Prof B Qanungo was the son of late Prof KalikaRanjan Qanungo, doyen among historians ofMedieval India who has written 'Sher Shah andHis Times.' He was worthy son of a worthyfather. He had a brilliant academic career. Hedid his MA in History & Western History fromLucknow University. He joined this Universityasa faculty member in 1954. He did his PhD onLord Canning from Indiana History, USA. Inaddition to other academic assignments, he hadwritten three chapters invol IVof the CentenaryHistory of the IndianNational Congress edited byProf M N Das. After the retirement of Prof HiraLalSinghin 1975,he joined as Head, Departmentof History and Dean, Faculty of SocialSciences.He heldthese positions for two terms. He retiredfrom the University service in January 1986. Hewas a teacher intrue sense of the term. He was avery efficientAdministrator also.The members of the Faculty of SocialSciences,request to the Almighty that He should givepeace to the departed soul and alsogive patienceand strength to the bereaved family for thisirreparable loss.

Balanced approacha must for fiscal reforms
in IndiaAdvisor of Stock Holding Corporation of IndiaSri S Ramnathan said here on 24 February that abalanced approach was required towardsfinancial sector reforms in India.
He was delivering the inaugural address at anational seminar on 'Financial sector reforms in
India' atthe Commerce Faculty.
He said, "India has still not reached a stage wherethe laisez fair policy can succeed. Iam not againstreforms but I reiterate there should be properchecks and balances in the financial reform
policies," he said and added that the last 15yearshad seen major improvement in the working ofvarious financial market constituents. "Openingup of banking, insurance and mutual fundssectors to private sector institutions,deregulation of interest rates, introduction ofcapital adequacy norms for brokers, assetclarification etc. are just a few reformsintroduced in the last 15years," he said, adding,"But what is relevant is that reforms in thefinancial sector were never introduced in onestroke."
"The government and regulators introduced the
reforms step by step enabling the public tounderstand them and the government/regulatorsto draw lessons from the experience beforeinjecting the second dose," he said .PurvanchalUniversity Vice-Chancellor Prof KP Singhpresided over the function.

Pharmacology: Past and PresentAlthough drugs have been a subject of ancientinterest since ancient times, pharmacology is arelatively new discipline in the life sciences. Theterm pharmacology comes from the Greekwords pharmakon, meaning a drug or medicineand logos, meaning the truth about or a rationaldiscussion. Distinctions between the useful
actions of drugs and their toxic effects wererecognized thousands of years ago. As peopletried plant, animal, and mineral materials forpossible use as foods, they noted both the toxicand the therapeutic actions of some of thesematerials.
Past civilizations contributed to our presentknowledge of drugs and drug preparations.Ancient Chinese writings and Egyptian medicalpapyri represent the earliest compilations ofpharmacological knowledge. They includedrough classifications of diseases to be treated,and recommended prescriptions for suchdiseases. While other civilizations made theirown discoveries of the medicinal value of some
plants, progress in drug discovery andtherapeutics was minimal until after the darkages.The introduction of many drugs from theNew World in the 17th century stimulatedexperimentation on crude preparations. Theseexperiments were conducted chiefly to get someideas about the possible toxic dosage for suchdrugs as tobacco, nux vomica, ipecac, cinchonabark, and coca leaves.By the 18thcentury, manysuch descriptive studies were being conducted,How drugs produced their effects was, however,
still amystery.
The birth of experimental pharmacology isgenerally associatedwith the work of the Frenchphysiologist, FrancoisMagendie, in the early 19thcentury. Magendie's research on strychnine-containing plants clearly established the site ofaction of these substances as being the spinalcord, and provided evidence for the view thatdrugs and poisons must be absorbed into thebloodstream and carried to the site of action
before producing their effects. The work ofMagendie and his pupil, Claude Bernard, oncurareinduced muscle relaxation and carbon
monoxide poisoning helped to establish some ofthe techniques and principles of the science ofpharmacology. It was in the German-speakinguniversities during the second half of the 19thcentury that pharmacology really began toemerge asa well-defined discipline. This processbeganwith the appointment of Rudolf Buchheim
PharDlacologyto teach material medica at the University ofDorpat in Estonia. Long taught in medicalschools, material medica was concerned largelywith questions about the origins, constituents,
preparation and traditional therapeutic uses ofdrugs. Buchheim, however, called for anindependent experimental science ofpharmacology, involving the study of thephysiological action of drugs. He established thefirst institute of pharmacology at the Universityof Dorpatin 1847.
Among the students who received researchtraining in Buchheim's laboratory was OswaldSchmiedeberg. In 1872, Schmiedeberg becameprofessor pharmacology at Strasbourg, and overa number of years some 120 students from all
over the world worked in his pharmacologicalinstitute. His students later occupied 40academic chairs in pharmacology departmentsthroughout the world. One of the most eminentof his many distinguished pupils was John JacobAbel, who brought the new science ofexperimental pharmacology from Germany tothe USA.
In the beginning of the 20th century, Paul Ehrlichconceived the idea of specifically seeking specialchemical agents with which to treat infectionsselectively, and is thus considered the "Father ofChemotherapy." H iswork on the concept of the"magic bullet" treatment of infections paved the

