IV. Written Questions Received through 2/13/2014

Question 1 • Question: Are there easement issues related to the electrical 4” PVC installed by the Contractor? • Response: There is a 60’ Right of Way centered on Wakefield Circle.

Question 2

• Question: Should the bidder assume the existing force main is ductal iron? • Response: Existing force main is ductile iron pipe.

Question 3

• Question: Should the bidder assume the existing force main is at a depth of 4 feet? • Response: Existing force main is at a depth of 7 to 8 feet.

Question 4

• Question: Regarding drawing C-001, will the LOD change to include the installation of the SMECO Primary Feed?

• Response: Refer to the attached Drawing C-001. Question 5

• Question: Can the Contractor leave sheeting in place and cut to a certain depth? • Response: The County will allow sheeting to remain in place.

Question 6 • Question: Can the LOD be moved to allow more room near the force main tie in? • Response: Refer to the attached Drawing C-001.

Question 7 • Question: Will the electrical line need to be moved prior to sheeting? Will the County provide an

allowance for moving the electrical line? • Response: The Contractor shall anticipate relocating existing electrical service equipment (meter

box, panel, etc.) to facilitate construction if deemed necessary to maintain the existing pump stations operations required per the Contract. Any work associated with relocating the existing service, excavating around the existing service, etc. shall be coordinated with SMECO. No allowance will be provided.

Question 8 • Question: Where are the easements located around the property next door to the pumping site? • Response: Neighboring property 2382 Paddington Court has a 10’ utility easement along the

northern property line shared with Wakefield Pumping Station. There is a 10’ utility easement on the shared property line for both 2382 and 2384 Paddington Court. Also, there is a 60’ Right of Way centered on Wakefield Circle.

Question 9 • Question: It appears from Drawing S-002 that the excavation for the Wet Well can be laid back.

Will this be permitted? • Response: A lay back area will be permitted if needed to facilitate construction of the wet well.

Question 10

• Question: Are there any Manholes in the incoming Sanitary Sewer? There is a circle in the 8” Sewer line along the property line; is it a Manhole?

• Response: The closest upstream manhole to the existing wet well is on Wakefield Circle, labeled with an “S” on Drawing C-001.

Question 11

• Question: What is the length of the existing FM to Paddington Court? • Response: See Specifications Section 01540.

Question 12

• Question: Spec Section 02141 & Addendix II; Dewatering will be required to excavate for wet well has the County applied for dewatering permit.

• Response: Yes. Question 13

• Question: GP-13, Permits; If Contractor has to obtain a dewatering permit the contract duration of 330 days may not allow enough time for project completion.

• Response: The dewatering permit will be provided by the County. Question 14

• Question: Addendix II; Geotechnical Report states the use of shoring systems requiring dynamic installation are not recommended for use. Please advise if driven or vibrated steel sheet pile will be allowed?

• Response: Driven or vibrated sheet piling will not be allowed. The Contractor shall use augered soldier piles with lagging or similar non-dynamic installation.

Question 15 • Question: Spec Section 02141 - 3.05.B.1; Sheeting can be left in place if approved by owner. Please

advise if owner is going allow the sheeting to be left in place? • Response: The County will allow sheeting to remain in place.

Question 16 • Question: Spec Section 13120; Requires precast building to include HVAC ventilation system

consisting of fans louvers and MODs. Please provide louver and damper schedule indicating size of each. Additionally please provide spec for louvers and MOD's.

• Response: HVAC requirements are listed in Specification 13120 – Precast Concrete Building. The bottom of a fan or louver shall not be less than 3 feet above finished floor elevation and the top not less than 3 feet from the roof. Both shall be a minimum 16”x16” size. Alternate sizes are an option for possible location above doors, as long as the free area is maintained. Panelboard GP has voltage listed for LV 1 & 2. Louvers shall be combination fixed-operate type. The louvers shall be Greenheck Model EAC-401, or equal.

Question 17 • Question: Sheet C-001; Shored excavation for wet well will encroach the LOD and on opposite the

electric line will be in the way. Can an allowance be added in the bid sheet for relocation of the existing site electric.

• Response: The Contractor shall anticipate relocating existing electrical service equipment (meter box, panel, etc.) to facilitate construction if deemed necessary to maintain the existing pump stations operations required per the Contract. Question 18 • Question: Sheet M-001; Indicates Bubbler conduit through the wall of the wet well. Sheet M-002

shows it turning out the ground and through the top slab. Please advise. • Response: The bubbler piping is intended to proceed through the top slab and back down as per

the “Bubbler Guide Well Detail” provided on Drawing M002. Question 19

• Question: Sheet C-001; Proposed force main connection to existing is to close to the LOD. • Response: The LOD has been modified. Refer to the attached Drawing C001.

Question 20 • Question: Sheet C-001; Note 7- is contractor to assume a depth of 4 feet as basis of bid? • Response: Existing force main is at a depth of 7 to 8 feet.

Question 21 • Question: Sheet C-001; Please identify existing force main materials of construction; ductile, PVC

or transite asbestos. • Response: Existing force main is ductile iron pipe.

