Site Specific Amendment to the Sign By-law 399-2002 Quesada Mexican Grill

Overview:
• Quesada Mexican Grill has obtained a permit for a wall sign attached to the west elevation of their unit in a new multi-tenant building located on the northeast corner of Steeles Avenue East and Kennedy Road.
• An application has been submitted for a site specific amendment to the Sign By-law to permit the installation of an additional sign on the east elevation of the building attached to the wall of the shared mechanical room. The Sign By law requires wall signs to be fully contained on the unit that is being identified.
• The purpose of the proposed sign is to provide identification for traffic approaching from the east.
• It is recommended that the application for a site specific amendment to the Sign By-law for a wall sign on the shared wall of the east elevation of the building be approved.
• Public notice has been provided pursuant to the Procedure By-law.
Recommendations:
1. THAT the report from Marco Taraborrelli, Sign Co-ordinator, Planning & Building Division, dated December 3, 2014, to the Planning & Infrastructure Services Committee Meeting of January 26, 2015 re: Recommendation Report - Site Specific Amendment to the Sign By-law 399-2002, as amended - Ward 6 -Quesada Mexican Grill, 60 Resolution Dr., Unit 102, be received;
2. THAT the attached amendment to the Sign By-law be enacted; and
3. THAT Quesada Mexican Grill be responsible for the cost of the public notification.
Background:
Quesada Mexican Grill occupies a unit in the new multi-tenant building within the commercial plaza at the northeast corner of Kennedy Road and Steeles Avenue East. Quesada Mexican Grill is one of four tenants in the building and is an eat-in restaurant use.
A building permit has been issued for a wall sign attached to the west elevation of the unit.
Current Situation:
Quesada Mexican Grill has submitted an application for a site specific amendment to the Sign By-law to permit a sign on the shared mechanical room on the east elevation of the building. The mechanical room is located along the rear elevation of the unit and prevents the tenant from placing a sign on this elevation. The Sign By-law requires that wall signs be fully contained on the unit that is being identified.
The street intersection closest to Quesada Mexican Grill is located to the east of the building. In order to provide identification for Quesada Mexican Grill for traffic travelling west on Steeles Avenue, approval of the site specific amendment is recommended.

Staff of the Urban Design Section have no concerns with the proposed amendment.
Stategic Plan:
The proposed site specific amendment to the Sign By-law supports an Economic Development objective of supporting business attraction, retention and expansion.
FA-Z Conclusion:
Quesada Mexican Grill occupies a unit within a newly constructed building in the commercial plaza located on the northeast corner of Kennedy Road and Steeles Avenue East. The use is an eat-in restaurant. To provide identification for Quesada Mexican Grill for west bound traffic headed towards the plaza, an application for a site specific amendment to the Sign By-law has been submitted to permit a wall sign on the shared mechanical room wall on the east elevation of the building. Approval of the site specific amendment to the Sign By-law is recommended.

BY-LAW Number 2015
To amend By-law 399-2002, as amended, The Sign By-law
WHEREAS construction of a new multi-tenant building has been completed on the northeast comer of Kennedy Road and Steeles Avenue East;
WHEREAS Quesada Mexican Grill operates a restaurant within the plaza; and
WHEREAS Quesada Mexican Grill occupies a unit in the building which has no eastern exposure due to a common mechanical room at the rear of the unit.
NOW THEREFORE The Council of the Corporation of the City of Brampton ENACTS as follows.
THAT By-law 399-2002, as amended, is hereby further amended by adding the following sentence to Schedule XIII SITE SPECIFIC PROVISIONS.
45: Notwithstanding Schedule III WALL SIGNS, Sentence 1.(8) the following signage on the lands described as CONC2 EHS PART OF LOT 1 (60 Resolution Drive) is permitted:
a) One3.07 m2 (33ft2) wall signon the east elevation ofthe building attached to the wall of the mechanical room.
