SIX MONTHLY PROGRESS REPORT PERIOD: April'2012- September'2012

MoEF has communicated Environmental Clearance for Dep-11A Project vide letter No: J~11015/83/2011 -IA.II(M) dated 31/10/2011.

COMPLIANCE REPORT TO ENVIRONMENTAL CONDITIONS A. SPECIFIC CONDITIONS: (i) The project component shall obtain

Consent to Establish and Consent to Operate from the Chhattisgarh Environment Conservation Board and effectively implement all the conditions stipulated therein.

• Consent to Establish has been issued by Chhattisgarh Environmental Conservation Board, vide letter No. 4395, dated 20/11/2012. The terms & conditions of Consent for Establishment being implemented.

(ii) Mine working will be restricted to only that area of the mine lease for which forestry clearance has been obtained.

• The mine workings are restricted to the area as per the land use of forest clearance.

No work shall be undertaken in any forest area without obtaining requisite forestry clearance.

• Noted

(Hi) Appropriate safeguard measures shall be taken for control of PM10 levels.

The following safe guard measures are implemented for control of PM 10 levels s Water sprinkling is done on mine haul roads

through highly pressurized water sprinklers (28 KL).

s Mist spray jets are provided at Crushing Plant.

s Dust Suppression System (DSS) at Screening Plant.

s Ore transportation is done through closed conveyors system.

The levels shall be regularly monitored to ensure that these are within permissible limit. The records of the monitored data shall be maintained and submitted as part of the six monthly monitoring reports to the Regional Office of the Ministry at Bhopal.

• The Ambient Air Quality monitoring is being conducted regularly through MoEF recognized laboratories in all seasons of the year excluding monsoon season. The AAQ parameters of Fugitive Dust, PM10, PM 2.5, Sulphur Dioxide (S02) and Oxides of Nitrogen (NOx) are being monitored. The results are well within the permissible limits. The monitoring data of summer'12 are enclosed as Annexure: 1.

(iv) The top soil shall be stored at earmarked site (s) only and' it stiould not be kept unutilized for long. The topsoil shall be used for land reclamation and plantation.

• No top soil is encounter during the existing mining operations. Top soil wherever available will be preserved and used for plantation.

(v) Transport of mineral from project site (stockyard) shall be through by Railways

• The transportation of mineral from stock yard to the end users mainly is done by

only. Railway wagons. • Transportation of mineral to local CG

sponge Iron plants by covered trucks. (vi) The mining operations shall be restricted

to above ground water table and it should not intersect the groundwater table.

In case of working below the ground water table, prior approval of the Ministry of Environment and forests and the Central Ground Water Authority shall be obtained, for which a detailed hydro-geological study shall be carried out.

• Ground water occurs at a level of 825 m MSL. Hence the mining activity will be very much above the occurrence of ground water and will not intersect ground water. However, detailed hydro-geological studies will be conducted to assess the ground water level.

(vii) Trenches/garland drains shall be constructed at foot of dumps and coco filters installed at regular intervals to arrest silt from being carried to water bodied.

Adequate number of Check Dams and Gully Plugs shall be constructed across seasonal/perennial nallahs (if any) flowing through the ML area and silts arrested.

De-silting at regular intervals shall be carried out.

Adequate mitigation measures shall be taken to improve the water quality of the Galli Nala for making suitable for potable water for the nearby population.

• Trenches & garland drain has been made around the toe of slime dump & fine ore dump regularly. The geo-textiles are used at appropriate places for stabilization of the dumps.

• Check Dam no. 10/11A and 3 no.s check bunds constructed exclusively for Deposit-10/11A project across perennial nallas for arresting the flow of silt. In addition to above, 5 no.s additional check bunds have been proposed and entrusted the job to CG State forest department for a total cost of Rs. 23.60 lakhs. The work is in progress.

• De-silting is carried out regularly before on-set of monsoon every year.

• 3 no.s of check bunds and 1 no.s of Check dam have been constructed over Galli nallah for clear water discharge.

