Presentation Training & SupportInvitation to tender to an organisation or consortium (with a lead contractor) to provide Presentation Training and Support (“Presentation support team”) to up to 20 grantee organisations across England who have received a £10,000 Learning Grant under our Places Programme. The Presentation support team will provide presentational support and training to grantees between January and March 2017, helping to build confidence and experience so that grantees are able to deliver an engaging and inspiring 15 minute presentation on the learning gathered through their Learning Grant to Power to Change in April 2017.

Invitation to Tender1.2 Introducing the Places

Programme (The “Programme”)

Through the Places Programme Power to Change is now looking to more intensively support communities where there is a strong potential for community business to flourish and address social challenges. We want to explore investing in areas where there is existing energy, collaborative partnerships between stakeholders and a strong foundation of community action to build on.

The first grant offered through this programme is a Learning Grant of £10,000 for individual communities to develop a deeper understanding about the potential for community business to thrive in their neighbourhoods.

1.3 Learning Grant (“grantees”)

The up to 20 local catalyst grantees will all be locally rooted, local hubs of support for their neighbouring communities. The types of organisations will range widely from social housing landlord, to social enterprises, incubators, development trusts, community foundations and youth centres. All will have some knowledge of community engagement and a strong knowledge of the needs of their local communities.

They will use their Learning grant to:

1. Identify the needs of the community, through community engagement, that could be relev-

ant to a community business approach2. Identify opportunities for community business, such as presence of local assets, interest

from the council in developing community business, green shoots of community interest in developing community businesses, an unmet need for a particular service (e.g. shop, local transport, housing) and understanding more broadly the assets within the community (people, skills, natural resources, infrastructure)

3. Scope how they would begin to develop community business activity in the area.

It is essential that the grantees effectively engage a wide range of people from their community during this period and are able to demonstrate this during their presentations.

The local catalysts will have only 15 minutes to present their learning so their presentations must be high impact and demonstrate the potential of their neighbourhoods for developing community business.

1.4 Presentation training and support objectives

In the context of the Power to Change Places Programme, the objectives of the Presentation support team will be to:

- To provide presentation training to up to 20 local catalyst organisations across England - To ensure presentations delivered by the up to 20 organisations meet Power to Change’s ex-

pectations and demonstrate how they have met our grant conditions successfully- To build the skills and confidence of the people presenting

Team responsibilities

The Presentation Support team will be responsible for:

- Providing training to up to 20 grantee local catalyst organisations in England over 12 weeks from Jan 2017, building the skills and confidence of the grantees to deliver interactive, from grass-roots, concise and inspiring 15 minute presentations that meet Power to Change’s ex-pectations and demonstrate how they have met grant conditions successfully.

- Delivering a suite of training that includes on-site training and follow up to enable individual grantees to prepare for their final presentations, taking place in April 2017

- Producing a training pack and training material, relevant to Power to Change’s grant criteria, for Power to Change to review in advance of delivery

- Facilitating feedback and self-assessment on the quality of the training and support provided and the quality of the presentations after they have been delivered

1.6 Proposal requirements

We are looking for a creative and energising presentation training team with a strong understanding of communities to coach up to 20 grantees to develop and present their learnings about their communities in an engaging and inspiring way.

The grantees may already have strong presentation skills so we are looking for an approach that ensures presentations are consistently to a high standard, highlight the uniqueness of the places grantees are presenting about, use a range of engaging presentation tools and formats that can be used beyond the purpose of the grant (to engage communities and other stakeholders) and give the grantees the best chance of demonstrating to the Power to Change audience the work that they have done through their Learning Grant.

Proposals must demonstrate:

1. Relevant experience in presentation training and support2. An approach that

a. Builds the skills and confidence of already experienced presentersb. Ensures consistency across presentations whilst focusing on the uniqueness of the

places, the presenters and their communitiesc. Ensures presentations meet the purpose of the Learning Grant and can be used bey-

ond the Learning Grant to engage communities and other stakeholders3. An understanding and affinity with our programme objectives and core values4. Experience of working with community business, social enterprise or communities5. Value for money

Your proposal must include a detailed budget and timeline, including how you propose to ensure the presentation training and support meets our needs and objectives. Your budget should include any design, preparation, review costs, number of days training proposed and costs/day rates, and assumed travel costs. You may propose additional appropriate services and costings within your overall proposal.

