Introductions Chair Robert Gey introduced Ms. Tracy Jones-Schoenfeld, Ms. Brittany Kuhn, and Ms. Tara Reel, college interns for the City of Virginia Beach. Mr. Lynn Allsbrook introduced Ms. Angela Rico, new employee for the City of Hampton. New HRTPO/HRPDC Executive Director: Robert A. Crum, Jr. Dr. Camelia Ravanbakht introduced Mr. Robert Crum, Executive Director of the HRTPO/HRPDC. Mr. Crum expressed his enthusiasm regarding his new position at the HRTPO/HRPDC and informed TTAC members that he plans to be accessible to them and requested they reach out to him for any questions or comments they wished to discuss. Public Comment Period Mr. Frank Papcin, Virginia Beach Citizen, addressed the TTAC regarding tolls. Ms. Judith Brown, representing the Hampton Roads Public Transportation Alliance, addressed the TTAC regarding transit. Submitted Public Comments There were no submitted public comments in the agenda packet. Comments and Updates from State and Federal Agencies and the Military Mr. Steve Rowan reported there will be two HB2 workshops on July 10th and July 15th. He indicated it is noted in Agenda Item 24-B. Mr. Chris Arabia reported that DRPT is preparing the grant agreements for FY 2016 funding. There were no comments from DRPT. There were no comments from FHWA. There were no comments from VPA. There were no comments from the Navy. Approval of Agenda Chair Robert Gey asked for additions or deletions to the TTAC Agenda. Mr. Eric Stringfield requested to amend the agenda to include a TIP Amendment for Segment 1, I-64 Peninsula Widening, to change the description to better align with the scope of the project. The addition will be Agenda Item 12-B. Mr. Jeff Florin requested to remove Agenda Item 19 and defer it to

the September TTAC Meeting. Mr. Robert Lewis requested to add a TIP Revision for the City of Suffolk which was related to the Newport News TIP Revision. It was decided to discuss the two requests together as Item 10. Mr. Stringfield Moved to approve the agenda with the amendments; seconded by Mr. Florin. The Motion Carried. Summary Minutes Chair Gey reported that the TTAC summary minutes from the June 3, 2015 meeting were included in the July 1, 2015 TTAC Agenda Packet. Chair Gey asked for any additions or corrections to the minutes. Hearing none, Mr. Florin Moved to approve the minutes as written; seconded by Mr. John Yorks. The Motion Carried. Nominating Subcommittee Dr. Camelia Ravanbakht, HRTPO Deputy Executive Director, reported that in accordance with the TTAC Bylaws, at least 60 days prior to the annual organizational meeting in October, the Chair shall appoint a Nominating Subcommittee composed of seven voting TTAC members, each representing a different locality or agency. The mission of the Nominating Subcommittee shall be to submit the names of one or more persons who are willing to serve each office to be filled. The current members of the TTAC Nominating Subcommittee are:

Dr. Ravanbakht stated that Committee should move forward and come back to TTAC in October with nominations for TTAC Chair and Vice-Chair. FY 2015-2018 TIP Revision – CMAQ Transfer Request: Virginia Beach Mr. Phil Pullen reported the City of Virginia Beach is requesting to transfer available Congestion Mitigation and Air Quality Improvement Program (CMAQ) funds from five completed projects to two current CMAQ projects. The public review period began on July 1, 2015 and runs through July 15, 2015. Mr. Mark Shea Moved to recommend HRTPO Board approval of the CMAQ transfers and associated TIP amendment; seconded by Mr. Florin. The Motion Carried.

FY 2015-2018 TIP Revision – CMAQ Allocation Requests: Newport News and Suffolk Ms. Jackie Kassel reported that the City of Newport News is requesting an allocation from the FY 2016 Congestion Mitigation and Air Quality Improvement Program (CMAQ) reserve account to cover a cost overrun on a current CMAQ project.

• Citywide Traffic Signal Retiming project (UPC 98830) o Fully funded with FY 2014 and FY 2015 CMAQ funds totaling $500,000; however,

with consideration to the proposals received by the City, the cost estimate for the project is now $665,000. The City requests the allocation of $152,945 currently available from the FY 2016 CMAQ reserve to help cover the cost overrun. The City will provide local funds to cover the remaining $12,055 funding gap. There is currently $152,945 available in the FY 2016 CMAQ reserve account.

Ms. Sherry Earley reported that the City of Suffolk is requesting an allocation from the FY 2016 CMAQ reserve account for the following CMAQ project.

