General Opportunities
10
Program areas use extensive contracting mechanisms, such as IDIQs, task order contracts, small business set-asides, cooperative agreements, etc.
Periodically advertise individual opportunities such as Broad Agency Announcements, RFIs, NOFAs, etc.
Most opportunities are advertised www.Fedbizopps.gov or www.Grants.gov FHWA Procurement Forecast:

Research and Development Exploratory Advanced Research Transportation Pooled Fund Program Small Business Innovation Research Program (SBIR)
Technology Deployment and Implementation
Strategic Highway Research Program (SHRP 2) Accelerated Innovation Deployment
EDC Demonstrations STIC
Exploratory Advanced Research Seeks ideas from broad audience
Topic areas are extensive; program is very flexible
The Program assesses the potential of
(a) the advances in science or engineering to provide a significant (not incremental) benefit in for a current or emerging, critical national need,
(b) support for the topic without Program investment,
(c) teams with the right expertise forming to respond to the topic.
Selection made by FHWA researchers
12
Exploratory Advanced Research
13
Investigates around 25 topics annually Topics continuously identified by FHWA with external input Federal participation is 80% Opportunities advertised through a Broad Agency
Announcement (BAA) once or twice a year Typical projects are between $0.5 and $2.0 Million Project duration varies Collaborative program by nature: EAR works closely with
other FHWA programs and outside programs Contact David Kuehn ([email protected]) for more
information.
Transportation Pooled Fund (TPF) Program
Study addresses a new area of research, development, technology transfer, or effort compliments or advances previous efforts Initiated by State DOT or FHWA May include other partners Funds processes through FHWA RD&T Office Lead agency responsible for contracting and expenditures
TPF: Potential Funding Sources
TPF Program is a conduit: Partners bring their funding to the table SP&R Funds State funding Federal R&T Funding Other Federal Funding (Program funds, other Federal Agencies) Non-Federal Funding (i.e., Local Governments, Private Industry,
Academia)
TPF: Establishing a TPF Study
Develop a proposal
Review to ensure effort not already being addressed regionally or nationally
Submit a solicitation to TPF Website
Solicit interest with potential partners
Track funding commitments on TPF website: www.pooledfund.org

Small Business Innovation Research
Awards contracts to small businesses to conduct research and develop innovative solutions to transportation challenges Goal: Increase private-sector commercialization of innovations
initially supported with Federal research funds
Funding: 2.8% set-aside from FHWA’s Research budget
Two solicitations per year

SHRP2 Implementation Assistance Program (IAP)
In partnership with AASHTO
The Implementation Assistance Program is available to help State DOTs, MPOs, and other interested organizations deploy SHRP2 Solutions.
A range of opportunities is available to raise awareness of SHRP2 Solutions and to encourage early adoption of these products.
Application periods are offered approximately twice per year.
Each product selected for implementation assistance has the potential to deliver more efficient, cost-effective programs to meet the complex challenges facing transportation today.