(viii) The optimum charge for blasting shall be determined based on peak particle velocity. Blasting operation shall be carried out only during the day time. Controlled blasting shall be practiced. The mitigate measures for control of ground vibrations and to arrest fly rocks and boulders should be implemented.

• Blasting is carried out by using emulsion explosives with bottom initiation system during day time only. Optimum charge per delay is used to control fly rock and ground vibrations.

(ix) Drills shall either be operated with dust extractors or equipped with water injection system.

• "Wet drilling' is practiced for drilling the blast holes. The drills are equipped with dust extractor and water injection system.

(x) Mineral handling area shall be provided with adequate number of high efficiency dust extraction •system. Loading and unloading areas including all the transfer points should also have efficient dust control arrangements. These should be properly maintained and operated.

• Regular water sprinkling is done in the mineral handling area including haul roads, loading & unloading areas. The transfer points have been provided with water spray system to control fugitive dust.

(xi) ETP shall also be provided for the workshop and wastewater generated during the mining operation.

• Effluent Treatment Plant of 10KLD capacity provided for the treatment of service centre effluents.

(xii) Fugitive dust generation shall be controlled. Fugitive dust emission shall be regularly monitored at locations of nearest human habitation (including schools, temples and other public amenities located nearest to sources of dust generation as applicable) and records submitted to the Regional Office of the Ministry at Bhopal.

• Dust suppression practices are adopted to control the fugitive dust as explained in point no. iii. The fugitive dust in respect of Dep-11A is periodically monitored and the data has already enclosed in Dep-10 compliance report.

(xiii) The project authority shall implement suitable water conservation measures including rain water harvesting measures to augment ground water resources in the area in consultation with the Regional Director, Central Ground Water Board.

Two rainwater harvesting structures have been constructed at the following locations. • KV school compound • Premises of T&S,E Department.

(xiv) Regular monitoring of ground water level and its quality including Arsenic shall be carried out in and around the mine lease by establishing a network of existing wells and constructing new piezometers during the mining operation. The periodic monitoring [(at least four times in a year-pre-monsoon (April-May), monsoon (August), post-monsoon (November) and winter (January); once in each season)] shall be carried out in consultation with the state ground water Board/Central ground Water authority and the data thus collected may be sent regularly to the Ministry of Environment and Forests and its Regional Office, Bhopal, the Central Ground Water Board. If at any stage, it is observed that the ground water table is getting depleted due to the mining activity; necessary corrective measures shall be carried out.

• 10 No.s of Piezometric wells have been constructed for monitoring of ground water quality and water levels.

• Ground water quality and water levels are being monitored seasonally from the 20 nos. existing bore wells and 10 nos of new piezometric wells. The above work has been entrusted to M/S. Space Geotech, Bangalore. The water levels & quality monitored during Pre-monsoon & Monsoon season' in respect of Dep-11A is periodically monitored and the data has already enclosed in Dep-10 compliance report.2012.

(xv) Land-use pattern of the nearby villages shall be studied, including common property resources available for conversion into productive land. Action plan for abatement and compensation for damage to agricultural crops/common property and (if any) in the nearby villages, due to mining activity shall be submitted to the Ministry as well as to Regional office at Bhopal within six months.

• The studies have been conducted through M/s. SEEDS, New Delhi.

• The agricultural improvement measures / trainings are imparted to local farmers for conversion into productive lands.

(xvi) Need based assessrtTent for the nearby villages shall be conducted to study economic measured with action plan which can help in upliftment of poor section of society. Income generating

projects consistent with the traditional skills of the people besides development of fodder farm, fruit bearing orchards. Vocational training etc. can form a part of such programme. Company shall provide separate budget for community development activities and income generating programmes. This will be in addition to vocational training for individuals imparted to take up self employment and jobs.

has entrusted the work to M/S SEEDS on 18.10.2010 to undertake all activities towards Income generation, Education, Vocational training, Health & Hygiene, Agriculture Livestock support & Infrastructure development in the 5 villages of Gajenar, Masenar, Molasnar, Gadmiri, and Gamavada.

• In addition to above, the project is executing community development works through CSR department in various districts of Bastar.

