North Carolina (See prev- ious Minutes) - On January lOth. 1960, Dr. Gambill 's license to practice medicine was revoked, judgment and revocation suspended upon certain conditions. The secretary reported that he had received information that Dr. Gambill had violated the terms of his suspension. VERDICT: Dr. L. R. Doffermyre moved that if everything is not in order in the monthly report due May 15th, 1960, that the , judgment go into effect and that Dr. Johm M. Gambill be notified th at his lic- ense be revoked. This motion was duly seconded by Dr. T. G. Thurston and passed unanimously. Dr. L. R. Doffermyre moved that if information received on May 15th, 1960, is favorable to Dr. John M. Gambill, that the secretary be instructed to ask Mr. R. W. Pope to conduct a special, private investigation for the Board prior to the June 19-23rd, 1960 meeting. with reference to Dr. Gambill's conduct. This motion was duly second- ed by Dr. T. G. Thurston and passed unanimously. RE: Forei n Medical Graduates RESOLVED: That in order for a graduate of a foreign medical school to receive a full license from the North Carolina Board of Medical Examiners he must fulfill the following requirepents. namely 1. He must pass the examinations of the Educational Council for Foreign Medical Graduates' 2. RE: Dr. John M. Gambill, Snow Hill. North Carolina (See prev-ious Minutes) - On January lOth. 1960, Dr. Gambill 's license topractice medicine was revoked, judgment and revocation suspended uponcertain conditions.

The secretary reported that he had received information that Dr.Gambill had violated the terms of his suspension.

VERDICT: Dr. L. R. Doffermyre moved that if everything is notin order in the monthly report due May 15th, 1960, that the ,judgmentgo into effect and that Dr. Johm M. Gambill be notified th at his lic-ense be revoked. This motion was duly seconded by Dr. T. G. Thurstonand passed unanimously.

Dr. L. R. Doffermyre moved that if information received on May15th, 1960, is favorable to Dr. John M. Gambill, that the secretarybe instructed to ask Mr. R. W. Pope to conduct a special, privateinvestigation for the Board prior to the June 19-23rd, 1960 meeting.with reference to Dr. Gambill's conduct. This motion was duly second-ed by Dr. T. G. Thurston and passed unanimously.

RE: Forei n Medical Graduates

RESOLVED: That in order for a graduate of a foreign medicalschool to receive a full license from the North Carolina Board ofMedical Examiners he must fulfill the following requirepents. namely

1. He must pass the examinations of the Educational Council forForeign Medical Graduates'

2. If successful in the above examinations, he must appear inperson for interview with the North Carolina Bca rd of Medical Examiners,to request permission to take the examinations of the North CarolinaBoard of Medical Examiners, and

3. If permission is granted to take the examinations of the NorthCarolina Board of Medical Examiners. he must pass these said examina-tions,

RE: Dr E ~ C. Fowler — The secretary reported that Dr. Fowlerwas on the staff in the State Hospital in Goldsboro on a speciallimited license; that he is approved American graduate, but not eligi-ble for license by endorsement as the grade on anatomy by the MissouriBoard was below our requirement.

VERDICT: Dr. E. A. Rasberry. Jr. moved that Dr. E. C, Fowler beallowed to take the examination on anatomy.

RE: Dr. Geor e W. Melchior " (See previous Minutes) — The secre-tary presented letter f rom the Board of Cen sors of the Wi lson CountyMedical Society as to Dr. Melchior 's eligibility for membership inthat society.

VERDICT: The Board ruled that according to the constitution asoutlined in the secretary's letter, that Dr. George W. Melchior wouldnot be eligible for membership in the Wilson County Medical Society.Motion was made by Dr. L. R. Doffermyre. seconded by Dr. E. A. Rasberry.Jr. and passed unanimously.

RE: Dr. J. W. Strau han Warsaw, North Carolina — (See previousMinutes) - Dr. L. R. Bof fermyre reported that from all informationDr. Straughan is doing all right; that he did not see him personally;that he understood he was attending medical meetings; that there wasno evidence of his having been under the influence of any drugs.

VERDICT: Dr. J. J. Combs moved that this report in regard to Dr.J. W. Straughan be received as information. seconded and passed unan-imously.

