ELECTRIC VEHICLE TRIAL BY UBER AND NISSAN

20 all-electric Nissan LEAFs have been supplied for trial with Uber. Run in partnership with the Energy Savings

Trust, the study will look into feasibility of running electric private hire vehicles in the UK. Gareth Dunsmore, Head of Electric Vehicles, Nissan Europe, said: ‘We are delighted to be working closely with Uber on what is a very exciting project that could ultimately lead to major improvements in air quality in London and across the UK. We are confident this trial will prove a success and that Uber will join scores of taxi and private hire operators across the UK and wider Europe in recognising the financial and environmental benefits of Nissan’s market-leading electric vehicles.

“With the impact of poor air quality remaining a cause for concern, the trial could prove to be a pivotal moment for tackling the challenges in London.”

Taxi drivers will recall that the Nissan NV200 London taxi project was suspended shortly after it launched because it would not meet standards for the then planned Ultra-Low Emission Zone when Boris Johnson proposal to make all London taxis zero-emissions capable by 2018 was announced. Nissan’s design, based on its NV200 van-based MPV powered by a 1.6-litre petrol engine mated to a CVT gearbox and the powertain could not be adapted meet the proposed emissions standards.

CREDIT CARD MACHINES

The Independent Taxi Alliance believes that card machines should be a mandatory piece of equipment for Taxis. But they think the

fixed machine in the back of a cab should not be compulsory; the ITA believes the choice of equipment should be that of the Taxi driver, not of the regulatory body. Taxi drivers should be able to shop around for a card machine, and not have to sign expensive contracts.

In a recent blog, the ITA said: “When we revert back to the original reason behind the need for a card machine mandate, we come to a singularity; the need for taxis to accept credit and debit card payments. All was well until the greedy people got wind of it, and realised they could earn some easy money off the backs of hard working Taxi drivers.

“Taxi drivers are being regulated by undemocratic, illegal and draconian methods, threatening their livelihoods and revocation of their licenses. This has to stop! It is time the Organisations got together and publicly announced their intention of a unified mass disobedience, and ignored the mandate.”

UBER WINS RIGHT TO CHALLENGE DRIVER ENGLISH TESTS

TfL wants all private-hire drivers to undergo reading, writing and listening tests from 1 October. But Uber wants some

exemptions for certain drivers and has taken the legal route to challenge TfL. Uber has now won the right to take Transport for London (TfL) to court over the new rules; as reported in the last issue of Taxi Globe, Uber appointed Hogan Lovells to mount a judicial review of Transport for London’s (TfL) new rules for private hire cars. The taxi app filed its application for permission to review the new guidelines, including written English tests for drivers, locating its customer service call centre in London, extending insurance for drivers, and having to alert TfL of changes to its business model or app.

A judicial review was granted at the High Court. Tom Elvidge, general manager of Uber London, said: “We’re pleased that the judge has decided this case deserves a hearing.”

A Transport for London spokesman said: “We note that the court has refused permission for judicial review of the principle and standard of English language test, the requirement for hire and reward insurance and the ability for customers to speak to someone by telephone. The changes to private hire regulation were made to enhance public safety and we are determined to create a vibrant taxi and private hire market, with space for all providers to flourish. We look forward to the remaining issues being resolved in due course.”

NEW TAXI RANKS IN SUPPORT OF NIGHT TUBE

DaC Chairman Brian Rice says: “There isn’t any question that having the PED in the back of the taxi could be a threat to driver safety.

That is why in March 2011 we at DaC sought and obtained permission from TfL to site our PED’s in the front of the taxi, although it is wired to the taxi and gives a printed paper receipt, the PED can be passed to the passenger in the rear of the vehicle or through the luggage window and the driver remains locked in the front of the taxi.

“I sought permission for the PED to be sited in the front because I was convinced at some stage TfL would mandate the acceptance of Credit Cards, which they have now done. The difference is we at DaC understand our trade, those employed at Palestra do not! Since the 3 March this year I have

sent over thirty e-mails to TfL highlighting their error regarding having the PED in the back of the taxi and six months later they inform me that it is still being discussed! Why are they being so pedantic about this situation? They have made a mistake and those of us that know our trade have pointed this out to them, why they choose to ignore our advice is beyond me, or is it they are so high and mighty and out of touch, they think they always know best?

“They have got this totally wrong and if they persist on this disastrous course it is only a matter of time before one of our colleagues is badly injured or worse and the blame will be with TfL and they will have a huge lawsuit on their hands for negligence, especially as we can prove they were warned, but too stubborn to heed our warnings!

