To improve reliability, enable wind energy connections, and meet the region’s growing energy needs, ITC Midwest LLC (ITC) and MidAmerican Energy Co. are working to develop critical electric transmission lines in north central Iowa and southwest Minnesota. The proposed projects represent approximately 400 total miles of 345 kilovolt (kV) lines. ITC will construct and own approximately 225 miles of those lines.
PROJECT BACKGROUND – The proposed lines are the product of extensive analysis of the energy needs of the region. As proposed by MISO, the regional independent transmission planning organization, these lines reflect input from studies and initiatives including the Upper Midwest Transmission Development Initiative sponsored by five Midwest states and MISO’s Regional Generation Outlet studies. The final proposal was defined in MISO’s multi-year Multi-Value Project (MVP) study, conducted with substantial input from transmission-owning utilities, load-serving entities, generation developers and state utility commissions.
In proposing the projects, MISO set out to accomplish several objectives, including:
n Improve the operations and efficiency of the regional energy markets,
n Provide access to low-cost generation,
n Reduce the need for utilities to build future generation to meet their reserve requirements,
n Reduce energy wasted because of constraints, inefficiency and line losses on the system,
n Allow for the optimal use of wind energy resources,
n Provide optionality for future energy solutions.
The resulting package of 17 MVPs provides real and tangible benefits under several different future economic and regulatory scenarios. MISO approved the group of projects in December 2011 and authorized transmission owners to begin the activities (such as routing, designing and seeking regulatory approvals) to build the lines to meet the objectives that MISO established.
PROJECT PLANS – Two of the 17 MVPs, Projects 3 and 4, will be interconnected with the existing transmission infrastructure owned and operated by ITC and MidAmerican Energy. The two companies worked closely with MISO to define the specific configuration based on the operating needs in the area, and continued their joint efforts to define construction plans and ownership of the line segments.
ITC’s portion of MVP 3 is proposed to originate at ITC’s Lakefield Junction substation in southwest Minnesota, connecting east to ITC’s proposed Huntley substation in south central Minnesota, and south to a new MidAmerican Energy substation that will be constructed in Kossuth County, Iowa. MidAmerican Energy will construct additional lines in Iowa as part of MVP 3. The final project will require the construction of approximately 145 miles of 345 kV line in Iowa and 75 miles of 345 kV line in Minnesota. [continued, reverse]

Q: Why are you building these lines? A. These lines will provide many benefits to the region. As a result, they warranted the “Multi-Value” designation through the
MISO planning process. Among other values, these lines will help efficiently capture wind energy production, improve regional
reliability, encourage efficient generation investment to keep energy costs low, allow more efficient dispatch of generation
throughout the Midwest, and reduce energy losses. These lines reflect years of analysis of energy needs today and in the future
and a broad perspective approach to produce the greatest benefit for the entire region.
Q: Whose approval is required to build this line?A. These projects have been planned, reviewed and approved by MISO. In addition, for the Iowa portion of the projects, ITC
must request and secure a franchise from the Iowa Utilities Board and local approval prior to construction of each line segment.
For the Minnesota portion of the projects, ITC has secured approvals from the Minnesota Public Utilities Commission.
Q. How were the final line routes chosen?A. Transmission developers must strictly adhere to state requirements when selecting routes for transmission lines. In Iowa,
ITC must carefully consider the factors mandated by Iowa Code and the Iowa Administrative Code in order to minimize the
impact of the line on landowners. In Minnesota, the company must consider factors specified in Minnesota statutes and rules.
ITC worked closely with an engineering consultant to take statutory factors, local land uses and engineering requirements into
account to develop its siting proposal. The final desirable factor in siting is to secure voluntary easements from landowners
who agree to have the line placed on their property in return for compensation. The company also will compensate landowners
for damage that may occur during the construction process. ITC believes it is in everyone’s best interests to work with local
landowners throughout the process.
Q. What is the timing for construction?A. Construction will depend on the timetable for obtaining state regulatory approvals and acquiring landowner easements.
Construction on these segments is expected to take place between 2015 and 2018.

MVP 4 will connect MVP 3 to ITC’s existing Hazleton substation northeast of Waterloo, Iowa. The
line will connect ITC’s Ledyard substation in Kossuth County to the
Mason City area, south to Franklin County, then east to the Hazleton substation.
MidAmerican Energy will be responsible for roughly 80 miles of line on the easterly
portion of the project. ITC will be responsible for approximately 110 miles of 345 kV
line as part of MVP 4.
ITC must secure state regulatory approvals before it can build any lines. Those
approvals will come only after routing studies are completed, detailed plans are
prepared, and regulatory proceedings are completed. The company also will need
to secure easements from landowners to construct the lines.
