs) at a rate in excess of (dosage rate in terms of active ingredients) per application, A-4.4 Not more than (number) applications to be made per (crop or foodstuffs) per season.

A-3.1 When using, do not eat, drink or smoke.

A-3.2 When opening the container transferring, diluting or mixing the contents spraying dusting fumigating applying, wear (approved) protective natural rubber plastic

A-6.7 Keep tightly closed/in a cool place/locked up/out of reach of children/away from foodstuffs/away from feedingstuffs/away from heat from flame.

A-6.8 Neutralize waste material with.../wash out container thoroughly/and dispose of safely by.../bury.

A-6.9 Empty container completely and burn.

A-6.10 Dispose of rinsings from/container/ equipment away from ponds, waterways, ditches and wells.

A-6.11 Do not enter/greenhouses/glass houses/mushroom house/warehouse/ship's hold with in (interval) or treatment unless wearing/ full protective clothing/respirator.

A-6.12 (Pesticide name) is one of the more persistent pesticides and its repeated application may lead to the contamination of the environment with possible detrimental effects.

A-6.13 Do nor re-use container for storage of food or drink.

A-7 First-Aid Instructions and Advice to Doctors.

These statements are mandatory for WHO class Ia and Ib products; optional for Class I and IIIproducts.
