G.A.I.N. Getting Arizona Involved in Neighborhoods (G.A.I.N.) will be officially celebrated on Saturday, October 18, 2014 at numerous events around Phoenix. The purpose of G.A.I.N. is to heighten community awareness and involvement, generate support and participation in local anti-crime efforts, strenghen community relations and send a message to criminals letting them know neighborhoods are organized to prevent crime. The holiday season is just around the corner. The Phoenix Police Department is partnering with Target Stores to pair deserving students from local schools with police officers, one on one, from each of our city's 8 precincts to shop for holiday gifts for family member and for personal items of clothing for the student themselves.

Cactus Park Community Alliance would like to present you with an opportunity to help with this endeavor. Although some funding is provided by Target Stores for this event, the officers could sure use your help. If you would care to sponsor a child for this event you may do so in one of three ways:

1. Purchase Target Gift cards in any amount up to $200 per child sponsored. Cards

will be collected at the Oct. 22, 2014 - CPCA/BW/PNP meeting at the Helen Drake Senior Center. 2. FLOWER STREET BLOCK WATCH “ED PASTOR PEDESTRIAN BRIDGE CLEANUP CREW” FUND RAISER The Flower Street Block Watch Association is raising funds to send seven students to Washington, D.C. on November 11, 2014. Congressman Ed Pastor has invited the complete clean-up crew to Washington in order to reward them for their hard work and dedication in maintaining clean conditions on the Ed Pastor Pedestrian Bridge - located on McDowell Road near 35th Avenue. Now the clean-up crew needs to come up with the funds for travel, lodging and food for the 5 day trip. The estimated cost to send each student is about $1,500.00. The students are all Honor Roll Students as of June 2014. In this group there are 2 nine year olds (1 from the Isaac Elementary and 1 from Alhambra Traditional Elementary School Districts), 1 eleven year old from Pendergast Elementary School District, 2 fifteen year olds (1 from Glendale Union High School and 1 from Phoenix Union High School Districts, One student from Phoenix Community College, and one student from ASU. The students help maintain the Ed Pastor Pedestrian Bridge twice a month starting from 7A.M. and they stay until the work is completed. Phoenix Mayor Stanton wants to hold a Celebrity Dinner at Garcia’s Restaurant, 2212 North 35th Avenue, on Friday October 24th at 6:00 p.m. to help raise the funds needed. There are also plans to have several car washes in the area of 51st Avenue down to 27th Avenue, between Van Buren and Camelback. If you, or your organization would be willing to host a car wash, please contact the Flower Street Block Watch Association. PHOENIX FIRE DEPARTMENT HAUNTED HOUSE PRESS EVENT The Phoenix Fire Department conducted a haunted house event at The 13th Floor; located at 2814 West Bell Road. The Fire Department spoke about safety tips on how to have a safe and fun Halloween. The Phoenix Fire Department shared the dangers of going to unapproved haunted houses. The Phoenix Fire Prevention division showed how they inspect and approve these haunted houses. The media was also able to tour The 13th Floor to see the safety features that are required by the Phoenix Fire Code and enforced by the Phoenix Fire Department Fire Prevention Inspectors.

BLIGHT LIEN AD HOC COMMITTEE Committee Members Present Councilwoman Kate Gallego, Co-Chair Mark Manoil, Co-Chair Jon Mitchell, Cynthia Zwick, Marc Scher, Bobby Lieb, Paul Jordan, Nedra Halley, Keith Andziewicz, Patricia Boland, Blanca Melgoza, Chris Hallett, Alan Stephenson, Neal Young, John Wayne Gonzales On October 2, 2014, the Blight Lien Ad Hoc Committee met to review the current purpose and utilization of blight liens, and to explore methods to improve their effectiveness and efficiency in the fight against neighborhood blight. Topics of discussion included board up specifications, looking at the time for abatement processes, questioning different applications for property owners who have previous abatements, what to do if Home Owners’ Associations become defunct and the difference between condominium and parcel abatements. Committee member Melgoza suggested using NextDoor.com to communicate with residents regarding which properties have a NSD case.

PHOENIX POLICE AND PARKS FOUNDATIONS’ 1ST ANNUAL “POLICE, PARKS & PUPS FESTIVAL” The festival is to raise awareness about both the Phoenix Police and Phoenix Parks Foundations through a fundraiser to support both the Police and the Parks and Recreation Departments’ future training,

equipment, and employee needs. The two organizations are hosting a joint fundraiser at the Margaret T. Hance Park on Saturday, November 15, 2014, from 8 a.m. until 12 p.m.

