THROUGH E-DISTRICT: PROCEDURES

Introduction:

E-District:Districts are the de facto front-end of government where most Government-to-

Consumer or G2C interaction takes place. The eDistrict project was

conceptualized to improve this experience and enhance the efficiencies of the

various Departments at the district-level to enable seamless service delivery to

the citizen.

Front-ends under the scheme, in the form of citizen facilitation centers, are

envisioned to be built at District, Tehsil, Sub-division and Block levels. Village-

level front-ends would be established through Common Services Centres

(CSCs) for delivery of services.

Indicative services planned to be delivered through this MMP include:

Certificates: Creation and distribution of certificates for income,

domicile, caste, Birth, Death etc.

Licences: Arms Licenses etc.

Public Distribution System (PDS): Issue of Ration Card, etc.

Social Welfare Schemes: Disbursement of old-age pensions, family

pensions, widow pensions, etc.

Complaints: Related to unfair prices, absentee teachers, non-availability

of doctor, etc.

RTI: Online filing and receipt of information relating to the Right to

Information Act.

Linking with other e government projects: Registration, Land Records,

and Driving Licences, etc.

Information Dissemination: About government schemes, entitlements,

etc.

Assessment of taxes: Property tax, and other government taxes.

Utility Payment: Payments relating to electricity, water bills property

taxes etc.

The e-District initiative of the Department of Electronics & Information

Technology, Ministry of Communication & Information Technology (MCIT)

and Government of India has been identified as one of the Mission Mode

Projects at the State level. The project aims at providing support to the basic

administrative unit i.e. "District Administration" to enable content development

of G2C services, which would optimally leverage and utilize the three

infrastructure pillars, the State Wide Area Network (SWAN) for connectivity,

State Data Centre (SDC) for secure and fail safe data storage, and Common

Service Centres (CSCs) as the primary front-ends for service delivery to deliver

services to the citizens at their doorstep.

The e-District portal involves integrated and seamless delivery of citizen

services by district administration through automation of workflow, back end

digitization, integration and process redesigning across participating

sections/departments for providing services in a most efficient manner to the

citizens.

citizens. Through e-District following citizen centric e-Services are available:

Issuance of Residence Certificate, Issuance of Cast Certificate, Legal Heir

Certificate, Issuance of SEBC Certificate, Issuance of Solvency Certificate,

Issuance of Income Certificate, Issuance of OBC Certificate

E-District:

E-District is one of the 31 MMPs under NeGP, GoI.

Implementation in Odisha:

E-District application was developed by SRIT and certified by STQC.

Application is Hosted at Odisha State Data Centre (OSDC).

Primarily 8 Miscellaneous certificate services and “Issuance of Certified copy

of RoR” enlisted under ORTPSA of R&DM and Minority and Backward class

Department are included in the project

E-Services were made live on pilot basis on 5-Sep-2011 in Ganjam and on 18-

Dec-2011 Mayurbhanj district.

As per decision of State Apex committee chaired by Chief Secretary, Odisha

held on 22/11/2012 the six services were rolled out to all the Tahasils w.e.f.

January-2014.

The new service “Certified copy of RoR” was launched in both Ganjam &

Mayurbhanj in 31/03/2013. State wide rollout of “Certified copy of RoR” was

made on May-2017 as per Decision of State Apex committee.

Till March 2018, number of digital certificate issued more than 1.33 Crore,

having verification and Security features like 1D Barcode, 2D Barcode &

Digital Signature

KEY STAKE HOLDERS

DigiLocker :- Due to Integration with Digilocker, by

providing Aadhar number a Citizen can obtain his/her

certificate from Digilocker account at any time anywhere. As

on 28/03/2018, 494637 data has been pushed.

E-Taal :- Through eTaal Govt. of India receives

transaction statistics from e-District applications

periodically on real time basis.(Screenshot)

Rapid Assessment System (RAS) :- Continuous

feedback for e-services delivered by Government of

India and State Governments through SMS, eMail or

Through Portal (www.ras.gov.in).

Central Monitoring System (CMS) Odisha :- To

ensure delivery of service as per ORTPSA rule no 20.
