TEXT OF STATEMENT BY W.V.S. TUBMAW, PRESIDENT OFLIBERIA, ISSUED TUESDAY; lU FEBRUARY 1961
President Tubman declared last night that the death of Mr. Patrice Lumumba,
former Prime Minister of the Congo and two other leaders was a tragic,
regrettable and despicable affair.
The occurrence was the more unfortunate in that, because of political
differences, a savage act should be committed by one African against another.
The Liberian Government feels that a full international enquiry should
be made of Mr. Lumumba's death. Meanwhile, the Congolese people in this grave
hour of their national life should seek to avoid revenge and exercise restraint.
The need for a satisfactory solution of the situation in the Congo is now
greater than ever . The Liberian Government therefore reaffirms the suggestions
made on 13 February to the Secretary-General of the United Nations:
1. "That all rival political groups in the Congo be required by theUnited Nations to cease all military, political and other activitiesin the Congo for the present under a truce required by the SecurityCouncil for at least sixty days.
2. That the leaders of all political groups proceed to meet with theSecretary-General and the Security Council at the United NationsHeadquarters to discuss the situation with the view of settling thedangerous situation and of restoring peace and order in the Congo" .

AND ESPECIALLY THE OPEN ATTACKS BEING MADE ON THE
SECRETARY GENERAL OF THE UNITED NATIONS BY THE PRIME MINISTER
OF THE REPUBLIC OF CONGO C H A R G I N G HIM WITH PARTIALITY STOP
IT APPEARS TO ME THAT IF THERE WERE DISAGREEMENT OVER THE
SECRETARY GENERALS INTERPRETATION OF THE RESOLUTIONS OF THE
SECURITY COUNCIL ON THE CONGO S I T U A T I O N HE MIGHT HAVE
INDICATED THIS IN A DIPLOMATIC MANNER AND REtJUESTED A SECURITY
COUNCIL INTERPRETATION OF ITS RESOLUTION STOP THE PRESENT TREND
OF AFFAIRS IN THE CONGO MAY LEAD TO THE DEVELOPMENT OF A
SITUATION THAT COULD GET OUT OF HAND STOP ADDED TO THIS IS THE
EFFECT WHICH THIS ACTION M I G H T HAVE ON ALL A F R I C A N STATES STOP
I SUGGEST THAT ALL A F R I C A N STATES REPRESENTED AT THE UNITED
NATIONS DIRECT A MEETING OF THE INFORMAL PERMANENT M A C H I N E R Y
AND INDIVIDUALLY AND COLLECTIVELY INFORM THE SECURITY COUNCIL
AND THE SECRETARY GENERAL OF OUR REGRETS FOR THE
UNFORTUNATE ATTACKS MADE ON THE SECRETARY GENERAL IN THE
FORM THAT THEY WERE CAUSED PERHAPS BY THE PECULIAR
SITUATION EXISTING IN THE CONGO AND THE EXCITEMENT THERE
STOP IN THE MEANTIME I FEEL THAT WE SHOULD ADVISE PRIME MINISTER
