DESCRIPTION

International Voice for Baloch Missing Persons released a report about the enforced disappearances occurred in last four months (From May to August). At least details of 80 missing persons reached the office of IVBMP. The actual number may be substantially high.

Occupied Balochistan is divided between Pakistan and Iran. The Northern part of

Balochistan is currently administered by Afghanistan. Pakistan and Iran has perpetrated

unpardonable crimes in Balochistan including abduction, killing and indiscriminate

bombardment of Baloch villages. The state atrocities and human rights violation in

Balochistan have been extensively highlighted by reputable human rights organisations

including the Amnesty International, Human Rights Watch, Asian Human Rights Commission

and United Nations Working Group on Enforced and Involuntary Disappearances.

Pakistan has conducted at least five major military offensives in Balochistan since 1948

when it occupied the independent Baloch state. Baloch analysts say that the first

disappearances occurred in 1970s but due to lack of media attention those disappearances

were never properly reported and recorded. However, the recent wave of disappearances

started in 2009 which still continues unabated.

The families of enforced disappeared Baloch formed an organisation ‘Voice for Baloch

Missing Persons’ to seek the safe recovery of their loved ones and demand the arrest and

punishment of perpetrators behind such crimes against humanity. In 2010 ‘International

Voice for Baloch Missing Persons’ (IVBMP) was established to highlight the crimes against

humanity and promote the voice of the families of abducted Baloch on international level.

The IVBMP has organised protests and awareness campaigns in United States, Canada,

United Kingdom, Australia, Norway, Sweden and other countries to bring the plight of

Baloch people to the attention of wider world and international media.

Since July 2010 Pakistani military, ISI and military Intelligence adopted new and brutal

mediums to continue it wrath and dirty war in Balochistan – one of their crime against

humanity has been the ‘kill and dump policy’ under which the abducted Baloch are tortured

to death in custody and their bodies are thrown in deserted areas across Balochistan and

Karachi.

The IVBMP has also been collecting information about enforced-disappearances and killed

Baloch activists in an effort to highlight the continuous violations of human rights in

Balochistan. The Data that we have collected so far is incomplete because of state embargo

and lack of communication with the people belonging from far flung areas of Balochistan.

However the data shows the level of state atrocities and continuation of killing and

abduction of Baloch activists by state functionaries. It also illustrates that the issue of

enforced-disappearances is connected with the Balochistan conflict and Baloch people’s

struggle for their liberation.

The recent elections were portrayed as free and democratic but Balochistan has totally

boycotted those elections sending a message to the international community that Baloch

people are not interested in Pakistani parliament and elections. The state selected Chief

Minister of Balochistan Dr Malik Baloch before and after coming into power boasted about

resolving the issue of enforced-disappearances but IVBMP’s observed intensification and

rise in state sponsored atrocities and human rights violation since the new government took

control of state affairs. Pakistan’s own apex court recently admitted that the new

government has failed to protect the lives of public and meet the expectation of people.
