- PM informed all about One Stop Service office at Hti Khee that ITD has assigned Coordinator team (Mr.Tawan and Mr.Chuman), Safety (Mr.Vichit), IT man (Mr.Kunawoot) to base at OSS for general service and support OSS officer.

2 Production Progress - Section 1: do 31.78% of the forecast 49.08%. Section 2: do 33.38% of the forecast 51.60%. Section 3: do 38.36% of the forecast 61.40%.
- PM insisted every section to make conceptual plan of their base camp one section/one base at this stage. And one base camp/one store as well.
- Section 1 was on preparing to do Ka Maung Twe Bridge. First would do pontoon bridge for temporary mob and demob urgent equipment. Second built Temporary Steel Bridge, planned to start on 25 August 2011, 150 day schedule to complete this Temporary Steel Bridge.

• Mr. Chairman informed that he received a letter from
President Office to reply back the facts and figure of Pagaw
Zone farm. The number of tree, it diagrams etc. after Mr.
Panno signed he would submit it to Mr. Chairman
• Chief Minister would like to privatized the whole farm

vehicles list from Char Kae site and Road Link.
• He requested SWB to accept the updated vehicles list of Char Kae

• Mr. Surin explained that two vehicles (mobile 37 and mobile 45)
went back to Thailand and will be changed with another two
vehicles as mentioned in the letter.
• Mr. Chairman revealed that Suntac may use another replacement in
stead of using explosive for seismic survey.
• He needed the daily report of Suntac’s Seismic Survey works
• From attachments (1) to (7) it was verbally approved yesterday,
today he would issue a letter after reply from Focal Ministry. For (2)
remaining attachments, today or tomorrow, he would issue a letter
after focal ministry response.
• At the same time, Assistant Director from Custom Department did
not receive the updated list of vehicles
• He would follow up Focal Ministry by preparing a latter and attached
ITD’s camp site request of urgent entry permit for those four vehicles
• He requested Assistant Director from Department of Border Trade to
inform Hti Khee Check Point approved the entry of one fuel tank
lorry from that reference ITD-MR-DWDP-092/11
• Assistant Director from Custom Department suggested ITD to
request entry permit and apply import license for those two new
vehicles to Focal Ministry.
• There were (64) vehicles in ITD Char Kae site, after mobile (37 and
45) returned to Thailand, only (62) vehicles would be remained. So,

• Mr. Suphap requested that ITD would submit entry permit for
two vehicles to Focal Ministry, at the same time they would like
to bring these two cars for operational used
those two new vehicles can apply for import license at the same time
with the remaining (62) vehicles
• He advised ITD, if possible, to rent the local vehicles for easy access
of transportation and less procedures
• ITD can call for tender as well, if required, ITD can submit a proposal
to him for his arrangement

Relocation
• Mr. Terapong said that generator and hand dug well would be
provided for them initailly. Ground tap would be set up at the
centralized location for 52 households which will be relocated to
Pan Tin Inn.
• Mr. Panno proposed to set up detail discussion in a separate
meeting. And he inspected whether he can discussed about
comments, any changes with Assistant Director
• He informed that SWB could give comments on sample house
design
• Assistant Director U Sein Win from Department of Human Settlement
and Housing Development suggested ITD to assure the lustiness of the
bridge at the gate way to Bawa for construction Bawa Industrial Town.
• He would survey the bridge on coming Friday
• Sample house would be constructed as Type (II), ITD required to figure
out all materials cost and submitted to U Sein Lwin
• Decision for confirmed house design will be made by Chairman of
Management Comittee Thura U Thaung Lwin
• Besides, resettlement area for KaLoatHtar Layout plan had finished. After
negotiation with local people, SWB would reveal finalized drawing to ITD.
• U Sein Win continued that it required considering the source of water
and electricity supply at resettlement area: Pan Tin Inn for moving
Nyaung Pin Seik village.
• Mr. Chairman also requested U Sein Win to tentatively seek a location
for (152) households in Nga Pi Tat though it was out of DSEZ Zone. This
task was for preparation in case.
• U Sein Win inspected drainage system in host area Pan Tin Inn
• Mr. Chairman consulted ITD to establish the sample house as similar as
the actual design.
• They would make comment after meeting with villagers. Deputy Minister