ONLINE PUBLIC CRIME STATISTICS UPDATE A link to access Phoenix crime data through RAIDSOnline is available on the City of Phoenix website (https://www.phoenix.gov/police/neighborhood-resources/crime-stats-maps) or users can go directly to the RAIDSOnline website (http://www.raidsonline.com/). The RAIDSOnline crime mapping application provides visitors to the site with multiple options. Users can view icons on a map depicting crime locations; they can view hot spot maps depicting the density of crimes in an area; they can obtain a list of incidents by address (with only hundred block addresses listed to protect victim confidentiality); and they can set up alert notifications so an e-mail is sent whenever a crime happens within a particular distance from a specified address.

FORENSIC SCIENCE IMPROVEMENT DISCRETIONARY GRANT Public Safety and Veterans Subcommittee recommend City Council approval to accept funds from the U.S. Department of Justice, National Institute of Justice (NIJ) in the amount of $174,996 for the 2014 Paul Coverdell Forensic Science Improvement Discretionary Grant Program. These funds will be used for the Phoenix Police Department Crime Lab and utilized for overtime and related fringe benefits to improve the timeliness of forensic science services and to address the backlogs in the analysis of forensic evidence.

GRANT FUNDS FROM THE U.S. DEPARTMENT OF JUSTICE FOR THE

SOLVING OF COLD CASES WITH DNA GRANT Public Safety and Veterans Subcommittee recommend City Council approval to accept funds from the U.S. Department of Justice, National Institute of Justice (NIJ) in the amount of $269,987 for the Solving Cold Cases with DNA Grant Program. The Police Department’s Crime Laboratory has applied for and received similar grants over the last several years. The focus of this grant is to identify, review, and investigate “violent crime cold cases” that have the potential to be solved using DNA analysis, and to locate and analyze the biological evidence associated with these cases.

U.S. DEPARTMENT OF JUSTICE FUNDS FOR THE 2014 DNA CAPACITY ENHANCEMENT AND BACKLOG REDUCTION PROGRAM GRANT Public Safety and Veterans Subcommittee recommend City Council approval to enter into a grant agreement and accept funds from the U.S. Department of Justice, National Institute of Justice (NIJ) in the amount of $554,953 for the 2014 DNA Capacity Enhancement and Backlog Reduction Program. The focus of this grant is to provide for the processing, recording, screening, and testing of forensic DNA and/or DNA database samples. Grant funding will be utilized for forensic scientist overtime, related fringe

benefits, equipment, travel/training, consultants for outsourcing DNA testing, and other costs to improve the quality and timeliness of forensic DNA casework and to reduce backlogs in the analysis of DNA evidence.

MEMORANDUMS OF UNDERSTANDING AND INTERGOVERNMENTAL

AGREEMENTS WITH VARIOUS SCHOOL DISTRICTS FOR SCHOOL RESOURCE

OFFICERS The Police Department was awarded a Community Oriented Policing (COPS) grant to hire 15 officers in order for 15 veteran officers to be deployed as School Resource Officers. One of the requirements to receive the grant was for the City to enter into Memorandums of Understanding with the school districts where the 15 officers will be deployed. Funding for the 15 officers is through the 2013 COPS Hiring grant award, which requires a 25 percent cash match from the City. Additionally, the Police Department has entered into Intergovernmental Agreements with various school districts in the past to assist with the cost of SRO’s deployed at additional schools. Funding for these 60 positions is provided through partnerships with the Arizona Department of Education and individual school districts. Through this partnership, grant funds or district funds pay 75 percent of the SROs salary while the remaining 25 percent is paid by the City. The total deployment for the 2014-2015 school year will include contracts to deploy 75 SRO’s in 86 schools within 18 different school districts. The Arizona Department of Education uses a selection process to determine which schools receive an SRO.

AUTHORIZATION TO ENTER INTO AN AGREEMENT WITH THE U.S. DEPARTMENT OF JUSTICE, DRUG ENFORCEMENT ADMINISTRATION FOR

POLICE SERVICES Public Safety and Veterans Subcommittee recommend City Council approval to enter into an agreement with the U.S. Department of Justice, Drug Enforcement Administration (DEA) to accept funds in the amount of $17,374 per officer assigned to the task force. The purpose of these task force groups is to disrupt the illicit drug traffic in the State of Arizona by immobilizing targeted violators and trafficking organizations. This agreement assigns three experienced Phoenix Police Officers to the DEA Phoenix Task Force Groups for a period of not less than two years.