(xvii) Occupational Health Cell shall be created at the company under the charge of an officer of adequate seniority who is a qualified person in occupational health. Occupational health and safety measures for the workers including identification of work related health hazards, training on malaria eradication, HIV. And health effects on exposure to mineral dust etc. shall be carried out. The company shall engage a full time qualified doctor who is trained in occupational health.

Periodic monitoring for exposure to repairable mineral dust on the workers shall be conducted and records maintained including health records of the workers.

Awareness programme for workers on impact of mining on their health and precautionary measures like use of personal equipments etc. shall be carried out periodically.

Review of impact of various health measures undertaken (at interval of five years of less) shall be conducted periodically and follow up action taken wherever required.

• An Occupational Health Cell has been created under a qualified Medical officer. Occupational health and safety measures for the workers including identification of work related health hazards, training on malaria eradication, HIV and health effects on exposure to mineral dust etc. has been carried out. The Organization has been accredited with OHSAS Certification. Qualified Medical officer is engaged full time for OHS.

• Periodic monitoring is being conducted for workers exposure to respirable dust and health records are maintained accordingly.

• Training & awareness program are conducted periodically.

• Review of impact of various health measures undertaken is conducted periodically and follow up action are taken wherever required.

(xviii) The company shall stress upon the preventive aspects of occupationa health. Pre-placement medica examination and periodical medica examination of the workers engaged in the project shall be carried out and records maintained. For the purpose, schedule of health examination of the workers shoulcj J>e drawn and followed accordingly.

• Apart from adopting control measures at source, periodical medical examination (PME) is carried out as per DGMS guidelines at Occupational Health Centre (OHS), NMDC-Apollo Central Hospital, Bacheli for all employees once in 5 years.

• For above 45 year of age employees once in 3 years. Pre-retirement medical examination is also carried out for the employees.

• Schedule of periodic medical examination is proposed and the same is followed.

(xix) The greenbelt plantation all around the mine lease should be completed within first 5 years of grant of environmental clearance.

Green belt development and selection of plant species shall be of native species. The density of the trees should be around 2000 plants per ha. Herbs and Shrubs shall also form a part of a forestation programme besides tree plantation. Details of years wise a forestation programme including rehabilitation of mined out area shall be submitted to the Ministry as well as Regional Office at Bhopal within six months.

• Noted.

• Native species such as Bija, Awla, Arjun, Teak, Neem etc will be planted through M/s. CG Rajya Van Vikas Nigam Ltd, Bhanupratapur, CG.

(XX) Vehicular emissions shall be kept under control and regularly monitored.

Measures shall be taken for maintenance of vehicles used in mining operations and in transportation of mineral within the lease up to the stockyard. The mineral transportation from the mine lease to the stockyard shall be carried out through the covered trucks only and the vehicles carrying the mineral shall not be overloaded.

• All the project vehicles are periodically checked for its emission once in six months by approved pollution testing centre at Bacheli.

• The pollution certificate is valid till 16/1/2013 for following: • 7 no.s of Motor Cycles • 73 No.s of Light vehicles • 39 No.s of heavy vehicles • 4 No.s of LCV

• Mineral transportation to the stockyard is done through covered conveyer belts.

(xxi) Provision shall be made for the housing of construction labour within the site with all necessary infrastructure and facilities such as fuel for cooling, mobile toilets, mobile STP, safe drinking water, medical health care, creche etc. The housing may be in the form of temporary structures to be removed after the completion of the project.

• The project is commissioned in the year 2003.

• Noted

(xxii) The critical parameters such as RSPM (Particulate matter with size less than 10 micron i.e., PM10) and NOx in the ambient air within the impact zone, peak particle velocity at 300m distance or within the nearest habitation, whichever is closer shall be monitored periodically.

also be monitored [(TDS, DO,PH and Total Suspended Solids (TSS)].

The monitored data shall be uploaded on the website of the company as well as displayed on a display board at the project site at a suitable location near the main gate of the Company in public domain. The Circular No. j-20012/1/2006-IA.II(M) dated 27.05.2009 issued by Ministry of Environment and Forests, which is available on the website of the Ministrv www.envfor.nic.in shall also be referred in this regard for its compliance.

