    Description/Analysis

    Issue Detail: The proposed section of Del Paso Boulevard and Acoma Street is locateddirectly across from the Light Rail Globe Station. Currently, the parking in this area isunregulated so vehicles park for extended periods of time making those spacesunavailable to customers of neighboring businesses.

    Policy Considerations: The action requested herein is consistent with the CitysStrategic Plan goals to achieve sustainability and enhance livability and expandeconomic development throughout the city.

    Economic Impacts: None

    Environmental Considerations: California Environmental Quality Act

    (CEQA): The current proposal involves restrictions to parking. The proposal is not

    a project in accordance with Section 15378 of the California Environmental

    Quality Act Guidelines. The proposal does not have a potential for resulting in

    either direct or indirect physical changes in the environment. Therefore, as

    determined by the Citys Environmental Services Planning Manager, no

    environmental review is necessary.

    Sustainability Considerations: This action supports the City of Sacramentos

    sustainability goals to improve and optimize the transportation infrastructure.

    Other: None.

    Commission/Committee Action: None

    Rationale for Recommendation: Parking on the proposed portion of Del PasoBoulevard and Acoma Street, is currently unregulated. A parking occupancy studyrevealed the subject area was often occupied by vehicles for extended periods of time.Regulating parking with Two Hour Parking, 8:00 a.m. to 6:00 p.m., Excluding Sundayswill allow customers of the neighboring businesses to park.

    Financial Considerations: The cost to implement the recommended parking regulationis estimated to be $565. There are sufficient funds in the Parking Services Division

    operating budget (Fund 1001).

    Emerging Small Business Development (ESBD): Any goods or services will bepurchased in accordance with established City policy.

    Background Information

    Parking on the proposed section of Del Paso Boulevard and Acoma Street is

    currently unregulated and often occupied by vehicles for extended periods oftime. Regulating parking with Two Hour Parking, 8:00 a.m. to 6:00 p.m.,

    Excluding Sundays will allow customers of the neighboring business to park.

    In response to the businesses request, a parking occupancy study wasconducted between April 23 and April 25, 2013 during 8:00 a.m. to 4:00

    p.m. It was determined that the average parking occupancy (81%) wassufficient enough to adversely impact the businesses.

    A letter outlining the proposed regulations and soliciting comments was sent

    to owners who would be impacted by the changes. Of the seven owners inthe impacted area, six (86%) responded. All six respondents voted in favor

    of the proposed changes.

    There are 19 parking spaces along the proposed section of Del Paso

    Boulevard and Acoma Street.

    PROPOSED TWO HOUR PARKING RESTRICTIONS FOR A SECTION

    OF

    DEL PASO BOULEVARD AND ACOMA STREET

    BACKGROUND

    A. Parking on the north side of Del Paso Boulevard, from Acoma Street toBarstow Street and the east side Acoma Street, from Del Paso Boulevardto the Del Paso Boulevard/El Monte Avenue Alley is currently unregulated

    parking with Two Hour Parking, 8:00 a.m. to 6:00 p.m., ExcludingSundays will allow customers to park near the neighboring businesses.