Question 22 • Question: Sheet C-001; Proposed force main connection to existing force main note states

restrained coupling with concrete thrust blocks. Please provide detail of the connection. • Response: The Contractor shall provide a restrained wye connection to the existing force main.

Thrust block at the wye shall be per the Charles County standard detail B.101.

Question 23 • Question: Is a engineers trailer required and if required where will it be located. • Response: An engineer’s trailer is not required.

Question 24 • Question: Sheet E-002; Has the proposed primary electric service to the site been coordinated with

SMECO? • Response: The Engineer has made initial contact with the utility on behalf of the Owner

regarding service at this facility including proposed routing of the primary feeder to the utility transformer as shown on the contract drawings. The Contractor is still required to coordinate final installation including final primary feeder routing and hold a pre-installation conference with utility prior to work as specified in Contract Specifications 16421-1.08.

Question 25 • Question: Spec. Section 01540, 1.05.C; States pump around discharge Manhole is 300 feet away;

please advise can the by-pass pump piping be installed within the existing force main easement or does it have to be installed along sidewalk along Wakefield Circle and Paddington Court.

• Response: For bidding purposes, the Contractor shall assume along the sidewalk along Wakefield Circle and Paddington Court.

Question 26 • Question: Sheet C-001; The LOD shown does not encompass by-pass pump piping installation and

proposed primary site electrical feeder. New LOD's need to be established to encompass all proposed work.

• Response: Refer to the attached Drawing C001.

Question 27 • Question: Sheet C-001; Does Note 3 apply to proposed primary electrical service installed along

Wakefield Circle • Response: Note 3 applies to the verification of all existing underground utility locations as

applicable to facilitate construction.

Question 28 • Question: Sheet C-001; Is the buried water meter assembly proposed or existing? • Response: Proposed.

Question 29

• Question: Site Visit; Existing Sidewalk at driveway to pump station is broken will the sidewalk be replaced.

• Response: No. Existing sidewalk to remain as-is unless impacted by construction activities.

Question 30 • Question: Site Visit; Existing Dirt/Gravel Driveway to pump station is it to be improved with new

gravel/stone after completion of the proposed pump station work? • Response: No.

Question 31

• Question: Sheet C-001; Please provide invert of pipe exiting interceptor manhole upstream of existing Wet Well?

• Response: Per Record Drawings, the invert of the 8” pipe exiting the manhole on Wakefield Circle upstream of the existing wet well is 176.48 FT.

Question 32 • Question: Sheet M-001; 10" Gate Valve end connection MJ or Flanged? • Response: The 10-inch gate valve located in the wet well is a flanged connection.

Question 33 • Question: Sheet M-001; 2" Air release piping at wet well indicates a flapper valve please provide

spec. • Response: Apco 100 Series Rubber Flapper Swing Check Valve or equal. The valve requires a

flanged connection on the PVC pipe.

Question 34 • Question: Sheet M-001; Please provide spec/detail/make/manufacturer of the portable fall arrest

post with SS base plate. • Response: Refer to Specifications Section 11310 Article 2.21.

Question 35 • Question: Sheet E-002; Please provide section of duct bank from handhold to intersection of

DB/LTG and DB/BOW. • Response: Ductbank shall consist of (3)-2” conduits in 3x1 arrangement (3 row by 1 column)

with plan west end conduit supplying Wet Well Blower, spare middle conduit stubbing up adjacent to Wet Well Blower DS, and east end conduit supplying the A1 lighting fixture.

Question 36 • Question: Sheet E-002; Please clarify "conduits routed in equipment pads" for the conduits from

Wet Well junction boxes to the interior of the wet well. • Response: The type E-1 conduits from the wet well shall be routed below grade under the wet

well concrete top slab and equipment pad and they shall stub up at the corresponding pump station wet well junction boxes.

Question 37 • Question: Sheet M-002; Bubbler detail are pipe clamps 4 ft on center or 6 ft? • Response: Pipe clamp spacing shall be a minimum of 4 feet and maximum of 6 feet as per the

Bubbler Guide Well Detail on Drawing M-002.

Question 38 • Question: Sheet C-003; Will the County supply the water meter? • Response: Yes.

Question 39 • Question: Sheet C001; 10" C900 PVC sewer with restraint system; spec 02733 2.01 .A.6 call for a

split serrated ring behind bell; restraint is shown in 3 places. Are 3 bell restraint joints required on the 22 foot run? Are wall sleeves and link seals required at structures to restrain pipe at structure walls?

• Response: The full length between structures shall be restrained joint pipe. The drawings show 3 joints given distance and differential settlement potential. Wall sleeves and link seals will not be required on the 10” C900 PVC sewer system.

Question 40 • Question: Can some specs be provided for the door hardware? • Response: Refer to Section 13120 Precast Concrete Building for the door hardware

specifications.

Question 41 • Question: Can Landia be added as a named manufacture under Bid Item No. 2, Submersible

Chopper Pumps? • Response: No. However, the Contractor may specify Landia as an “or equal” alternative along

with price savings to be reviewed by the County. The County reserves the right to accept or reject the use of any or all “or equal” equipment/material.