(xxii) The Company shall submit within 3 months their policy towards Corporate Environment Responsibility which should inter-alia address (i) Standard operating process/ procedure to bring into focus any infringement/ deviation/ violation of environmental of forest norms/ conditions, (ii) Hierarchical system of Administrative order of the company to deal with environmental issues and ensuring compliance of EC conditions and (iii) System of reporting of non compliance /violation of environment norms to the Board of Directors of the company and/or stakeholders or shareholders.

Corporate Environmental Policy is enclosed as Annexure-4

(xxiv) A Final Mine Closure Plan along with details of Corpus Fund shall be submitted to the Ministry of Environment & Forests 5 year in advance of final mine closure for approval.

B. GEN ERAL CONDITIONS:

CO No change in mining technology and scope of working should be made without prior approval of the Ministry of Environment & Forests.

(ii) No change in the calendar plan including excavation, quantum of mineral iron ore and waste should be made.

• Mining is done as per approved scheme of mining & followed the guide lines of IBM.

(iii) At least four ambient air quality-monitoring stations^ should be 3established in the bore zone as well as in the buffer zone for RSPM (Particulate matter with size less than 10 micron i.e., PM10) and NOx monitoring. Location of the monitoring stations and frequency of monitoring should be undertaken in

consultation with the State Pollution Control Board and should be based on the meteorological data, topographical features and environmentally and ecologically sensitive targets.

(iv) Data on ambient air quality [Particulate matter with size less than 10 micron i.e., PM10) and NOx ] should be regularly submitted to the Ministry including its Regional office located at Bhopal and the state Pollution Control Board / Ventral Pollution Control Board once in six months.

• The ambient air quality data is submitted regularly to MoEF / CECB/CPCB.

(V) Fugitive dust emissions from all the sources should be controlled regularly. Water spraying arrangement on haul roads, loading and unloading and at transfer points should be provided and properly maintained.

• Fugitive dust control measures are adopted regularly by sprinkling of water on mine haul roads. Mist water spray nozzles used for dust suppression at Crushing Plant. Closed conveyor system for transportation of Iron Ore from Crushing to Loading Plant. Dust suppression system at Screening Plant.

(vi) Measures should be taken for control of noise levels below 85 dBA in the work environment. Workers engaged in operations of HEMM, etc. should be provided with ear plugs/muffs.

• Noise control measures are taken to control the noise levels below 85 dBA by following measures.

s The HEM operator's cabins is safely guarded from the noise pollution etc and air conditioned.

s Rubber coated screens are used in screening plant.

• Rubber lining has been provided at all transfer points of conveyors and Vegetation cover is being developed as sound barriers to help in mitigating the noise levels.

(vii) Industrial waste water (workshop and waste water from the mine) should be properly collected, treated so as to conform to the standards prescribed under GSR 422 (E) dated 19th May, 1993 and 31st December, 1993 or as amended from time to time.

Oil and grease trap should be installed before discharge of workshop effluents.

• The service centre effluents are treated in ETP. The clear discharge is use for green belt development. The results are within the standards of GSR 422 (E). The results of Summer & Monsoon season'2012 are enclosed as Annexure-3

• ETP has been provided with oil and grease trap.

(viii) Personnel working in dusty areas should wear protective respiratory devices and they should also be provided with adequate training and information in safety and health aspects.

Occupational heajth surveillance program of thfc * workers should be undertaken periodically to observe any contractions due to exposure to dust and take corrective measures, if

• Protective respiratory devices have been issued to all employees working in the dusty areas and it is ensure to wear nose masks. Adequate training and awareness on safety and health aspects imparted to all employees.

• Occupational health surveillance program of the workers are undertaken at an interval of 5 years.

(IX) A separate environmental management cell with suitable qualified personnel should be set-up under the control of a Senior Executive, who will report directly to the Head of the Organization.

• A separate Environment Management Cell is functioning at BIOM, Bacheli. Three Qualified Environmental Engineer / Environmental Scientists have been posted in the above cell who directly reports to Dy. General Manager (Mining) of the project who in turns report directly to the Head of the Organization.