way for the triumphs ofmodern-day chemotherapy.The progress andcontribution of 20th centurypharmacology have been
immense, with over twenty ....
pharmacologists having'received Nobel prizes. Their contributionsinclude discoveries of many important drugs,neurotransmitters and second messengers, aswell as an understanding of a number ofphysiological and biochemical processes. Thefield of pharmacology in general and thedevelopment of highly effective new drugs inparticular have burgeoned during the last halfofthe 20th century. This unprecedented progresshas paralleled similar progress in relateddisciplines upon which pharmacologybuilds:molecular biology, biochemistry, physiology,pathology, anatomy, and the development ofnew analytical and experimental techniques andinstruments.
Opportunities and ChallengesIn general terms, pharmacology is the scienceofdrug action on biological systems. In its entirety, itembraces knowledge of the sources, chemicalproperties, biological effects and therapeuticusesof drugs. It is a science that is basic not onlyto medicine, but also to pharmacy, nursing,dentistry and veterinary medicine.Pharmacological studies range from those thatdetermine the effects of chemical agents uponsubcellular mechanisms, to those that deal with
the potential hazards of pesticides andherbicides, to those that focus on the treatment
and prevention of major diseases by drugtherapy. Pharmacologists are also involved inmolecular modeling of drugs, and the use ofdrugs as tools to dissectaspectsof cell function.
Integrating a depth of knowledge in many related
scientific disciplines, pharmacologists offer aunique perspective to solving drug-, hormone-,