• North Main Street Multi-Use Trail – Phase II in Suffolk, UPC #99172 o Receive transfer allocation of $20,000 FY 2016 CMAQ, including State Match, from

FY 2016 CMAQ Reserve. Ms. Kassel stated that Newport News and Suffolk staffs had discussed the matter and that Newport News was willing to reduce its request by $20,000 to enable the Suffolk request to be funded. The public review period for both requests began on July 1, 2015 and runs through July 15, 2015. Mr. Robert Lewis Moved to recommend HRTPO Board approval of the Newport News request for $132,945 CMAQ allocation and the associated TIP amendment; seconded by Mr. Pullen. The Motion Carried. Ms. Kassel Moved to recommend HRTPO Board approval of the Suffolk request for $20,000 CMAQ allocation and the associated TIP amendment; seconded by Ms. Earley. The Motion Carried. FY 2015-2018 TIP Amendment: VDOT Mr. Steven Rowan reported that VDOT is requesting to amend the FY 2015-2018 Transportation Improvement Program (TIP) to remove 18 projects so that they may be added to the “Construction: Safety/ITS/Operational Improvements” project group. The request also updates the obligation information for that project group. This amendment is being made available for public review from July 1, 2015 through July 15, 2015. Mr. Rowan Moved to recommend HRTPO Board approval of the TIP amendment; seconded by Mr. Allsbrook. The Motion Carried.

FY 2015-2018 TIP Amendment: VDOT Mr. Steven Rowan reported that VDOT is requesting to amend the FY 2015-2018 Transportation Improvement Program (TIP) to add one new project to the TIP.

• Great Bridge Battlefield & Waterway Visitor Center, Phase 2 in Chesapeake, UPC #106449

o Add project to TIP. o Add FY 2016 obligation of $206,810 STP/EN, plus $51,703 match. o Add FY 2016 obligation of $745,000 TAP, plus $186,250 match. o Add FY 2016 obligation of $1,279,268 Other, plus $319,817 match.

This amendment is being made available for public review and comment from July 1, 2015 through July 15, 2015. Mr. Steve Froncillo Moved to recommend HRTPO Board approval of the TIP amendment; seconded by Mr. Shea. The Motion Carried. FY 2015-2018 TIP Amendment: VDOT Mr. Eric Stringfield reported that VDOT is requesting to amend the FY 2015-2018 Transportation Improvement Program (TIP) to revise the description for the following project:

• I-64 Peninsula Widening – Segment 1, UPC #104905

o Revise the project description to include the construction of a managed shoulder lane in each direction from Jefferson Ave. (Exit 255) to Fort Eustis Blvd. (Exit 250).

This amendment is being made available for public review and comment from July 1, 2015 through July 15, 2015 Mr. Stringfield Moved to recommend HRTPO Board approval of the TIP amendment; seconded by Mr. Bryan Stilley. The Motion Carried. 2040 Long-Range Transportation Plan – Challenges and Strategies: Final Dr. Camelia Ravanbakht, HRTPO Deputy Executive Director, reported that the 2040 Long-Range Transportation Plan – Challenges and Strategies: draft report was presented to the TTAC and underwent public review in May 22, 2015. Mr. Garrey Curry Moved to recommend HRTPO Board approval of the final report; seconded by Mr. Florin. The Motion Carried. Transportation Alternatives Program: FY 2017 Timeline Mr. Mike Kimbrel, HRTPO Principal Transportation Engineer, reported that the Transportation Alternatives Program (TAP), established under MAP-21, provides funding for a variety of transportation activities that were previously eligible for funding under separate programs under SAFETEA-LU, including Transportation Enhancements (TE), Recreational

Trails, and Safe Routes to School. It should be noted that some projects that were eligible under TE are not eligible under TAP. The VDOT Local Assistance Division (LAD), in conjunction with Virginia MPOs, coordinates the TAP project selection process in Virginia. Mr. Kimbrel outlined several important dates associated with the FY 2017 TAP, including:

• July 2015 – Call for applications (Coordinated by VDOT LAD) • July/August 2015 – Applicant Workshops • September 16, 2015 – Letter to the HRTPO requesting resolution of support • November 1, 2015 – Application Deadline (Submit to VDOT LAD) • March 2016 – TPS meeting to review TAP project proposals and select a set of projects

to recommend to receive FY 2017 TAP funding • April 6, 2016 – TTAC meeting – Consider TPS recommendations regarding TAP project

selection and funding • April 21, 2016 – HRTPO Board meeting – Board considers TTAC recommendations

regarding TAP project selection and funding and approves a set of projects to receive FY 2017 TAP funding