RE: Dr. J. R. Medlin Jr. , Rural Hall. North Carolina — To summar-ize, Dr. Medlin was admitted to the United States Public Health Ser-vice Hospital for treatment of drug addiction on October 27th, 1959.The Board at its January, 1960 meeting directed that Dr. Medlin berequested to report at the next meeting following his discharge f m m

the hospital and have his brother, Dr. C. T. Medlin, appear with him.

VERDICT: Dr. T. G. Thurston moved that Dr. J. R. Medlin, Jr.be subpoenaed to appear before the Board of Medical Examiners at itsJune, 1960 meeting to answer to charges looking towards revocationof his license to practice medicine in the State of N orth Carolina.This motion was duly seconded by Dr. L. R. Doffermyre and passed unan-imously.

RE: Dr. Geor e A. Mears, Asheville, North Carolina —(See previousMinutes) - Dr. J. B. Anderson reported that Dr. Mears' behavior hasbeen satisfactory; that he has received no adverse reports from hiscolleagues or friends; that he is not doing any surgery and is noton the staff of any hospital.

VERDICT: Dr. J. B. Anderson's report on Dr. Gene A. Mears wasreceived as information.

The meeting was adjourned.

RE: Forei n Medical Graduates — (See p. 161 these Minutes) — StateMental Institutions and Sanatorium System

Following reports by letter, Dr. E. A. Hargrove, Superintendent ofthe State Hospitals Board of Control, and Dr. Stuart Willis, Directorof the State Sanatorium System, with Drs. H. F. Easom and C. D. Thomas,Medical Directors, appeared to discuss their problems with the Board.They stated that it is very difficult still to recruit physicians; thatthey are not now entertaining any applications from foreign medicalgraduates who have not received the full certificate of the EducationalCouncil for Foreign Medical Graduates. Two of the physicians with theState Mental Institutions have received the certificate of the ECFMG

and have qualified for written examination. There are now a total ofseven foreign medical graduates in these institutions who have notqualified for written examination, two of w5 bm'. are in the State Sana-torium System for training purposes and will return to their respectivecountries. The following are resolutions of th e Board:

RESOLVED: Tha. t the spec ial limited license of the f ore ign medicalgraduates of the State Mental Institutions. presently employed asstaff physicians be extended for a period of one year to July 1st. 1961,with the understanding that the staff members who have not passed theexamination of the Educational Council f or Foreign Medical Graduateswill prepare to do so and apply to this Board for permission to takethe written examination of the Board of Medical Examiners. with theexception of Drs. R. J. Christiaens and Sarah Evans.

That this resolution in no way implies that the superintendents ofthe various institutions are to consider applicants for staff membersof foreign graduates, who have not received the permanent certif icateof the ECFMG. This motion was made by Dr. L. R. Dof fermyre, seconded

FOREIGN MEDICAL GRADUATES - continued

by Dr. C. V. Tyner and passed unanimously.

Dr. E. A. Hargrove was given the action of th e Board.

RESOLVED: That the special limited license of the foreign medi-cal gradua tes of the State Sanatorium System, presently employed, be

extended for a period of one year to July 1st, 1961. with the under-standing that the staf f members who have not passed the examimtion ofthe Educational C ounc i 1 f or Fore ig n Medical Graduates wi ll pr e pareto do so and apply to this Board for permission to take the writtenexamination of the Board of Medical Examiners.

Tha t this resolution in no way implies that the directors of thevarious institutions are to consider applicants for staff members offoreign graduates who have not received the permanent certificate ofthe ECFMG. This motion was made by Dr. L. R. Doffermyre, seconded by

Dr. C. V. Tyner. and passed unanimously.

Drs. Stuart Willis, H. F. Easom and C. D. Easom were given the actionof the Board.

In reporting this action, only foreign graduates with immigrationvisa would be eligible to take a position as staff physician, who

would be eligible to take the written examination of the Board. Thata physician coming for training purposes on an exchange visa mightapply for special limited license.

Dr. Combs moved that foreign medical graduates in this country fortraining purposes on an exchange visa be allowed to work in the stateinstitutions with a special limited license on an annual basis. Thismotion was seconded by Dr. L. R. Doffermyre and passed unanimously.