Invitation to TenderIf any costs are not covered by your proposal and would need to be additional costs incurred by Power to Change, you should make this clear in your proposal.

Our grantees will be based across England although mostly from the North of England, Midlands and East of England. The provision of training and support should take into account the geographical location of grantees.

2 Details of contractThe maximum budget available for this contract is £36,000 excluding VAT

The contract period is for 4 months including time to design the training and review feedback at the end. We would expect the contract to commence in January 2017

2.1 Quality and Price Criteria

Proposals will be scored out of 100 according to the below evaluation criteria and scale. The Bids with the highest scores will be invited to clarification interview, allowing scores to be amended. The Bidder with the highest score at the end of the process will be the preferred Bidder.

0 Poor No response or partial response and poor evidence provided in support of it. Does not give Power to Change confidence in the ability of the Bidder to deliver the Contract.

Invitation to Tender2.2 Details for submitting bids

General approach

Although this ITT is not subject to the Public Contracts Regulations 2015, Bidders are reminded that The Power to Change will conduct the process in accordance with the key EU principles of transparency, non-discrimination and equal treatment.

Enquiries and communication

Once registered for the ITT Bidders will be sent a link to a web page containing relevant documents.

During the ITT stage and up to 12 noon 18 November 2016 Bidders may submit questions and requests for Clarification or further information. Bidders shall address their questions and requests for Clarification or further information via e-mail to: [email protected] .

Power to Change will upload responses to clarification questions via the the web page) regularly and up until 12 noon 23 November 2016, after which we will not be making any further updates. It is bidder’s responsibility to review for updates regularly.

Procedure for submitting

Bidders shall submit one electronic copy ITT by no later than noon 28 November 2016 to the following email address:

Please provide your response to this ITT by completing the required documents. Please do not provide separate or different types or formats of documents unless specifically requested to do so.

Unless specifically requested to do so, please do not include or upload any standard marketing or promotional material within your answer as this will be disregarded.

Supporting information (appendices, attachments etc.) should be presented in the same order as, and should be referenced to, the relevant question.

Late submissions will not be accepted.

Bidders are strongly recommended not to leave their ITT submission to the last minute. The Power to Change will not be held liable for failures to submit an ITT on time due to technical issues reported less than 24 hours before the submission deadline.

2.3 Content of bids

All bids must consist of the following items/documents. Scanned signed documents will be accepted:

A completed Non-Canvassing Certificate as set out as Appendix 4, signed by the authorised signatory submitting the bid on behalf of the Bidder;

A completed General Information Document as set out at Appendix 5; and,

A comprehensive Proposal as set out in Section 1 & 2 of this ITT, specifying how the Bidder will carry out the Services to be provided under the Contract.

3 IMPORTANT NOTICES3.1 Confidentiality

Subject to the exceptions referred to below, the information in this ITT is made available by The Power to Change on condition that Bidders shall:

3.1.1 at all times treat such information as confidential;

3.1.2 not disclose, copy, reproduce, distribute or pass the information to any other third person or allow any of these things to happen; and

3.1.3 not use the information for any purpose other than for the purpose of making (or deciding whether to make) a bid for the Contract.

Notwithstanding the conditions referred to in paragraphs 3.1.1 to 3.1.3 above, Bidders may disclose, distribute or pass information to another person if:

3.1.4 done for the sole purpose of enabling a bid to be made and the person receiving the information undertakes in writing to keep the information confidential on the same terms as set out in this ITT; or

3.1.5 The Power to Change gives its prior written consent in relation to such disclosure

The Power to Change may disclose any information relating to the bids to its directors, officers, employees, agents or advisers. The Power to Change also reserves the right to disseminate information that is materially relevant to the Contract to all Bidders, even if the information has only been requested by one Bidder. The Power to Change will act reasonably as regards the protection of commercially sensitive information relating to the Bidder.