• Mr. Panno said that he would like to give priority along 220 meter
width along road link.
• Mr. Panno said ITD concentrated along road link for tree counting
• Mr. Terapong informed he would like to see the targeted time
when the tree counting would complete in particulars zones
(heavy industrial zone, medium and light industrial zones)
• He proposed to set up a meeting and discussed about time frame
or schedule separately

Road Link from High Way No. 8 interchange to Phu Num Ron
• Road link report had been sent to Focal Ministry on
Thursday and ITD camp site provided hard-copy to SWB on
the same day
Thura U Thaung Lwin would discuss finalized decision. He also advised
ITD to share the house model to other village.
• He inspected when ITD would go to Kaloat Htar for inquiring villagers
agreement
• After tree counting at Sea port area next ten days, Mr. Chairman
inspected the location ITD would continue tree counting
• Mr. Chairman suggested new Bawa
• Mr. Chairman said that tree counting at sea port area would finish after
ten day.
• The President Office also set up the budget for G. E battlelion to
construct authority center. He inspected when ITD would start
compensation. As well as Vice President Thiha Thura Tin Aung Myint Oo
would come soon.
• Mr. Secretary advised ITD could arrange Suntac by using satellite photos
for estimated tree counting
• Mr. Chairman concluded that after tree counting at sea port zone, they
would proceed in 220 meter width area.
• Mr. Chairman informed that as ITD finished tree counting along 20 meter

Meeting Dialogues
Mr. Chairman revealed his thanks to ITD for preparing access road. He shared villagers are also happy about that. He suggested ITD to continue preparing local raod as local people were very cheering with ITD help. Before commencing meeting, he reviewed the previous minutes of meeting. He followed up tree counting along (KM 0 to KM19) with 220 meter width that ITD concentrated on. Mr. Panno replied that ITD surveyor had marked up 220 meter width in roughly to KM 7, so, they would start counting tree as soon as finished tree counting in sea port area. Chairman informed that he submit a letter and negotiated with Ministry of Industry I. Hopefully it would grant the approval. After permission, ITD can start tree counting. He also negotiated with Pokaung owner in the morning and he agreed to continue tree counting not only (220) meter width but also the whole plantation in Medium Zone. When it owner came, ITD can discuss with him for compensation. Mr. Chairman would submit a letter to Central Working Body regarding tree counting (220) meter width.
Mr. Chairman inspected proposal for local jetty. Mr. Panno invited him to go and make site selection for local jetty for local transportation at Bawa. Mr. Chairman agreed to go today after his meeting with Bawa villagers.
And, he added ITD to report him manpower and vehicles report weekly on every Thursday by addressing to him and copy to Charkae Site. Mr. Terapong proposed that road link progress report might address to Mr. Chairman and copy to Char Kae Site. And, Char Kae Site would print out and provide Mr. Chairman hard copy.

