    This set of Rules shall be known as the Internal Rules and Regulations of the

    Integrated Society of Social Work Students, (ISSWS for brevity).

    The Rules are promulgated within the context of the Integrated Society of Social

    Work Students Constitution and By-Laws, to serve as guidelines for the Officersand Members of the Integrated Society of Social Work Students in the discharge of

    their official vision, mission, objectives, functions, duties, and responsibilities

    particularly internal organization, deliberation on meetings and sessions, legislative

    process, parliamentary procedures, and order and stability.

    We envision the Organization as a governing body for BS Social Work Students

    that will uphold commitment towards harnessing the ideals, aspirations, beliefs,

    values, and principles of the Social Work Profession and for the empowerment of

    each and every BS Social Work Student, and to be the means of communicating the

    sentiments of each and every student promoting Social Justice, Social Equity, and

    Unity by fostering a culture of selfless service, professionalism, accountability,

    responsibility, and democratic principles.

    A) Objectives adapted from the Prime Movers Society Constitution and By-Laws, Article II, Section 1:

    1) To initiate and foster brotherhood and solidarity among Bachelor ofScience in Social Work Students and Faculty, thus enhancing free

    interaction and open relationship.

    2) To promote educational, religious, cultural, and social activities byundertaking and sponsoring seminars, recollections, and group

    dynamics related to the Social Work Course.

    3) To promote civic and charitable consciousness among members andalso among others.

    B) Objectives adapted from the Social Work Society Constitution and By-Laws,Article II, Section 1:

    1) To initiate and foster brotherhood and solidarity among Bachelor ofScience in Social Work Students and Faculty, thus enhancing free

    interaction and open relationship.

    C) Objectives adapted from the Social Movers Organization Constitution andBy-Laws, Article II, Section 1:1) To initiate and foster camaraderie and solidarity among Social Work

    Students and other students of the college, including Faculty members.

    2) To promote educational, cultural, social and religious activities byundertaking and sponsoring seminars, recollection, retreats and groupdynamics related to Social Work.

    3) To promote SocioCivic consciousness among our members and otheralike.

    A) Rights of Members adapted from the Prime Movers Society Constitution andBy-Laws, Article IV:

    1) Each member shall be given the right to give suggestions, grievances, andsentiments for all the affairs in the Organization.

    2) Each member shall be given the right to participate in all officialactivities, programs, and projects of the Organization, provided that it is

    accordance to the rules of proper conduct in policies, rules, and

    regulations of the Organization.

    3) Each member has the right to information for all the proceedings of thePrime Movers Society.

    4) Each member has the right to suffrage on a plebiscite forrevision/amendment(s) to the Constitution of the Organization.

    5) Each member is given the right to information and to practice his/herrights, duties, and obligations provided in the Constitution and By-Lawsof the Organization.

    B) Rights of Members adapted from the Social Work Society Constitution andBy-Laws, Article VI:

    1) Each member shall be given the right to give suggestions, grievances, andsentiments for all the affairs in the Organization.

    2) Each member shall be given the right to participate in all official activities,programs, and projects of the Organization, provided that it is accordance tothe rules of proper conduct in policies, rules, and regulations of the School

    and of the Organization.

    3) Each member has the right to information for all the proceedings of theOrganization.

    4) Each member has the right to suffrage for all types of elections in theOrganization.

    5) Each member is given the right to information and to practice his/her rights,duties, and obligations provided in the Constitution and By-Laws of the

    Organization.

    C) Rights of Members adapted from the Social Movers OrganizationConstitution and By-Law, Article IV, Section 5:

    All members have the right to know and practice their rights and dutiesprovided here in the Constitution and BYlaws.

    A) Duties of Members adapted from the Prime Movers Society Constitution andBy-Laws, Article V:

    1) Each member must abide, uphold, and defend the Constitution and By-Lawsof the Organization.

    2) Each member shall to participate in all meetings, programs, projects, andactivities that the Organization initiates and/ or is involved in.

    3) Each member shall respect and abide in the decisions made by theOrganization, which are not contrary to the policies, rules, and regulations of

    the Constitution and By-Laws of the Organization.

    4) Each member shall to make himself/herself available and to be willing torespond to the needs of the Organization.

    5) Each member shall to exert his/her utmost to develop his/her potentials toserve for the general welfare and development of everyone.

    6) Each member shall serve as a role model as a representative and asset of theOrganization in all places at all times.

    B) Duties of Members adapted from the Social Work Society Constitution andBy-Laws, Article VII:

    1) Each member must abide, uphold, and defend the Constitution and By-Lawsof the Organization.

