A suitably qualified and experienced traffic consultant shall prepare the Construction and Traffic
Management Plan. The construction management measures contained in the approved plan shall
be implemented in accordance with the plan prior to the commencement of, and during, works
on-site. As the plan has a direct impact on the local road network and public amenity, the plan
must be submitted to and reviewed by Council. A written acknowledgment from Council

appropriately satisfied) and must be sighted as part of the supporting documentation lodged with

Notes:
1) North Sydney Council‟s adopted fee for certification of compliance with this condition shall be
payable on lodgement, or in any event, prior to the issue of the relevant approval.
2) Any use of Council property shall require the necessary approvals prior to such work

(Reason: To ensure appropriate measures have been considered for site access, storage and the
operation of the site during all phases of the demolition process in a manner that respects
adjoining owner‟s property rights and residential amenity in the locality, without unreasonable
inconvenience to the community)
Construction Hours
The approved construction hours are:
Construction: 7am to 5pm Monday to Friday
8am to 1pm Saturdays
Demolition & Excavation: 8am to 5pm Monday to Friday only
No work is permitted on Sundays or Public Holidays
Construction Program
The applicant has only provided information regarding the demolition stage of the
development. The overall construction program is unknown at this stage. The intent of the

Proposed Demolition Works
All demolition material will be loaded wholly within the site directly into truck and dog
trailers.
Site Access & Egress and Heavy Vehicles
The applicant has provided a map of the proposed heavy vehicle routes for access to and
egress from the site. The map indicates that all heavy vehicles involved in the early works
stages of the proposed development would approach and depart the site via Pacific Highway
in a left in/left out fashion either from Berry Street or Doohat Avenue.
The applicant has provided two loading arrangement options with associated traffic control
plans as part of the CTMP.
Option 1 - involves the trucks turning left into Berry Street from Pacific Highway and
turning right into the site in a forward direction. Once loaded, the truck departs the site to the
north via Doohat Lane then right onto Doohat Avenue and left onto the Pacific Highway.
Two traffic controllers will be situated outside the construction access driveway in Berry
Street to ensure no pedestrian enters the path of a heavy vehicle, to control heavy vehicle
movements into the site and to momentarily control traffic on Berry Street when trucks are
entering the site.
An additional traffic controller will be at the northern end of Doohat Lane to ensure vehicles
exiting the lane being in a safe gap in the passing traffic and pedestrian flows on Doohat
Avenue.
A swept path diagram has been provided by the applicant showing that an 18.8m Truck &
Dog will be able to perform turnings along the proposed route.
Option 2 - involves the trucks turning left into Berry Street from Pacific Highway and
reversing onto the site. Once loaded, the truck turns left out of the site onto Berry Street and
then left back onto the Pacific Highway.
Two traffic controllers are proposed for option 2 to stand outside the construction access
driveway in Berry Street to ensure the safety of pedestrian and vehicle movements. The local
traffic on Berry Street will be momentarily controlled by traffic controllers to assist trucks
reversing into and exiting the site from Berry Street.
Vehicles reversing on carriageways are not encouraged at all times especially for large and
heavy vehicles. Therefore, Option 1 is considered preferable than Option 2 from traffic
access and safety point of view.
The CTMP also states that all materials are to be stored on site. At no time are materials to be
stored on Pacific Highway, Berry Street or any other road or Council Property. The site
manager will ensure that trucks do not arrive at the same time, unless they can both be
accommodated on site.
