INTELLIGENT TRANSPORT SYSTEMS IN ACTION

The ITS Conference 2011 brings together high-level representatives from the European institutions and

key stakeholders from the public and private sectors of the ITS community in the European Union.

The Director-General for Mobility and Transport, Matthias Ruete, will open the Conference, together with

representatives from the Hungarian Presidency, the European Parliament and the City of Lyon.

The European Commission will outline the progress in the implementation of the ITS Action Plan and the

ITS Directive, highlighting the contributions from leading Directorates-General on policy, research and in-

novation. The recent adoption of the Commission ITS Working Programme for the implementation of the

ITS Directive, the current setting up of the European ITS Advisory Group, and the next steps towards the

adoption of specifications will notably be addressed.

On a number of key topics, such as e.g. funding guidelines for ITS, eCall or traffic information services,

panellists from private and public stakeholders will comment on current achievements and further

discuss the way forward.

The European Commissioner for Transport, Vice-President Siim Kallas, will close the Conference.

The agenda of the European Commission ITS Conference 2011 includes the following topics:

PANEL I: COLLABORATION AND COORDINATION

The deployment of Intelligent Transport Systems is a very complex process involving many stakeholders

and requiring sound investment decisions followed by an effective implementation. Collaboration

between all parties and effective coordination of activities are essential, not only to guarantee a

correct service development and operation, but also to ensure appropriate quality of service of the

‘door-to-door’ transport service.

The session will address the cooperation among stakeholders and the needed concerted investments

focusing on two specific themes of the ITS Action Plan:

• The “urban” dimension of ITS deployment, as covered by the recently created ITS Urban Expert Group.

• The issue of “public funding of ITS” – or how to make sure that ITS is considered a valid and cost-

effective option for solving mobility problems and that budgets required for their deployment are

available

On the “urban” theme the state of play of the work performed by the Urban ITS Expert Group will be

presented, focusing on the priorities identified in the Group, and summarising the key “best practises”

identified so far.

On the issue of “public funding of ITS”, the Commission will report on the results of a study commissioned

to investigate state of art and current practices in the Member States and to provide recommendations

and guidance for further work in this field.

Both presentations will be followed by a discussion with invited expert panellists representing

differentiated ITS stakeholders and with the audience.

MR JARL ELIASSEN

Jarl Eliassen, Oslo Norway is the CEO of Trafikanten AS, the leading Public Trans-

port information company in Norway. He has represented Norway in several Public

Transport and standardization bodies, and is at present also the Norwegian mem-

ber of the InformNorden Steering committee. Mr. Eliassen has a long experience in

Public Transport holding different management positions mainly within Passenger

Information/Customer Services, Automatic Fare Collection, Traffic Management

and Operations of Tram and Metro services. Jarl Eliassen graduated from Molde University College where

he studied Transportation and Logistics.

MR ERIC KENIS

Eric Kenis is working as a policy officer and an expert in Intelligent Trans-

port Systems at the European Commission, DG Mobility and Transport. Being

involved in the implementation of the ITS Action Plan and Directive, he concen-

trates on issues related to road safety, traffic management, data exchange and

funding of ITS. Before joining the Commission he worked in the Flemish Road Ad-

ministration, where he was involved in the development and roll-out of a dynamic

traffic management system for Flanders and in international cooperation. His background is in construc-

tion engineering, traffic management and finance.

MRS JENNIE MARTIN

Jennie joined ITS United Kingdom in 1998. Prior to that, she worked in the City

Engineer’s Department at the Corporation of London. Jennie began her working

life with the then British Rail in 1986. She wrote her MA thesis on the institutional

framework of the introduction of camera technology for traffic applications in Lon-

don. She started with ITS (UK) as Membership Secretary, and was promoted to Sec-

retary General in 2004. Jennie chairs the Network of National ITS Associations, an

organisation of 25 European ITS associations.

MR PIOTR IZDEBSKI

Mr Izdebski is working for Urban Transport Authority in Warsaw as Senior Specialist

in Transport Development Division.

Between 1987–1995 he worked for Urban Transport Company in Warsaw. In 1992-3

he actively participated by organizing a newly-founded Urban Transport Authority

in Polish capital (ZTM). After that, he worked for Polish Travel Bureau (Orbis).

In 1999 Mr Isdebski came back to the ZTM where he works at transport planning,

supervising and development divisions. Between 2009–2011 he participated in Interreg IV Caprice pro-

gram and represents EMTA in the Urban ITS Experts Group by Directorate-General for Mobility and Trans-

port – DG MOVE.

MR GUY LE COZ

Since July 2009 he is working as Secretary General of Côtes d’Armor County

Council where he is in charge of sustainable development and intelligent

mobility.

Mr Le Coz is the Creator of the “Road of the future®” concept in France, and

ITS Bretagne® association, bringing together universities, schools, private

companies and local authorities on mobility issues.