Transport for London (TfL), in partnership with boroughs across the Capital, has

introduced nine new taxi ranks, bringing the total number of Night Tube taxi ranks to 27. The new ranks have been appointed at nine Night Tube stations on the Central line: Fairlop, Wanstead, Hainault, South Woodford, Woodford, East Acton, West Acton, North Acton and White City. In total 27 Night Tube stations – across the Central and Victoria lines – are served by taxi ranks. Helen Chapman, TfL’s General Manager of Taxi and Private Hire, said: “We are pleased to have been able to increase the number of ranks at Tube stations. We are working with the taxi trade to ensure the ranks are well-served, giving customers choice to complete their journey. Taxis are an integral part of the Capital’s transport network, which are safe and driven by people with an unparalleled knowledge of the Capital’s roads.”

Night Tube services are now running on the Central and Victoria lines on Friday and Saturday nights. Services operate on the Victoria line with trains running on average every 10 minutes across the entire line. Central line trains are running approximately every 10 minutes between White City and Leytonstone and approximately every 20 minutes between Ealing Broadway to White City and Leytonstone to Loughton/ Hainault. There is no Night Tube service between North Acton and West Ruislip, Loughton and Epping and Woodford and Hainault.

CITY OF LONDON POLICE APPEAL

TOURISM ACTION PLAN PETITION LAUNCHED

A 32-year-old man has appeared in court charged with manslaughter after a man died following an incident in a minicab in

Farringdon Street on Friday, 26 August. Alexander Bruce Thomson of Wandsworth

was charged with manslaughter on Saturday, 27 August before appearing at Westminster Magistrates’ Court on 29 August. He has since been remanded in custody and is next due to appear in court at the Old Bailey on Monday, 26 September.

The victim, 23-year-old Thomas Hulme, from Tooting, London, was pronounced dead on Saturday evening, 27 August. Detectives from the City of London Police continue to appeal to anyone who may have witnessed the incident which happened after a minicab stopped in Farringdon Street on Friday night. The victim was travelling with four other passengers following a night out having got into the cab near to Farringdon station.

At approximately 11.20pm, the driver stopped the minicab near to a bus stop by the junction with Old Seacole Lane, just north of Ludgate Circus, and emergency services were called. Both police and London Ambulance Service attended and the victim was taken to hospital, where he later died. Officers arrested one of the passengers at the scene on suspicion of GBH and he was subsequently charged with manslaughter.

A petition has been started in response to a new document entitled “Tourism Action Plan”. The document was published recently by the

government. In the plan, which is opened by Theresa May stating “We must ensure that the benefits of tourism are shared across cities, regions and nations up and down the United Kingdom” there is reference to taxis and private hire trades. On page 9 it states the planned action of deregulating PHV.

The petition, started by Support Black Taxis with a single signature, quickly had over 780 signatures. It includes a letter to Theresa May which says: “this cannot happen for the safety of the public, there is enough evidence over the last couple of years to show that PHV licensing is not strict enough with records of 32 convicted rapes in 6 London Boroughs alone during the last year and countless assaults. PHV Licensing should be capped and current regulations upheld and enforced which were placed for the sake of public safety.”

TWO SPONSORED SKYDIVES

CABBIES CHARGED UP OVER ELECTRIC CHANGE

It is always a pleasure to write about something positive so I am delighted to be able to tell readers about our

two splendid veterans who have just carried out two tandem skydives in under a week in aid of our charity.

The first took place in Normandy on 20th August. Fred Glover was a member of ‘A Company’ of the 9th Battalion, tasked with entering the Merville Battery in glider planes instead of parachuting in with the rest of the Battalion. Fred’s glider was hit by anti-aircraft fire and crashed into an orchard outside of the Battery.  Sustaining wounds to his legs, it was decided that Fred should stay and guard two German prisoners. An act of kindness, offering morphine to one of the injured soldiers who had been shot in the stomach, may have saved his life - later that day he was captured by a German patrol who spared him after they heard of his generous deed, and sent him to recoup at a Parisian hospital, which he later escaped from with the support of the French Resistance.

Fellow para and Arnhem veteran, Ted Pieri, also aged 90, joined Fred

on the jump.  Ted, who lives in Erith, Kent, joined the 1st Airborne division in 1943.  Although initially a despatch rider, he volunteered for parachute training and qualified getting his wings. He undertook his first parachute jump in 70 years in 2015, and enjoyed the experience so much that he was willing to jump again to raise money for the charity.