    2) Each member has the duty to participate in all meetings, programs, projects,and activities that the Organization initiates and/ or is involved in.

    3) Each member should respect and abide in the decisions made by theOrganization, which are not contrary to the policies, rules, and regulations of

    the School and of the Constitution and By-Laws of the Organization.4) Each member has the duty to make him/her available and to be willing to

    respond to the needs of Organization.

    5) Each member has the duty to exert his/her utmost to develop his/herpotentials to serve for the general welfare and development of everyone.

    6) Each member has the duty to serve as a role model as a representative andasset of the Social Work Society in all places at all times.

    C) Duties of Members adapted from the Social Movers OrganizationConstitution and By-Laws, Article IV:1)All registered members must abide and uphold the Constitution and By

    laws of the organization.

    2)All members should respect and abide with the decisions made by theorganization which are not contrary to the rules and regulation of theschool.

    3)All members are obliged to attend all meetings, programs, and activitiesof the organization

    1) Research, Information Management, Publication, and Extension Committee;2) Outreach Committee;3) Budgeting, Appropriating, and Auditing Committee;4) Policy Development and Implementation Committee;5) Membership Management Committee; and the6) Legal Affairs Committee.

    A) The members of the Research, Information Management, Publication, andExtension Committee shall be from the members of the Committee onResearch and Information and the Committee on Public Relations of the

    Prime Movers Society and shall be provided with counterparts from the

    Social Work Society and the Social Movers Organization.

    B) The members of the Outreach Committee shall be from the members of theCommittee on Outreach of the Prime Movers Society and shall be provided

    with counterparts from the Social Work Society and the Social Movers

    Organization.

    C) The members of the Budgeting, Appropriating, and Auditing Committee shallbe from the members of the Committee on Budget and AppropriationsCommittee of the Prime Movers Society and shall be provided with

    counterparts from the Social Work Society and the Social Movers

    Organization.

    D)The members of the Policy Development and Implementation Committeeshall be from the members of the Committee on Welfare and Development of

    the Prime Movers Society and shall be provided with counterparts from the

    Social Work Society and the Social Movers Organization.

    E) The members of the Membership Management Committee shall be from themembers of the Committee on Suggestion(s) and/or Grievance(s) of the PrimeMovers Society and shall be provided with counterparts from the Social Work

    Society and the Social Movers Organization.

    F) The members of the Legal Affairs Committee shall be from the members ofthe Special Committee of the Prime Movers Society and shall be provided

    with counterparts from the Social Work Society and the Social Movers

    Organization.

    A) The Research, Information Management, Publication, and ExtensionCommittee shall be in charge on feasibility studies, data gathering on social

    work and organizational concerns as well as other researches alike. It is the

    Committee in tasked on information management as well as governing press

    releases and other public relations tasks. It is also the Committee in tasked

    on administering extension programs of the Integrated Society of Social Work

    Students (ISSWS);

    B)The Outreach Committee shall be in charge on all outreach operations of theIntegrated Society of Social Work Students (ISSWS);

    C) The Budgeting, Appropriating, and Auditing Committee shall be in charge onall monetary concerns of the Integrated Society of Social Work Students

    (ISSWS) assisting the Finance and Audit Officer of the aforementioned

    Integrated Society;

    D)The Policy Development and Implementation Committee shall be in chargeon all interior concerns of the Integrated Society of Social Work Students

    (ISSWS) assisting the Board of Directors on the development and

    implementation of Social Policy for the Holistic Development of the members

    of the aforementioned Integrated Society;E) The Membership Management Committee shall be in charge on governing

    membership concerns of the Integrated Society of Social Work Students

    (ISSWS) assisting the Board of Directors on Social Marketing and

    Interpersonal relations to members; and the

    F) The Legal Affairs Committee shall be in charge on all legalities concerning alloperations of the Integrated Society of Social Work Students (ISSWS).

    A) Executive Secretary;B)Associate Secretary;C) Communication Officers (5 Persons);D)Finance Officer;E)Audit Officer;F) Extension Programs Officer;G)Outreach Programs Officer; andH)Information Officer.

    The Information Officer shall be in charge on management of any press,

    information, and social marketing.

    A) A Meeting shall be held at least once a month for transacting organizational

    deliberations as deemed necessary, such number of special meetings may be called

    by the Board of Directors or majority of members. All meetings shall be open in

    public unless a closed-door meeting is ordered by an affirmative vote of members

    present, there being a quorum in public interest or reasons of security, decency, ormorality.

