MESSAGE

It is heartening to learn that India Trade Promotion Organisation (ITPO) is hosting the 17th Edition of “Tex Styles India” at Pragati Maidan, New Delhi from February 22nd to 24th, 2016.

Textile sector is one of the pioneering industries contributing to Indian economy. Indian Government has come up with a number of export promotion policies for the textile sector to support domestic textile and apparel industry. The Government has also encouraged 100% FDI in this sector under the automatic route with a vision of its overall development. The business demands technological upgradation, integrated process improvement and new products in domestic market and also in order to increase exports. The fair will witness mutually beneficial interactions between buyers and sellers from India and abroad to boost the textile exports.

My best wishes to Tex-Styles India which is featuring the strength and potential of textile sector.

(Nirmala Sitharaman)

MESSAGE

The Indian textile industry is set to achieve strong growth, buoyed by both strong domestic consumption as well as export demand. The textiles sector occupies an important place in the national economy in terms of production, employment generation and export earnings. The Government has provided a set of incentives like lower interest rates and subsidies to promote growth of this important sector.

Under Union Budge 2015-16, Government of India has allocated around USD 584.49 million for Textile Industry. The major focus is to attract manufacturers, technology up-gradation, integrated textiles parks, etc. Measures are also being taken for faster clearance of import and export cargo. The ‘Make in India’ initiative has indentified Textiles as a priority sector to attract manufacturers and FDI. The Free trade agreement with ASEAN countries and the proposed agreement with the EU will boost exports and investment.

My felicitations to the organizers of Tex-Styles India 2016 and best wishes to participants at this fair.

I wish the Fair a grand success.

Exports of textiles and apparel have achieved a growth rate of 14% in rupee terms and 7.5 % in dollar terms during the last three financial years of the current 12th Five Year Plan ( 2012-2017). The fact that over 50% of Indian Exports in the sector are to the developed countries is a pointer to the world class standards of the Indian Merchandise. The fair has a focus on ‘Make in India’ campaign, launched by the Hon’ble Prime Minister of India, Shri Narendra Modi and it also intends to empower the SME sector which is the backbone of Indian economy due to its inherent ability to promote exports and generate employment opportunities.Around 60 leading Indian companies are taking part in this three day event which has vast following as a reliable forum for sourcing of a broad spectrum of quality products at competitive prices. MESSAGE

The trade promotional events such as Tex-Styles India 2016 plays vital role in providing an excellent platform to the companies to achieve their tar-gets in exports and earn foreign exchange for the country. It is one of the major flagship events of ITPO and has companies from across the country representing products from yarn and threads to home furnishings, made-ups, garments, textiles gifts and even textile accessories.

Apart from extensive efforts for providing all kind of support in skill development especially to the new ‘Start ups’ by the youth, there is a need to provide requisite technical support to the industry, particularly the decentralised sector of industry in their endeavour to successfully meet the challenges of a globalised economy and integrate in the various segments of the textile value chain.

A new scheme, “Amended Technology Upgradation Fund Scheme (ATUFS)” has been approved by the Government for implementation which will provide capital subsidy for investments in the employment and technology intensive segments with emphasis on technical textiles and garments. The ATUFS scheme also incentivises investments in the weaving sector and aims at increasing Indian textile competitiveness both in domestic and global markets. The scheme will be credit linked and projects for technology upgradation covered by a prescribed limit of term loans sanctioned by the lending agencies will only be eligible for grant of benefits under it.

Apart from the TUF scheme, the Ministry of Textiles provides support to the textile sector in a number of other ways including through setting up Textile Parks, developing Mega Clusters, giving support for textile processing industry and developing Common Effluent Treatment Plant. I call upon all the entrepreneurs to make the maximum benefit of these schemes and leverage them to enhance their capacities and gain foothold in the textile sector.

I convey my best wishes to the ITPO for their sincere efforts and endeavour for hosting this significant event. I would also like to send my best wishes to all participants for extending their full support in making this event a grand success.

Tech - Tonic explores the concept of colour and energy. It stimu-lates the senses corresponding to early digital age in the 1980s. Tex Styles India 2016,

The Indian Textiles Industry

India’s Textiles Industry is one of the largest contributors to India’s exports with approximately 13 per cent of total exports. The textiles industry is also labour intensive and is one of the largest employers. The fundamental strength of this industry flows from its strong production base of wide range of fibres / yarns from natural fibres like cotton, jute, silk and wool to synthetic /man-made fibres like polyester, viscose, nylon and acrylic. The strong multi-fibre strong base is highlighted by the following important positions by this industry across globe:

• Cotton – Second largest cotton and cellulosic fibres producing country in the world.

• Silk – India is the second largest producer of silk and contributes about 18% to the total world raw silk production.