On 25th August, Fred and Ted were joined by cab driver and committee member Graham Pike and me. We had the great privilege of diving with the celebrated Red Devils and it was a truly thrilling (and unnerving) experience. We cannot thank the trade enough for the enthusiasm with which this endeavour has been supported. Our sponsorship page

A survey of drivers was conducted in partnership with ride hailing apps Hailo and Gett by The London Taxi Company recently

which shows 80% of London’s taxi drivers are interested in switching to new ultra-low emission taxis. Results show 80% of London taxi drivers are either “interested” or “very interested” in buying a zero emission capable taxi once they start running off the production line next year. This level of interest is why LTC are looking to engage with and work with London’s government to improve the city’s sustainable infrastructure and to ensure London improves its air quality by introducing a minimum of 150 rapid charging points by 2018 and 300 by 2020 across London. “LTC supports the Mayor’s pledge to make tackling air quality in London a top priority – and now we can see taxi drivers want this too. It is down to us to work together with the relevant authorities to ensure the right infrastructure is in place, said Chris Gubbey, CEO of LTC. “LTC has manufactured the black cab in the UK for 69 years,

and is investing £300 million in bringing a UK-built Zero Emissions Capable taxi to UK and international markets by 2018. We believe we can lead the charge in ensuring London’s air quality returns to safe and

legal levels and believe that London can lead the world in zero emissions urban transport.” Deputy Mayor for Transport Valerie Shawcross said: “We need to take every step we can to clean up London’s polluted air. It’s great to hear taxi drivers are ready to play their part, and the use of new zero-emission taxis will make a significant difference. We are committed to helping the industry thrive and will be working with TfL to ensure that we do everything we can to make sure this vital transition as quick and easy as possible.”A report published recently by the Energy and Climate Change Select Committee argues: “Drivers with internal combustion engines enjoy a comprehensive network of commercial filling stations, but the charging network for plug-in and hybrid electric vehicles remains limited. The UK has public charging points at over 4,000 locations; rapid chargers are available at approximately 700 of these.”

LTBAWD NAMED UK’S BEST VOLUNTARY/CHARITY PROJECT

On 26th August 2016 The London Taxi Benevolent Association for War Disabled held a Tea Dance at the Royal Hospital

Chelsea. At 12 noon, the 80 guests, which included veterans and some of the drivers who freely give their time, began to arrive and made their way into The State Apartments which the Royal Hospital had allowed us to use on this occasion; we would like to thank them for their hospitality.

We were entertained by the D-Day dancers and singers, the three ladies singing were dressed in Royal Air Force uniforms and the dancers in forties style clothes. They managed to coax some of the veterans and drivers onto the floor to dance with them, at 1pm a buffet lunch was served along with tea, coffee and alcoholic beverages. Soon after the lunch with the dancers and singers once again entertaining us a BBC television team arrived, along with Katie Derham, who announced that the charity had won the National Lottery Awards. This was greeted with cheering and clapping from everybody concerned, the dancing then continued with Katie Derham dancing with a few of the veterans.

BEST VOLUNTARY/CHARITY PROJECT The London Taxi Benevolent Association for War Disabled Charity has been running trips for veterans since 1948, including the annual seaside visit to Worthing. The charity received 3,995 votes to win the Best Voluntary/Charity project in this year’s National Lottery Awards – the annual search for the UK’s favourite

Lottery-funded projects. The project wins a £3,000 cash prize, an iconic National Lottery Awards trophy and will attend a star-studded Awards ceremony, broadcast on BBC One in September.

Katie presented the veterans and taxi drivers with their National Lottery Award, saying: “I have been bowled over by the special bond between the London taxi drivers and the veterans. It is great that

projects like this receive funding, thanks to National Lottery players who raise £36 million every week for good causes across the UK.”

Last year, the charity used National Lottery funding for 92 London taxi drivers and volunteers to take 120 WWII veterans and their carers on a five-day trip to the Netherlands where they received heroes’

welcomes on the 70th anniversary of the Liberation. Dick Goodwin, event organiser for the Taxi Charity, said: “We are absolutely delighted to have won a National Lottery Award. We’d like to say a sincere thank you to everyone that got behind us - veterans, cab drivers, family, friends and the British public - this award sends a great message to our veterans that people genuinely care about them and what they went through.”

SKYDIVING HEROSFred Glover, a 90-year-old WWII veteran who recently undertook two parachute jumps to raise money for the Taxi Charity, said: “I’m over the moon that this magnificent charity has won a National Lottery award! The cab drivers and committee members are all volunteers. They look after us so well on our trips and outings. I’m proud to be associated with them.”

The all new Volvo XC90 is a premium quality seven seat SUV which has world leading safety features together with a new combination of

power and fuel efficiency from new engines. Add to that a sumptuous interior finish and new technologies it really is an impressive package.

