The Parish Council considers consultation as an integral part of the way that it works with residents, with the outcomes helping to guide the Council in making decisions on current issues and future plans. Although we may look at alternative consultation methods in the future, we have traditionally sent you hard copies of consultations (including a pre-paid envelope), to which you have replied in your hundreds – clearly this approach works, so we will think carefully before we make any changes! One thing that we are mindful of is potential consultation overload (consultation opportunities seem to pop up on a daily basis), so we try and keep our one’s brief and to the point.
We carried out two major consultations in the summer of last year, asking you to consider your answers to both at the same time. As well as our annual Budget/Precept Level consultation, we also consulted you on the potential of the Parish Council taking devolved responsibility from Milton Keynes Council (MKC) to deliver landscape services on the vast swathes of land within the Parish that they have traditionally maintained. Your response to both consultations was overwhelming, in total we received over eleven hundred replies!
Although we have mentioned a number of times in the past about taking responsibility for devolved

services, the landscape consultation was the first time that we specifically asked you to express your opinions about us taking on a new service – and in part, the outcome wasn’t necessarily a great surprise to us. Firstly, the majority of you voiced your dissatisfaction with the current level of landscaping provided by MKC, not a shock to us as the issue has been a recurring one in previous Budget/Precept Level consultations.
The majority of you then went on to confirm that you thought that we should take over responsibility for landscaping from 2020. Lastly, the majority of you confirmed that you would be willing to pay an increased Precept (the money that you pay us via the Council Tax) to cover the associated costs of delivering the service.
Our annual Budget/Precept Level consultation asked you to prioritise issues in your area, with Environmental Issues and litter bins coming out as your two top concerns. We went on to ask you about the services that MKC provided, with Street Cleansing and Waste topping your first priorities followed by Landscaping, with Street Cleansing and Landscaping being your top second priorities. The consultation went on to confirm that the majority of you thought that is was appropriate to increase the Precept by up to 5% for 2019/20.
Taking the outcome of both consultations into account, the Parish Council has decided to take over the delivery of landscaping services from 2020 onwards, believing that it can make a positive impact on the green spaces that play such an integral part in the places that we live. It is important to note that we wouldn’t consider taking over the service if we were only going to provide it on a ‘like for like’ basis, and would only do so if we were able to make a real improvement to the green spaces around the Parish.
The Parish Council will need to ensure that it is ready to deliver the service from day one of the new arrangement, and will have to plan accordingly, with all the necessary personnel, equipment and infrastructure in place at the outset.
There will be a cost to making these preparations and for this reason we have decided to increase the Precept by £30 in 2019/20 (based on a Band D equivalent property). This isn’t a decision that we have made lightly, aware of the impact it will have on you, but we are confident that it is the correct one, and that in the long term there will be a real benefit to residents, with years of landscaping decline arrested and then moved in the right direction.

On the 10th November 2018, Campbell Park Parish Council unveiled 5 benches throughout the Parish. The benches were to commemorate the ending of the First World War 100 years ago.The benches have been well received by residents of the Parish, unfortunately one bench was vandalised within a week of the unveiling.
The Bench on Oldbrook Green was attacked with an instrument which damaged the paint work, the damage was discovered 9 days after the unveiling.
We contacted the manufacturer, Ogilvy of Kilmarnock, who offered to replace the bench with a new one and take the damaged one away, at their expense. The Parish Council would like to thank Ogilvy for their kind gesture.

In August of this year 9 families on the waiting list of Milton Keynes Council were able to move into a brand new development in Kellan Drive, Fishermead.
These 2 bedroom apartments fill a growing need in the area, and the empty space, opposite a similar development was utilized to its best advantage.Campbell Park Parish

Council were fully behind the development, consulting in the early stages, and by helping identify suitable sites within our Parish, can greatly assist in helping the increasing need for social housing in our area. This is part of our plan going forward, and this new development shows what can be achieved by all parties working together for their community.

The first four months of 2018 were ground breaking for Campbell Park Parish Council as we secured a weekly spot on Tuesday evenings on Secklow Sounds, broadcasting mostly live across Milton Keynes.
Many topics were discussed around local issues, and we also introduced each of our five wards, interviewing our local Parish Councillors and hearing about their work in the community. Our staff were also willing to talk about their work in the

Parish and we invited guests that help and work with Campbell Park Parish Council.
All the feedback we received was very positive and it is our intention in 2019 to resume broadcasting. Our Parish Council will welcome any topic that appeals to any resident within our five wards and any interesting story or project.
As a Parish, we will be looking for a convenient time of the week to broadcast, Homeground and our website will be updated with details when they are available.