• Wool –India has 3rd largest sheep population in the world, having 6.15 crores sheep, producing 45 million kg of raw wool, and accounting for 3.1% of total world wool production. India ranks 6th amongst clean wool producer countries and 9th amongst greasy wool producers.

• Man-Made Fibres- the fourth largest in synthetic fibres/yarns globally.

• Jute – India is the largest producer and second largest exporter of the jute goods.

The textile industry has two broad segments. First, the unorganised sector consists of handloom, handicrafts and sericulture, which are operated on a small scale and through traditional tools and methods. The second is the organised sector consisting of spinning, apparel and garments segment which apply modern machinery and techniques such as economies of scale.

The Indian textiles industry is extremely varied, with the hand-spun and handwoven textiles sectors at one end of the spectrum, while the capital intensive sophisticated mills sector at the other end of the spectrum. The decentralised power looms/ hosiery and knitting sector form the largest component of the textiles sector. The close linkage of the textile industry to agriculture (for raw materials such as cotton) and the ancient culture and traditions of the country in terms of textiles make the Indian textiles sector unique in comparison to the industries of other countries. The Indian textile industry has the capacity to produce a wide variety of products suitable to different market segments, both within India and across the world.

The Indian domestic consumption of textile and garment is valued at US$ 63 billion in 2013. Within this, garment retail has the highest share of 73 per cent contributing $ 46 billion, technical textile contributes $13 billion with a share of 21 per cent and home textiles contribute $4 billion with a 6 per cent share. The Indian government has come up with a number of export promotion policies for the textiles sector. It has also allowed 100 per cent FDI in the Indian textiles sector under the automatic route. The Indian textiles industry is set for

strong growth, buoyed by both strong domestic consumption as well as export demand. The industry is expected to reach US$ 220 billion by 2020.

The export basket consists of vide range of items such as Readymade garments, Cotton textiles, Man-made yarn and fabrics, Wool and Silk fabrics and Handloom & handicrafts. The industry realised export earnings worth US$ 42.2 billion in 2014-15. India’s exports of Textiles and Clothing are envisaged to reach US$ 64.41 billion by the end of March, 2017

As per the UN Comtrade, 2013 data released in June 2014 India is ranked as 2nd largest Textile and Clothing exporter in the world with exports worth USD 40 billion. While in clothing exports India was ranked 6th largest exporters amongst all exporting countries with exports of clothings worth of USD 15.7 billion. Textile Industry : Invest in Madhya Pradesh

Textile industry has been one of the strongholds of the Indian economy and the state of Madhya Pradesh is an important con-tributor to this sector. The availability of raw material like cotton, peaceful labor environment and abundant land is firmly supported by pro-active policies of the government.

Being in the center of India, Madhya Pradesh offers a unique geo-graphical advantage with robust rail network(425 trains transit everyday), roads of more than 1,60,000 kms and available land of 25,000 hectares. Also, the state is power surplus along with abundant water supply and has been consistently finding its name in the list of fastest growing states in the country.

It produced 1.75 million bales of cotton for the year 2014-’15 and has a productivity of 518.3 kgs/hectare. The state has capitalized on this and created supporting infrastructure wherein the existing mills and units thrive. For instance the existing apparel park in Indore which is spread over 150 to 260 acres has more than 1,500 units. Further, the state has presence of the biggest names in tex-tile likeRaymond Ltd, Grasim Industries, Vardhman Textiles Ltd, Century Textiles and Industries Ltd., etc.

Amongst the major highlights include:

• Investment subsidy of 10% to micro, small and medium tex-tile units

• Interest subsidy ranging from 2 to 7 percent for a period of 5 years

• Entry Tax Exemption for 5 and 7 years

• Industrial investment promotion assistance for 8 years

Overall, existence of raw material, stable labour environment and pro-active policy framework has enabled Madhya Pradesh to become a favoured investment destination in textile. With state government leaving no stone unturned for seamless integration of the textile sector with the growth objectives, the time to invest is now.

INDIA TRADE PROMOTION ORGANISATIONA Profile

ITPO, the premier trade promotion agency of the Ministry of Commerce and Industry (Government of India), is committed to showcase excellence achieved by the country in diverse fields especially trade and commerce.

ITPO provides a wide spectrum of services to trade and industry and acts as a catalyst for growth of India’s trade. ITPO approves holding of international trade fairs in India and regulates holding of various expositions in India primarily to avoid any duplication of efforts while ensuring proper timing. It manages India’s world class-exhibition complex which is constantly upgraded to keep it in a high standard of readiness. Spread over 123.51 acres of prime land in the heart of India’s capital, New Delhi. Pragati Maidan offers about 65054 sq.mtrs. of covered exhibition space in 17 halls besides 11623 sq.mtrs. of open display area. The state-of-the-art exhibition halls have enhanced the appeal of Pragati Maidan as the ideal centre for an increasing number of fair organisers and business visitors from different parts of the world.