The exterior is the start of the new looks for all future models, starting with the new more prominent iron mark, the diagonal slash across the grille is in line with the arrow on the Volvo badge. The daytime running lights are being called “Thor’s Hammer” being t shaped and very distinctive - they also are the indicators! A larger bonnet, sharper side lines and more substantial shoulders flow back towards the rear of the car where the new rear lights are “tattoo like” give the XC90 a really different look from previous models. CLEAN LINESIt has a very clean and Swedish look to it, I really liked the chrome detailing around the windows. You can have up to 22 inch alloys, our test model came with the standard 19 inch alloys which look good. Although my favourite ones are 22” 6-Double Spoke Diamond Cut/Matt Tech Black. Colour wise there are a subtle range to choose from, if I was buying one I would either have the Premium metallic Crystal white or Magic blue metallic. I liked the colour of our test model which is Premium Electric silver. Standard across the range is power tailgate with hands-free operation, which worked brilliantly and was very useful when coming out of the supermarket with shopping bags, add to that the boot system which enables you to either hang bags or belt in against a board to stop them moving around what is a very large boot.

Inside the XC90 it has yet more clean lines and everything has a very premium feel. The main feature of the dashboard is the tablet like 9” touchscreen, which means that there are virtually no buttons on the dash!

The start stop button, drive dynamic control and volume dial are diamond cut and have a really nice feel to them. The touchscreen was easy to use, if you have tablet style device at home, it is just the same.

The seats were extremely comfortable and the power adjustments made it easy to find the right seating position for me. Innovatively designed seats free up interior space for passengers both in the second and third seat rows, the ergonomic shape that resembles the human spine is at the core of the full seat. The second row features three individual seats with recline adjustment and sliding function which can be used to create more legroom for the passengers in the third row. Passengers with a height up to 170cm have class leading comfort in the third row.

the luxury sport with sports seats and steering wheel mounted paddle shift. SAFETY TECHNOLOGY FEATURESAs with all Volvos safety is at the forefront with the most comprehensive and technologically sophisticated standard safety package. City Safety becomes the umbrella name for all the auto brake functions. This system now covers vehicles, cyclists and pedestrians in front of the car, day and night. The XC90 is the first car in the world with technology that features automatic braking if the driver turns in front of an oncoming car, a scenario common at t junctions and crossings. It does make you jump the first time it activates, it happened to me when reversing out of a parking space! Other technology which makes driving easier is the new Adaptive Cruise Control with Pilot Assist enables safe and comfortable semiautonomous driving by automatically following the vehicle ahead in stop-start traffic. Acceleration, braking and now also steering are controlled automatically. Again when you use this for the first time it can be a little unnerving, but made driving around London very easy and much less stressful. Other autonomous systems include Park assist pilot which helps reverse into parking bays, both parallel and bays. It will also help get you out of these spaces, great when another driver parks that little bit to close to you. Add to this the 360 degree surround view camera, which gives you a bird’s eye view of the vehicle.

SENSUS is the most modern control system on the market, this is a user interface which completely reinvents the way drivers operate their cars. The more traditional selection of buttons and controls have been replaced with a large tablet-like touch screen, controls on the steering wheel and a capable voice control system. The system also gives you access to a wide selection of cloudbased applications, which includes the ability to mirror and use Apple and Android devices in the touch screen display, finding and paying for parking and seamless music streaming.TIME FOR A SERVICE? The XC90 will not only tell you when it is time for a service, it will even suggest an appointment at a Volvo dealership. ENGINESThere are two engines to choose from in Momentum trim the D5, a 2.0litre four cylinder engine with the

same power output and driveability as a considerably larger engine. The D5 engine also features PowerPulse, a Volvo world first. This innovation activates the turbocharger the moment you press the accelerator to give an instant boost of acceleration from standstill and at lower speeds.

Stop/Start technology and engine braking energy regeneration help reduce fuel consumption, 49.6 mpg combined and CO2 emissions of 149g/km - this is aided by the eightpeed Geartronic automatic transmission.

Road fund licence comes in at £145 per year. The other option is the T8 Twin Engine plugin hybrid,

a high performance supercharged/turbocharged four cylinder petrol engine combined with a powerful electric motor. In pure, zero emission electric mode the driving range is up to 40km, ideally suited to daily commuting. And when that isn’t enough, the petrol engine can be called upon anytime. This means you get combined fuel figure of 134.5mpg, which means very little written down but when I have one on test I will give some real figures. CO2 emmisions are just 49g/km which means there is no road tax to pay!

I was upset when they came to collect the XC90 as I had become quite attached to it and enjoyed my week of driving it. For such a large SUV it had very little body roll and on the motorway it was just a pleasure to drive. A relaxed drive was had thanks to the driver assist systems. If I was in the market for a 7 seater SUV it would most definitely be on the top on my list.

Prices start at £46,850 for the entry level D5 Momentum with the range topping T8 Twin Engine in nscription trim being £60,455.