Dr. Ravanbakht noted that the TAP funding process is exempt from HB2. House Bill 2: Update and Draft HRTPO Policy Mr. Mike Kimbrel, HRTPO Principal Transportation Engineer, reported that House Bill 2 (HB2), signed into law in 2014, directed the Commonwealth Transportation Board (CTB) to develop and use a prioritization process to select transportation projects. The legislation is intended to improve the transparency and accountability of project selection, as well as improve stability in the Six-Year Improvement Program (SYIP). The first round of HB2 projects will appear in the FY 2017 – 2022 SYIP with $500 million allocated for High Priority Projects (Statewide) and $500 million for Construction District Grants. Mr. Kimbrel noted that of the $500 million for construction district grants, Hampton Roads will be allotted approximately $100.8 million. He indicated the statewide prioritization process is to be based on an objective, quantifiable analysis that considers the following factors relative to the cost of the project or strategy:

• Congestion Mitigation • Economic Development • Accessibility • Safety • Environmental Quality • Land Use and Transportation Coordination (For metropolitan planning areas (MPAs)

with a population over 200,000) He outlined the four HB2 weighting frameworks for the Commonwealth and noted the HRTPO area is in Category A with Congestion Mitigation as the highest weight factor for prioritization.

He summarized the HB2 project application process and eligible applicants for both the HB2 high priority projects and district grants. Mr. Kimbrel stated HRTPO staff has reviewed the HB2 process and has completed draft HRTPO HB2 Guidance for two scenarios when the HRTPO is the applicant and when HRTPO is requested to support the application of a locality or transit agency. He noted that VDOT will hold HB2 workshops on July 10th and July 15th in Chesapeake and Suffolk, respectively. He commented that TTAC members could also access the HB2 Implementation Guide on the CTB website to assist them in submitting their applications. Dr. Ravanbakht stated HRTPO staff has internally discussed the HB2 guidelines and as HB2 is new to everyone, staff plans to discuss further with Mr. Crum, HRTPO Executive Director. She encouraged TTAC members to attend the HB2 workshops and indicated that a list of projects will be provided to the HRTPO Board in September. She stressed all localities to work together to ensure that Hampton Roads is benefited by this process. Mr. Robert Crum, HRTPO Executive Director, agreed with Dr. Ravanbakht’s remarks. Mr. Lewis Moved to recommend HRTPO Board approval of the draft HRTPO HB2 Guidance; seconded by Mr. John Yorks. The Motion Carried. Regional Performance Measures (RPMs) – FY 2015 Update: Draft Dr. Robert Case, HRTPO Principal Transportation Engineer, reported that in 2009, the General Assembly passed legislation giving the Commonwealth Transportation Board (CTB) authority to:

“require that appropriate regional organizations develop…quantifiable measures and achievable goals…”

Dr. Case reviewed the RPM milestones since the legislation was passed as follows:

• 2011 – HRTPO Board and CTB approved list of RPMs • 2012 – HRTPO Board approved desired trends and values for RPMs • 2013, 2014, and 2015 – HRTPO staff calculated latest RPM values

He outlined the HRTPO RPM categories and summarized several charts of RPM values and targets. He then explained how the region was fairing in its performance measures and noted several statistics, including:

• Air quality has improved dramatically in the area • Pavement condition has improved significantly over the last three years • Allocations to Hampton Roads now exceed those of Northern Virginia

Dr. Case requested that TTAC members review and comment on the updated RPM list and data by July 14, 2015, The State of Transportation in Hampton Roads 2015: Draft Mr. Keith Nichols, HRTPO Principal Transportation Engineer, reported that HRTPO staff annually produces the State of Transportation in Hampton Roads report. He indicated that the report details the current status of all facets of the transportation system in Hampton Roads, including air, rail, water, and highways. Many aspects of the highway system are highlighted, including roadway usage, bridge conditions, costs of congestion, commuting characteristics, roadway safety, truck data, transit usage, active transportation, highway funding, and operations. He highlighted the following findings in the report:

• Regional air travel continues its downward trend • Rail travel has increased 66% over the last decade • Port volumes reached an all-time high in 2014 • The number of structurally deficient bridges is increasing • Roadway travel has been flat over the last decade, while per capita travel is decreasing • Transit usage increased throughout the economic downturn • After decreasing significantly at the end of last decade, the number of crashes and

injuries has increased

He noted that the report includes comparisons between Hampton Roads and similar metropolitan areas. He stated the draft version of the State of Transportation 2015 report will be made available for public review and comment from July 1, 2015 through July 29, 2015 and requested TTAC members review and submit comments by COB July 29, 2015. Mode Choices of Millennials – How Different? How Enduring?: Draft Dr. Robert Case, HRTPO Principal Transportation Engineer, reported the HRTPO has a history of supporting active transportation (biking and walking) and public transportation. He stated that today’s newest workers, aged 15-33, also known as the Millennial Generation, tend to use cars less often and choose to use alternative modes more often than those of previous generations. Dr. Case stated that the millennial report poses the question of whether there will be an increased demand for alternative transportation in the future. He noted that the report explores:

• How different are Millennials in their transportation choices • How enduring will their usage of alternative transportation be in years to come

He noted the draft report is available for public review and comment from July 1, 2015 through July 14, 2015 and requested TTAC members review and submit comments to him.