and chemical-related problems which impingeon human health. As they unlock the mysteries ofdrug actions, discover new therapies, anddevelop new medicinal products, they inevitablytouch upon all our lives.
While remarkable progress has been made indeveloping new drugs and in understanding howthey act, the challenges that remain are endless.New discoveries regarding fundamental lifeprocesses always raise new and intriguingquestions that stimulate further research andevoke the need forfresh insight.
Scope and SubdivisionsPharmacology is the study of the effects of
chemical agents of therapeutic value or with thepotential toxicity on biological systems. Itincludes two closely associated areas:pharmacodynamics and pharmacokinetics.Pharmacodynamics is the study of the molecular,biochemical, and physiological effects of drugson cellular systems and their mechanisms ofaction. Pharmacokinetics deals with the
absorption, distribution, and excretion of drugs.Pharmacodynamic and pharmacokinetic aspectsof action of chemical agents also apply to relatedareas of study, including toxicology andtherapeutics.
The pharmacological sciences can be furthersubdivided into these areas of research andeducation:
Neuropharmacology is the study of drugs oncomponents of the nervous system, includingthe brain, spinal cord, and the nerves that
communicate with all parts of the body.Neuropharmacologists study drug actions froma number of differing viewpoints. They mayprobe new ways to use drugs in the treatment ofspecific disease states of the nervous system.Alternatively, they may study drugs already in useto determine more precisely theneurophysiological or neurobiochemicalfunctions of the nervous system that aremodified by drug action. Neuropharmacologistsalso use drugs as tools to elucidate basicmechanisms of neural function and to provideclues to the underlying neurobiological nature ofdisease processes.
Behavioural pharmacology studies the effects of
drugs on behaviour. Research includes topicssuch as the effects of psychoactive drugs on the
phenomena of learning, memory, wakefulness,sleep, and drug addiction, and the behavioural
consequences of experimental intervention inenzyme activity and brain neurotransmitterlevels and metabolism.
Cardiovascular pharmacology concerns theeffects of drugs on the heart, the vascularsystem, and those parts of the nervous andendocrine systems that participate in regulatingcardiovascular function. Researchers observe
the effects of drugs on arterial pressure, bloodflow in specific vascular beds, release of
physiological mediators, and on neural activityarising from central nervous system structures.
Biochemical and Cellular pharmacology uses themethods of biochemistry, cell biology, and cellphysiology to determine how drugs interactwith, and influence, the chemical "machinery" of
the organism. The biochemical pharmacologist
uses drugs as probes to discover newInformation about biosynthetic pathways and
their kinetics, and investigates how drugs cancorrect the biochemical abnormalities that are
responsible for human illness.
Chemotherapy is the area of pharmacologythat deals with drugs used for the treatment ofmicrobial infections and malignancies (cancer).Pharmacologists work to develop chemo-therapeutic drugs that will selectively inhibit the
growth of, or kill, the infectious agent or cancercell without seriously impairing the normalfunctions of the host.
Clinical pharmacology is the study of
pharmacodynamics and pharmacokinetics inhuman beings. Clinical pharmacologists study
how drugs work, how they interact with otherdrugs, how their effects can alter the diseaseprocess, and how disease can alter their effects.
Drug Discovery, Drug Development, and
Regulatory Affairs encompasses, but is notlimited to; target discovery and validation,medicinal chemistry, combinatorial chemistry,molecular modeling and drug design, structure-
pharmacological function relationships,functional genomics and proteomics, highthroughput screening, identification anddevelopment of natural products, nutra-ceuticals, pharmacokinetics and pharma-codynamics, clinical testing and drug
regulation/registration, clinical contracting andpharmacoepidemiology and pharma-coeconomics.
Molecular pharmacology deals with thebiochemical and biophysical characteristics ofinteractions between drug molecules and thoseof the cell. It is molecular biology applied to
pharmacologic and toxicologic questions. Themethods of molecular pharmacology include
precise mathematical, physical, chemical andmolecular biological techniques to understand
how cells respond to hormones orpharmacologic agents, and how chemicalstructure correlates with biological activity.
Endocrine pharmacology is the study of
actions of drugs that are either hormones orhormone derivatives, or drugs that may modifythe actions of normally secreted hormones.Endocrine pharmacologists are involved in
solving mysteries concerning the nature andcontrol of diseases of metabolic origin.
Systems and integrated pharmacology is the
study of complex systems and whole animalmodel approaches to best predict the efficacyand usefulness of new treatment modalities in
human experiments. Results obtained at themolecular, cellular, or organ system levels arestudied for their relevance to human disease
through translation into research inwhole animalsystems.
Drug Metabolism and Disposition is the studyof the pharmacokinetics of drugs as well as theenzymatic metabolism of drugs.
Toxicology is the study of the adverse or toxiceffects of drugs and other chemical agents. It isconcerned not only with drugs used in thetreatment of disease, but also with chemicals that
may present household, environmental, orindustrial hazards. Therapeutics focuses on thecorrelation of the actions and effects of drugs and
other chemical agents with the physiological,biochemical, microbiological, immunological, orbehavioural factors influencing disease. It alsoconsiders how disease may modify the
pharmacokinetic properties of a drug by alteringits absorption into the systemic circulation
and/or its disposition. Each of these areas isclosely interwoven with the subject matter andexperimental techniques of physiology,biochemistry, cellular and molecular biology,microbiology, immunology, genetics, andpathology.
Veterinary pharmacology concerns the use ofdrugs for diseases and health problems unique toanimals.
Pharmacology Education involves under-
graduate, graduate degree programs, andprofessional education in medical, pharmacy, andveterinary schools.
Often confused with pharmacology, pharmacy
is a separate discipline in the health sciences. It isthe profession responsible for the preparation,dispensing, and appropriate use of medication,and provides services to achieve optimaltherapeutic outcomes.