(X) The funds earmarked for environmental protection measures should be kept in separate account and should not be diverted for other purpose. Year wise expenditure should be reported to the Ministry and its Regional Office located at Bhopal.

• The year wise environmental expenditure along with environmental statement for FY 2011-12 submitted to Regional office, Bhopal vide letter dated 18/08/2012

• An amount of Rs. 19,59,157.00 has been incurred towards environmental protection expenditure for F.Y 2011-12.

(xi) The project authorities should inform to the Regional Office located at Bhopal regarding date of financial closure and final approval of the project by the concerned authorities and the date of start of land development work.

• The project is commissioned in the year 2003.

(xii) The Regional Office of this Ministry located at Bhopal shall monitor compliance of the stipulated conditions. The project authorities should extend full cooperation to the officer (s) of the Regional Office by furnishing the requisite data / information /monthly reports.

• Noted

(xiii) The project proponent shall submit six monthly reports on the status of compliance of the stipulated environmental clearance conditions including results of monitored data (both in hard copies as well as by e-mail) to the Ministry of Environment and Forests, its regional office Bhopal, the respective zonal office of central pollution control board and the state pollution control board. The proponent shall upload the status of compliance of the environmental clearance conditions, including results of monitored data on their website and shall update the same periodically. It shall simultaneously be sent to the regional office of the Ministry of Environment and Forests, Bhopal, the respective zonal officer of Central Pollution Control Bdard and the State Pollution Control Board.

• The project is submitting six monthly compliance report to MoEF, Bhopal. The six monthly progress report (Oct'11 toMarch-12) has been uploaded on the web site of the corporation.

(xiv) A copy of the clearance letter shall be sent by the proponent to concerned Panchayat, Zila parisad / Municipal

CORPORATE ENVIRONMENTAL POLICY

NMDC Limited is engaged in mineral exploration, mining, processing of ores. The core areas are in the iron ore mining and processing at Bailadila Iron Ore Mine Kirandul complex (Deposit-14/llC) Bacheli complex (Deposit-5, 10&11A) South Bastar Dantewada Dt. Chhattisgarh and Donimalai Iron Ore Project; Donimalai; Bellary Dt. Karnataka. NMDC is also operating Diamond Mining Project at Majhagawan, Panna Dt. Madhya Pradesh and Sponge Iron Unit at Paloncha Khammam Dt. Andhra Pradesh. As a pioneer mineral development organization, NMDC is coming up with Integrated Steel Plant at Nagarnar; Bastar Dt. Chhattisgarh and other mechanized mining projects such as Kumaraswamy Iron ore Mine; Bellary Dt. Karnataka, Limestone mining at Arki; Solan Dt. Himachal Pradesh, Magnesite Mine with DBM Plant at Panthal; Reasi Dt. Jammu, J&K, Bailadila Iron Ore Project; Deposit-13; Kirandul; South Bastar Dantewada Dt. Chhattisgarh and Coal mining at Shahpur Coal blocks; Umaria and Shahdol Districts, Madhya Pradesh and mineral Beneficiation cum Pelletisation Plants at Donimalai in Karnataka and at Bacheli / Kirandul I Nagarnar in Chhattisgarh.

We shall therefore endeavour to:

• Prevent and control environmental pollution due to mining and associated activities by adopting safe, scientific and environmental friendly methods of mining and mineral processing for applicable legal requirements like forest, environmental and other statutory clearances.

• Maintain the machineries in excellent condition to ensure minimum impact of their operation on environment.

• Conserve the natural resources by ensuring minimum wastage of our product" Iron Ore and Diamond", optimum consumption of electricity, fuel oil, lubricant oil and water.

• Monitor and ensure compliance of all applicable environmental & forest clearance conditions. It shall report to Board of Directors and concerned stakeholders.

• Promote environmental awareness amongst employees, local communities and interested parties through proactive communication and training.

• Continual Environmental performance improvement through framing objectives. • Management Will review the suitability and effectiveness of environmental objectives and

targets through its periodic management review process.

The policy shall be communicated to employees at ail levels, local communities and

stakeholders for its compliance.