Dr. J. J. Combs moved that physicians coming to our state institu-tions as staff physicians, who present the required credentials forlicensure in North Carolina, will be permitted to work urd er a speciallimited license until the next written examination given by the Board.This motion was seconded by Dr. E. A. Rasberry, Jr. and passed unan-imously.

Forei n raduates - Residents

Dr. T. W. B~ker moved that the Temporary Certificate of the Fduca-tional Council for Foreign Medical Grad&vates be recognized for in-terneship and residency training. This motion was duly sec onded byDr. L. R. Doffermyre and passed unanimously.

Dr. T. W. Baker moved that the special limited license for resi-dents in regard to the Educational Council for Foreign Medical Grad-uates comply with the agreement for those who are planning to takethe examination in September, 1960, or whose term of residency termi-nates by January 1st. 1961. This resolution refers to residents pre-sently tn training in North Carolina. This motion was duly secondedby Dr. C. V. Tyner and passed unanimously.

It is the policy of the Board of Medical Examiners not to grantlicense until you are ready to come to North Carolina. We wouldhave to hold this in abeyance ~ provided you move in the year.

Dr. Combs: When you are ready to come in, i f the Board looks withfavor. you will be notified you will get license, if you comewithin a year. Otherwise, the Board may require you to makeanother appearance.

RE: Dr. Charles Otis Chr sler appeared beforethe Board January8th, 1960, applying for license by endorsement of credentials. Hewas approved contingent upon moving into the state. Dr. Chrysler pre-sented evidence to Board member Dr. T. W. Baker that he would move toCharlotte in June, 1960, where he has purchased a home and leased anoffice.

VERDICT: Dr. T. W. Baker moved that Dr. Charles Otis Chryslerbe granted license by endorsement of credentials, as he has compliedwith the requirements of the Board. This motion was duly secondedand passed unanimously.

RE: Dr. Henri deSaussure Clarke appeared before the BoardJan uary 8th, 1960, with incomplete credentials applying for licenseby endorsement of credentials, limited to Duke University School ofMedicine, where he is an interne. His credentials are now complete.

VERDICT: Dr. Henri deSaussure Clarle was approved for licenseby endorsement of credentials, limited to Duke University School ofMedicine.

RE.. Dr. Thomas Lawrence Clarke, a native of North Carolina,appeared applying for license by endorsement of credentials.

I was awaiting ifpossible an association in practice, hoping for obstetrics-gynecology, which I have been concentrating on for quite aperiod of time. The only reason I left Philadelphia was to goin service. Coming back it was just the good fortune, an oldfriend died, I took over the office and home. I had a misfor-tune in 1950, resulting from a fire next door, my house caughtfire and was demolished and I had to start all over. Therewas a delay.

society, once you drop membership you lose it, I have not hadit since I dropped that.

RE: Dr. Franklin Baile Wilkins, Whittier, California — Licensedto practice medicine in the State of North Carolina in 1937. The sec-retary pr esented information from the California Board of Medical Ex-aminers that Dr. Wilkins' license to practice medicine in Californiawas revoked as of April 27th, 1960; that the effectiveness of theorder was stayed for a period of three years during which periodrespondent was placed on probation subject to certain conditions.

The Board accepted the above as information.

Dr. L. R. Doffermyre moved that Dr. Franklin Bailey Wilkire be sentnotice of registration and if he does not comply with the law, thatthe usual procedure be followed. This motion was duly seconded byDr. J. J. Combs and passed unanimously.

The Minutes were approved.

RE: Dr. Preston Calvin Strin field Jr , Rutherfordton, NorthCarolina was requested to appear before the Board at this time dueto the fact that he voluntarily surrendered his narcotic tax stampin December, 1959. A report was received by officers of the countymedical society that he was writing an excessive amount of narcoticprescriptions, at which tine said officers confronted Dr. Stringfieldwith this. Dr. Stringfield denied narcotic addiction. The secretarypresented report of the State Bureau of Investigation under date ofFebruary 1st, 1960.