3.2 Accuracy of information and liability of The Power to Change and its advisers

The information contained in this ITT has been prepared by The Power to Change in good faith but does not purport to be comprehensive or to have been independently verified. The Power to Change does not accept any liability or responsibility for the adequacy, accuracy or completeness of, or makes any representation or warranty (express or implied) with respect to the information contained in the ITT or with respect to any written or oral information made or to be made available to any Bidder or its professional advisors and any liability therefore is hereby expressly disclaimed.

Bidders considering entering into a contractual relationship with The Power to Change should make their own enquiries and investigations of The Power to Change's requirements. The subject matter of this ITT shall only have contractual effect when it is contained in the express terms of an executed agreement.

Nothing in this ITT is, or should be, relied upon as a promise or representation as to the future and The Power to Change does not undertake to provide Bidders with access to any additional information or to update the information in this ITT or to correct any inaccuracies that may become

ITT or to terminate discussions and the delivery of information at any time before entering into the Contract.

3.3 Anti-collusion

Any Bidder who, in connection with the competition for the selection of Bidders for the Contract:

3.3.1 fixes or adjusts its bid by or in accordance with any agreement or arrangement with any other Bidder;

3.3.2 enters into any agreement or arrangement with any other Bidder to refrain from making a bid or to alter, in any way, the content of any bid to be submitted;

3.3.3 causes or induces any person to enter into any such agreement as referred to in paragraph 3.3.1 or 3.3.2 above or to inform any other Bidder of the content of any other bid for the Contract;

3.3.4 offers or agrees to pay or give or does pay or give any sum of money, inducement or valuable consideration directly or indirectly to any persons for doing or having done or causing or having caused to be done any act or omission in relation to any other bid or proposed bid for the Contract; or

3.3.5 communicates to any person (outside its consortium, its professional and financial advisers other than The Power to Change or any person duly appointed by The Power to Change) the content of its proposed bid, will be disqualified (without prejudice to any other civil remedies available to The Power to Change and without prejudice to any criminal liability that such conduct by a Bidder may attract) from further participation in the competition for the Contract. Bidders are required to return with their bid the Anti-Collusion Certificate set out at Appendix 3

3.4 Non-canvassing

Any Bidder who, in connection with its bid for the Contract

3.4.1 offers an inducement, fee or award to any representative of The Power to Change or any person acting as an adviser to The Power to Change in connection with the selection of Bidders for the Contract; or

3.4.2 does anything which would constitute a breach of the Bribery Act 2010 or the Prevention of Corruption Acts 1889 to 1916,

Invitation to Tenderwill be disqualified (without prejudice to any other civil remedies available to The Power to Change and without prejudice to any criminal liability that such conduct by a Bidder may attract) from further participation in the competition for the Contract. Bidders are required to return with their bid the Non-Canvassing Certificate set out at Appendix 4.

3.5 Copyright

The copyright in this ITT is vested in The Power to Change and may not be reproduced, copied or stored in any medium without the prior written consent of The Power to Change. This ITT and any document issued to Bidders supplemental to it shall remain the property of The Power to Change and shall be returned upon demand.

3.6 Confidentiality

Bidders shall not undertake (or permit to be undertaken) at any time, whether at this stage or after conclusion of the Contract, any publicity activity with any section of the media in relation to the Contract other than with the prior written consent of The Power to Change (in relation to the form and content of the proposed publicity).

3.7 The Power to Change’s right to reject bids

Notwithstanding anything else stated in this ITT, the issue of this ITT in no way commits The Power to Change to enter into the Contract or any other agreement whatsoever. The Power to Change is not bound to accept any bid and reserves the right to accept any bid either in whole or in part.

The Power to Change reserves the right to reject any or all of the responses received and discontinue the bidding process and/or reject any incomplete or incorrectly completed responses.

Bids will be checked initially for compliance with the requirements of this ITT and for completeness. Clarification may be sought from Bidders in order to determine if a bid is complete and compliant. Bids that are not substantially complete and/or compliant with the requirements of this ITT may be rejected.

3.8 Time

The Power to Change reserves the right, in its absolute discretion to amend the timetable or extend any time period in this ITT.