UPDATE ON THE NEIGHBORHOOD WATCH GRANT PROGRAM On October 3, 2012, the Mayor and City Council approved several amendments and changes to budget requirements for the grant program. Most notable is that beginning with last year’s 2013 grant application process the use of awarded grant funds would be limited in the amount that can be used to pay for electricity costs. Beginning with the 2013 grant cycle, no new contracts for lighting would be allowed unless they were energy efficient, e.g. solar powered, LED, etc. The Committee encourages all applicants to think long term as it

relates to operating costs and energy efficient options when looking at lighting solutions. Beginning with the 2013 grant cycle, a lighting bill phase out began in the following manner:

• 2013 no more than 75% of requested grant funds

• 2014 no more than 50% of requested grant funds

• 2015, and every year after, no more than 25% of requested grant funds The 2014 Neighborhood Block Watch Grant Program application period for Fiscal Year 2014-2015 closed on January 2, 2014. The NBWGP Oversight Committee is in the process of scoring the 170 applications received and based on the above criteria will make grant funding recommendations to the Mayor and City Council in early June.

NEXTDOOR.COM UPDATE As of September 25, 2014, ten months after joining Nextdoor.com, 605 Phoenix neighborhoods (over 60% growth) have started Nextdoor.com sites with 32,353 residents, with 2,294 residents joining in the last 30 days. District 1 residents are encouraged to join and connect.

PEDESTRIAN SAFETY AT INTERSECTIONS AND JAYWALKING (RECOMMENDATION TO AMEND CITY CODE 36-128) The Public Safety and Veterans Subcommittee recommend City Council approved, for emergency action (during the November 5th City Council Formal meeting), an amendment to City Code Section 36-128 that adds language prohibiting pedestrians from stopping or remaining in a traffic island or median except to wait to cross the roadway. Staff also recommended that language be added to this code section making violations a civil traffic offense currently resulting in a sanction of $250, and subsequent violations a Class 1 misdemeanor.

Staff recommended adding the following language to Section 36-128: “No pedestrian may stop or remain in the portion of the roadway designed for vehicular use or in a painted or raised traffic island or median not designated for use by pedestrians except to wait to cross the roadway at the next pedestrian signal or, in the absence of a pedestrian signal, when traffic has cleared or yielded.”

CITY MANAGER’S WEEKLY REPORT

ECONOMIC DEVELOPMENT & EDUCATION Commercial Inspections staff met with several construction representatives from the new Arizona State University (ASU) Law and Society Campus located on 111 East Taylor Street. The final structure will be six stories and ASU would like to have the project completed and students attending by August 2016. The Georgia-based golf clothing and equipment retail chain, Professional Golf Association Superstore located on 7000 East Mayo Boulevard, remodeled the interior of an existing, vacant structure to provide 35,000 square feet of retail space. The store is scheduled to open this week.

The Commercial Inspections team met with the Leclerc Foods (440 South 51st Avenue) and Brycon Construction at a kickoff meeting to help coordinate the inspections for phase two of the build out. The owners provided a tour of the recently installed granola bar manufacturing line to explain the process for the next phase. The second phase will include demolition of the interior of an existing warehouse building and the installation of new equipment. An approximately 20,000 square foot tenant improvement (TI) project is underway on 14614 North Kierland Boulevard for SheKnows, a company that makes videos for topics of interest to women. The scope of work includes offices, studios and a test kitchen on two floors and an outdoor patio for employee seating. With the need to meet an aggressive construction schedule, Planning and Development staff supported the design team’s request to utilize the streamlined Permit by Inspectors (PBI) process for the interior TI. The PBI process is typically limited to projects less than 5,000 square feet. The design team anticipates submitting the TI construction plans the week of October 6.

FINANCIAL EXCELLENCE The annual 3+9 Technical Review process with all City departments is now underway. As mentioned last week, the process is a critical step to ensuring annual spending is kept to a minimum and to build next year’s cost estimates off of a “zero base”. Technical review meetings have been scheduled, and the entire process will take place over the next couple of months into December. The Budget and Research Department continues to prepare for the quadrennial Spending Limit/Home Rule process. Staff plans to present to the Council in November to initiate the public process. Task Force meetings will take place in December and January in preparation for the possibility of a Home Rule ballot item for August 2015 election. Budget and Research staff is currently working on the complex forecasts and analysis required for submission of the Alternative Spending Limit proposition. In this week’s packet to the Finance, Efficiency, Economy and Sustainability Subcommittee, an update to the City’s Innovation and Efficiency savings amount is provided. To date in fiscal year 2014-15, about $6.2 million has been saved, almost all of which is in the General Fund. This brings the total savings to nearly $97 million and much closer to the City’s goal of $100 million in savings. With the continued diligence of staff and the target date to reach the goal of December 2015, it is expected that the City will reach the goal well ahead of schedule.

