REQUEST FOR QUIETER GAS POWERED LEAF BLOWERS IN OLD NAPLES NEIGHBORHOOD

SECTION 22-37 OF THE NAPLES CODIFIED ORDINANCES CURRENTLY PROHIBITS ANY NOISE

WHICH UNREASONABLY DISTURBS THE COMFORT OF REASONABLE PERSONS OF ORDINARY

SENSIBILITY OR IS IN EXCESS OF EXISTING DECIBEL LEVELS OUTLINED IN THE CODE.

AT THE RECENT ANNUAL MEETING OF THE OLD NAPLES ASSOCIATION (ONA) THERE WAS

OVERWHELMING SUPPORT FOR QUIETER LEAF BLOWERS AND THE MEMBERS PRESENT ASKED

THE ONA BOARD TO PETITION CITY COUNCIL FOR SOME RELIEF NOW THAT LOWER NOISE LEAF

BLOWERS ARE AVAILABLE AND DESIGNED FOR USE IN NEIGHBORHOODS LIKE OLD NAPLES.

THE DIRECTOR OF COMMUNITY SERVICES FOR THE CITY RECENTLY TESTED THE LEAF BLOWERS BEING

USED BY LANDSCAPE CONTRACTORS FOR THE CITY AND NONE COMPLIED WITH THE EXISTING NOISE

ORDINANCE. THE DIRECTOR ALSO PROVIDED COUNCIL WITH A COMPARRISON OF GAS POWERED LEAF

BLOWERS TO VACUUMS AND ELECTRIC LEAF BLOWERS, BUT FOR A VARIETY OF LEGITIMATE REASONS (

COST, BATTERY LIFE, POWER,INEFFICIENCY) NO MEANINGFUL ACTION WAS TAKEN.

IN RESPONSE TO HUNDREDS OF COMMUNITIES SEEKING SOME RELIEF FROM THE NOISE POLLUTION OF

GAS POWERED BLOWERS, MANUFACTURERS (ECHO, STIHL, OTHERS) ARE BUILDING QUIETER MODELS.

ECHO CLAIMS ITS LOW NOISE BLOWER IS AROUND 75% QUIETER THAN A TRADITIONAL BLOWER. THE

QUIETER BLOWERS ARE COMPARABLE IN PRICE AND EFFICINCY. COMMERCIAL LANDSCAPERS

GENERALLY CYCLE LEAF BLOWERS EVERY THREE YEARS OR SO AND THERE WOULD BE LITTLE OR NO

COST TO REPLACE A LOUDER BLOWER WITH A QUIETER ONE IF IT IS TO BE USED IN OLD NAPLES. ONLY

SPOT CHECKS AND AN APP OR LIST OF LEAF BLOWER MODEL RATINGS ARE NEEDED TO PROVE THAT

SOUND PRESSURE OF A BLOWER IN USE IS RATED BY THE MANUFACTURER AT 65 DECIBELS OR LESS TO

COMPLY WITH OUR NOISE ORDINANCE. OUR REQUEST IS NEIGHBORHOOD SPECIFIC ( PORT ROYAL­

STREET PARKING ORDINANCE). LANDSCAPERS WOULD NOT BE ADVERSLY AFFECTED.

A FEW WEEKS AGO, ONA CIRCULATED A PETITION TO MEMBERS AND RECEIVED 190 SIGNED PETITIONS

IN LESS THAN A WEEK REQUESTING COUNCIL TO REQUIRE THAT ONLY THE QUIETER LEAF BLOWERS (65

DECIIBELS OR LESS) BE USED BY COMMERCIAL LANDSCAPERS IN THE OLD NAPLES NEIGHBORHOOD. THE

OLD NAPLES NEIGHBORHOOD IS DENSLY POPULATED AND THE NOISE GENERATED BY THE LOUDER

BLOWERS IS ESPECIALLY IRRITATING TO OUR RESIDENTS, VISITORS AND GUESTS. BY ENFORCING OUR

NOISE ORDINANCE, COUNCIL WOULD BE GIVING SOME IMMEDIATE AND DESERVED RELIEF TO THE OLD

NAPLES COMMUNITY FROM THE NOISE GENERATED FROM THE LOUDER BLOWERS. AN ORDINANCE OR

DIRECTIVE, SIMILAR TO THE FOLLOWING, COULD BE ADOPTED AND PRESENTED TO THE CITY MANAGER

TO IMPLEMENT, POSSIBLY BEFORE YOUR SUMMER RECESS:

