• Vision for intelligent transport in 2020: the Finnish transport system will be one of the most advanced and efficient in the world
• Traffic will flow more easily and will be more environmentally friendly and safe.
• A transport system operated in real time will provide travellers with constant travel and transport information as well as information on any conditions affecting them.
• The transport infrastructure and transport services will be used significantly more efficiently than now.
• Transport policy will address transport problems, not merely construct infrastructure
• Cost-effective logistics will improve Finland’s competitiveness.• Finnish businesses will produce innovations that are further
developed into successful ITS exports. Transport between Finland and Russia will be made smoother through a project to be launched on intelligent transport.

Finland’s intelligent transport strategy lists eight key
projects, including:
• A national mobile public transport payment system
• Wireless broadband for trains and buses
• Public transport signal priorities
• An open joint database for public transport
• Vehicle safety systems (eCall, alcolock, warning system at levelcrossings, active & automatic feedback to driver)
• The possible introduction of a GPS-based road charging system in the 2010s

EU ITS Directive (2010/40/EU)
• The directive establishes a framework and general preconditions for a coordinated and systematic deployment and use of Intelligent Transport Systems (ITS) in the European Union and especially across national borders.
• The directive applies to road transport ITS applications and services and to interfaces with other modes of transport.
• The directive includes provisions on developing specifications for priority areas as well as on introducing standards, where necessary.• Optimal use of road and traffic information
• Continuity of ITS services related to transport and freight coordination
• ITS applications related to ensuring traffic safety and security
• Linking vehicles to the transport infrastructure
• All of the actions have implications on the duties of national registration authorities.

EETS Directive on the interoperability of electronic road toll systems in the Community (2004/52/EC)
• Commission Decision 2009/750/EC• EETS = Electronic European Tolling Service must be
available:• for heavy goods vehicles in October 2012 • for others in October 2014.
• National EETS registers: July 2010 (www.trafi.fi/EETS)• EETS road toll domain specifications: October 2010• EETS Application Guide• Specifications and standardisation is now under way
• Expectations for October 2012:• Formal obligations fulfilled in almost all Member States• Practically, some crucial elements still weak or missing

What does EETS mean?EETS model (CECARE III)
• EETS Providers • Offer toll services across the EU and compete
with each other (potentially also by means of value added services); they provide users with the necessary payment devices.
• Toll Chargers• Toll Chargers have an obligation to accept all
users who have a working EETS-certified payment device and a valid contract with any EETS Provider.
• Toll Chargers cannot refuse to sign cooperation agreements with registered service providers.
• Other roles:• Conciliation Body (Competition Authority?)
• Notified Body (= EETS certification body)
• National Reporting Authority (ministry-level)
• Registration Authority (Trafi)
• Authority for assessing and certifying service providers (ministry –level)
• System vendors (industry)
• Users can choose an EETS Provider or use local payment services