IT-BHU SIGNS PACT FOR R & D COLLABORATION WITHMOSERBAER INDIA LIMITED
Moser Baer India has joined hands withthe Institute of Technology, Banaras HinduUniversity (BHU) to work jointly in thefrontier areas of fundamental and appliedR&D for optical storage media andPhotovoltaic industry. Towards this end, thetwo organizations signed a memorandum ofunderstanding for a period of five years tojointly work in the area of organic ,...dyetechnology and the inorganic thin-film are~.
Prof SN Upadhyay, UP Ratna andAnnapurna Awardee, and Prof DhananjaiPandey, ex Director Atomic Energy Facilities,BARC signed the MoU on behalf of theinstitute, Mr. Deepak Puri, Chairman andManaging, Moser Baer, signed the MoU onbehalf of the company.
Moser Baer Chairman and ManagingDirector Mr Deepak Puri welcomed theagreement and underscored the critical roleplayed by fundamental research in making anyorganization in the technology space self-sustaining and a long-term force. "Moser Baerhas always focused on both fundamental andapplied research and development, and this isone of the corner stones that have enabled
the. company to develop new andinpovativeproducts-both in organic dye technology andthe inorganic thin-film based optical datastorage space," he added. "While we invest2% of our revenues on R&D, itisagreementslike this one with organizations like IT BHUthat really hold the potential to explore thenext frontiers of technology."
Moser Baer has taken a lead to workjointly with the academia and this is thesecond tie up for the company. In early 2005,the company had signed a MoU with theprestigious liT Delhi to work jointly in thearea.. of thin film sputtering technology.According to Mr. Puri, "It gives me immensepleasure to see the academia-industryrelationship like this blooming and I firmlybelieve that it is a win-win situation for the
academia, industry and India as a whole."
"This agreement marks a step-a leadingcorporate and a top institute have cometogether to work jointly to developtechnologies that the country would oftenseek support for from outside the country."Prof Pandey said.
Moser Baer's Mr Giriraj Nyati said therewas enormous scope for the development ofnew technologies to enhance the currentdata storage capacity of optical formats-from50 Gb to 200 Gb-using both organic andinorganic materials as the recording media.Apart from new technologies, the MoU willalso look at developing low cost indigenoussubstitutes for various componeRts iR themanufacture of optical and photovoltaicmaterial.
He emphasized that the collaborationwith IT BHU was an attempt to the leverageof the synergistic capabilities on both sides.Moser Baer, with a large R&D team of over100 people, has developed in-houseexpertise in various areas of the optical mediaand willwork with IT BHU and itsvast pool ofknowledge inthe materials sciences area.
IT BHU was represented by ProfessorPanjab Singh (Vice-Chancellor, BHU),Professor S Lele (Rector, BHU), ProfessorDhananjai Pandey (SMST, IT BHU), andProfessor SN Upadhyay (Director, IT BHU)apart from scientists from the Ministry ofInformation Technology.

Prof Indra Nath Chaudhuri, AcademicDirector of the Indira Gandhi NationalCentre for Arts, New Delhi and eminentscholar while talking about Hind Swaraj, abook written by Mahatma Gandhi said thatthe debate of modernisation in India is still
going on in Europe, the discussion is on post-modernism and local realities. Gandhi was ofthe view that while accepting the traditionand modernisation, a new culture createdwhich would be modern in reality, he addedwhile expressing his view in Annie BesantMemorial Lecture organised by BanarasHindu University on 22nd March.
The key model of continuity is found in HindSwaraj. Modernisation project in India hasfailed because it was based on eccentric viewsof man, he said and added that in India, here isa fine balance between 'Nutan' and 'Puratan.
The basic ethos of India is its plurality andthere is no problem in comparing traditionwith modernity, he said.
He said that especially globalisation with itsconcurrent culture denounce plurality andcreates monolistic structure. The first PrimeMinister Pt Jawaharlal Nehru talked aboutmodernity and developed a modern scientificmodel of development for India but it wasbased on western model and completelysidelined tradition. True modernisation is
freedom ohnind and not slavery, he added.
Gandhi had never said to reject tradition
and modernisation but he favoured of
accepting both and creating a new thing, saidProf chaudhuri, He said that Gandhi was notagainst receiving of western modernity buthe emphasised on creating a new culture byinterpreting two cultures and it would bereal modernity. Gandhiji had alwaysfavour~d of creating its own culture and saidthat there was no need to look towardswestern modernity and that was the reasonwhy he had always talked about 'swaraj' to

Gandhiji never advocated conflict betweenwestern and non-western and favouredacceptance of both, he said. The lecture waspresided over by Vice-Chancellor ProfPanjab Singh.