(See file for complete interview with Dr. Stringfield. ) He gavea long history of illness, had a thyroidectomy and duodenal ulcer,for which he has been hospitalized. He al so gave a long history ofdomestic difficulties and illness of his wife and mother, at whichtime he prescribed narcotics for them. Dr. Stringfield stated thathe and his wife are now separated; that he is convalescing at thehome of his parents. He said that he planned to get a position inan institution and that his uncle is helping him.

The Board wished Dr. Stringfield success and commended him on hisplan to get institutional works

RE: Dr. Fvan Charles Fowler was granted special limited license tothe State Hospitals January 18th, 1956, due to the fact that he wasunable to receive license by endorsement from the Missouri Board ofMedical Examiners as his grade on Anatomy did not meet the requirements.Dr. Fowler has appeared at this time with regard to being allowed totake the examination on Anatomy in order to become eligible for thefull license.

VERDICT: Dr. Evan Charles Fowler was approved to take the writtenexamination on Anatomy in order to be eligible for license by en-

RE: Dr W Pere Carter colored, Gastonia ~ North CarolinaDr. Carter was convicted of criminal abortion in the Geston CountySuperior Court in July, 1957. He voluntarily surrendered his licensenumber 1965, to pr actice medicine in North Carolina on September 7th,1957, and the same was revoked by the Board in session October 10th,1957.

Dr. Carter appeared at this time, with his attorney, Donald E.Ramseur of Gastonia, to petition for reinstatement of his license topractice medicine. The original judgment against Dr. C 'rter sentencedhim to from one to two years in prison, suspended on payment of a fineand that he remain of good behavior and violate none of the criminallaws of this or any other state; that he refrain from practicing orattempting to practice medicine in this state or any other state.

On December 23rd, 1959, in the Superior Court of Gaston County ~

following petition of Dr. W. Percy Carter the following order was madeby the resident judge:

"It is, therefore, ordered that certain judgment entered atthe July, 1957 Term of the Superior Court of Gaston County,North Carolina, be modified to the extent that that portionwhich prohibits the defendant from practicing medicine bestricken therefrom. "

RE: Dr. Harold Preston Burba e, who is now employed as thedirector of the Health Department of Granville County, appeared withincomplete credentials applying for license by endorsement of cre-dentials.

The secretary presented letter under date of April 14th, 1960 fromthe Deputy Commissioner of Narcotics, Wzshington, D. C. , reporting thatDr. Burbage was investigated in 1938, where he was practicing in Char-leston, South Carolina, relative to apparent excessive purchases ofnarcotic drugs by means of his Government order forms, at which timehe denied being addicted to narcotics. That he closed his office thereabout January 1st, 1939, and his location was unknown until the earlypart of 1940, when it was learned that he was undergoirg treatmentfor narcotic addiction at the United States PublicHealth Service Hos-pital, Lexington, Kentucky. An investigation wa, s made in January, 1949,of prescriptiota for large quantities of dolophine obtained from thepharmacy of the South Carolina State Hospital by Dr. Burbage, where hewas employed as a member of the staff since 1945. The hospital reardsdid not show that al 1 of the narcotics thus prescribed were used bythe hospital patients. Dr. Burbage denied being addicted to narcotics.He surrendered his narcotic special tax stamp and agreed not to re-register for a period of two years.

RE: Dr W C. Perr Louisburg, North Carolina - The secretarypresented a report from the Narcotic Bureau that it was noted Dr.Perry was making apparently excessive purchases of narcotic drugs bymeans of his order forms; that an inquiry was addressed to him as tothe disposition of the drugs. On January 25th, 1960, following receiptof the letter ~ Dr. Perry's attorney surrendered his narcotic stamp andagreed not to reregister for a period of three years ~ He had admittedto his attorney that he had personally used most of the narcoticswhich he had purchased. On. January 24th, 1960 he entered Westbrook San-atorium for treatment of his narcotic addiction and was still under treat-ment as of February 22nd, 1960.

VERDiCT: The secretary was instructed to request Dr. W. C. Perryto appear before the Board for an interview at the June, 1960 meeting.