Furthermore, he is a representative of the French National Local Government Association at the national

ITS Action Plan working group, since 2008.

Mr Le Coz is a Chairperson of the national ITS working group of the Local Government Transport

Directors Association, as well as a member of the board of ITS France and a member of the board of

PIARC (World Road Association).

PANEL II: ITS APPLICATIONS

ITS applications are already being deployed in many Member States. Traffic information systems such

as Variable Message Signs have become usual part of regional or national ITS deployment. Electronic

tolling solutions are applied at local, regional or national level in many EU countries (e.g. Stockholm toll-

ing solution).The development and deployment of some specific ITS applications such as digital tacho-

graph are framed by existing European legislation. Yet it is sometimes taking significant time to introduce

new safety related applications such as the “eCall”. In addition, so far, many of those developments have

evolved independently of each other, so there has been little synergy between applications even when

needs are the same.

The session will address the deployment and integration of ITS applications, focussing on two specific

themes of the ITS Action Plan:

• The “harmonised provision for an interoperable EU-wide eCall”, which is one of priority actions of the

ITS Directive.

• The “open in-vehicle platform” architecture for the provision of ITS services and applications.

On “eCall”, the Commission will present the status of on-going related activities, summarising the work

of the European eCall Implementation Platform and introducing the envisaged next steps for the deploy-

ment of eCall in Europe.

Regarding the action on “open in-vehicle platform architecture”, the final report of the Commission

study will be presented, addressing the achieved work and summarising the main conclusions and

recommendations.

For both topics, this will be followed by a discussion with invited expert panellists representing several ITS

stakeholders and with the audience.

SPEAKERS

MR PIERPAOLO TONA

Pierpaolo Tona is Project Officer of the European Commission, working in the unit

“ICT for Transport” of the Directorate General for Information Society and Media.

His tasks include the work on the harmonised deployment of eCall in the EU, the

related standardisation working groups and the consultation with relevant stake-

holders. He is also involved in the evaluation of research proposals and in the nego-

tiation and monitoring of EU funded projects. Prior to joining the European Com-

mission, he worked 4 years at Eurocontrol (the European Organisation for the Safety of Air Navigation).

MR BERNHARD OEHRY

Bernhard Oehry is Partner at Rapp Trans AG in Basel, Switzerland, and heads the

Traffic Telematics Department. Rapp Trans provides consultancy services in Intel-

ligent Transport Systems and especially Road User Charging.

Mr. Oehry was responsible for the planning and implementation of the Swiss

Heavy Vehicle Fee (LSVA) and had a major role in the implementation of several

heavy vehicle tolling systems in Europe. Mr. Oehry works on projects for elec-

tronic fee collection systems in several European countries and for establishing European Interoperabil-

ity in the EETS, the European Electronic Tolling System, as well as on activities for the ITS Action Plan of

the European Commission.

MR CHRISTIAN ROUSSEAU

Christian Rousseau, is in charge of Transport Policy and ITS deployment in The

General Secretary Division of Renault. He received a PhD degree in electron-

ics at Grenoble Polytechnic Institute in 1975. He has been in charge of Engine

Control Systems advanced studies and development for 10 years, Electronic

Systems researches including ADAS and ITS activities for ten more years, IEEE

skills and expertise corporate development for 4 years. Since end of 2007, he has

been in charge of Product Definition Compliance with Transport Policy and Mobility Needs. He is mem-

ber of the eSafety Steering Group and Ertico board member.

MR PAUL KOMPFNER

Paul Kompfner is Head of Sector, CooperativeMobility at ERTICO-ITS Europe,

with over 18 years’ experience in co-ordination and management of Europe-

an projects. He was coordinator of the recently-completed CVIS (Cooperative

Vehicle-Infrastructure Systems) integrated project within the EU Sixth Framework

Programme. He is currently working in the “eCoMove” project for cooperative

“Green ITS”; on the European cooperative mobility architecture in “COMeSafety2”;

and on the definition of Future Internet for ITS in “Instant Mobility”.

DR. MAURIZIO ROTONDO

Dr. Maurizio Rotondo is a dr. in civil engineering with a specialization in transport

and licensure. As professional engineer, Dr. Maurizio Rotondo started his career

as transport infrastructure designer in an Italian major construction company.

He later joined the toll infrastructures sector. He has been working for many years

at international level, taking also part in European Union projects on issues such

as electronic toll collection, infomobility and traffic management. Dr. Maurizio Ro-

tondo is presently member of the Asecap (European toll motorways association) Board and chairman of its

permanent Committee on Safety and Environment; he is also member of the IBTTA (International Bridges,

Tunnels, Turnpikes Association) Board, and member of the PIARC technical committee on road pricing.