The Trustees had their Annual AGM on the 6th October 2018. It was the turn of Woolstone Community Centre to host the meeting. The meetings alternate between Woolstone and Ravenstone every other year.
Christa Pumfrey, the vicar of Ravenstone, was elected Chair, the Membership of the committee was approved and the Minutes of the meeting of the 7th October 2017 were agreed.

Sunday schools in Ravenstone, Stoke Goldington and Woolstone. The committee received a report from the Village Hall Management of Ravenstone which the Charity supports for repairs and updating the fabric of the Hall and has asked the Management Committee to look at the possibility of updating the heating to the hall.
The Charity received 17 applications, spread across the Villages from Ravenstone, Stoke Goldington, Weston Underwood, Gayhurst, Monkston, Broughton, Woolstone, Fishermead,
TECH & TEA EVENTS
In 2018 we successfully hosted a ‘Tech & Tea’ session is every residential ward in the Parish - a drop in session for anyone needing free training or support with using their tablet, laptop or mobile phone over a cup of tea and a biscuit!
During these sessions we had 15 people access the training, all leaving with their questions answered feeling more confident!
We hope to run more sessions during 2019, so watch this space!
Thank you to everyone who attended our Halloween Party in Springfield. We received some positive feedback and everyone had a great time with over 100 people attending.
The children, many of whom came in some wonderful Halloween costumes, were able to interact with lots of creatures from the reptile roadshow and we had our lovely face painter creating lots of Halloween designs. Of course, we had our children’s entertainer Mr Bubbles, with lots of fun and games for all. We also had craft activities, competitions and lots of free refreshments.

Willen, Campbell Park. The funding of the Grants come from the investments made by the Charity. The total amount of grants awarded for this year was £11.000. The committee approved the accounts and reappointed the auditors and acknowledged the Charity Commission returns for 2017.
The committee noted the letters of thanks received for grants for 2017.

Campbell Park Parish CouncilW W 1 E V E N T SResidents and Councillors of Campbell Park Parish took part in a number of events on Saturday 10th November to mark the centenary of the end of the First World War.
The Parish Council installed a commemorative bench in each residential ward, which were officially unveiled at a dedication ceremony on the 10th November.
The three roving silhouettes of Silent Soldiers with their distinctive red poppy, were a hit with a number of concerned residents contacting the Parish office as they disappeared from one location to then patrol another part of the Parish.
The day ended with hot refreshments at the Woolstone Community Centre, followed by a torch lit procession to Woolstone Sports Field for the lighting of a beacon.
The Parish Council would like to thank all those residents who attended the dedication ceremonies and the beacon lighting with special thanks to The Mayor of Milton Keynes, Cllr Martin Petchey, Major Michael Hrycak, A Company, 7th Battalion The Rifles, Major Katie Mcleman, 678 (Rifles) Squadron AAC, 6th Regiment ACC, Captain Bill Holland, 678 (Rifles) Squadron AAC, 6th Regiment ACC, Mark Lancaster, MP, the Royal British Legion, Jubilee Branch and Milton Keynes Ward Councillors.

Following the successful outcome of the referendum on our Neighbourhood Development Plan, with 86.32% of residents voting in favour of the Plan. At their meeting on the 28th November 2018, Milton
Keynes Council adopted the Plan as a supplementary planning document.The Plan will now be referred to by both Milton Keynes Council and the Parish Council when considering planning applications within the Parish.
Going forward the Parish Council will now begin the process to implement the Community Actions as outlined in Appendix 5 of the Plan. In the first instance the Parish Council will consult with the residents of Woolstone to seek their views on the creation of a Conservation area within Woolstone. To keep the Plan relevant, there will be future periodic reviews.