RE: Dr Louis D Ha man Jr. , Jacksonville, North Carolina(See previous Minutes) — On a routine follow-up the following is le tterreceived from Dr. Cornelius Lansing, Instructor in Psychiatry, Univer-sity of North Carolina School of Medicine, April 15th, 1960:

"In reply to your recent letter of inquiry concerning Dr. Hay-man, I am glad to report that he is doing very well, to thebest of my knowledge.

"During 1959 I saw him about once a month, and on October 21,1959, it was decided by mutual agreement to terminate regularformal therapy, leaving it th at he should feel free to writefor an appointment at intervals of several months, if heshould wish to discuss something with me. Subsequent appoi:, nt-ments have been made strictly at his request, one in Feb-ruary, and one for the latter part of this current month.

"Thus, although I maintain marginal contact with him, he hasnot been "under my care" since October. 1959. I feel thatthe gains he has made in alteration of attitudes and per-sonality, make his prognosis good. It is possible that underserious stress he might break down in some way, (but then anyperson will break down if sufficient stress is applied. )

"In my opinion, the strength he has gained makes such an even-tuality no more likely than it would be in a person randomlyselected from an average group of similar station in life.Sl "Cornelius Lansing. M. D.

RE: Dr. David Reiner, Veterans Administration Hospital,Swannanoa, North Carolina, appeared be fore the Boar d May 4th,1959 applying for license by endorsement of credentials. He

was approved for license contingent upon locating in the statefor the practice of medicine, within one year.

On April 11th, 1960 Dr. Reiner advised that he had noimmediate plans for locating for the practice of anesthesiologyin the state, but expected to do so when a suitable locationpresented itself. He asked for an extension of time.

VERDICT: Dr. David Reiner was granted an extension of timeof one year in which to locate in the state f or the practice ofmed ic i ne.

RE: Dr Mar prie A Crews, Jackson Heights, Long Island,New York, appeared on January 1 7th, 1959, with i ncomplete cre-dentials applying for license by endorsement of credentials.Dr. Crews has never completed her credentials nor communicatedfurther with the secretary's office. On November 11th, 1959 aletter was addressed to her inquiring as to her plans for NorthCarolina, to which no reply was received,

VERDICT: Dr. E. A. Rasberry, Jr. moved that fee for lic-ense by endorsement, less 50%%u, be forwarded to Dr. Mar jorie A.Crews. This motion was duly seconded and passed unanimously.

RE: Written Examination Schedule — The secretary present-ed letters from students at Duke University School of Medicineasking if some dispensation could be granted those who wishedto take both the North Carolina and Florida State Boa rd exam-inations, which are given at the same time; namely, that theybe allowed to begin the North Carolina examinations late.

VERDICT: The Board ruled that it could make no exceptionsto the examination schedule.

RE: Written Examination - Grades — Dr. J. J. Combs movedthat the grades be in the secretary's office not later than July13th. This motion was duly seconded and passed unanimously.

RE: Dr. Nile Ro ster Youn, Angier, North CarolinaDr. Young appeared at the January, 1960 meeting of the Board topetition for the reinstatement of his license to practice medi-cine in the State of North Carolina. At that time the Boarddirected that a special investigation be made of Dr. Young andre por t made at this time.

The secretary presented report on the special investigationof Dr. Wiley Royster Young which did not indicate that his lic-ense to practice medicine in the State of North Carolina shouldbe re i nstated at th is t i me.

VERDICT: Dr. C. V. , Tyner moved that Dr. Wi ley Royster Young' slicense to practice medicine in the State of North Carolina notbe renewed. This motion was duly seconded by Dr. Thurston andpassed by a. vote of f ive. Dr. L. R. Dof fermyr e abstained fromvoting.

Dr, T. W, Baker moved that $100.00 be paid to R. W. Popefor the special investigation. This motion was duly secondedand passed unanimously.

RE: Dr S W. Flemin , Elm City North Carolina — TheBoard ruled that this case remain status quo unless there arefurther developments to necessitate a change.

RE: D e e W Me h' — The secretary wasinstructedby the Board to request a report from Dr. M. M. Vitols. Super-intendent of the Cherry Hospital, as to a recent report receivedand to be reviewed at the June, 1960 meeting of the Board.