ITPO has an extensive infrastructure as well as marketing and information facilities that are availed by both exporters and importers. It assists buyers seeking information relating to sourcing products from India and providing opportunities for India’s trade and investment.

ITPO’s regional offices at Bangalore, Chennai, Kolkata and Mumbai through their respective profile of activities, ensure a conserted and well coordinated trade promotion drive throughout the country.

With the commissioning of the state-of-the-art Chennai Trade Centre (CTC) in January, 2001 and the Trade Centre Bangalore (TCB) in September 2004, ITPO has provided technical assistance in construction of the first phase of the setting up of modern exhibition facilities outside Delhi. During the year 2013-14, CTC hosted 115 events/exhibitions and 96 convention related programmes.

Likewise, the formal commissioning of the Trade Centre Bangalore (TCB) at Whitefield in September 30, 2004, as a joint initiative of ITPO and the Karnataka State Industrial Area Development Board, is the harbinger of an added impetus to trade promotion through fairs, exhibitions and associated activities of the State and southern region . During 2013-14, TCB hosted 32 events/exhibitions and conventions.

PRAGATI MAIDAN

The Exhibition Complex

Pragati Maidan, headquarters of the India Trade Promotion Organisation is more than just the premier exhibition complex of India. True to the meaning of its name, ‘Pragati Maidan’ stands for development and progress through trade.

Being India’s biggest world-class exhibition complex and a symbol of the ‘Modern Fair Culture’ in India, Pragati Maidan has grown with every event in stature and dimension. The develop-ment of the exhibition ground was a prelude to the host-ing of the Railway Exhibition in 1952 to mark the centenary of Railways in India. This was followed by fairs like International Low Cost Housing Exhibition in 1955, International Graphics Art and Printing Machinery Fair in 1957, World Agriculture Fair in 1960 and Indian Industrial Exhibition in 1961. However, the sprawling complex took its shape during 1958. The seventies changed both the fair complex as well as its complexion, with the hosting of Asia 1972 – the third Asian International Trade Fair coiciding with India’s Silver Jubilee Year of Independence. It was an important milestone, as the Indian business community could understand the potential of promotional events like the trade fairs. The fair ground was rechristened as ‘Pragati Maidan’. In an ostensible acknowledgement of the significance of these events, the Trade Fair Author-ity of India (TFAI) was formed on April 1, 1977, by an Act of Parliament through the amalgamation of three bodies –

Indian Council of Trade Fairs and Exhibitions, Directorate of Exhibitions and Commercial Publicity of the Ministry of Commerce and India International Trade Fair Organisation, with the primary aim of organising trade shows.

India Trade Promotion Organisation was formed subsequently on January 1, 1992 with the merger of the former Trade Development Authority (TDA) with the TFAI. TDA was set up in 1970 as a registered Society under the Ministry of Commerce). Professionally managing India’s premier exhibition complex, ITPO has over the years reached many important milestones while performing its mandated role as the nodal trade promotion agency of the Government of India. Also Significant has been the setting up of the National Centre for Trade Information (NCTI), jointly by ITPO and the National In-formatics Centre (NIC), Government of India at Praga-ti Maidan in October 1994. ITPO, apart from maintain-ing its own database with regard to products and markets, is also regularly interacting with NCTI for supplementing its information base.

As a world class exhibition ground in India, Pragati Maidan hosts a series of high quality international and national trade fairs. Its exhibition halls, complete with a network of infrastructural facili-ties, in a lush green setting, make it the automatic choice of top-notch exhibition organisers from India and abroad.

In order to upgrade facilities at Pragati Maidan, ITPO will be de-veloping a state-of-the-art world class Integrated Exhibition-cum-Convention Centre (IECC) in Pragati Maidan.

Pragati Maidan offers a business environment that promises to transform challenges into opportunities. Visited by top represen-tatives and captains of trade and industry from all over India and abroad, Pragati Maidan clearly tunes into the requirements of the vast Indian and global markets.

The exhibition complex is also an ideal business rendezvous and repository for a wide range of relevant trade information. ITPO has set-up the Business Information Centre and a Trade Portal www.tradeportalofindia.org at Pragati Maidan. This provides information on the Indo-EU countries and also covers other countries and regions as well. It offers link-ages to relevant government websites that provide information access, both off-line and online, on countries, trade statistics, market surveys, sector-based information and statistics, country regulations, trade events, business directory etc. At present this Portal contains information on more than 100 countries including 27 countries of EU.

Business Information Centre, located at Hall No.19, Pragati Maid-an, New Delhi is also providing support services such as a physi-cal library equipped with over 6000 books, periodicals, journals, directories and other publications and e-library.

National Centre for Trade Information (NCTI), a joint venture of India Trade Promotion Organisation (ITPO) and National Informat-ics Centre (NIC) is also located at Hall No.19 at Pragati Maidan, New Delhi.