EFFECTIVE JANUARY 1, 2020, GAS POWERED LEAF BLOWERS OPERATED BY COMMERCIAL

LANDSCAPERS IN THE OLD NAPLES NEIGHBORHOOD OF THE CITY MUST BE RATED BY THE

MANUFACTURER TO HAVE A SOUND DECIBEL LEVEL OF 65 dB(A) OR LESS.

REQUEST LEAF BLOWERS USED IN THE OLD NAPLES NEIGHBORHOOD COMPLY WITH THE CITY NOISE ORDINANCE

About this petition

The Naples City Ordinances currently prohibit any noise which exceeds the maximum permitted sound levels allowed in Table 1 of Section 22-37 of the Code or unreasonably disturbs, injures or endangers the comfort, repose, health, peace, tranquility or safety of reasonable persons of ordinary sensibilities. Most leaf blowers currently used in the neighborhood exceed the noise level permitted under the Code. Quieter leaf blowers are now available that are as efficient and cost competitive According to manufacturers they are up to 70% quieter than comparable models and would comply with the permitted sound levels allowed by the Code (65 dBA as measured at 50 feet ).

We the undersigned request Council to direct that effective January 1, 2020, the above mentioned Code be enforced and landscapers operating in the Old Naples Neighborhood be required to use blowers that have been stamped by the manufacturers showing the noise level is 65 dBA or less.

An:y:one who has been to a concert lasting several hours knows that when they leave, ambient sounds appear

to be slightly muffled. So we know first hand that prolonged exposure can impact our hearing. This is why

when at concerts, gun ranges, and shuttle launches hearing protection is recommended.

So knowing all of this, where does the PB-250LN gasoline powered blower from ECHO fall in terms of

decibels? Measured at 50 feet it is a mere 65 dB(A)! The level of decibels the ECHO blower puts out at the

operato(s ear falls well below the range of our examples. It is welcomed in neighborhoods and communities

that have complained about leaf blower noise or are considering a leaf blower ban because a low noise

blower is around 75% quieter than a traditional blower.

Not only are quiet leaf blowers sound reduced overall, but ECHO has designed the low noise blower to indude

sound absorbing materials that eliminate the whine typical of older designs. They also use a unique muffler

concept that lessens exhaust sounds and incorporate a patented sound attenuator that quiets the air intake

system. The fan and cowling were redesigned to lessen the airflow sound while maintaining the efficiency and

performance of the device.

A natural question that follows is, -Well what if an electric blower were used? Wouldn't that help with noise

levels?" While the noise level may be reduced on some electric designs, it is not reduced on all that are

available. Most still generate a high pitched scream that sounds very much like a shop vacuum. Battery

powered blowers may not scream, but performance and running time are sacrificed for the sake of less noise.

Corded electric blowers ca'n't match the power obtained from a gasoline powered blower. Another serious

drawback is that these blowers are attached to stationary power outlets by an electrical cord which limits

where the user can go.

A Chance for Improved Quality Of Life - Please Sign our Petition

Dear Member,

It seems with burgeoning growth we are assaulted with more noise pollution, daily. The City of Naples has ordinances in place to control excessive noise. Leaf Blowers used in our neighborhoods do not currently meet City code even though cost effective, efficient, and quieter models are available. Many of you have contacted us for help with the issue.

The ONA Neighborhood Committee has drafted a petition to request City Council to enforce the use of compliant leaf blowers in Old Naples. Landscapers generally turn over equipment every 2 - 3 years, so enforcement beginning with Old Naples is fair to all. We agree that you deserve to have codes enforced and to have your environment be as peaceful as possible.
