Asher Franks Philosophy for PanickyTimes
The best trust a man can give Isconfidence If given to any one dontshatter it
If you have any doubts about thecorrectness of a statement or an ut-
terance¬
give the man the benefit ofthe doubt-
If a man owes you a little bill of 3
or 4 and same is eighteen monthspast due dont let it run six monthslonger but collect it now unless insix months it will be outlawed-
If a man who has never done any ¬
thing for you before the panic comes-to you for a loan dont bring up thepast but just tell him that you arenot in the loan business
If a man owes you 5 and dont want-to pay you because he dont think youneed it dont ask him for It but loanhim 5 more and he will pay you sometime
Live every day so you can look ev ¬
ery man in the face and tell himwell you know what to tell him

STANDARD WAS SHORT SIGHTED
In Not Paying Its ThirtyMillion Dol ¬
lar Fine Rather Than Let thePeople Get Onto Its Pet
Tribunal
Tampa TimesOne of the most remarkable inci ¬
dents of the day though it losesmuch of its prominence as a specta-cle
¬
by the overshadowing occupation-of the public mind by the utterances-of candidates for the presidency isthe revolution effected in public opin ¬
ion by the brief of Attorney GeneralBonaparte in asking for a rehearing-in the now celebrated case before thecircuit court of appeals in which thattribunal released the Standard Oilcompany from a fine of 29000000-The most complete and the strongestreview of the brief which has comeunder our notice is that of the NewYork Press an ardent republican pa ¬
per but one which has been generally-on the side of the people against theeneroachmev of corporationsandincidentally one which when JudgeLandis imposed the remarkable sen ¬
tence doubted the wisdom of itThe Press says the attorney general-
has shown the court of appeals to be-a tribunal to which the people havelooked in vain for justice and declares it has ridden roughshod overright to let a great band of criminalsgo altogether unwhipped It alsosays that When President Rooseveltcalled the decision of Judges Grosscup Baker and Seaman a gross mis ¬
carriage of justice he told the solemntruth and would have been right ifhe had gone much further in brandingtheir act as a blow which the Ameri ¬
can people could never tolerateThrough three columns of closely
woven argument the Press reviews thebrief and when it is finished it doesnot leave a shred of Judge Grosscupsdecision in a condition to stand alone-It analyzes and destroys every reasongiven by the circuit court for the re ¬
versal of the decision of Judge Lan ¬
dis it convicts the court of unfamiliarity with the record of the case sup ¬
posed to be its guide it points outthat Judge Grosscup in this findingreverses a decision once rendered byhimself in a rebate case It wouldhave been much better for the Stan ¬
dard Oil had it quietly paid the fineand given no further cause for itsviolations of law to be discussed bythe people It would have avoided thehideous spectacle of having its friend-ly
¬
tribunal held up to the contempt-and execration of the people it wouldnot have clinched the public approval-of Roosevelts characterization of thereversal as a gross miscarriage ofjustice It is very clear that if the
I Standard had paid the fine it wouldhave got the worth of its money inits escape from what has come upon-it and the judiciary which leans itsway when justice is chasing it
The Press concludes It is theAmerican people that papa payThe bigger the fine the more theypay And so it will always be untilcases like this one move the Americanpeople to take Rockefellerism by thethroat with the stranglegrip thatthey put counterfeiters and letter¬
box thieves If the American peoplewill heed this good counsel and putBryanism in the white house they willfind Rockefellerism in the grip of thestrangler of it and kindred rascalities

DIDNT BEAR INVESTIGATION-
A Convicts Story of Cruelty While In-
a Dunnellon Phosphate Mine
Tallahasse Aug 2C Jordan Hen ¬
derson a negro recently discharged-from the phosphate camp at Dunnel ¬
lou after having served one monthsimprisonment for stealing a ride on-
a train at Fernandina came up toTallahassee last week with a pitifulstory of cruelty and neglect Hen ¬
derson appeared before Gov Browardwho immediately sent Mr EdwardFitzgerald to investigate the case MrFitzgeralds report is substantially asfollows
The negro was lazy and disinclinedto work for which he was punished-by receiving three lashes from theoverseers whip This not proving ef ¬
fectual a day or so later he receivedfour more blows As he was dressed-at the time the lashes left no cutsnotwithstanding the fact that whilehere Henderson displayed the scarswhich he said were the result of thewhippings given him A physician in-
terviewed¬
here today declares that hesaw these scars and found that theymust have been made at least a year
agoHenderson had been at the camponly two or three days when he be-gan to complain of his feet where ¬
upon medical treatment was givenhim and he was put at sedentary employment After his discharge hewas offered a cabin bedding rations-and medical treatment until his feetshould be cured but he refused alland demanded to be taken to OcalaThere he fell in with a white manJohn Koon by name who gave himmoney with which to come to Talla-hassee Arriving here he presentedhimself as has been said to GovBroward and Hon B E McLin andwas given board lodging and medicaltreatment pending the Investigationof his case He refused hospitaltreatment because he said the doctors might cut off his feet How-ever after two or three days hereduring which he told his tale andshowed his scars to almost everybusiness man in the city Hendersondisappeared
His claim was that he had contract d water poisoning in thephosphate pit and that his feet re-
ceived¬
no attention from the residentphysician The former charge cannot-be substantiated because he com ¬
plained of his feet almost immediatelyupon his arrival and the latter wasproven false The conclusion reachedhere by those who examined the ne-
gro is that he is halfimbtcile and isbeing used as a tool by some one whohas a grudge against the camp offi-
cials¬
He told his story as though-he had been coached for the occasion