Mr. Varote presented yesterday Mr. Panno and he met Chief Monk in Kaloat Htar
Firstly they informed new proposed resettlement location and new house design and layout
Mostly they agreed with the proposed area During discussion, villagers inspected them about compensation
payment procedures. So, roughly he informed them step by step He explained firstly ITD would like to check flooding area, dam
and identify impact area After then they would discuss with each land owner to identify
land properties and then count the tree Then, ITD called them again to reconfirm land record, land used He would like to conduct assessment regarding villagers income
for estimating of cost for impact and compensation in medium zone
The villagers agreed with their procedures After estimating the cost, if the villagers did not agree with ITD
amount, they would call meeting and negotiate with the villager again for fair price
What a special request from villagers was they did not like to move immediately
So, he explained them before ITD start dam, they got four or five months to carry out new planting in new area
Villagers also requested new farm area, so, he explained that there were large suitable area for them
After road link design finished, it would submit to Focal Ministry
Mr. Chairman said that he provided the procedures of compensation and relocation which had been advised by Deputy Minister Thura U Thaung Lwin to ITD
So, Mr. Varote could explain the same procedures to villagers Deputy Minister also would like to know the proposal price for local
people He discussed with village administrator and villagers to calculate the
price of their properties in flooding area and to provide to him
He suggested ITD proposal had to be according to the compensation policy
Mr. Chairman would like to go and discuss with villagers repeatly Mr. Chairman inspected current proposal and survey proposal ITD needed survey proposal for sectorial agreement He suggested Mr. Varote to meet Department of Agriculture and
Irrigation, Taninthayi Regioan directly. It had proposal format As well as to apply for proposal to Focal Ministry. ITD received
permission for surveying for reservoir only
He reminded ITD to submit road link proposal to focal ministry

Vehicle Import Documents Mr. Suphap inspected two vehicles which went back to Thailand That two vehicles had not import license but their entry recorded
in Department of Border Trade. Directorate of Trade asked ITD to apply import license to Central
Working Body
Assistant Director from Custom Department suggested ITD to prepare a letter and explained to Central Working Body for that two vehicles
1.3 Work Permit
Mr. Suphap mentioned that ITD would recruit (18) manpower as Original Group, ITD sub contractor would start site work here in next week
Mr. Terapong also revealed that in the future, ITD would recruit more Myanmar people
Mr. Chairman informed that he received instructions from President Office after he submitted (521) list of foreigners to Central Working Body as well as President Office.
He requested Mr. Aubrey read out that remark. “ For work permit for foreign workers, ITD should to ask for required no. of staff only among (521) foreigners working in DSEZ”
He requested Mr.Suphap to substitute local technicians as instructions from President
Accordingly the DSEZ law, technicians were allowed to work in ITD In ITD weekly report of updated manpower list, the Myanmar
manpower should be increased. As well as manpower from Sub‐contractors must be reported to
Department of Labors As only technicians and experts were allowed to work here, by the
time ITD reported foreign manpower, to title their name as mechanic instead of driver, foreman instead of carpenter etc.
U Win Ni Oo from Department of Immigration and National Registration Department stated that he would adjust foreigner’s list maximum (550) nos.
He added, for managers level they would like to use their own drivers while site drivers should be local personnel
Mr. Chairman continued that as he received order from higher authority, he asked ITD to recruit local people as more than (30) local people from proposed relocation villages had registered as daily workers at ITD company
The President remark also that ITD company needed to cooperate with not only Myanmar labor but also internal business man

Relocation Tree Counting Team
Mr. Aubrey informed that tree counting would finish in (7) days. After that they would start tree counting along (220) meter width from KM 0 to KM 19.
As discussed in last meeting, Mr. Terapong revealed that we should have schedule for tree counting
He proposed that new member from tree counting should be trained for tree counting by setting up workshop
Mr. Panno agreed to improve teams and he would employ local people. He requested Max Myanmar to attach with their team
He proposed for sufficient transportation as well Main Road (KM 0+000 to KM 19+000)
Mr. Terapong revealed that as tree counting finished in along (20) meter width from KM 0+000 to KM19+000, ITD company would like to finalize compensation urgently. Because ITD did not finish compensation yet
Mr. Chairman informed that he would like to improve tree counting team up to (10) teams cos previously he had completed discussion with government administrations to reinforce for tree counting
He would like to finish tree counting inside Heavy Industrial Zone
He inspected Mr. Panno whether improving tree counting team was possible or what assistance he required
As Max Myanmar agreed to attach with them, he will call for a special meeting regarding organizing ten teams
He suggested transporting vehicles should return to pick up another teams after dropping tree counting team on behalf of vehicle waiting for the same team the whole day.
Mr. Chairman said he would discuss about it to Deputy Minister this week