Woughton Men In Sheds is your local ‘Community Shed’ (this one is an old Depot building rather than an actual shed!), a place for local people to learn new skills, to share their skills with others, to create things using practical skills, to get involved in community projects, to make or mend or simply to get together and make social connections.
The Woughton ‘Shed’ has been active since 2017 and since this time they have been busy increasing membership, getting funding for new equipment and turning the derelict old depot into a workable ‘Shed’ with the help of Woughton Community Council, Community Foundation and Asda grants.Woughton Men In Sheds are encouraging people, men and women, from Campbell Park Parish to join them and they have been awarded grant funding from Campbell Park Parish Council to help them expand.
Why not go along and have a chat and coffee and see if you would like to join them. If needed, transport may be able to be arranged.

We have received some wonderful feedback from the following grant recipients:
Willen PavilionWillen Pavilion were awarded a grant of £1000 towards the Willen Fun Day, held in August.
“We had a very successful day which was attended by many families and individuals within our local area. We collaborated with Willen Church who also had a successful day and were happy with the funds they raised for the church.
We received positive feedback from people who enjoyed the event. The weather was beautiful and everyone enjoyed the atmosphere with plenty of activities for the children and opportunities for the adults to relax.”
MK Hard of Hearing Support GroupMK Hard of Hearing Support Group were awarded a grant of £250 towards the cost of a social outing for members.
“Thank you for your generosity in granting £250 towards a recent trip to the Shuttleworth Collection and Swiss Gardens at Biggleswade. The outing was extremely successful and enabled people with hearing loss to enjoy a trip together, which for many, would not have been possible without this grant.We were able to hire a mini bus with tail lift to enable a person with spinal injuries and hearing loss to participate.
The group meets on the first and third Tuesday in the month at MKCIL meeting room within the Church of Christ the Cornerstone from 10.30-12.00 and caters for people with mild-profound hearing loss, deaf and blind people waiting for a cochlear implant. In addition to support and information we have presentations each month relevant to hearing loss.
We have recently received funding to enable us to provide transport for people who cannot access public transport to attend the group.

The Trustees had their AGM on the 17th September. Two new trustees were appointed, Val Dixon to represent Willen and Karl Kavarana to represent Springfield. The Trustees elected Larry Harris as the new Chairman and Karl Kavarana as Vice Chair. A new bank account has been opened with the Metro bank at Oakgrove. 11 grant applications were submitted for consideration by the Trustees.
Geoff Taylor Trust has again received a grant in the sum of £5000 from Campbell Park Parish Council which allows the Trust to make the awards. The number of applications meant that the grants given ranged from £400 up to £750 for a new application. Some applicants have had grants over the last few years towards their studies. Grants were awarded to residents from Oldbrook, Fishermead, Springfield and Woolstone.
The level of the applications was good and supporting information helps the Trustees when making the awards.
The Trustees had received feedback from previous applicants on how the grants had helped towards their studies and thanking the Trustees.

LOCAL PRIMARY SCHOOLS
Can you spare an hour or two a week to listen to children read in a local primary school?
Schoolreaders is looking for more volunteers in Buckinghamshire to carry out this important role.
Reading time for many children at home and at school is often insufficient and one in four children are now leaving primary school unable to read to
the required standard. This can have a lifelong consequence. No qualifications are necessary, just a
good command of spoken and written English.
Schoolreaders is flexible and will match your availability to an appropriate, local school. Our
volunteers find the scheme incredibly rewarding, knowing that a few hours helping a child learn to read each week can have such a great impact on
their life chances.

Hello Children,I hope you all enjoyed the Christmas holiday break. Well, the winter nights are here so if you don’t have much to do, why not write in to Kids Corner or send in a drawing or poem. If your entry is published in Kids Corner, you will receive a £10 gift card – so get you felt pens out and start drawing. Send your drawing to the Parish Office – the address is on the front cover.
If you came to the Halloween Tea Party I hope you all had lots of fun, it was crazy, so if you did not get to the party, make a date for this year’s party on Saturday 26 October.
Thank you to the schools that took part in the Pumpkin Face Plates competition. The standard was amazing, it was really hard to judge all of them.
The next tea party is on Easter Saturday, 20 April at the Oldbrook Centre.

The Badger Boys, John and Mitch, have been busy renovating a barge called New Beginnings. The galley is done and Mitch is busy cooking – he really likes his grilled trout. They have also done the bedroom and have made hammocks to sleep in – “that sounds like fun”. So now they are busy decorating the living area. This could take a long time because Mitch and John both have a lot of books so they have to make shelves that fit in to the side of the barge, so that the books don’t fall about when the barge is moving.