Virginia’s 2025 Transportation Needs Assessment: OIPI Consultant Ms. Lorna Parkins of Michael Baker International, reported that the Office of Intermodal Planning and Investment (OIPI) is preparing a high-level 2025 Transportation Needs Assessment to be used as a screen for candidate HB2 projects. On May 6, 2015, Ms. Parkins briefed the TTAC on a draft regional profile for Hampton Roads and met with interested TTAC members and HRTPO staff after the TTAC meeting. She discussed the importance of the VTrans Multimodal Transportation Plan (VMTP) Regional Network Needs Assessment in order to:

• Attract and retain the 21st century workforce • Support goods movement for Virginia businesses

She highlighted the components of the Regional Network 2025 Needs Development as follows:

• Defining needs analysis areas • Assessing current economic profile • Identifying desired future economic profile • Assessing transportation conditions • Incorporating economic-transportation linkages • Developing transportation needs assessment

Ms. Parsons indicated that the VMTP Development Team will conduct a one-hour workshop immediately following the TTAC meeting today. She noted the workshop is an opportunity to provide input on the Regional Network needs for the Hampton Roads region. Dr. Ravanbakht asked for clarification regarding candidate projects with regard to the HB2 screening process and the 2025 plan. Ms. Parkins replied that an HB2 candidate project must meet a need in the plan; the definition of which has been intentionally characterized in broad terms so that a number of different projects can be put forth for a particular regional need. These projects would then be screened through the HB2 process which would determine what projects would move on in terms of effectiveness. Correspondence of Interest Dr. Ravanbakht stated the Correspondence of Interest section in the Agenda contains a letter from VDOT inviting the HRTPO to become a participating agency in the development of the Supplemental Environmental Impact Statement (SEIS) for the Hampton Roads Crossing Study. She encouraged TTAC members to be actively involved in the SEIS development Three-Month Tentative Schedule Chair Gey outlined the Three-Month Tentative Schedule for TTAC and noted the TTAC meeting for August 5, 2015 is cancelled.

Summary Minutes of the April 9, 2015 CTAC Meeting Chair Edwards asked for additions or corrections to the April 9, 2015 minutes. Hearing none, a CTAC member Moved to approve the minutes as written; seconded by a CTAC member. The Motion Carried. CTAC Update Chair Edwards expressed his gratitude to Ms. Shepelle Watkins-White for her service as CTAC Chair for the past three years. He briefed the members on his background in relation to the region and asked his fellow CTAC members to have an increased focus on sharing information with their spheres of influence. Ms. Terry Danaher, CTAC Vice-Chair, introduced herself and thanked the CTAC members for electing her. She also provided a summary of her background with relation to the Hampton Roads area. 2034 Long-Range Transportation Plan (LRTP) Update Ms. Dale Stith, HRTPO Principal Transportation Planner, reported that as the region’s Metropolitan Planning Organization (MPO), one of the core functions of the HRTPO is to develop, approve, and maintain a fiscally-constrained LRTP. The LRTP serves as the blueprint for the region’s multimodal transportation development and identifies all regionally significant transportation projects for the Hampton Roads metropolitan area. Per federal regulations, any transportation project that receives federal funds or is categorized as regionally significant must be included in the LRTP. She stated the LRTP has a planning horizon of 20 years and the HRTPO, in conjunction with regional stakeholders, has been in the process of updating the LRTP to the horizon year 2040 for the past several years and is in the final stages of a multi-year planning process. She noted that at its April 16, 2015 meeting, the HRTPO Board approved the Project Prioritization scores for the 190+ multimodal candidate transportation projects; Project Prioritization evaluates candidate projects based on their technical merits and regional benefits and is the guiding tool in the development of a fiscally-constrained LRTP. With the approval of Project Prioritization scores, a Draft Fiscally-Constrained List of Projects for the 2040 LRTP outlining project priorities has been developed.