    B) Session defined: A session is a meeting meant for legislative deliberations which

    although lasting for several hours in one meeting. The Board of Directors shall meet

    in session when legislations are needed for the Organizations operations. Special

    sessions may be called by the Board of Directors or by majority of members. All

    sessions shall be open to the public unless a closed-door session is ordered by an

    affirmative vote of a majority of members present, there being a quorum in public

    interest or reasons of security, decency, or morality.

    C) The Presiding Officer shall open the meeting/session by calling the ISSWS

    OfficersAssembly/Convention to order.D) In the absence of a quorum, the Presiding Officer shall declare a recess until

    such time as a quorum is constituted.

    E) The meeting/session shall be not be suspended or adjourned, except when so

    directed by a majority of the members of the ISSWS Officers Assembly/Convention,

    but, the Presiding Officer may, in his/her discretion declare a recess in short

    intervals.

    F) The Presiding Officer may suspend or adjourn the meeting/session when the

    same becomes unruly or uncontrollable.

    G) The exact hour of opening and adjourning of each meeting/session shall be

    entered in the minutes of the meeting.

    A quorum is such number of members present in order that deliberations canlegally be transacted, which shall be one-half plus one of all the members in the

    constituting body.

    The Order and Calendar of Business for each meeting/session of the ISSWS Officers

    Assembly/Convention shall be as follows:

    1) Call to Order2) Roll Call (Not applicable to an ISSWS Convention)3) Declaration of Quorum4) Opening Prayer5) Singing of the National Anthem of the Republic of the Philippines6) Reciting the ISSWS Oath of Membership7) Reciting the ISSWS Oath of Office8)

    Reading and Approval of the minutes of the previous meeting/session9) Committee Reports

    10)Unfinished Business11)New Business12)Closing Prayer13)Adjournment

    Matters that may be taken up in the meeting/session of the ISSWS Officers

    Assembly/Convention shall be limited only to those listed same, the nature and

    substance of which must be described, except the following:

    A)After the reading of the order of business, any member desiring to deliver aprivilege speech may do so, with the consent of the Presiding Officer,

    provided it would not exceed for 15 minutes.

    B) With the consent of the ISSWS Officers Assembly/Convention through amajority vote, urgent matters may be submitted on the floor. Urgent matters

    are such involves the interest of the body, the delay in consideration of which

    prejudices essential activities of the Organization.

    The Record of the proceedings of the ISSWS Officers Assembly/Convention shall be

    referred to as Minutes. It shall comprise a clear concise account of the deliberations

    and the actions taken thereon. The Minutes shall contain the following:

    1. Nature of the Meeting/Session held (whether special or regular)2. Date, Time, and Place of the meeting/session3. Proper statement of who are those present and those absent4. Title, number of authors of every resolution and act; if the resolutions were

    not approved unanimously, a brief statement of the opinion of those whoopposed; (if any)

    5. All main motions6. Points of order and appeals, whether sustained or lost7. Discussions and arguments8. Time of opening and adjournment

    The Minutes shall be signed by the Executive Secretary countersigned by the

    Associate Secretary and authenticated by the Presiding Officer.

    Any motion, measure, or proposal appearing in the agenda for reference to the

    corresponding Committee shall be subject to debate or discussion; debate oramendment, prior to final action.

    All acts and resolutions to be considered by the Assembly of Members shall pass

    through the following stages:

    1) First Reading- the stage when the title of the proposed measure is read by the

    Executive Secretary and referred by the Board of Directors to the appropriate

    Committee(s).

    2) Second Reading- Consists of proposed measures reported out by the Committee(s)

    for Second Reading, which shall be subject to debate and argumentation as well as

    pertinent motions and amendments.

    3) Third Reading- the stage when legislative matter is finally approved by the

    Board of Directors. No amendments shall be allowed anymore in this stage exceptamendment to the title thereto.

    Acts and Resolutions as approved shall take effect after five (5) days from its 1st day

    of circular distribution or publication.

    Should any rule these Implementing Rules and Regulations be declared

    unconstitutional, the remainder shall not be affected thereby remain in full force

    and effect.

    Any and all rules and regulations that may have been approved previously by the

    Board of Directors which are inconsistent with these Implementing Rules andRegulations are deemed suspended and/or repealed accordingly.

    Any amendment to the Rules shall be presented in writing and shall be adapted by

    a vote of two-thirds (2/3) of all the members of the Board of Directors.

    These Implementing Rules and Regulations shall take effect upon approval.