PANEL III: DATA AND INFORMATION FOR ITS

Traffic and travel information services are a main priority of the ITS Directive 2010/40/EU. The right

information at the right moment and on the right channel is essential to a more efficient and sustainable

transport system. Information about critical events on motorways is crucial for improved road safety and

should always be available free-of-charge. Better information about available truck parking is needed to

align the requirements of driving time regulations and business considerations of trucking.

Data is the fuel on which these information services run. In times of increasing data sources and more

sophisticated technologies it is a real organisational challenge to build EU-wide traffic and travel informa-

tion services. Data access, data quality and data exchange need to be managed.

This panel will look at different information services but also the underlying issue of data availability. It cov-

ers three actions of the ITS Action Plan, which are at the same time priority actions of the ITS Directive.

• A fair and transparent access to public data needs to be ensured and an improved public-private part-

nership can be useful.

• The minimum universal traffic information service is the idea to ensure a core of immediately safety

related event information (e.g. ghost driver) free of charge to the road user.

• The lack of sufficient parking space for trucks along the European motorways calls for an intelligent use

of this scarce resource. ITS can contribute to better information but also reservation services.

For all three topics the final results and main recommendations of recent Commission studies will be

presented, as well as the way forward towards the elaboration of specifications under the Directive.

A discussion with invited panellists from the public and private sector and with the audience will follow.

SPEAKERS

MR GUIDO MÜLLER

Guido Müller is working for the European Commission, DG Mobility and Transport.

As a policy and project officer he is mainly dealing with the implementation of the

Action Plan and Directive on Intelligent Transport Systems (ITS), especially for the

topics of traffic and travel information, multi-modal initiatives and urban ITS.

Before joining the Commission he worked for ten years as a researcher for sustain-

able urban transport in Germany.

MR PAUL RILEY

Paul is a Director of the Prague office of Jacobs Consultancy leading transport

consultancy activities. He has varied experience of strategic transport and ITS

planning/research and management of externally funded programmes. In the

last few years he has managed projects for example in the area of economic jus-

tification and impact analysis of ITS investments. He has also supported Czech

input to the Euroregional TEN-T ITS development programme EasyWay and has

been coordinator of the EasyWay European Study and Expert Group on ITS solutions for freight and

logistics management.

MR ARNE LINDEBERG

Mr Lindeberg graduated as Master of Science, civil engineering, in 1976. The fol-

lowing year he was employed by the Swedish Road Administration. Last year

the Swedish Road Administration was integrated in the new Swedish Transport

Administration, providing infrastructure for road and rail and planning for all

transport modes. He has a specific interest in ITS related to freight transport and

he coordinates a national program on reliability in road transport and the Swedish

participation in the EasyWay project. Within EasyWay he chairs the Technical Coordination Team and a

regional cooperation on “Freight and Logistics services”.

DR. CHRISTINE LOTZ

Dr. Christine Lotz is head of the section “Cooperative traffic and driver assistance

systems” at the Federal Highways research Institute in Germany. She is managing

a team dealing with C2X Systems, traffic information services and autonomous

vehicle systems. Christine Lotz is an active member of TISA, the Traveller Informa-

tion Services Association, their public authorities’ representative and chair of the

TISA Working Group “ITS Directive” dealing currently with the issues of “Safety

Related Traffic Information free of Charge”. Furthermore, she is in charge of the German “Mobility Data

Marketplace”, a future platform for the exchange of dynamic traffic related data between all parties.

DR. HANS-HENDRIK PUVOGEL

Dr. Hans-Hendrik Puvogel is the Managing Director of INRIX Europe. Prior to

INRIX, he was the CEO of Jentro Technologies (Munich), which he turned from a

small phone application development company into an international platform pro-

vider for Location Based Services. He started his career in media with managing

roles as the Founder-CEO of optimad.com and as head of Electronic Media for Han-

delsblatt Group, as well as a senior project manager in Corporate Development at

Bertelsmann, responsible for projects in online, TV and e-commerce.

MODERATORS

MRS MAGDA KOPCZYNSKA

Magda Kopczynska is currently head of the Clean Transport, Urban Transport and

Intelligent Systems (ITS) Unit of Directorate-General for Mobility and Transport of

the European Commission. She joined the Internal Market and Services Directorate

General of the European Commission in December 2006 and worked on policy top-

ics related to the free movement of services. Before she was director of the Brussels

office of the Polish Private Employers Confederation, and between 1999 and 2003

she worked for the Warsaw local administration.

MR GZIM OCAKOGLU

Gzim Ocakoglu is Head of Section “Intelligent Transport Systems” of Directorate-

General for Mobility and Transport at the European Commission. He works in the

area of Intelligent Transport Systems and is now coordinating the implementation

of the ITS Directive and of the ITS Action Plan. In his previous function, he served as

Programme Manager within DG ENTR for the coordination of the security activities

(eSignatures and eID) within the IDABC Programme dealing with the pan-European

interoperability of eGovernment services.