3.9 Bid costs and loss of profits

Bidders shall bear their own costs and in no circumstances whatsoever shall The Power to Change become liable for any bidding costs, nor shall The Power to Change be liable for any loss of profits,

Invitation to Tenderloss of Contracts or other costs or losses suffered or incurred by a Bidder as a result of that Bidder not being awarded one or more Contracts pursuant to this procurement process. The Power to Change shall similarly not be liable in the event that the procurement process is cancelled, whatever the reason.

Appendix 2 Form of TenderTo: The Power to Change (“Power to Change”)

Re: “Proposal for Places Programme Presentation Training & Support ” (the “Contract”)

Dear Sirs

Having examined the Invitation to Tender and having satisfied ourselves as to all other matters relevant thereto, we confirm our tender for the Contract.

We enclose our tender, and confirm that these comprise all of the documents required to be submitted in accordance with the matters set out in the Invitation to Tender. We acknowledge that we are bound by our proposals submitted pursuant to the Invitation to Tender.

We hereby unconditionally and irrevocably offer to provide the Services requested to be provided and performed under the Invitation to Tender in accordance with the Contract and at no greater rates or prices than the rates or prices stated in the Pricing Document.

We confirm that we are fully conversant with all the Invitation to Tender documentation and that this tender is submitted strictly in accordance with the Invitation to Tender.

We agree that this tender shall remain open to be accepted or not by Power to Change and shall not be withdrawn for a period of twelve (12) months from the deadline for receipt of tenders as set out in the Invitation to Tender, or such longer period as may be agreed with Power to Change.

We undertake to execute the Contract for the proper and complete fulfilment of the Services required or any part or parts thereof, as you may in your absolute discretion award to us.

We agree that we shall commence and undertake the Services required when instructed to do

so pursuant to the terms of the Contract.

We certify that the details of this tender and the Invitation to Tender documentation have not been communicated to any other person or adjusted in accordance with any agreement or

arrangement with any other person or organisation. We acknowledge that Power to Change is not bound to accept the lowest or any tender it may

receive, and reserve the right at its absolute discretion to accept or not to accept any tender submitted.

We certify that we have full power and authority to enter into the Contract and to carry out the Services, and that this is a bona fide tender.

We confirm that in submitting our tender, we have satisfied ourselves as to the accuracy and completeness of the information we require in order to do so (including that contained in the Invitation to Tender).

Appendix 3 ANTI-COLLUSION CERTIFICATETo: The Power to Change (“Power to Change”)

Re: “Proposal for Places Programme Presentation Training & Support” (the “Contract”)

The essence of the public procurement process is that Power to Change shall receive bona fide competitive tenders from all Bidders. In recognition of this principle we hereby certify that this is a bona fide bid, intended to be competitive, and that we have not fixed or adjusted the bid by or under or in accordance with any agreement or arrangement with any other Bidder (other than a member of our own consortium). We have not and insofar as we are aware neither have any of our employees, contractors, advisers, agents, officers or subcontractors:

Entered into any agreement with any other person with the aim of preventing bids being made or as to the fixing or adjusting of any bid or the conditions on which any bid is made; or

Informed any other person, other than the person calling for this bid, of the content of the bid, except where the disclosure was necessary for the preparation of the bid for insurance, for performance bonds and/or Contract guarantee bonds or for professional advice required for the preparation of the bid; or

Caused or induced any person to enter into such an agreement as is mentioned in paragraph (1) and (2) above; or

Committed any offence under the Bribery Act 2010, Prevention of Corruption Acts 1889 to 1916 nor under Section 117 of the Local Government Act 1972; or

Offered or agreed to pay or give any sum of money, inducement or valuable consideration directly or indirectly to any person for doing or having done or causing or having caused to be done in relation to any other bid or proposed bid any act or omission; or

Canvassed any other persons referred to in paragraph (1) above in connection with the Contract; or

Contacted any officer of Power to Change about any aspect of the Contract except in a manner permitted by the Invitation to Tender.

We also undertake that we shall not procure the doing of any of the acts mentioned in paragraphs (1) to (7) above before the hour and date specified for the return of the bid nor (in the event of the bid being accepted) shall we do so while the resulting Contract continues in force between us (or our successors in title) and Power to Change.

The word “person” includes any person, body or association, corporate or incorporate and “agreement” includes any arrangement whether formal or informal and whether legally binding or not.