Road Link Road Link from High Way No. 8 interchange to Phu Num Ron Section I (from Myitta to Hti Khee)– explained by Mr. Wasat They faced difficulties to continue work because of heavy rain. The second is they had to temporarily stop work progress from Myitta to Kaloat Htar. Therefore, they asked Dawei Princess to temporarily stop work progress. Section II – explained by Mr. Benja Road Link extension between Myitta to Hti Khee finished 80%. Compare to time schedule it’s a bit behind the schedule due to heavy rain and road repairing cos of land sliding. From KM 104 to KM 146 , road upgrading was remaining. Section III‐ explained by Mr.Krit Kamaung Thwae bridge was breaking. They revealed the new design to Mr. Chairman. The length of the bridge was 126 Meter. The steel pole had been sent to the bridge. They would establish it from 1 September 2011 to the end of the year. (54)% of bridge construction remained to inspect. Due to weather condition, (34) % finished. They would reinforce manpower to finish road link surveying after raining season.
Mr. Chairman asked road link team that now they had reported their work progress section by section.
Different from weekly work progress report, he requested one special report of the entire road link activities such as its performances, objectives, administrative, logistics, procedures, comment, challenges, future plan and suggestion etc. by providing a book to him.
3 Discussion for Supporting Working Body
Mr. Chairman informed ITD to continue preparing and paving focal road to new Bawa town
He emphasized ITD to employ local labour as well as internal business men
When ITD needed skilled workers, it could send proposal to him and he would proceed to CWB. Through it, Ministry of Labour could provide sufficient labours to ITD
For tree counting could be stated at Pagaw Zone and Po Kaung plantation as he finished negotiation

Tree counting groups will be improved up to ten teams to end tree counting in a short time and discussed compensation area to area
Compensation procedures for KaLoat Htar dam would be the same with relocation movements to Bawa
He reminded ITD to care of overweight vehicles not to cross the bridges as local bridges were very old and located out of DSEZ
So, ITD heavy machines which travelled outside DSEZ had to report to police station at the junction or him so he could request to Regional Government for security
That’s one of SWB responsibility instructed by Central Government In case of purchasing local commodities such as gravel, rock and sand
should be reported to him
ITD to take aware of its staff member to have discipline whenever went to villages at night. Because the village sent a complaint letter to him as ITD staff member went around the village and drunk
ITD had to prepare for local roads so, it needed lots of rocks. Chief Minister asked ITD to send a proposal. They had sufficient rocks, gravel but not in this area.
He suggested ITD to mind overstayed manpower to check out and report their departure to his office
He would like to record DSEZ area during it buffet period by video record and camera record before relocation joint recorded by SWB and ITD
He suggested that bush clearing required to conduct inside DSEZ between Htien Gyi to Pan Tin Inn within (5) meter width in each side of the road
Even if ITD company would like to implement diversion route outside DSEZ, it needed to submit a proposal to Chief Minister
He asked ITD company to provide him special reports of each ITD project like road link, deep sea port, dam, estate, administration and logistics in coming week
Mr. Secretary asked to provide him jetty proposal upon initial observation
He reported to Ministry of Transportation that Bawa would a resettlement area. Therefore, he suggested to construct public jetty

U Win Ni Oo explained that concern with those letters, ITD had requested visa extension during June 2011. From June to mid July it was handover period between Ministries to Ministry. Therefore, Ministry of Immigration and Population had to collect documents relating ITD affairs.
He had contacted his Ministry for that case. He requested ITD staff along road link to send all their origin
passport for his immediate inspection before they departed to Thailand

• Accident Report
1st Report Event : August 26, 2011(13.00) – Landslide over one of the Backhoe, there was one injury; Mr.Promma Angkab, he got bruises on his back. Location : Base 3 Remedial Observation : The injured man got general check from field nurse, then took medicine and some day rest. 2nd Report Event : August 26, 2011(13.00) – Mr.Anan Khankaew, survey man got cut on his left tiny finger by a bamboo. Location : Base 3 Remedial Observation : He got wound dressing by field nurse for 3 days.
