1. Peer-reviewed journals published by Japanese noncommercial societies, whose offices are located in Japan (joint publication with foreign publishers may be acceptable).

2. Journals should be published regularly.

3. Journals should accept papers contributed not only by society members but by nonmembers as well.

4. The society should bear the cost of data (full-text PDF or XML, bibliographic XML data, etc.) production and monitor the quality of uploaded data.

• Aims To organize and manage centrally the location information of the scholarly content possessed in digital format by institutions throughout Japan, and to achieve interlinking between these and with the main scholarly content outside Japan, thereby strengthening communication of Japan’s scholarly information.

Basic functions include means for assigning ID to content and registering, and means for reaching the content reliably.

– What to do when multiple objects exist for the same content

– Approach the project by gaining some idea of the scope, i.e., how many journals and how many repositories

3. What is the Japan Link Center (JaLC)?

• The JaLC is the only Japanese organization (and the 9th in the world) authorized by the IDF as a Registration Agency (RA) for DOI

• DOIs are assigned to various digital content including scholarly papers, books, information associated with papers, patents, and research data, and are managed along with the content location (URL).

• Administered jointly by academic institutions in Japan.

Advantages of participation in JaLC (for each kind of potential user)

(a) Authors of academic papers • Easier for others to access the paper • Find out who cites the paper

(b) Readers of academic papers • Are assured of finding their way to the paper itself • Can find the texts of cited references

(c) Publishers • Easier to draw customers to their own website • Can readily identify cited references

(d) Secondary database providers • Can reliably link to primary data location by means of DOI

(e) Organizations distributing research funds • Can readily keep track of the publication status of papers by

funded researchers and citations of the papers, which is useful information for assessment of the research

• Content that can be registered – Currently categories are provided only for bibliographic information for journal

papers, so journals, proceedings, survey reports, and dissertations are covered.

– There is a need to assign DOI to books, research data, websites, patents and many other kinds of content.

Improvement issues (growing demand):

• Support for identical bibliographies – What about support for when the same content is located in multiple places? – When bibliographies are the same but the contents are different

E.g.: Support for author versions, translations, etc.

• Support for interfaces – Supported formats and interfaces, etc., are limited while the metadata

coming from each organization are many and varied.