PUBLIC SAFETY Members from Fire will attend the 31st Annual Professional Fire Fighters Association (PFFA) Memorial Sunday on October 19, 2014. The yearly event honors the memory of all fallen fire fighters represented by the Professional Fire Fighters of Arizona. The ceremony will be held at 10 a.m. at the Fire Fighters’ Bell Tower at Greenwood Memory Lawn Cemetery located on 2300 West Van Buren Street. Fire Departments throughout Arizona will be represented by Honor Guards, Pipes and Drums, fire apparatus, and Fire Department personnel both sworn and civilian. PFFA President Bryan Jefferies will preside over the ceremony. Due to road closures for the display of fire apparatus, please access the cemetery from either the I-17 frontage road or from 27th Avenue.

NEIGHBORHOODS AND LIVABILITY The North 32nd Working Group met on September 30. Vice Mayor Waring, Councilman Gates and numerous city staff were present at the meeting to discuss components of the Draft Policy Plan for North 32nd. More than 300 area residents attended the meeting and provided input to City staff. The group will meet again on October 22 at the Shea Middle School Cafeteria to review and discuss the Draft Plan for North 32nd. The Plan will go before the Paradise Valley Village Planning Committee on November 3; Planning Commission on November 9; and City Council on December 3. On October 1 City Council approved Farmers & Stockmens Bank at 5001 East Washington Street for designation on the Phoenix Historic Property Register. The bank was constructed in 1950 and is one of the earliest branch banks in Phoenix. The architecture combines many of the character-defining elements found in the work of nationally prominent Modern architects and inspired many other brank banks constructed in Phoenix. Council also approved $140,000 of Historic Preservation Bond funds back in July. The funds will be used to bring the building back to its former glory. Sunnyslope Community Center will hold its annual Fall Festival on October 25. Free hot dogs, hamburgers, bottled water, and candy will be provided at the event thanks to the sponsors. The event will include a costume contest, entertainment, and the finals for the annual talent show. The event will also promote Phoenix Plays, the citywide youth sports programs.

Over 1,500 students, parents and school officials participated in five Walk to School Day events and nearly 8,000 students took part in the 20 Pre-Walk Training Assemblies from September 26 through October 9. Events for the coming week include: Westwind Elementary, 86th Avenue/Hazelwood Street (Friday, 10/10, 7:25 a.m.), Sweetwater Elementary, 51st/Sweetwater Avenues (Wednesday, 10/15, 6:45 a.m.), and Manzanita Elementary, 39th Avenue/Butler Drive (Thursday, 10/16, 7:15 a.m.).

INFRASTRUCTURE The Federal Aviation Administration (FAA) will hold a meeting to share information about a change in flight departures from Phoenix Sky Harbor that the FAA implemented in September and will hear concerns from historic neighborhoods near the downtown area and others about the changes. The meeting will be held in the City Council Chambers on Thursday, October 16 at 6:00pm. The City’s Historic Preservation Officer is working with the historic neighborhoods to provide information about this meeting. Public Transit staff met with representatives of the Regional Public Transit Authority (RPTA) and Gila River Indian Community to review a request to extend the Route 77 (Baseline Road) from 75th Avenue to approximately 83rd Avenue. Public Transit staff provided a cost estimate for providing complementary paratransit service within three quarter (3/4) mile of the extension. Staff also discussed the need for complementary paratransit service coverage on the section of the Route 251 (51st Avenue) that is not within the Phoenix Dial-a-Ride (DAR) defined service area. RPTA will decide whether to provide paratransit service for both routes using the Northwest Valley Dial-a-Ride service or request that Phoenix DAR provide paratransit service through an amendment of the current intergovernmental agreement. The Environmental Protection Agency (EPA) and Arizona Department of Environmental Quality (ADEQ) conducted a comprehensive audit of the City's Stormwater Management Program on September 25 and 26, 2014. Staff from the Water Services Department, the Stormwater Management Section presented

information on program funding, industrial inspections and code enforcement, and the identification and elimination of illicit discharges to the City's storm drains. EPA and ADEQ were impressed with the level of commitment shown across City Departments, program improvements made over the past few years, and the overall state of the program. In closing comments, EPA offered that the City's program should serve as a model for other municipalities in Arizona.