Ms. Stith commented that with the exception of I-64 Peninsula Widening Segment I, which is fully funded through construction, the Hampton Roads Transportation Accountability Commission (HRTAC) projects are not currently part of this draft list. The remaining HRTAC projects will be addressed once HRTAC develops a funding plan for these projects. She indicated that in addition to the Draft Fiscally-Constrained List of Projects for the 2040 LRTP, a Draft 2040 Regional Vision Plan listing unfunded prioritized projects has also been developed. Next steps include:

• HRTAC to develop a funding plan for its projects • Advisory Committee and Public review of draft fiscally-constrained list of projects • HRTPO staff to complete documentation of LRTP planning process • HRTPO Board to approve and adopt 2040 LRTP

Mr. Don Cherry asked whether the new state-approved alternative for Route 460 was considered during the modeling process. Ms. Stith replied affirmatively. Mr. Cherry asked if there was a current forecast of vehicles that will use the new Route 460 as compared to the original route. Dr. Ravanbakht replied HRTPO staff does not have current figures; however, she stated staff will contact VDOT for up-to-date numbers and will provide to CTAC at a later date. The State of Transportation in Hampton Roads 2015: Draft Mr. Keith Nichols, HRTPO Principal Transportation Engineer, reported that HRTPO staff annually produces the State of Transportation in Hampton Roads report. He indicated that the report details the current status of all facets of the transportation system in Hampton Roads, including air, rail, water, and highways. Many aspects of the highway system are highlighted, including roadway usage, bridge conditions, costs of congestion, commuting characteristics, roadway safety, truck data, transit usage, active transportation, highway funding, and operations. He highlighted the following findings in the report:

• Regional air travel continues its downward trend • Rail travel has increased 66% over the last decade • Port volumes reached an all-time high in 2014 • The number of structurally deficient bridges is increasing • Roadway travel has been flat over the last decade, while per capita travel is

decreasing • Transit usage increased throughout the economic downturn • After decreasing significantly at the end of last decade, the number of crashes and

injuries has increased

He noted that the report includes comparisons between Hampton Roads and similar metropolitan areas. He stated the draft version of the State of Transportation 2015 report is available for public review and comment from July 1, 2015 through July 29, 2015 and requested TTAC members review and submit comments by COB July 29, 2015. Chair Edwards encouraged all CTAC members to review the draft report and provide comments to Mr. Nichols. Environmental Justice Methodology/Title Methodology Tool Mr. Jimmy McNamara, HRTPO Community Planner, reported that the HRTPO is responsible for evaluating and monitoring compliance with applicable nondiscrimination authorities in all aspects of the HRTPO planning and programming processes. As part of these efforts, HRTPO staff has evaluated 2040 Long-Range Transportation Plan (LRTP) candidate projects via the HRTPO Title VI/Environmental Justice (EJ) Methodology. He stated the study identifies EJ communities based on nine indicators and then assesses the potential impact of LRTP candidate projects on these communities. This information will be used in part to help guide the HRTPO’s public participation strategies with the 2040 Public Involvement program. He described the tool and explained the components of the methodology. He noted that CTAC members were sent the link to the report in June and he requested members review the methodology/tool and provide comments by COB September 1, 2015. Ms. Watkins-White asked for clarification regarding the difference between high and low EJ scores. Ms. Kendall Miller, HRTPO Public Involvement and Title VI Administrator, replied that higher scores relate to a higher need of awareness for a particular community. It will affect how staff relays these projects to the public. Ms. Danaher requested that the EJ Tool information be uploaded to the HRTPO Facebook page. Mr. McNamara replied staff will post the information by tomorrow. Mr. John Kish stated the EJ Tool was hard to interpret since the street names were not visible. Mr. McNamara noted the tool will be improved with better background information so a specific location can be determined. Future CTAC Agenda Items Chair Edwards highlighted the future CTAC Agenda items and reminded the members that they can suggest items for discussion.

For Your Information Chair Edwards noted the items in the For Your Information section of the CTAC Agenda Packet and suggested CTAC consider meeting bi-monthly. Old/New Business Mr. Frank Papcin inquired as to who were the decision makers with regard to House Bill 2. Chair Edwards replied that the members of the Commonwealth Transportation Board (CTB) were responsible for making HB2 decisions. Mr. Papcin asked whether CTB members were appointed to the Board. Dr. Ravanbakht replied that CTB members are appointed by the Governor. She stated HRTPO staff can provide a briefing on HB2 and how it affects Hampton Roads. Adjournment With no further business to come before the HRTPO Citizen Transportation Advisory Committee, the meeting adjourned at 1:57 p.m.
