Scarisbrick Parish Council –Grant Application
Scarisbrick Parish Council can offer financial grants, subject to availability of funds, intended to support locally based groups, organisations, or events that will benefit residents in the Parish of Scarisbrick. The purpose of any grant awarded by the Council is to support initiatives in the local community that are not otherwise funded by the Council. The annual budget for this purpose is limited and unfortunately substantial grants cannot be made available. Grants are therefore likely to be restricted to amounts up to £150. If you would like to apply, please complete this application form.

The on going printing costs of producing SVM, which includes the Parish Council’s updates.
Please be specific on how you will best use the Grant (attach another sheet of paper if needed).
In order for us to produce SVM we need the financial support of the Parish Council. So we can all make a positive contribution to the community we live in and aim to improve the quality of lives of the residents.

Councillor Hoicroft opened the meeting and welcomed Councillor Formby.

Apologies were received and accepted from Councillor Marshall and Councillor Ascroft
18/37...DECLARATIONS OF INTEREST
Councillor Formby declared an interest in item 18/50.
18/38...MINUTES
It was resolved that, subject to a number of revisions, the minutes of the meeting held on Monday 5 th February 2018 were a true and accurate record and should be signed by the Chair.
18/39...ADJOITIUNMENT OF THE MEETING
The meeting was adjourned at 19.43.
Councillor Pope explained the financial and practical difficulties the Highways Department of the County Council faced when trying to repair potholes caused by the recent bad weather.
The Meeting resumed at 19.49.

1) Application Number: 2018/0022/FUL
Proposal: Proposed construction of a single-storey extension to the north of St Mark's Church with associated external works including level access.

2) Application Number: 2018/0049/FUL
Proposal: Erection of 4 No. Semi-detached affordable homes.

The Council had no further comments to add.

A short discussion took place concerning the deduction from the Clerks salary made at the February meeting. Councillors had previously been circulated with the method used to calculate the Clerks salary and the figures used. Councillor Herbert raised a query over the rate used in the calculation. The Clerk assured the Councillor that the correct rate was being used but agreed to circulate the reference document again.
It was resolved to pay the Clerk the outstanding amount.

It was resolved to accept the new policy
18/43 ... GRANT APPLICATION
It was resolved to award a grant of £100 to the St Marks Parent and Child Group.
18/44... GARDENING COMPETITION
It was resolved to hold a Gardening Competition

It was resolved to hold a Sunflower Competition
18/46... BUS SHELTER INSPECTION
The recent bus shelter inspection and repairs was discussed.
It was resolved to replace the bus shelters on the north side of Hall Road opposite St Eliabeths Church and at Bescar Brow.
It was resolved to seek quotes for; 1) Undertake the identified repairs 2) To treat the remaining wooden shelters with preservative.
18/47... DATA PROTECTION RENEWAL
It was resolved to amend the application to include the Police.
It was resolved to authorise registration payment of £35.
18/48... WEST LANCS STAKEHOLDER SURVEY
It was resolved that the questionnaire would be sent to Councillors along with a link to complete online.
18/49... INTERNAL AUDITORS REPORT
It was resolved to accept the Internal auditors report.
18/50... MEMORIAL BENCH
It was resolved to defer this item to the April meeting.
18/51... REPLACEMENT LAPTOP
The Clerk explained that he had sought quotes from different suppliers. However in a fast moving market the cost was changing on a daily basis and there are difficulties obtaining quotes for identical machines. The Clerk explained that the laptop would require government standard operating systems which limited the system to Windows Pro. The most competitive quote is for a 1-IP 250 laptop running Windows Pro at £416.
It was resolved to authorise the purchase of a replacement laptop to the value of £416.
18/52 ... CLERKS REPORT
The Clerk attended and completed Finance Training in February.
The Clerk has written to the local primary schools to ask if they are prepared to contribute to the Cinder track at the Village Hall, using the funds received from the sugar tax. St Marks have replied. They have already spent the money on developing a 'Forest School' to provide pupils with an outdoor teaching environment.
The Clerk has met with Mr Formby and necessary declaration has been completed. Lancashire County Council has been asked to provide their Gully Cleaning Policy.
The Clerk has confirmed with St Marks Parent and Child group that a Child Protection policy is in place.
A reply has been received from the Police and Crime Commissioner in relation to parking and PACT meetings. Briefly the Commissioner advises that parking enforcement is no longer the responsibility of the Police and that the reduction in Police staff has had an impact on the ability to resource PACT meetings.
It was resolved to write to the local Police Area Commander to ascertain if a Neighbourhood Policing solution could be implemented to address the obstruction issues on Southport Road.
18/53.. .COUNCILLORS REPORTS AND ITEMS FOR FUTURE AGENDAS
It was resolved that the following items will be included in the Agenda for the April meeting
1) Compliance with the Government Transparency Code 2) To consider participation in the "There, but not there" project 3) To consider and approve a schedule of meetings for the forthcoming year
An update regarding the Peter Lathomn Charity was received. The Charity disbursed £1800 to groups in Scarisbrick in the last reporting year.
